1. INTRODUCTION
1.1. NSPA has a requirement for the procurement of Bullet proof, Stab proof and
fragmentation resistant vests in order to support the Spanish Air Force.
1.2. This Statement of Work (SOW) defines the materials and services to be supplied by the
Contractor in order to meet the requirement.
2. DEFINITIONS AND ACRONYMS
2.1. Definitions:
The following definitions and standards apply throughout the SOW:
Customer: The term Customer as used herein, refers to the Spanish Air Force.
Contractor: The term Contractor as used herein, refers to both the prime Contractor
and any subcontractors.
Contracting Officer (CO): the staff managing the contract on behalf of NSPA, with
authority to sign the contract and subsequent contract changes (Supplemental
Agreements).
Technical Officer (TO): the staff designated by NSPA to be the authorized
representative in charge with “overall technical supervision” of the contract
deliverables. While this individual shall ensure technical compliance, he/she do not
have a warrant (contract authority) to obligate NSPA.
Unless otherwise stated, all the dimensions are metric.
Dimensions provided in the product description (see §5) shall be allowed a (±5%)
production tolerance, unless explicitly stated otherwise.
Whenever reference is made to a section or paragraph, the reference includes all
subordinate and referenced paragraphs.
The convention to be used for numbers appearing in textual documents is for a
comma to be the thousands separator and a period to be the decimal separator (e.g.
1,365,276.24).
The convention to be used for dates appearing in free text (e.g. quoting dates of
meetings) is day-month-year (dd-mm-yyyy).

3. STATEMENT OF REQUIREMENT
3.1. Purpose
The vests are for reliable protection against impacts from ammunition, fragments
and attacks with a bladed weapon, and are meant to be used by Air Force military
personnel for any mission.
Ballistic hard plates of a higher level of protection are not in the scope of this
Statement of Works.
3.2. Scope
The Contractor shall supply up to one thousand and five hundred (1,500) each
Bullet and Stab proof vests to the Spanish Air Force, with the following sizes:

If a need is identified before production starts, upon NSPA instructions the
Contractor shall be capable of manufacturing and supplying “made to measure” sizes
for a maximum of 5% of the total quantity of female vests.
The Contractor shall be responsible for the manufacturing and supply of materials
as specified in this SOW, including performance of all required testing.
All parts and accessories shall be prepared and finished professionally, with special
attention paid to the accuracy of the dimensions, the meticulousness of the seams, the
alignment of the ballistic plates and adjustment of the fasteners.
The vests shall be made with new materials and be newly manufactured. The
Contractor shall control, and inform NSPA upon request, the traceability of all
ballistic materials used (layer per layer) in the manufacture of the vest.
3.3. Ballistic and stab protection levels
The ballistic protection levels shall be:

3.3.1.1. 9mm Parabellum according to NATO STANAG 2920, with adapted
criteria as defined in Annex D.
The anti-fragmentation level of protection shall be:
3.3.2.1. Protection ≥ 585 m/s according to NATO STANAG 2920.
The stab protection shall be:
3.3.3.1. Stab resistance at level 1, strike energy 24 J, to knives models defined in
NIJ standard 0115.00, with adapted criteria, as defined in Annex D.
The spike protection shall be:
3.3.4.1. Spike resistance at level 1, strike energy 24 J, to spike model defined in
HOSDB 2007 part 3, with adapted criteria, as defined in Annex D.
4. APPLICABLE DOCUMENTS

4.2. The above list of applicable standards is provided as guiding material and do not relieve
the Contractor of the obligation to comply with all NATO and EU regulatory
requirements and standards that are applicable in the performance of this SOW.
4.3. Conformance against the requirements of the above standards is defined in this SOW,
wherever appropriate.
5. PRODUCT DESCRIPTION
5.1. General
Technical drawings of the desired vest are provided in Annex E of this SOW.
All the measurements shown in the description are for a size M.
The vest shall consist of:
5.1.3.1. Front.
5.1.3.2. Back.
5.1.3.3. Shoulders.
5.1.3.4. Belt.
5.1.3.5. Ballistic panels.
The vest shall have a transportation bag, as described in paragraph 5.7.

5.2. Front
General
5.2.1.1. The front part of the vest shall cover the front part of the body, sides and
shoulders. It shall consist of two (2) parts, interior and exterior, with the compartments
necessary for positioning the ballistic panel and ballistic plate of upper level of
protection. It shall have all of the components necessary for including the device that
allows the quick opening and fastening of the vest.
Front interior (in contact with the user's body).
5.2.2.1. The front interior (in contact with the user) shall cover the entire ballistic
panel. It shall consist of an Upper, a Lower, and Inside shoulder pads as shown in
Annex E.
5.2.2.2. The front interior Upper shall be made of mesh type fabric (Annex C), with
the approximate shape of the ballistic panels.
5.2.2.3. The front interior Lower shall be made of the main fabric (Annex C).
5.2.2.3.1. It shall feature three (3) eyelets/holes of 5± 1 mm of diameter, for
the evacuation of water. These eyelets shall not have metal components.
They shall be located in the bottom part of the Lower, two (2) at the ends
and one (1) in the centre (Annex E, figure 1)
5.2.2.4. Front interior Upper and front interior Lower shall be sewn together.
5.2.2.4.1. There shall be an opening in the centre, which shall close with
“hook and loop” fasteners of 25 ± 1 mm wide. The opening shall have the
maximum possible dimensions to allow the ballistic panels to be inserted
and removed easily, as shown in Annex E. There shall be a tape, stitched
on the Upper and used as a handle to facilitate the opening.
5.2.2.4.2. Hook fastener shall be on the Upper and loop fastener on the Lower.
5.2.2.4.3. The opening shall be reinforced with high strength seams to avoid
unstitching on either side.
5.2.2.5. The front interior inside shoulder pads shall be made of comfort fabric
(Annex C).
5.2.2.5.1. They are located underneath the Upper, on the reverse side of the
mesh fabric, thus in contact with the ballistic panel.
5.2.2.5.2. They shall be stitched on both shoulders area, starting from the
edges. They shall cover the entire surface of the shoulders, with a
minimum length of 120 mm.
Front exterior (not in contact with the user's body).
5.2.3.1. The front exterior (not in contact with the user) shall consist of two (2)
components, which are the main part and the plate holder pocket sewn onto the Main
part.
5.2.3.2. The front main part shall be made of the main fabric (Annex C).
5.2.3.2.1. It shall cover the entire front and shall have the approximate shape
of the ballistic panel.
5.2.3.3. The plate holder pocket shall be made of main fabric (Annex C).

