Landskap Bulletin 3rd Anniversary EditionSalam One Malaysia, greetings to all ILAM members and con-gratulations to Landskap Bulletin. We are now celebrating the 3rd Anniversary of this publication. With this, and all issues, we hope to improve the knowledge within, and bring more exciting news from, the Landscape Architecture field.
The second quarter of 2011 was a hectic yet productive time for ILAM. Besides the World Landscape Architecture Month Celebrations in April, when we were busy with a Tree Planting Programme, the Malaysia Landscape Architecture Awards (MLAA) and the ILAM Annual Dinner, we also hosted the IFLA Asia Pacific Regional Symposium on Landscape Architecture Education, SOLARE, from the end of March till the beginning of April. This event was another huge success. Therefore, for us, April was a month full of memorable moments for everyone. You will find the relevant reports in this issue.
In May, ILAM visited the state government of Sabah, namely Dewan Bandaraya Kota Kinabalu, and the Sabah State Town and Country Planning Department, to promote the importance of Landscape Architecture. We are glad that our efforts garnered media coverage in East Malaysia and we were also witness to the Sabah state government’s efforts to strengthen the role of Landscape Architects and the profession as a whole, in the state.
In line with our roadmap to obtain cabinet endorsement of the Landscape Architect Act, a workshop on the concept paper was carried out, with the involvement of the Ministry of Housing & Local Governments, the National Landscape Department and also ILAM. The two day workshop gained fruitful results and we hope this effort will put us one step closer to ratifying the Landscape Architect Act.
I would like to thank the International Federation of Landscape Architects, Asia Pacific Region (IFLA APR), who, during the 48th IFLA World Congress Council Meeting in Zurich, Switzerland in June this year, selected Malaysia as the host for the IFLA Asia Pacific Regional Congress 2014.
To all landscape architects who are submitting work for this year’s Malaysia Landscape Architecture Awards, MLAA2011, we wish you the best of luck. We would also like to take this opportunity to inform you that we welcome article contributions from our readers and our fellow landscape professionals from time to time. If you have a topic which needs to be shared, please write to the editor, care of the address at the rear of this bulletin, and we will do our best to include your thoughts and ideas in a future issue.

