Dear Readers,

Welcome to 2003. It is my great pleasure to take over from DavidMaiden as Group Manager, Philatelic, and also to meet youthrough our Bulletin. David retired from Australia Post inSeptember 2002, but I’m sure will always maintain his greatinterest in philately. I will continue David’s tradition ofwelcoming your letters and feedback on our stamps and otherproducts. As valued customers, your feedback is essential to howwe manage the whole area.

January 2003 marks the introduction of new postal rates.Incorporating new values in the program will mean that 2003’sprogram will be similar in size to 2002’s. However this is the firstincrease to the base rate in eleven years.

This year’s program is a strong one, featuring issues celebrat-ing our history and heritage, culture and nature. The AustralianLegends, Australia Day issue, honours worthy Australians, buttheir identities will be kept secret until the award ceremony.January also sees the release of Celebration and Nation, newstamps that may be personalised; the last Frama™ machinestamps and Christmas Island’s Lunar New Year issue, for the Yearof the Goat.

In February, the fishing issue will delight anglers, and in March,Australian Cultivars, beautiful Australian flowers, will bloom.

A new series, Australian Paintings begins in May, followed bynew International stamps in June with designs featuringAboriginal art from the Papunya region. May ends with a celebration of the Jubilee of the Queen’s Coronation.

Issues in the second half of the year will cover a range ofscientific, historical and sporting subjects – including Geneticsand DNA in July; the 150th Anniversary of Shipping on theMurray /Darling in August, and the Centenary of the High Courtin September. Stamp Collecting Month will again feature adesign especially for the kids. The Rugby World Cup andChristmas will round out the year.

I am looking forward to a great year ahead with our energetic team at Philatelic Group. I hope it is a successful and rewarding year for you all.

Each year as part of the Australia Daycelebrations Australia Post pays tribute toAustralian Legends. Australian Legends arehonoured for having made a significantcontribution to our national identity andheritage within their lifetime.

The featured individual (or individuals) –the Australia Post Australian Legend(s) –receives a prestigious award. The award itselfcomprises a gold replica stamp presented toeach recipient at a special awards function. Pastrecipients include Sir Donald Bradman,Australian Olympians, Arthur Boyd, the LastAnzacs, Slim Dusty and five eminent medicalscientists.

Until the presentation ceremony we cannotreveal who will appear on the stamps or eventhe national postmark. Full details will bepublished in the next Stamp Bulletin.

We publish the technical details and aproduct list with prices in the January -February issue for our readers’ information andconvenience.

You can of course visit your local Post retailoutlet, or contact the Australian PhilatelicBureau from 24 January 2003 for informationand purchase of Australia Day, AustralianLegends products.

These new tabbed stamp designs are beingissued to accommodate the increase in postagerates. The designs – which all have tabs – aresuitable for personalising with Australia Post’sPersonalised Stamps™ service.

The issueThere are ten stamps in the issue, nine designsat the base rate and one for large letters. ‘Car’ isthe only design without a counterpart inprevious issues. It was added to the range tomeet customers’ requests for more overtlymasculine designs for sending by, or to, menand boys.

As is usual for stamps with tabs, these will beissued with decorative tabs as issue sheets. Issue

sheets (illustrated on the facing page) have aplain, 10 mm selvedge and can be purchasedindividually. However, the base rate stamps willbe issued in three multi-design issue sheets.The design set for the issue will therefore be tenstamps supplied as three strips of three x 50cand a single $1.00 stamp. The stamp pack alsoincludes the design set as three strips of three x50c and a single $1.00 stamp.

We have used the multi-design sheets forthe base rate stamps to reduce the number ofissue sheets required and make it easier forpostal outlets to maintain a variety of stock foruse as general postage. And for collectors whocollect sheets, three issue sheets cover the baserate stamps.

This PSE is being issued to commemorate thecentenary of the Goldfields Water SupplyScheme. The scheme brought much neededwater from the Mundaring Weir east of Perthalong 550 km of snaking steel pipeline, to theparched Western Australian goldfields.

The pipeline was the inspired vision of theWA Engineer-in-Chief, Charles YelvertonO’Connor, whose photo and signature – alongwith an original mechanical drawing – appearin the stamp area.

A photo of work during the construction ofthe pipeline appears in the illustration area.

The postmark design uses the logo for theGolden Pipeline Project, National Trust ofAustralia (WA).