5.2.3.3.1. The pocket shall be designed to hold a ballistic plate of 250 x 300
x 30 mm (width x height x thickness) to achieve higher levels of
protection.
5.2.3.3.2. The pocket shall be positioned in such a way to protect the torso,
when the plate is inserted.
5.2.3.3.3. The inside of the pocket shall have a system of webbing strap and/or
textile parts to adjust and secure the plate by avoiding any horizontal
and/or vertical movement.
5.2.3.3.4. The pocket shall be opened from the top and shall have a flap
stitched on the front exterior part of the vest. The flap shall have the same
width as the pocket and a height sufficient to fasten with a “hook and loop
fastener” tape of 50 ± 2 mm.
5.2.3.3.5. The flap shall be made of the main fabric.
5.2.3.3.6. The flap shall fasten the pocket with “hook and loop” fasteners of
50 ± 2 mm width. The hook fastener shall be sewn on the flap (internal
face, from the edge) and the loop fastener shall be sewn on the pocket
(external face, from the upper edge).
5.2.3.3.7. A loop fastener of 50 ± 2 mm width shall be sewn on the external
face of the flap, from its bottom edge, to locate the identification label. It
shall be as long as the flap width.
5.2.3.3.8. Onto this 50 mm loop fastener, at both ends and centred, a 25 ± 1
mm width webbing strap of 95 ± 5 mm length shall be sewn on its two (2)
extremities. Both webbing straps shall have on their exterior face, a loop
fastener of 25 ± 1 mm, sewn along their edges.
5.2.3.3.9. Below the closed flap (thus, below the loop fastener of the pocket),
six (6) MOLLE rows of standard measurements shall be sewn onto the
exterior face of the pocket.
5.2.3.3.10. Each MOLLE row shall cover the entire width of the pocket.
5.2.3.4. The front shall incorporate a system to secure the cable of the user’s
equipment, on each left and right side.
5.3. Back.
General
5.3.1.1. The back part of the vest shall cover the back part of the body, sides and
shoulders. It shall consist of two (2) parts, interior and exterior, with the compartments
necessary for positioning the ballistic panel and ballistic plate of upper level of
protection. It shall have the necessary components for including the device that allows
quick opening and fastening of the vest.
Back Interior (in contact with the user's body).
5.3.2.1. The back interior (in contact with the user) shall cover the entire ballistic
panel. It shall consist of an Upper and a Lower, as shown in Annex E, figure 3.

5.3.2.2. The back interior Upper shall be made of mesh type fabric (Annex C), with
the approximate shape of the ballistic panels.
5.3.2.3. The back interior Lower shall be made of the main fabric (Annex C).
5.3.2.3.1. It shall feature two (2) eyelets/holes of 5 ± 1 mm of diameter, for
the evacuation of water. These eyelets shall not have metal components.
They shall be located in the bottom part of the Lower, at each of the ends
(Annex E, figure 3).
5.3.2.3.2. Back interior Upper and back interior Lower shall be sewn together.
5.3.2.3.3. There shall be an opening in the centre, which shall close with
“hook and loop” fasteners of 25 ± 1 mm wide. The opening shall have the
maximum possible dimensions to allow the ballistic panels to be inserted
and removed easily, as shown in Annex E. There shall be a tape with high
resistance double stitch on the Upper and used as a handle to facilitate the
opening.
5.3.2.3.4. Hook fastener shall be on the Upper and loop fastener on the Lower.
5.3.2.3.5. The opening shall be reinforced with high strength seams to avoid
unstitching on either side.
5.3.2.3.6. Centred on back interior Lower, under the loop fastener, a
rectangular loop fastener of 50 ± 2 mm wide and 265 ± 15 mm long shall
be sewn.
Back exterior (not in contact with the user's body).
5.3.3.1. The back exterior (not in contact with the user) shall consist of four (4)
components, which are the main part, the plate holder pocket, the long flap and a
rescue handle.
5.3.3.2. The back main part shall be made of the main fabric (Annex C).
5.3.3.2.1. It shall cover the entire back and shall have the approximate shape
of the ballistic panel.
5.3.3.3. The plate holder pocket shall be made of main fabric (Annex C).
5.3.3.3.1. The pocket shall be designed to hold a ballistic plate of 250 x 300
x 30 mm (width x height x thickness) to achieve higher levels of
protection.
5.3.3.3.2. The pocket shall be positioned in such a way to protect the back,
when the plate is inserted.
5.3.3.3.3. The inside of the pocket shall have a system of webbing strap and/or
textile parts to adjust and secure the plate by avoiding any horizontal
and/or vertical movement.
5.3.3.3.4. The pocket shall be opened from the top and shall have a flap
stitched on the front exterior part of the vest. The flap shall have the same
width as the pocket and a height sufficient to fasten with a “hook and loop
fastener” tape of 50 ± 2 mm.
5.3.3.3.5. The flap shall be made of the main fabric.