When traveling the scenic East West Highway in peninsula Malaysia, one cannot miss an expansive and impressive man-made lake. This feature is used for the generation of hydro-electricity and, miraculously, is home to 23 species of freshwater fish and 5 species of turtles. However, the lake is not the only stunning feature of the surrounding landscape.
Situated in the state of Perak, on the border of Peninsular Malaysia and Thailand, Belum-Temengor Rainforest, and its lake, form a wonderful vista for any weary traveler. At over 130 million years of age and encompassing 300,000 hectares, this remarkable tropical paradise is home to a vast number of species of animals and plants, many of which cannot be found anywhere else in the world. In fact, scientific studies indicate that this primordial forest, which remains one of the largest untouched forest reserves in Peninsular Malaysia, holds enormous potential for the discovery of more biological treasures.
Nature at its purestThe Belum-Temengor Rainforest, which is approximately four times the size of Singapore, houses over 3,000 species of flowering plants, including three species of the largest flower in the world – the Rafflesia. It is also the natural habitat for 64 species of ferns and 62 species of mosses. The unspoil magic of Belum, which literally means ‘land before time’, also makes it the perfect habitat for 14 of the world’s most threatened mammals, including the Malayan Tiger, the Malayan Sun-bear, the Sumatran Rhinoceros, the White-handed Gibbon, the Asiatic Elephant, and the Malayan Tapir. Belum is also home to many exotic birds and insects living in their natural habitat within the rainforest. Visitors may be lucky enough to spot the endangered Plain-pouched Hornbill, the rarest of all species of hornbills found in Malaysia. Another species found only in Belum is the Great Hornbill.
The forest is also an ideal destination for ecotourism activities, as wildlife observation, education and research initiatives support the conservation efforts of the area. Exploring the wonders of the forest with the help of local guides offers nature lovers a captivating insight into this astonishing habitat. One can feel closer to nature by exploring the local Herbal Garden, located within the resort, or by enjoying the cool, crisp air and breathtaking views while riding a kayak or canoe around the island. Alternatively, adventure lovers can hire a raft for a more rustic experience or take an exploratory walk along the Banding Forest Trail for an educational journey through time.
BELUM Rainforest ResortPulau Banding, the location for the Belum Rainforest Resort, is everything nature-lovers expect in a getaway destination: complete relaxation and serenity, stunning views and surroundings, adventure, and the chance to get up close and personal with nature. The first phase of the four-phase development of Pulau Banding was completed in 2008. While the 70-room Belum Rainforest Resort began its second phase of development in early July 2011, this project is set to become more than just another holiday destination with additional facilities such as a spa and swimming pool.
A campsite at Sungai Enam base camp, which is just a brief boat ride away, has been completed and is ready to cater to the more adventurous amongst us. The latest addition to the resort is its Houseboat. With the capacity to house 16 guests at one time, nature can be viewed at its closest aboard this floating holiday home. The FutureThe development of the resort as an eco-tourism hub is also in line with the Pulau Banding Charter. This document is a guideline which outlines best practices for creating and sustaining eco-friendly and economically viable establishments. It also brings into play the close cooperation between the Perak State Government and its various departments, the Fed-eral Government and its related ministries and non-government organisations such as WWF-Malaysia and the Malaysian Nature Society.
These groups ensure that the biodiversity of Pulau Banding, where the resort is situated, and its surroundings, are fully pro-tected, appreciated, preserved and propagated for future generations. Conducting sustainable development practices which encompass environmental, economic and socially responsible elements mean that not only will the unique flora and fauna of Pulau Banding and the surrounding Belum-Temengor Rainforest Complex be preserved, so too will the wel-fare and interests of the local indigenous (orang asli) communities who live in the rainforest be preserved for generations to come.

This stunning project was not designed for perfection; it allows nature to grow unhindered, complimenting the serene surroundings, exactly what the client required. Dense planting blankets the ground, purposely covered with dry leaves, similar to a natural forest. Plant materials of ethno-botanic and indigenous species which were once considered unfashionable have become the main showcase of the gardens.
Upon entering the spa centre, uninterrupted views abound, from the calm interior spaces, to the reflection pool outside. The tranquil flow of water throughout the project provides a sense of peace whilst the water curtain, set against a black granite wall, screens the visitor from the harsh sounds of the world outside. As a result, the lush landscape and the serenity of a forest environment creates a distinct atmosphere of a retreat, bringing rejuvenation to the physical body and mind and a sense of seclusion from the surrounding, densely urbanised area.

An unconventional commercial development which dares to challenge the norm; it is heartening to know that what may seem an unpopular concept is, with this project at least, able to compliment the surrounding environment and be a functional and attractive addition.
The aim of the design is to integrate landscape architecture and sustainable building design elements, thereby crafting a fashionably ‘green’, healthy, contemporary and comfortable working office environment.
The landscape work goes beyond the building’s structural exterior and, with the growth of moss and climbers on the observable surfaces, the building will age gracefully, with the green spaces forming an integral part of its charm.

greenroof making a difference to improve the urban heat island effect
Like a tiny seed carried by a breeze, the idea of cultivating plants on rooftops has spread from Europe to North America and around the world. Although several cities in the United States have also undertaken green roof programs, Europe is in the vanguard of the green roof experiment, with many cities having put incentive systems in place.
In Germany, for instance, more than 140 million square feet (13 million square metres) of rooftops have green roof systems thanks to incentives provided by more than 75 local governments. Green roofs have also sparked interest in Japan, where in Tokyo the municipal government in 2009 mandated that structures with a roof area greater than or equal to 10,765 square feet (1,000 square metres) must cultivate at least 20 percent of that area.
Combating Urban Heat Effects The impetus behind these incentives is the hope that green roofs will reduce the “urban heat island effect”- a phenomenon created primarily by urban surfaces such as pavement and conventional roofs which absorb solar energy and re-radiate it as heat. Growing natural cover on a building’s roof can help combat all these effects and more, scientists say. On hot days in Chicago for instance, temperatures atop the green-roofed City Hall are typically 14 to 44 degrees celsius cooler than the adjacent county office building, which has a black tar roof.
A study by Environment Canada also suggests that if 6 percent of Toronto’s roof area was converted to green roofs, greenhouse gas emissions in the city would be reduced by 2.4 megatons a year.
Trickle-Down Effects Green roof advocates point to other indirect benefits, such as reduced stress on sewer systems. The rainwater falling on a regular roof quickly flows off the roof and into a storm sewer, while much of the rain falling on a green roof is absorbed by its plants and soil to later evaporate or transpire back into the air. The green roof therefore reduces peak flows to about one-tenth of that from a conventional roof.