This year our Christmas Island Lunar New Yearissue celebrates the Year of the Goat whichbegins on 1 February 2003.

The goat (also translated as ram or sheep) isthe eighth sign in the Chinese zodiac. It is themost tranquil of the twelve zodiac animals andsymbolises beauty and good fortune.

Those born in the Year of the Goat are said tobe easy-going, amiable, gentle and

compassionate, with a sense of fun and humourthat makes them popular company. Goats aregreat socialisers with a wide circle of friends.They enjoy good fortune and often are able tolive in comfort. The goat is the most artistic ofthe Chinese signs. Goats enjoy the countryside.Family bonds are important to them.

But all is not perfect in a goat’s life, they canalso be pessimistic, indecisive and dependent.

The designs The Year of the Goat stamps feature a goat, withthe Chinese text for ‘Year of the Goat’.

The miniature sheet design is based on oneof the many Chinese folk tales involving goats.In this story, five immortals arrived at the city ofGuangzhou riding divine goats of differentcolours. Each carried an ear of grain, which wasgiven to the people to teach them how to culti-vate the land. When the immortals departed thegoats turned into rocks.

Today the five goat statue is the symbol ofGuangzhou city.

The Zodiac sheetlet was introduced in 2002and will be a continuing feature of the LunarNew Year series. The sheetlet incorporates theminiature sheet and 12 zodiac animal stamps.Each of these stamps shows an animal in theChinese zodiac as follows (from left to right, topto bottom):

The designer The stamps, miniature sheet and zodiacsheetlet stamps were designed by Luis Chiangof Melbourne. Luis was born in Macau andstudied art and design and Chinese painting atEast Asia University before coming to Australiain 1985. He continued art and design andphotography studies in Melbourne and hasestablished an advertising agency and graphicdesign studio with some colleagues. Luis hasbeen commissioned for the complete cycle oftwelve designs.

2003 Lunar New Year – Year of the Goat �� oz Silver Bullion CoinThe reverse of the coin depicts a loving mothergoat with her kid, and a border of five bats,which symbolise health, peace and prosperity.The obverse shows the Ian Rank-Broadley effigy of Her Majesty Queen Elizabeth II.

About Lunar New Year Lunar New Year is the most important of the traditionalChinese festivals and is celebrated by Chinese peoplethroughout the world. It is a time to finish unfinishedbusiness, settle debts and bury differences so the new yearcan be started with a clean slate.

New Year celebrations centre on the family and familyreunion. Incense is burned for ancestors; special food isprepared. Friends visit each other with presents, and cardsare exchanged. Gifts of money wrapped in lucky red paperenvelopes are distributed widely.

In the Chinese calendar the years are named for differ-ent animals in a twelve year sequence. The Year of the Rat,the first year in a cycle of 12, fell in 1996. The sequence isRat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Goat,Monkey, Rooster, Dog and Pig.

Desert

Nature of Australia: Desert – the fourth issue inthe Nature of Australia definitive series – wasreleased 4 June 2002.

To accommodate increased demand for 50cstamps Australia Post has printed self-adhesivestamps 50c in the Desert Star Flower design fromthe Nature of Australia: Desert issue in bookletsof ten x 50c, cheque books of 20 booklets of ten x50 and rolls of 100 and 200 in late December2002. A collector pack was also produced.However no first day covers were produced,because the design was released in June 2002.

The rare and beautiful blue orchid is the newestAustralian definitive design in the Nature ofAustralia series. The stamp introduces therainforest habitat to the range and meets theneed for denominations to suit the new rate for125 to 250 gram large letters (previously $1.47).

A maximum card and first day cover willalso be produced for this design. AdditionalNature of Australia: Rainforest designs will bereleased later in the year. Like the $1.45 blueorchid stamp, they will feature subjects foundin the Daintree region of the Wet Tropics.

Rainforest in AustraliaLess than half a percent of the Australiancontinent is rainforest, and all of it lies in stripsand patches in either Tasmania or along the eastcoast of the continent. All the areas receive highrainfall, over 1300 millimetres a year, with thewet tropical rainforests of Queensland receivingthe most, between 2000 – 4000 millimetres ayear.

Queensland’s Wet Tropics region liesbetween Townsville and Cooktown, on thenorth-east coast. The region includes ruggedmountain ranges with deep ravines, rapidlyflowing rivers and many waterfalls. In the heartof the region is Daintree National Park.

Established in 1967, the park occupies 760km2 – the largest of Australia’s remainingrainforest wilderness.