5.3.3.3.6. The flap shall fasten the pocket with “hook and loop” fasteners of
50 ± 2 mm. The hook fastener shall be sewn on the flap (internal face, from
the edge) and the loop fastener shall be sewn on the pocket (external face,
from the upper edge).
5.3.3.3.7. A loop fastener of 50 ± 2 mm shall be sewn on the external face of
the flap, from its bottom edge. It shall be as long as the flap width.
5.3.3.3.8. Below the closed flap (thus, below the loop fastener of the pocket),
three (3) MOLLE rows of standard measurement shall be sewn onto the
exterior face of the pocket.
5.3.3.3.9. Each MOLLE row shall cover the entire width of the pocket.
5.3.3.4. Onto the plate pocket, below the third MOLLE row, a long flap made of
the main fabric shall be stitched, to cover the system to attach the belt to the vest. This
flap shall have the same width as the plate pocket and be long enough to fasten on the
back interior Lower.
5.3.3.4.1. This flap shall have a trapezium shape at the edge that rotate to the
back interior lower.
5.3.3.4.2. Onto this long flap, three (3) MOLLE rows of standard
measurement shall be sewn. Each MOLLE row shall cover the entire width
of this long flap.
5.3.3.4.3. The first MOLLE row shall be sewn at 25 ± 2 mm from the top edge
of this long flap.
5.3.3.4.4. On the inner side of the bottom edge of the long flap, a hook fastener
of 50 ± 2 mm wide and trapezium shape shall be sewn along the entire
width of the piece. (See Fig 6) This hook fastener shall fasten with the
corresponding rectangular loop fastener tape of 50 ± 2 mm wide located
on the inside of the back interior Lower, as described above (§5.3.2.3.6).
There shall be stitched tape, used as a handle to facilitate opening of the
long flap.
5.3.3.4.5. Underneath this long flap (thus below the plate pocket) shall be a
system to fix and adjust the belt to the vest.
5.3.3.5. A webbing strap drag handle shall be sewn to the body of the vest and be
located on the back. It shall be positioned parallel to the plate pocket, above the pocket
flap.
5.3.3.5.1. The drag handle shall have a centred hook fastener tape to be able
to secure it to the outside of the back pocket flap loop fastener, and thus
minimise the risk of snagging.
5.3.3.6. The back shall incorporate a system to secure the cable of the user’s
equipment, on each left and right side.
On the outside of the shoulders extension of the back, two (2) MOLLE rows of
standard measurements shall be sewn on both shoulders, with a width equal to the
shoulder width. The first MOLLE row shall be placed at 10 ± 3 mm from the outer
edge of the shoulder.
5.4. Shoulders.

The extension of the shoulders at the back shall overlap the extension of the
shoulders of the front. This overlap shall be long enough to offer ballistic protection
for the shoulder, with the ballistic panels inside the extensions overlapping.
A device for the quick opening and fastening of the vest shall be anchored at the
shoulders. The system shall enable the quick opening and fastening of the upper part
of the vest from both left and right shoulder.
5.4.2.1. The pieces composing the device shall be manufactured with Infra-Red
Reflectivity (IRR) treatment or equivalent. The colour shall match the main fabric
tone.
5.4.2.2. The pieces shall incorporate a cord type grip or similar for the user to hold
(even when wearing gloves) when performing the opening and/or fastening.
5.5. Belt.
The belt shall be composed of two (2) pieces, left and right. Each one of them shall
be made in two layers, interior and exterior, forming the compartments necessary for
inserting reinforcement panels.
5.5.1.1. The reinforcement panels shall provide stiffness to the belt
The belts parts shall be removable.
Belt exterior
5.5.3.1. The exterior layer shall be made of the main fabric.
5.5.3.2. At least three (3) MOLLE rows of standard measurement shall be stitched
onto the exterior layer.
Belt interior
5.5.4.1. The interior layer (in contact with the back exterior of the vest) shall be
made with the main fabric.
Both interior and exterior layers parts shall be sewn together at three (3) of their
sides, forming a pocket for the reinforcement panels. The opening of the pocket shall
be on the side where the belt parts are attached to the back of the vest. The pocket
fastener shall be positioned on the inside using a hook and loop fastener. Hook fastener
shall be inside the exterior part and loop fastener shall be inside the interior part. A
tape or other system shall facilitate pocket opening.
Both left and right belts shall be attached to the back on the vest thanks to a system,
below the back plate pocket. The system that allows belt adjustment for user of
different waist sizes and shall be as flat as possible.
5.5.6.1. The long flap, as described in paragraph 5.3.3.4 shall hide this system.
On the belt parts that rotate to the front, both left and right belts shall anchor a
device for the quick opening and fastening of the vest. It shall be attached to both sides
of the front plate pocket.
The system shall enable the quick opening or fastening from both left and right
sides of the vest.
5.5.8.1. The pieces composing the device shall be manufactured with IR treatment
or equivalent. The colour shall match the main fabric tone.
5.6. Ballistic panels:

They shall be manufactured with ballistic materials that provides maximum
protection and flexibility with a minimum weight and thickness.
The design should include a hermetically sealed protective cover.
The female panels shall be shaped (in the breast area) in such a way that there are
no seams or folds that increase the thickness in the area shaped or any other area. This
shaping shall have a minimum height or arrow above the rest of the 5 cm panel for
each size, as shown in Annex E. Failure to comply with this requirement shall be
sufficient for rejection.
The ballistic panels shall guarantee the level of protection against bullet threat
indicated in Annex D.
The ballistic panels shall guarantee the level of protection against stab and spike
threat indicated in Annex D.
The ballistic panels shall maintain a positive buoyancy (without the need to use
additional floatation devices).
5.7. Transportation bag
Each vest shall be supplied with a transportation bag.
The transportation bag shall be designed to carry a complete vest (including the
soft ballistic panels) and two (2) hard plates of 250 x 300 x 30 mm (width x height x
thickness). The bag shall have handles to facilitate the transport of the equipment.
The transportation bags shall be manufactured with same fabric as the vest exterior
main fabric, in the same colour tones as the exterior camouflage fabric.
5.8. Design requests
General
5.8.1.1. The design shall allow the user to wear and take off the vest easily, without
help and without needing to remove their helmet.
5.8.1.2. The design shall allow for the use of a front ballistic hard plate and a back
ballistic hard plate.
5.8.1.3. The design shall ensure that the edges do not rub against or trap the user's
neck, armpit or waistline.
5.8.1.4. All seams shall be properly executed and be strong enough to fulfil their
functions. The seams shall avoid the fraying of the textile materials.
Pockets and handles:
5.8.2.1. The design shall incorporate the standardised Modular Lightweight Load-
carrying Equipment (MOLLE) system so that pockets of different sizes can be added.
5.8.2.2. The design shall ensure that no handle is in contact with the body.
Vest fastener
5.8.3.1. The vest shall be fastened at the front using the devices that allows quick
opening and fastening of the vest. The devices shall be located in a place where both
hands can easily and intuitively reach, even when wearing gloves, to open them and
close them by simple touch.