Biodiversity In urban areas, green roofs can provide important refuges for wildlife. Research in Switzerland and the UK has demonstrated that green roofs can also provide important breeding grounds for rare invertebrate populations.
Water Green roofs can significantly reduce the surface run off volumes and rates of rainfall leaving roofs. As a source control mechanism in Sustainable Urban Drainage Systems, green roofs can help reduce flash floods as a consequence of intense rainfall events. This will become increasingly important as we face further climate change.
Green roofs also improve the quality of water and although the amount of water is reduced, it is possible to harvest rainfall from roofs that have been “greened”.
Sound Insulation The combination of soil, plants and trapped layers of air within green roof systems can act as a sound insulation barrier. Sound waves are absorbed, reflected or deflected. The growing medium tends to block lower sound frequencies whilst the plants block higher frequencies.
Protection of Waterproofing The original green roofs in Germany stem from covering wet bitumen with 6cm of sand, which became vegetated. This covering was to protect the wet bitumen from fire. Green roofs have now been shown to double if not triple the life of waterproofing membranes beneath the green roof.
Air Quality Airborne particles and pollutants are filtered from the atmosphere by the substrates and vegetation on a green roof.
Amenity Space In dense urban environments, there is often a lack of green space for residents. Roof Gardens and roof top parks provide important green spaces which can improve the quality of life for urban residents.
Urban Agriculture Urban Rooftop Agriculture – roofs, where strong enough, can provide a space for urban food growing. Although many large flat roofs may not have the loading capabilities to hold this type of activity, some roofs will and the many balconies in urban areas are also ideal for this purpose.

During the recent trip to Zurich for the 48th IFLA World Congress, the IFLA delegates were fortunate to visit one of the most interesting urban renewal areas of Oerlikon, which was once an industrial district of Zurich. Here, a clever approach has been used to create a park in a seemingly incongruous part of town. With the use of a vast metal structure, overhanging plants, climbing terraces with multi-level spaces for seating, walking and jogging, this development exemplifies that an urban park is a possibility, even in a small space, by shifting the focus from horizontal to vertical.

What makes an urban park? Most would say it is a green oasis in the hardscape of a city, with grass, trees, and flowers acting as the antithesis of the built environment. At MFO Park it is completely reversed. In this case, the hard surfaces outnumber soft ones, making these spaces more plaza than park. MFO Park sets a unique precedent for an urban park, incorporating something unmistakably urban: verticality.
In this truly multi-disciplinary design, Burckhardt + Partner AG and Raderschall Landschaftsarchi-tekten AG created a vine-covered, multi-level structure - what Liat Margolis and Alexander Robinson call “a series of spectacular immersive living volumes.” Located in the Neu-Oerlikon District of Zurich, the park’s structurally expressive solution picks up on the area’s industrial past, while acting as an armature of plants reaching for the sky.
Two parallel, multi-level structures define the long sides of the rectangular open space. One end of the short side is closed by a structure connecting the long sides, with the last side open to the street, inviting people into the open yet covered space. Visitors, accessing the structure via stairs, reach a sundeck, loggias, and cantilevered lookouts which give an overhead glimpse of the space below. At the lowest level are benches, pools, and the start of the vines, which follow cables as they taper outwards in a conical shape towards the roof. Depending on the time of year one visits, the vegetal “walls” may be sparse, or luxuriant, or even colorful. The technical aspects of MFO Park are perhaps more integral to its success than a typical park with groundcover, trees, and other plantings. To aid with the vertical coverage of the structure, water is collected for irrigation, a raised trench allows for a second level of vines, and the integration of structure and vines is treated in a manner so that the latter will not harm the integrity of the former.
While the project may not dramatically alter the purpose of an urban park, its design elevates what a park can aspire to be, particularly in an urban context: vertical yet spacious, architectural yet green, calculated yet inviting.

