This document is the start of a discussion about the aspirations for transport and the vision that will help to drive, support and deliver it in and around Nottingham. The last 10 years has seen major developments in our region and, although there is much uncertainty around transport funding levels, governance and mechanisms, we want to work together to ensure that a forward thinking approach continues to be applied in the future. This is essential if transport is to help deliver economic growth and in turn ensure growth will be unhindered by transport deficiencies. Through this ambitious document we invite you to comment and give us your thoughts so we can ensure it reflects the needs of the area and your views. The timing of this discussion is crucial as new plans and new funding regimes, changing public sector responsibilities and major national transport proposals are being developed – all with an objective of delivering economic growth and, importantly, jobs.
This includes:
support for key sectors of the economy,
Quarter in the City Centre
the conurbation are emerging setting out land use proposals to meet requirements for the next 25 years
being devolved to the D2N2 Local Transport Board to progress prioritised schemes for the 2015-2019 period
provide important infrastructure as the
Fund allocations devolved to them for
Transport schemes
will bring more prosperity to the region by 2032. It is a big game changer in terms of transport needs for the D2N2 region and some local Councils are reconsidering their local plans. From a transport perspective developing links to Toton from our travel to work area
be crucial.
At this stage the vision is very much focused on the city urban area and we want to ensure that all views in the region are drawn forward during this early consultation phase of development. We value your input, so please do let us know how you’d like to see this develop.
Please feel free to get in touch with us at [email protected] to discuss this further or to give us your views.
Welcome
Building a Better Connected Nottingham
Nottingham has an international reputation for excellent transport policy and delivery and was Local Transport Authority of the Year 2012. Nottingham has come a long way with a forward thinking strategy and clear objectives that have helped the high quality integrated network to become a reality. This long term vision doesn’t just stop now - the strategy for the urban area extends to 2032 and beyond!
Building a Better Connected Nottingham
Early investment between 2001 and 2011 had helped the region to be more resilient in the face of an economic downturn.
There had been local advances in integration, ticketing, cycling and walking and there was the intent to reclaim neighbourhood spaces for
emissions (CO2) from transport have reduced in the City and according to national government data Nottingham has the lowest levels of carbon emissions from transport of all the Core Cities.
journeys are some of the highest in the UK with 91% of local people very or fairly satisfied.
In more recent times funding for major advancements has been
line extensions, upgrades to
and facilities and the linkbus fleets, partly funded by Workplace Parking Levy contributions. Additional funding has been secured for the widening of the A453 and improvement works to
town centre improvements and upgrading and electrification of the Midland Mainline.
These major schemes will help to drive the economy over the next 5 years, but it’s now time to look beyond this time frame to deliver the future vision. There still remains a strong need to encourage local growth and secure new funding opportunities.
Changing public sector responsibilities and national transport proposals affect our local plans and means that now is the right time to be renewing our plans for the future.
One of the key levers to Nottingham’s success has been partnership working between business, local authorities, charities
the heart of our plans is partnership – we will develop the vision collaborate with businesses, the
and the local authorities in the area.
Many of the schemes of the past 12 years have helped deliver economic resilience and the schemes now programmed up to 2019 will help support and deliver economic growth through a period of economic austerity.
Beyond that we will need to prepare to mitigate the effects of climate change by reducing CO2 emissions and the reducing availability and potentially increasing cost of oil. An aging population and potentially less healthy population will have to be supported so active travel, walking and cycling will be more important, more affordable and will keep people healthier longer. There is a compelling case that to support economic growth and meet our future needs beyond 2019 a more sustainable low carbon transport network and services will have to be developed.