5.8.3.2. In addition, the vest shall be able to be adjusted at waist, with a hidden
system for users of different waist sizes.
5.8.3.3. There shall be no area unprotected when the vest is completely fastened
and tight.
5.8.3.4. The device shall be able to be used as follows:
5.8.3.4.1. Quick release by the side and shoulder (with the user being able to
choice either the right or left side at any time).
5.8.3.4.2. Complete removal and disassembly from the chest and back.
Deformation upon impact (back-face signature) as defined in Annex D, paragraph
3.2.2.4
5.8.4.1. The vest shall protect against injuries caused by the kinetic energy of a
projectile.
5.8.4.2. The design should result in the least possible deformation, but with the
maximum possible efficiency.
5.9. Covered areas
When the user is sitting or standing, the surface of the vest shall cover and protect
the following parts of the body:
5.9.1.1. Chest.
5.9.1.2. Back
5.9.1.3. Abdomen.
5.9.1.4. Lumbar area.
5.9.1.5. Right and left sides.
6. TECHNICAL REQUIREMENTS
6.1. Vest cover material
General

6.1.6.1. The drag handle shall resist to a minimum load of 120 daN. Testing of the
assembly shall be done according to the ISO 13935-2:2014 or equivalent.

6.1.7.1. Material : Thermoplastic sheet
6.1.7.2. Thickness: 1 ± 0.3 mm
Hook and loop fastener
6.1.8.1. “Hook and loop” fasteners shall be of the highest quality, with IRR and
flame-retardant treatment, to ensure the best possible fastening and durability to
function properly, without undergoing a loss of over 50% of material or shear strength
after 10,000 cycles. The IR Reflectance shall be between 20 and 65% for any of the
colours. The manufacturer's data sheet shall be provided with the technical offer to
confirm this data.
6.1.8.2. All hook and loop fasteners, or similar, shall be properly attached to the
fabric via a seam that prevents them from being released by accidental pulling.
6.1.8.3. The hook and loop fastener colour shall be similar to the tones of the outer
or main fabric.
6.2. Ballistic panels and cover material specifications
Ballistic panels
6.2.1.1. The technical specifications are defined in the Annexe C.
Ballistic panels protective cover
6.2.2.1. The cover shall be a water-resistant, opaque and heat-sealed cover that
protects the panels from moisture, perspiration and UV radiation.
6.2.2.2. An opaque dark colour is required to prevent degradation due to UV
radiation to extend the useful life of flexible ballistic plates.
6.2.2.3. The technical specifications are defined in the Annex C.
6.3. Ballistic and fragmentation protection
General requirements
6.3.1.1. The ballistic elements shall be easily removable to allow the washing of the
vest.
6.3.1.2. The ballistic elements shall be homogeneous and provide as a minimum,
the required protection level at any position.
6.3.1.3. The performances of the ballistics elements must be unchanged after a
treatment of twenty-four (24) hours at -20°C and twenty-four (24) hours at +60°C.

Fragmentation protection
6.3.2.1. The vest shall warrant a fragment protection ≥ 585m/s, to be certified in
accordance with NATO STANAG 2920 Ed.03, Version 1, annex C (Fragment Class
F5 of 1.102g).
Ballistic protection
6.3.3.1. The vest shall warrant a protection to 9mm Parabellum with projectile class
A1 according to NATO STANAG 2920 Ed.03, Version 1. Ballistic shot pattern shall
be according to the NJ 0101.06 and testing procedure is in Annex D.
6.3.3.2. Back-face signature (BFS) shall be ≤ 30 mm for a series of shots, with each

6.4. Stab protection
The vest shall be tested for stab protection at Level 1, strike energy 24 Joules (E1),
to P1 and S1 knife blades models defined in NIJ standard 0115.00.
The testing procedure defers from the NIJ standard 0115.00 and is defined in
Annexe D
The vest shall not allow a knife blade penetration greater than 18 mm for an
average series of impacts, with each single value no greater than 20 mm. Impact angles
of incidence shall be 0°.
6.5. Spike protection
The vest shall be tested for spike protection at Level E1, strike energy 24 Joules,
to SP1 spike model defined in the HOSDB 2007 part 3.
The testing procedure defers from the HOSDB 2007 part 3 and is defined in
Annexe D
In the Spike weapon test, the vest shall not allow spike penetration greater than 18
mm for an average series of impacts, with each single value no greater than 20 mm.
Impact angles of incidence shall be 0°.

SURFACE PROTECTION
These surfaces and measurements are mandatory in both masculine and feminine
vests, although the latter shall have a special shape in the chest area for comfort.
The maximum combined weight of a full vest with its soft ballistic panels,
including covers, and outer cover, but excluding the transport bag shall be in
accordance with the following table. If heavier, the product shall be rejected.