The IFLA Asia-Pacific Regional Symposium on Landscape Architecture Education was held at Putrajaya, Malaysia from 30th March till 2nd April, 2011. This inaugural event was jointly organized by the Institute of Landscape Architects Malaysia (ILAM), the International Federation of Landscape Architects, Asia Pacific Region (IFLA-APR), the Ministry of Higher Education Malaysia, Universiti Putra Malaysia (UPM), Perbadanan Putrajaya and Landskap Malaysia. It was also supported by the partners, namely Universiti Teknologi MARA (UiTM), the International Islamic University Malaysia (IIUM) and Universiti Teknologi Malaysia (UTM).
The 4-day symposium also included the presentation of country reports, keynote paper presentations, oral paper presentations from educators and practitioners as well parallel workshop sessions.
The symposium hosted 100 participants of which 85 were local delegates and 15 were international delegates. There were 8 country reports presented from the member association, as listed below:• Hong Kong Institute of Landscape Architects (HKILA)• Chinese Society of Landscape Architecture (CHSLA)• Institute of Landscape Architects Malaysia (ILAM)• Indonesia Society of Landscape Architects (IALI)• Indian Society of Landscape Architects (ISOLA)• Japanese National Committee for IFLA (JAPAN – IFLA)• New Zealand Institute of Landscape Architects Inc. In addition, 2 keynote speeches, 20 papers presented in parallel sessions and 4 workshops helped to keep discussion and debate alive on a number of topics and fronts. The end product was the resolution which will serve as the guideline for Landscape Architecture education development in the Asia Pacific region.

The Tree Planting event was part of the World Landscape Architecture Month event and also marked the conclusion of SOLARE 2011. The Annual AGM also allowed members to mingle as this is one of ILAM’s important yearly social events.

ILAM Courtesy Call to Sabah StateDate: 13 May 2011Venue: Dewan Bandaraya Kota Kinabalu & Sabah State Town and Country Planning Department
A courtesy call was conducted recently by an ILAM delegation to Sabah. The group met with the Director General of DBKK, Datuk Yeo Boon Hai, with the intention of introducing ILAM to the Dewan Bandaraya Kota Kinabalu (DBKK) specifically, and to the people of Sabah in general. In addition, this call was also intended to create awareness about the role of Landscape Architects and the importance of landscape planning at the state level. During the press conference, the ILAM President took the opportunity to further define the roles of Landscape Architects and hoped that this group of professionals would be viewed as an integral part of new developments in the state. The President also went on to clarify the misunderstood definition of ‘landscape’ and ‘landscaping’, the importance of the role of Landscape Architects in creating a conducive living environment, and he gladly offered help and assistance to DBKK in terms of advice on Landscape Guidelines, if required in the future. Following the visit to DBKK, another courtesy call was arranged for ILAM delegates. They were to visit Encik Mursidi Hj. Sapie, the Director of the Sabah State Town and Country Planning Department. This visit was undertaken to further explain the role of Landscape Architects.
The visit from ILAM has gained a fruitful return as the state of Sabah is now committed to make the role of Landscape Architects more prominent at every development level. Workshop for the Preparation of a Concept Paper for the Landscape Architect ActDate: 7-8 May 2011Venue: Puteri Resort, Ayer Keroh, Melaka
A group of 26 professional landscape architects consisting of ILAM council members, practitioners, government represen-tatives from Ministry of Housing and Local Government Malaysia and National Landscape Department and educators were among those who attended the two day workshop on the formulation of a concept paper for the Landscape Architect Act.
The workshop was divided into 3 discussion groups with the outcome to be presented and fine tuned. This will be used for the next step as part of the roadmap to table the Landscape Architect Act, which is scheduled for 2013.