What Nottingham needs to secure a sustainable future
Our economy is worth more than £12 billion per year and is
as one of the Core cities contributing to the national economy outside of London.
We want Nottingham to be an ambitious vibrant world-class city that is safe, healthy, clean and green. A place that we can all be proud of and importantly:
One with a thriving business centre and economy
One that provides access to opportunities for all in order for residents and businesses to achieve their full potential
One where CO2 emissions from transport are less than other comparable cities.
Establishing connections locally and to other cities is vital for us to remain globally competitive and investment in our transport network will boost Nottingham’s economy and reputation as a business location.
Connectivity can help drive the economy and also help create a healthy environment to support economic growth.
Linking people to jobs and training is fundamental to our success as a City so we will improve local transport infrastructure and services in order to provide affordable, accessible easy travel that connects everyone to employment, learning sites and to all the services we need.
In addition healthy economies help support the delivery of healthy environments, healthy lifestyles and an overall excellent quality of life, not just for business, but for us all.
We must not detract from providing these environments for business and local people and much of what will be needed can be in local hands to deliver despite the constraints on local government spending at present. We can concentrate on what can be delivered locally, and the Workplace Parking Levy provides an important income to help fund other infrastructure projects into the future. The important long term objectives from a City perspective are:
A transport infrastructure that will support economic development through
Core strategies which link land use planning, housing and transport development and a top class public transport and cycling facilities to:
The City centre including the Creative Quarter, Conference
and, importantly, redeveloped shopping centres
The other areas which make
With an emphasis on highway maintenance.
Further measures to improve access to jobs and training by
Connections to residential
Bingham and beyond into North Notts and Newark
City Centre corridors for Public Transport and Cycling
Development of our tram network possibly on existing heavy rail tracks to support:
A QMC station at Lenton or
A more integrated transport network with
housing schemes on major transport corridors with Park &
train connections
Improved mode Interchange with cycling and walking integrating with other modes of sustainable transport
Further integration of ticketing options and travel information across all forms of transport
Continuation of proactive
to encourage mode change with businesses and the public. Including travel avoidance.
A revolution in walking and cycling to support more active lifestyles
Cycling and walking are ideal ways of travelling for short journeys. They can both make getting around quicker and easier and encourage a healthier lifestyle – something which is a major social priority for the Nottingham urban area.
We will build on our successful work with partners to endorse the health and environmental benefits.
We will continue to promote cycling and walking as an active alternative to car travel.
Our Aspiration for 2032 a.__ Connecting within
our local economy
By working in partnership since 2000 the urban area has been able to deliver successfully on many local transport investments which have allowed business to have certainty about their environment, a good business climate, good air quality and has made access more easy and certain for their customers, suppliers and staff. It has also helped residents to access easy, cheap and reliable travel for work, learning and services.

We will deliver:
Cycling highways improvements
a Parks Network
Improved infrastructure and support for local people, visitors and commuters
An exciting and effective events and training programme for all levels of cyclists including schools and families.
Improving the quality of life and public realm
A great quality of life needs a prosperous economy to support it and so create a good environment for business and encourage clean and healthy lifestyles by:
through cycling and walking
more sustainable and less CO2 emitting fuel sources. Beyond those schemes we must reduce our carbon footprint and actively pursue ways in which we can help to lessen the impact of climate change and ease congestion on the roads for commuters, businesses and the public. We will create a low carbon transport system and a more climate resilient transport network
Livable streets – encouraging safer travel and transforming neighbourhoods by public realm and 20mph limit investments
people and our visitors.
A better managed city by taking up new powers for Traffic Managers and using new technology e.g.
Using transport data collaboratively, balancing demand and supply decisions and making real time decisions on travel
Using technology to improve land and transport planning,
passenger information, construction and maintenance activity and connectivity
Providing an integrated information highway for travellers which uses timetables and real time activity from all operators and provides passenger focussed information on a wide range of user interfaces.

b.__ Connecting to other economies
If we can get agreement on what is needed locally we will be able to identify our transport requirements, and the case for them, more widely across the Midlands, UK and internationally. This will give us strength on long term lobbying and obtaining long term transport investment decisions which are good for us and good for the region. The key elements are:
Upgrading existing rail services
It is crucial for our economy that we have the following investment in our existing rail network:
Delivery of Nottingham in 90 minutes as the top priority
More and faster services to other major cities particularly to Birmingham and to Leeds
Coast Main Line
link into the UK’s wider transport network.
‘Y’ scheme will go through the
at Toton. At present this is at an important consultation stage but
link London and the great northern cities so providing a boost to our economies, ensure there is capacity on the existing rail network and generate economic growth and competitiveness. We must ensure
the proposed station at Toton is
station is not just a good scheme for Nottingham but it must be good
This will mean ensuring there are good transport links between Toton and the major towns and cities in our region.
We need to link the tram at Toton to
to the west of the city, along with
to:
Nottingham City Centre, Mansfield
Derby and onto the Matlock line, Chesterfield, Dronfield, Alfreton, Langley Mill and Ilkeston
Loughborough to Leicester.
Improving Strategic Road Connections
We need better-management of strategic road networks and smarter use of technology
We need road improvements on the A52 east towards the M1 and
Connections to airports and East Midlands Airport
the most successful freight hubs in the UK and a major employer for our region. Investment to retain that position is important to our economic and employment prospects. We need to promote the growth of destinations from
its role as a strategic freight hub.
trips for freight or passengers are by private motorised vehicles and opportunities to increase public transport and rail freight access to the airport need to be explored. Over the coming year the Master plan for the Airport is to be refreshed.
In our urban area we have limited space to build our economy purely from within. We need to be able to easily access other regions in the UK
our area. To do that we need excellent transport terminals and interchanges alongside excellent services to all the important economic areas in the UK and the distribution and transport terminals
the rest of the world.