7. LABELLING AND CODING
7.1. The following information shall be inscribed on each ballistic plate, vest cover and
transport bag:
Size.
NATO Stock Number, NSN
Manufacturer name, logo or other identification or trademark.
Batch no, month and year of manufacture.
Expiry date
Identification of the impact face and instructions on how to fit the vest properly.
Level of protection and type of protective material the vest is made of.
Instructions for proper use, maintenance and cleaning in Spanish.
Seal with white ink located below the label. The text of the seal shall be coordinated
with NSPA before manufacturing the material.
7.2. All labels shall be sewn to the material except for ballistic panels (marking ink), be
durable and have a duration equivalent to the life of the equipment.
7.3. Labels shall be written in Spanish in indelible ink at the time of the order.
8. QUALITY, HEALTH & SAFETY ENVIRONMENTAL REQUIREMENTS
8.1. Quality Management
The Contractor shall maintain a Quality Management System (QMS) as a means
of assuring conformance with the requirements specified in this SOW. The Quality
Management System shall be established and maintained in conformance with the
following standards, at their latest edition:
8.1.1.1. ISO 9001:2015, Quality Management Systems – Requirements.
The scope of the QMS shall be relevant with the scope of this SOW.
The contract shall conform to the AQAP 2110 requirements (NATO Quality
Assurance Requirements for Final Inspection and Test) at its latest edition. Failure to
comply with it shall entail the exclusion of this procedure.
The Contractor shall provide a Quality Management Plan (QMP) (CDRL-01)
describing the quality aspects for the specific project, interfacing this project with the
company's Quality Management System. Once the Quality Plan has been approved by
the contractor authorized personnel, it shall be submitted to the NSPA for evaluation,
prior to the start of work and not later than thirty (30) calendar days after contract
award. The NSPA reserves the right to reject the QMP and their revisions.
The content of the QMP shall be precise and detailed enough to reflect the ongoing
contractual activities specific to the contract, including as a minimum:
Quality objectives and methods to measure achievements;
Project deliverables and processes to review satisfactory quality levels;
Quality standards, practices, procedures and instructions applied;
Quality control and assurance activities;

Quality roles and responsibilities;
Quality tools;
Plan for reporting quality control and assurance problems;
Any other actions necessary to meet the objectives;
The Contractor shall issue a duly signed Certificate of Conformity (COC), to
certify that all the deliverables of this SOW conform to the requirements (CDRL-02).
The Contractor is responsible for the certification of the raw material sub-
contractors and submitting the complete original document signed by the provider.
Orders and invoices shall clearly indicate the requested materials/services, including
type, class, model, category, applicable updated specifications, test results, drawings
and any other item for unequivocal identification.
8.2. Occupational Health and Safety Management
The Contractor shall maintain an Occupational Health and Safety (OH&S)
Management System as a means of assuring conformance with the requirements
specified in this SOW.
The scope of the OH&S Management System shall be relevant with the scope of
this SOW.
The OH&S Management System of the Contractor shall be documented in their
OH&S System Plan (or Manual).
8.3. Environmental Management
The Contractor shall implement all the necessary procedures and methodologies to
protect the environment from contamination, pollution or other adverse impacts
resulting from this service.
The contractor's environmental protection measures shall be, as a minimum, in
accordance with national, regional and local laws and regulations, as well as the
relevant industry best practices.
During the performance of the requirements of this SOW, the contractor shall
comply with the following regulations:
8.3.3.1. European Union (or equivalent from a non-EU NATO country)
environmental protection regulations and their national implementation references
(i.e. law, regulation) pursuant to the EU Directives;
8.3.3.2. Host Nations national, regional and local environmental laws and
regulations, where applicable.
The Contractor shall maintain an Environmental Management System (EMS) as a
means of assuring conformance with the requirements specified in this SOW.
The scope of the EMS shall be relevant with the scope of this SOW.
The EMS of the Contractor shall be documented in their EMS Plan (or Manual).
8.4. The bidder shall fulfil all the regulatory compliance obligations and the environmental
protection requirements indicated in the SOW.

9. PROJECT MANAGEMENT
9.1. Upon contract award, the Contractor shall provide to NSPA the details of the Project
Manager who shall act as the focal point of contact for all project-related activities, during
the contract life-cycle.
9.2. The Contractor shall deliver a Project Management Plan (CDRL-03) illustrating how they
shall deliver the required material and services in accordance with this SOW. This Plan
shall include as a minimum :
The project objectives and outcomes, structure and organization, the project team
with their responsibilities and contact information, as well as a detailed description of
any (if) subcontractors.
The project timeline (in GANTT format), key milestones and events that shall be
held between the Contactor, the NSPA and the Customer.
The Risk Management Plan (RMP), analysing all identified project risks and their
mitigation strategies, including the environmental risks.
9.3. At their own expense, the Contractor shall participate, if so required by NSPA, in project
review meetings that may be held at the Contractor’s facilities or at the NSPA or at the
Customer’s facilities. However, telephone, email, and video conferencing, if available,
should be used when practicable.
9.4. All project communications (events, reviews, meetings and documents) shall be in the
English language.
10. ACCEPTANCE
10.1. The Acceptance tests shall be performed or supervised by a Technical Evaluation
Commission (TEC) composed of NSPA and Customer representatives.
10.2. The tests shall be performed at the Contractor premises.
10.3. The Contractor shall provide the technical assistance, equipment and materials
necessary to perform the Acceptance Tests.
10.4. Tests on samples shall be conducted by the TEC in two stages:
FAAT on pre-production samples (see SOW art 10.7);
FAT upon delivery (see SOW art 10.8).
10.5. The samples will be randomly selected by the TEC. Testing will include ballistic
performance (see detailed processes further described in this SOW)
10.6. Ballistics and Stab tests are destructive. The samples supplied for destructive tests
shall not be accounted within the contracted quantity of deliverables.
10.7. First Article Acceptance Test (FAAT) on pre-production samples.
FAAT shall be performed by the TEC at Contractor facility. The Contractor
shall provide four (4) samples (full set including documentation and certificates), in
different sizes:
10.7.1.1. Two (2) male vests
10.7.1.2. Two (2) female vests.