RainforestBlue Orchid (Dendrobium nindii)This epiphytic orchid’s large blue-purpleflowers – which can grow up to 6 cm indiameter – are among the most attractive ofAustralian orchid blooms.

The blue orchid prefers full sunlight, andcan be found high in rainforest trees of thehot, humid lowlands in the narrow coastalstrip between Innisfail and Cooktown. Theloss of its preferred costal habitat means thisbeautiful orchid is also one of Australia’srarest epiphytic species. Epiphytes grow on ahost plant, using the host for support, not fornutrients.

The Nature of Australia definitive seriesIntroduced in 1996, the Nature of Australia series usesspecific localities to illustrate more general environmentalcategories.

Previous issues in the range have featured Eucalyptusforests, Wetlands, Coastal and Desert environments,illustrated by the Mountain Ash Eucalyptus forests ofVictoria; the Kakadu wetlands in the Northern Territory;Queensland’s Fraser Island; and the Great Sandy Desertin Western Australia and the Northern Territory.

The Nature of Australia: Rainforest issue uses the floraand fauna of the Daintree Rainforest in the Wet Tropics ofnorth Queensland to illustrate Australia’s tropicalrainforest habitat.

The designer for this issue, and all the issues in theNature of Australia definitive series, is Wayne Rankin.

The Wet Tropics region is home to a richvariety of flora and fauna. It supports 64% ofAustralia’s fern species, 46% of its frogs, 58% ofits butterflies and 48% of its bird species. In1988 Queensland’s Wet Tropics were inscribedon the World Heritage List, on the basis of itsoutstanding natural values.

Fishing in Australia

Fishing is one of the most popular recreationalactivities in Australia. Surveys indicate that aquarter of all Australians over the age offourteen go fishing at least once a year.

Fishing can be cheap, requiring no morethan a line and a hook, or expensive, involvingboats, rods, reels and the latest, most expensiveaccessories. People can fish in rivers and dams,from local piers and beaches, or they can take tothe estuaries and bays, to coral reefs or the opensea. It can be a gentle, relaxing pastime in thehope of a nice little catch for dinner, or a seriousmental and physical challenge.

An angler’s success depends, in part, onknowing fish. Each species has its own charac-teristics and idiosyncrasies which the seriousangler takes into account. Despite the many differences between species, all have a highlydeveloped instinct for self-preservation.Anglers must basically convince a fish that it isbeing offered something good to eat or some-thing that needs to be driven off its territory.

The issue Sharp eyed readers will notice that these stampsare larger than Post’s standard special andcommemorative stamps. This size stamp wasfirst used by Post for East Timor’s stamps(released May 2002). At 40.28 x 30 mm thesestamps provide about 23 percent more area.

Each stamp has two main elements: a popu-lar recreational fish and an illustration of anangler in a spot where that fish can be found.Using the extra area to great effect, Guiotto useswhite space to lift the fish up and away from thestamp’s surface and accentuate the extraordi-nary detail and realism of his original art. Theenvironmental illustration evokes a spirit ofplace without specifying an actual location andwithout competing with the stars of the issue,the fish.

As well as stamps and a first day cover thisissue includes a set of five maximum cards anda decorative gutter. Four lures (for barramundi,snapper, tuna, and Murray cod) and a fly (fortrout) are printed in the gutter.

Specialist NotesReview of Sterner and Frama™ stamp vending machines Australia Post has completed a review of thecurrent post office based stamp vendingmachines and has decided to withdraw bothSterner and Frama™ machines from servicebecause of a very low public patronage andincreasing maintenance costs.

Sterner The remaining Sterner stamp vendingmachines dispense booklets of five stamps witha face value of $2.00 (four x 45c and 1 x 20c).The design currently dispensed is ‘ArtsCouncils’ issued 12 September 1996 andreprinted once (1 Koala) in 2001.

The last day of sale of the booklet will be 10January 2003. The machines will be withdrawnfrom service at close of business on that day.

A national ‘last day’ postmark will beavailable from the Corio Post Shop, Shop 88,Corio Village, Purnell Road, Corio VIC 3214and the Australian Philatelic Bureau.

A special ‘last day cover’ – using the ArtsCouncils stamps and general purpose cover willbe available from participating Post retailoutlets and by mail order from the AustralianPhilatelic Bureau. See page 17 for prices, mailorder codes and an image of the cover.

