Washington Park Elementary/Middle School is a 3 story (plus basement), 73,446 square foot brick & aluminum curtain wall school building located in an urban area. The existingfacility does not use modular buildings. The structure of the overall facility is concrete frame type of construction and a combination of masonry & glazed block wall construction inthe interior. The floor system is structural concrete. The roof is a combination of built-up asphalt (over 15 years old) and single ply membrane system installed 2 years ago. Theventilation system of the building is inadequate to meet the needs of the users. The classrooms are undersized to meet with the current standards established by the State ofOhio. A Honeywell type security system does exist in the school, but is not provided to requirements throughout. The building does have a new automatic fire alarm system butdoes not contain a sprinkler system. The overall building is not compliant with ADA accessibility requirements. The school is located on a 1.74 acre site in the center of a densecity urban neighborhood. The playgrounds only are partially fenced for security. Access on to the site is unrestricted. Site circulation appeared to be cramped. There is nodedicated space for school busses to load and unload on to the site. Parking for staff, visitors and community events appeared limited. The location has the potential to be verypleasant, as Symphony Hall is adjacent to the west. To the south is located Washington Park (a handsome urban park). On the east and north sides, the site is bounded by uniquerow houses.

A. Heating System

Description: The existing system for 1958 overall structure are gas fired hot water boilers installed in 1989 and are in fair condition. The HVAC system doesnot provide required CFM per OSFC design standards. The system temperature controls are pneumatic and are in poor condition. The structureis not equipped with air conditioning. The site does not contain underground fuel strorage tanks.

Rating: 3 Needs Replacement

Recommendations: Provide new overall heating system to meet OSFC standard including air conditioning. Provide all new temperature controls to meet OSFCdesign standards.

B. Roofing

Description: The roof over the overall facility is a combination of built-up and single ply membrane from several different time periods. The new roof is inexcellent condition. Most of the roof areas has asphalt built-up and modified bitumen which is over 15 years old. These areas have signs of roofleaks. Access to the roof was gained by a roof ladder that is in fair condition. The access hatch is in poor condition. Flashings and copings are inpoor condition. There are no gutter or downspouts, the roof is internally drained.

Rating: 3 Needs Replacement

Recommendations: The roof over the classrooms and gymnasium requires replacement to meet OSFC guidelines due to its age and condition. The flashings andcoping on the overall facility require replacement due to age.

Description: The electrical system in the overall facility is 120/208 volts, 1600 amp, 3 phase, 4 wire system and is in poor condition. The transformer is ownedby CINergy and located in a vault room. The panel system is in poor condition and is 43 years old and can not be expanded to add additionalcapacity. The classrooms are not equipped with adequate electrical outlets. The corridors and exterior of the building are not equipped withadequate electrical outlets for servicing.

H. Structure: Walls and Chimneys

Description: The overall facility has a concrete framed construction with curtain wall system, which displayed no deterioration and is in fair condition. Interiorwalls are a combination of concrete masonry units and glazed block and are in fair condition. The gymnasium southeast and southwest cornerhas some major cracking. The masonry cracks run up and down the full height of the wall - cracks with 3/4 inch to 1 inch gaps were observed,which is filled with caulking. The cracking is observed on the stair side also. The windows sills are limestone and are in fair condition. The lintelsrequire cleaning and painting. The school does have sufficient expansion joints.

Rating: 2 Needs Repair

Recommendations: Provide tuckpointing in the exterior masonry and in the interior gymnasium walls as required. It is our recommendation that these cracks shouldbe further investigated by a structural engineer at the earliest. Provide for exterior masonry cleaning as required. Provide for masonry lintelcleaning and repainting as required.

J. General Finishes

Description: The overall facility has classrooms with a combination of VAT & VCT type flooring, glued on acoustical type ceilings and concrete block type wallfinish and they are in fair condition. The overall facility has corridors with a combination of VCT & VAT type flooring, glued on acoustical typeceilings and a combination of glazed block and regular block type wall finish and they are in fair condition. The overall facility has restrooms withterrazzo type flooring, plaster type ceilings, and glazed type wall finish and they are in fair condition. The overall facility has a gymnasium withwood type flooring, exposed type ceilings and concrete masonry block wall type finish and they are in fair condition with the exception of thewalls, which have some major cracking issues (see section H). The casework is in poor condition. Classrooms do not have adequate chalkboardsand tackboards and they are in poor condition. There are no lockers for students in this building. The toilet partitions are in poor condition. Thekitchen equipment is old and dated.