The Contractor shall inform NSPA that the pre-production samples are
ready for FAAT. NSPA/Customer shall visit the contractor’s production facility (at
a mutually agreed date).
The TEC shall evaluate the samples for visual inspection, packaging
inspection, and ballistic/stab tests.
Visual Inspection of samples (appearance, presentation, integrity):
10.7.4.1. A visual inspection shall be carried out by the TEC to verify that the vest
and the transportation bag conform to the SOW assessment criteria in terms of
physical measurements, design, verification of a good finish, adjustment of the vest
and possibility of putting it on without having to remove the helmet.
10.7.4.2. The visual inspection test shall determine compliance or non-compliance
with the following criteria:
10.7.4.2.1. Good general appearance.
10.7.4.2.2. Design.
10.7.4.2.3. No stains or undue creases.
10.7.4.2.4. Seams and bartack properly finished and in good condition.
10.7.4.2.5. No type of fault in the fabric or in the fastening and ancillary items
(webbing straps or cords).
10.7.4.2.6. Presence and proper application of the MOLLE system
requirements.
10.7.4.2.7. Dimensional verification.
10.7.4.3. Weight measurements verification.
10.7.4.3.1. The vests in different sizes shall be weighted by the TEC to verify
compliance with the requirements stated in the SOW.
Compliance with packaging requirements.
10.7.5.1. A visual inspection shall be carried out by the TEC to verify that the
packaging conforms to the SOW assessment criteria defined in the paragraph 10.3.2.
Ballistic and Stab tests.
10.7.6.1. Tests shall be performed by the TEC with the Contractor assistance.
10.7.6.2. Tests shall be done for both front and rear panel, in the ambient conditions,
according to the following matrix:

10.7.6.3. Testing procedure is defined in annex D, with the following modifications
for the P1/S1 bladed weapon tests:
10.7.6.3.1. There shall be three (3) fair impacts for each blade. The impact
pattern shall be as described in the NIJ STD 0115.00.

10.7.6.3.2. A distance not smaller than 51 mm from the edge of the component
shall be defined as the area of non-fair hit. Similarly, no impacts shall be
aimed at a distance less than 51 mm from the edge of the backing material.
10.7.6.3.3. The spacing between strikes shall be a minimum 51 mm.
10.7.6.3.4. Fair strikes and penetration are checked according to NIJ 0115.00.
10.7.6.3.5. Female front panel have to be checked according to Annex D
paragraph 3.2.4.
If a sample is declared non-compliant:
10.7.7.1. A report will be generated by the TEC.
10.7.7.2. The Contractor shall be notified to identify and submit a corrective action
plan.
10.7.7.3. The TEC shall assess the plan and provide feedback to Contractor
accordingly.
10.7.7.4. If the corrective plan is accepted by TEC, the Contractor shall have the
right to resubmit sampling for a new testing. The items shall be clearly identified with
reference to the rejection report.
10.7.7.5. The Contractor shall withdraw the rejected materials that will be
countersigned by the TEC ; the Contractor shall promptly replace the defective
materials.
10.7.7.6. The rejected vests shall not be offered again for retesting. The Contractor
shall present new material for (re)testing.
Upon successful completion of the acceptance tests performed, the TEC
shall grant permission for the Contractor to start production of contracted material.
10.8. Factory Acceptance Test (FAT) on samples from production batch
FAT shall be performed by the TEC at Contractor facility for each batch
produced.
The Contractor shall inform NSPA that production samples are ready for
FAT. NSPA/Customer shall visit the contractor’s production facility (at a mutually
agreed date).
The TEC shall evaluate the samples for visual inspection, packaging
inspection, and ballistic/stab tests.

10.8.4.4.2. The control shall be performed by the TEC on a sample quantity to
be defined in accordance with the norm ISO 2859-1 referring to the plan
of simple sampling level of inspection II – AQL 0.40.
Compliance with packaging requirements.
10.8.5.1. A visual inspection shall be carried out by the TEC to verify that the
packaging conforms to the SOW assessment criteria defined in the paragraph 10.3.2.
10.8.5.2. The control shall be performed by the TEC on a sample quantity to be
defined in accordance with the norm ISO 2859-1 referring to the plan of simple
sampling level of inspection II – AQL 2.5.
Ballistic and Stab tests.
10.8.6.1. Fourteen (14) samples in different sizes and selected randomly by the TEC,
shall be provided by the Contractor (full set including documentation and certificates):

10.8.6.1.2. Five (5) female vests.
10.8.6.1.3. One (1) ballistic panel
10.8.6.2. Tests shall be performed by the TEC with the Contractor assistance.

10.8.7.5. The Contractor shall withdraw the rejected materials that will be
countersigned by the TEC ; the Contractor shall promptly replace the defective
materials.
10.8.7.6. The rejected material shall not be offered again for retesting. The
Contractor shall present new material for (re)testing.
Upon successful completion of the FAT performed, the Contractor shall
issue a Certificate of Inspection and Acceptance (CDRL-04), which shall be
presented to NSPA and Customer for signature. A template for the Certificate of
Inspection and Acceptance is provided in Annex F. Then, the TEC shall grant
permission for the Contractor to proceed with the delivery.
11. TERMS OF DELIVERY
11.1. Deliverables requirements
The deliverable items of this SOW are:
One thousand and five hundreds (1,500) vest, split in two (2) or three (3)
batches (to be agreed upon at contract award time).
The list of documents and certificates defined in the Contract Data
Requirements List, in paragraph 13 of this SOW.
11.2. Delivery place
The Contractor shall organize the first article acceptance test (FAAT) at
their premises no later than three (3) months after the contract award. The final batch
delivery shall be no later than twelve (12) months after the contract award.
The finished garments shall be delivered DDP Spain (INCOTERMS 2010),
within one (1) months after the FAT batch acceptance.
11.2.2.1. Customer address: Madrid Spain (full address shall be inserted at contract
award) .
11.3. Packaging and labelling
The Contractor shall include the specifications for optimal storage under
the following conditions in the technical documentation package (in Spanish):
11.3.1.1. Environmental factors (e.g. interior, exterior, humidity and low
temperatures).
11.3.1.2. Storage term (long/short term).
Each finished vest shall be delivered in a transportation bag and each
transportation bag shall be in a plastic bag, closed and folded, in which the size and