FramaPatronage of the Frama™ vending machines isextremely low and the cost to maintain them ishigh. As well the number of machines isdestined to decline as offices relocate to venueswhere the machines can not be accommodated.

The current designs will be removed frommachines 12 January 2003. A new, ‘Farewell’design will be released on 13 January for thephase out period which ends on 30 June 2003.At that time all machines and designs will bewithdrawn from service.

Snapper (Pagrus auratus)The highly prized snapper has been describedas ‘the all-time great Aussie fish’. A fine eatingfish, snapper are fished commercially as well asbeing a prize catch for recreational anglers.

The stamp shows anglers fishing for snapperon a southern Australian beach.

Murray cod (Maccullochella peelii)The Murray cod is one of Australia’s mostsought-after freshwater angling species. Sizeand bag limits and closed seasons apply in allstates where Murray cod occur.

The stamp shows a promising environmentfor Murray cod, a river with lots of dead treesproviding good cover.

Brown trout (Salmo trutta)Brown trout were introduced to Australia in1864, first in Tasmania and later in Victoria.

One of the more popular and skilful methodsfor catching trout is fly fishing. A great mystiquesurrounds this type of angling. It involves cast-ing an almost weightless fly just upstream fromthe trout so that the fly lands softly and does notalarm the fish.

The stamp shows a fly fisher in theTasmanian lakes region.

Yellowfin tuna (Thunnus albacares)All tuna are torpedo-shaped and all are veryswift predators, always in search of prey. Theyswim and feed almost continuously.

Yellowfin are extremely powerful. Thisoceanic migrator is known to work close toshore in waters less than 50 metres deep rightaround the Australian coast.

Barramundi (Lates calcarifer)As well as being good eating, barramundi areexcellent sporting fish with great fightingability. Their bite is sudden and savage and,once hooked, they perform aerobatics andrepeated powerful runs for cover.

They live in both salt and fresh waters, instreams, lakes, billabongs , estuaries and coastalwaters. A barramundi is unlikely to be sexuallymature before three years. The male spawnsregularly, producing sperm for three to fouryears after maturity. It then changes sex, andbecomes an abundant breeding female. Smallbarramundi are thus likely to be male, whilelarge barramundi are female.

Frama™Frama™ stamps were introduced on a trialbasis in Australia on 22 February 1984. At thepeak of their use the network of Frama™machines included about 200 machines. Adecline in consumer demand has led to adecision to withdraw the remaining Frama™machines from service on 30 June 2003.

Farewell Frama™ designs The Farewell Frama design features a repeatingpattern of native flora and fauna. The designincludes a kookaburra, waratah, commonheath, helmeted honeyeater, magpie, Sturt’sdesert pea, gang gang cockatoo, royal bluebell,brolga and Cooktown orchid.

Post will produce ‘Farewell sets’ of threedenominations, the new base rate (50c) and thetwo new large letter rates ($1.00 and $1.45)

Standing orders and 2003 Special Offers The first day cover with NPC ‘Farewell set’affixed and maximum card (NPC 50c label) arepart of 2003 standing orders and special offersfor first day covers and maximum cards.

Both Sterner and Frama™ machines havevery low patronage and increasing costs of

maintenance. Consequently Australia Posthas decided to withdraw Sterner and Frama™machines from service. The plans for withdrawal are detailed below.

The 2003 Silver Kangaroo is the third in thecurrent series that depict Aboriginal designsand the tenth release in RAM’s Kangaroo serieswhich began in 1993. The design was sculptedby Wojciech Pietranick. Ian Rank-Broadley’sportrait of Her Majesty Queen Elizabeth IIfeatures on the obverse. SES sheets support ‘ING & Allan Border Trek for Kids’

On 8 October Allan Border began a month-long walk from the SCG in Sydney to theGabba in Brisbane to raise money for anumber of children’s charities. Sponsored byING, Border’s Trek for Kids stopped in 31locations and covered more than 1000 km.

In support of Allan Border’s charity walk,Australia Post produced and sold a special event souvenir sheet (SES sheet) often x 45c Kangaroo & Flag stamps withimages of Allan Border in the stamp tab anddecorative border.

During the walk, the sheets were sold inparticipating Post retail outlets (primarily inNew South Wales and Queensland). Priced at$14.95 (including GST), with $4.00 fromevery sheet sold donated to the children’scharities, the sheets are now available by mailorder from the Australian Philatelic Bureau.