Sustainable Tropical Environmental Design Exhibition (STEdex‘10) was launched by the Faculty of Design & Architecture, UPM, which aims to promulgate ideas for creative and innovative sustainable solutions in designing and planning for tropical environments.
The exhibition gallery was a platform to share new and improved knowledge and ideas among multi-disciplinary professionals towards a common goal in sustainability. This is in line with the faculty’s niche area of Sustainable Tropical Environmental Design and to ensure the approach will be continuously instilled through the teaching, learning and research in the faculty.
This year STEdex‘10 showcased, for the first time, design ideas from the architecture, landscape architecture, and industrial design departments, as well as a special chapter on winners of design competitions. ILAM was privileged to be invited to grace another achievement in landscape architecture education.

“River of Life” International Master Planning CompetitionThe River of Life is an Entry Point Project (EPP) identified in the Greater Kuala Lumpur/Klang Valley National Key Economic Area under the Economic Transformation Programme (ETP). River of Life aims to transform the Klang River into a vibrant and livable waterfront with high economic value. This transformation is divided into three components: River Cleaning, River Master Planning and Beautification and River Development. This is one of the efforts aimed to position Kuala Lumpur as one of the Top-20 most livable cities by the year 2020.
ILAM, represented by LAr. Dr. Nor Atiah Ismail, is proud to be part of this aspiration and is involved through the provision of feedback, on a professional level, and as a member of the panel of judges for the international master planning competition for the designs for the River of Life. With this competition, Kuala Lumpur City Hall seeks a winning design which demonstrates excellence in planning, and in architectural, functional and economic terms. Competitors are required to submit a master plan which covers a stretch of 10.7km along the Klang and Gombak river corridor. It must include adjacent areas along the length of the river, and detailed proposals for Precinct 1 (Titiwangsa) and Precinct 7 (Masjid Jamek). As a result of the judging, Kuala Lumpur City Hall has recently announced AECOM as the winner of the competition.

FLORIA returned again this year and it was even more spectacular and colourful, with the display of the theme, “Roses Are Forever”. FLORIA 2011 showcased the biggest collection of roses in full bloom in both outdoor and indoor garden displays. The 9 day event attracted more than 500,000 visitors to appreciate the beauty and colour of some 400,000 flowering plants. More than 200 daily activities were lined up for the festival, besides entertainment and arts performances for the crowd. The festival, held for the fourth time, is aimed at promoting Putrajaya as a “city in a garden” and to make FLORIA a hallmark event for the federal government’s administrative centre.
ILAM was proud to be part of FLORIA 2011 as judges for the garden and floral competitions.

48th IFLA World Congress Zurich, SwitzerlandDate: 27-29 June 2011Venue: Kongresshaus, Zürich
The 48th IFLA World Congress in Zurich, Switzerland was an event not to be forgotten as it was one of the biggest IFLA World Congresses on record, with over 1350 participants from 74 countries. Despite the many side activities running concurrently, such as parallel sessions, technical visits, round table discussions and social activities over three days, the organisers, BSLA and Grün Stadt Zürich, ensured that each of the delegates were looked after and all details were well managed. Congratulations to the City of Zurich and BSLA.
The event kicked off with the IFLA World & Regional Council meeting in Rapperswil, Zurich. The 2-day meeting was attended by 40 Delegates, with ILAM being represented by LAr. Charles Teo. During the meeting, ILAM tabled our interest to organise the IFLA Asia Pacific Congress in Malaysia. This motion was supported and approved by the IFLA Asia Pacific council members and will definitely be something for us to look forward to in 2014.

In just a few short years, ILAM promises that the 2014 congress will be hosted in a tropical forest environment in beautiful Borneo, and the discussions will focus on the theme of sustainability.