the corresponding NATO Stock Number (NSN) shall be marked using the European
Article Number (EAN) 128A numeric bar code format.
The garments shall be boxed in batches of vests of the same size, in Duplex-
type corrugated cardboard boxes with security flaps and closed with sealing tape. The
cardboard boxes shall be stacked and arranged on standard Euro-pallets.
11.3.3.1. The pallets shall be provided by the Contractor and be able to be moved
with a forklift (including fork inlets).
11.3.3.2. Additionally, the cardboard label shall include:
11.3.3.2.1. The order reference number or designation.
11.3.3.2.2. The size of the garments that it contains.
11.3.3.2.3. The NSN reference for that size, in barcode format according to the
EAN 128A numeric format.
11.3.3.3. Each cardboard box must be accompanied by a list of its contents.
11.4. NATO Stock Number (NSN) codification
NSN codification of the delivered items shall be required.
12. DOCUMENTATION
12.1. The Contractor shall supply all the documentation that is required for the NSN
codification of the garments, in accordance with the provisions of NATO STANAG
4177:2007 (CDRL-05),
12.2. The Contractor shall be responsible for managing the configuration management
and updating all technical documentation throughout the entire period of validity of the
contract. The technical documentation shall be in Spanish.
13. CONTRACT DATA REQUIREMENTS LIST
13.1. The Contractor shall produce and deliver all data within the required delivery
period as listed in the below Contract Data Requirements List (CDRL). Documents shall
be produced in accordance with the related SOW task as noted in the CDRL and the
related SOW task description
13.2. All delivered data and documentation shall include reference to the applicable
CDRL No. and Title.
13.3. All documents requiring approval by the NSPA and/or the Customer’s Subject
Matter Experts (SMEs) shall be assessed and responded within thirty (30) calendar days
from the date of receipt.
13.4. All documents submitted shall be in paper and electronic format (PDF or MS
OFFICE), in English language.

ANNEX D: BULLET AND STAB PROOF TESTING PROCEDURE
1. Specific standards.
The following standards shall be used as a reference for conducting the tests:
STANAG 2920 Ed. 3 Ballistic Test Method for Personal Armor Materials.
AEP-2920 (Ed A) Ballistic test method for personal armour materials and
combat clothing.
STANAG 4370 Ed 3 Environment Testing.
AECTP-300 “Climatic Environment Tests”.
NIJ STANDARD 0101.06 Ballistic Resistance of Personal Body Armor
(only for that not detailed in the previous regulations or in this procedure).
NIJ STANDARD 0115.00 Stab Resistance of Personal Body Armor (only
for that not detailed in the previous regulations or in this procedure).
HOSDB Body Armour Standards for UK Police (2007) – Part 3: Knife and
Spike Resistance. (only for that not detailed in the previous regulations or
in this procedure).
2. Ballistic Tests.
2.1. Initial checks for Ballistics.
For the ballistic tests and determination of the ballistic limit, the support
material shall be in accordance with STANAG 2920, Ed 3.
The backing bacterial shall be clay Roma No. 1 type specified in the NIJ
STANDARD 01.01.06, at a temperature of 21 ± 2 °C at the beginning of the tests.
The backing material consistency validation shall be according to NIJ
STANDARD 01.01.06. paragraph 4.2.5.6.
The tests shall be carried out at ambient temperature (10-35°C).
Vests shall be taken from the climate chamber immediately before any low and
high temperature tests are performed.
2.2. Ballistic soft panel
The ballistic panel thickness shall be less than 7.5 mm.
The ballistic panel density shall be less than 5.5 kg/m2. This can be checked
on the ballistic panel or on a 400 mm x 400 mm test piece, which shall be
submitted with the same construction as the ballistic panel, with all layers having
the same indicated dimensions.
The ballistic panel shall be tested for buoyancy. It shall be placed during 30
min and remain without sinking when put in a container filled with water at
temperature of 21 ± 2°C.
The ballistic panel shall be tested for waterproofness. It shall be immersed for
30 minutes in a container full of water at a temperature of 21 ± 2°C, 15 ± 1 cm
below the water surface. After draining and wiping, the weight difference shall be
no more than 10g higher than the initial value.

2.3. Ballistic limit or V50 determination:
The V50 determination procedure is as established in STANAG 2920 Ed 3.
The fragments used in the essays shall correspond to those established in AEP-
2920 Ed. A, Annex C (Fragment Class F5 of 1.102 g) with V50 ≥ 585 m/s.
Environmental test conditions
2.3.3.1. All the tests described shall be carried out at ambient temperature on a
test piece from each front or rear panel and after conditioning the test pieces or
vests under the following environmental conditions:
2.3.3.1.1. In an ordinary environment. After placing the test piece or vest
at a temperature of 21 ± 2°C for a minimum of 24 hours.
2.3.3.1.2. At low temperature After placing the test piece or vest at a
temperature of -20 ± 2°C for a minimum of 24 hours.
2.3.3.1.3. At high temperature After placing the test piece or vest at a
temperature of 60 ± 2°C for a minimum of 24 hours.
2.4. 9 mm parabellum calibre test
It shall be tested with 9x19 mm ammunition FMJ, AEP-2920 Ed. A, Annex B,
Class A 1 (Mass 8.0 g ± 0.1, according to STANAG 4090) with V = 425 ± 20 m/s.
Test procedure:
2.4.2.1. There shall be 6 impacts. The impact pattern shall be as described in
the NIJ STD 0101.06.
2.4.2.2. A distance not smaller than 50 mm from the edge of the component
shall be defined as the area of non-fair hit. Similarly, no impacts shall be aimed at
a distance less than 50 mm from a corner.
2.4.2.3. The spacing between shots shall be a minimum of 10 calibres.
2.4.2.4. After performing any impact and checking if it is valid, if there has not
been total perforation, the trace or trauma produced in the clay shall be measured
and the sample reconditioned to its original position before performing the next
shot.
2.4.2.5. A valid shot is that corresponding to AEP-2920 Ed 3. If an impact does
not observe the distance between impacts or its speed is higher than that requested,
but there is no drilling or trauma greater than 35 mm, it shall be considered valid.
2.4.2.6. If a shot with a speed lower than that requested observes the distance
between other impacts or edges and produces trauma greater than 35 mm or
pierces the vest, it shall be considered valid.
9 mm parabellum calibre test - Specific test on Female vests
2.4.3.1. The following test shall be performed on a female breast panel shaped
without any type of seam or fold.
2.4.3.2. Three impacts shall be performed with the specified ammunition of 9
mm parabellum in the most critical areas of the bust shape. These are: the central
point of the two cups (if any), the highest point of the shape and where it forms
the maximum angle with the angle of incidence.

2.4.3.3. Any perforation shall lead to the rejection of the vest. The trauma shall
not be considered in this test, with the only information recorded if there is
complete perforation or not. If this occurs, it shall be a failure.

test piece from each front or rear panel and after conditioning the test pieces or
vests under the following environmental conditions:
2.4.4.1.1. In an ordinary environment. After placing the test piece or vest

2.4.4.1.2. At low temperature After placing the test piece or vest at a
temperature of -20 ± 2°C for a minimum of 24 hours.
2.4.4.1.3. At high temperature After placing the test piece or vest at a
temperature of 60 ± 2°C for a minimum of 24 hours.
3. Blades and Spike tests
3.1. Initial checks for Blade and Spike test
For the blade and spike tests, the support material shall be in accordance with
NIJ 0115.00.
The tests shall be carried out at ambient temperature (10-35°C).
3.2. Bladed weapon test:
All the tests described shall be carried out at ambient temperature on a test
piece from each front or rear panel and after conditioning the test pieces or vests
under the following environmental conditions:
3.2.1.1. In an ordinary environment. After placing the test piece or vest at a
temperature of 21 ± 2°C for a minimum of 24 hours.
P1 and S1 Edged Blade tests to be performed:
3.2.2.1. The blade shall be P1and S1 type blades as defined in NIJ STD
0115.00.
3.2.2.2. A new knife should be used for each successive strike test.
3.2.2.3. Test procedure:
3.2.2.4. There shall be ten (10) fair impacts for each blade. The impact pattern
shall be as described in the NIJ STD 0115.00.

3.2.3.1. The spike shall be Spike type as defined in HOSDB 2007 part 3.
3.2.3.2. A new spike should be used for each successive strike test.
3.2.3.3. Test procedure:
3.2.3.4. There shall be ten (10) impacts. The impact pattern shall be as described
in the HOSDB 2007 part 3.
3.2.3.5. Impacts shall be performed at E1 24 Joules, allowing for one
penetration. The protective packs will be removed from their carriers for the
purpose of spike resistance testing.

Additional Test Strikes on Female Armour:
3.2.4.1. The strikes shall be performed with the knife or spike (or both) for E1
24 Joules energy level.
3.2.4.2. A minimum of two strikes shall be carried out on a separate front female
panel as described below.
3.2.4.3. All strikes shall be spaced at a distance of at least 51 mm from one
another.
3.2.4.4. The test strikes shall be performed with the backing material built up to
remove any air gaps between the face of the backing material and the armour
sample.
3.2.4.5. Test procedure:
3.2.4.5.1. Strike 1: A 0° angle of incidence strike at E1 24 Joules, striking
within 5 mm of the tip of the breast cup, at least 50mm from any other
strike.
3.2.4.5.2. Strike 2: A 0° angle of incidence strike at E1 24 Joules, shall be
carried out at each line or area of weakness, i.e. a join between two
sections of fabric or a significant change in direction of the fabric
fibres.
Environmental test conditions

3.2.5.1. All the tests described shall be carried out at ambient temperature on a
test piece from each front or rear panel and after conditioning the test pieces or
vests at a temperature of 21 ± 2°C for at least 24 hours.
3.3. Acceptance and rejection criteria:
In the ballistic limit or V50 test, no V50 value less than 585 m/s shall be
allowed.
In the 9mm PB calibre test, no complete perforation shall be allowed. Any
complete perforation with a valid shot, a trauma greater than 35mm, or an average
exceeding 30 mm in any series of impacts (except in the specific female test, where
the trauma is not considered), under any environmental conditions shall be
considered as a failure and shall result in the rejection of the sample.
In the bladed test, any perforation greater than 20 mm, or an average exceeding
18 mm in any series of valid impacts, under any environmental conditions shall
be considered as a failure and shall result in the rejection of the sample.
In the spike test, any perforation greater than 20 mm, or an average exceeding
18 mm in any series of valid impacts, under any environmental conditions shall
be considered as a failure and shall result in the rejection of the sample.
3.4. The Contractor shall submit the following Certification tests:
On ballistic and stab resistance tests:
3.4.1.1. Ballistic panel thickness (less than 7.5 mm).
3.4.1.2. Ballistic panel density (less than 5.5 kg/m2). This can be checked on
the ballistic panels or on a 400 mm x 400 mm test piece, which shall be submitted
with the same construction as the ballistic panels, with all layers having the same
indicated dimensions. No smaller or stepwise layers are allowed.
