On Monday, February 22, the Government launched a tender to expand and improve the potable water and sewerage system in the Pachacutec area of Callao’s Ventanilla district, as part of the efforts to bring drinking water to impoverished people. During the three years and seven months of Garcia’s administration, more than three million Peruvians have benefited from potable water projects. “Nearly 4 million Peruvians have now access to potable water supply. In these three years, we have carried out more projects than the previous government did in five years because we are interested in serving the people,” said President Alan Garcia Perez in a speech before hundreds of Ventanilla residents.

During the ceremony to mark the tender launch, President

Garcia stated that in these three years these rural potable water projects have benefited a total of 902,000 people in Lima and 2.5 million people in other regions. The Peruvian leader explained that 12 major water and sanitation projects have been launched only in Lima, while there are 1,795 projects being executed in the rest of the country. “They will say whatever they say, but the works will continue. Without water there is no democracy, that’s why we are working on brining water to more Peruvians,” he said. On the Day of Peru’s ruling APRA party, he said that the best way to honor APRA founder Victor Raul Haya de la Torre is to analyze the results of one of the most efficient government programs, Agua para Todos (Water for Everyone).

2010 :SCALE PROJECTS

This year, Peru will carry out a series of major large scale projects such as the Port of Callao, Electric Train and Inter-Oceanic Highway.

Other important projects to be completed over the year include the upgrading of 23 flagship public schools, the construction of the Bayovar fertilizer plant in Piura and the launch of petrochemical projects.

In the last three and half years, the central, regional and municipal governments have invested 53 billion soles in about 123,000 public works projects throughout the country.

The money has been invested in potable water, rural electrification, land titling and road projects in the country’s poorest areas, so as to reduce the gap between rich and poor, he said.

THE YEAR OF LARGEThe Limon Dam is a multi-purpose hydroelectricity and irrigation project in northwestern Peru. The project, which has required an investment of $ 247 million, will produce 4,000 GWh of electricity and transfer water from the Huancabamba River in Cajamarca region to Lambayeque.

GOVERNMENT PROVIDES RELIEF AID TO RAIN-AFFECTED CUSCO

“Peru has shown it has the technical, operational and logistic capacity to handle any kind of natural disaster in our geographically diverse territory,” said President Alan Garcia.

President Garcia praised the rapid emergency response from the Armed Forces and National Police in a joint work with different ministries, which helped evacuate all stranded tourists and deliver relief supplies to hundreds of people affected by torrential rains and flooding in Cusco.

Prime Minister Javier Velasquez and other Cabinet members made several working visits to rain-soaked areas as the Government focused on the rehabilitation of rail tracks, the restoration of electricity and water supplies, the construction of housing modules and the delivery of food supplies, among other emergency actions.

Millions of textbooks donated for children and teachers receive training

The Government will donate 16’000,000 textbooks to elementary students across the country. It will also distribute 682,000 free textbooks for pre-school children and some 1’436,000 books for high school students.

President Alan Garcia said that the nationwide distribution of textbooks and laptops, the training of teachers, and the upgrading of school facilities will help us make a huge leap forward in improving Peru’s education.

The educational reform has begun and it is not only about building schools but also changing the country’s ability to perceive and understand reality, being able to criticize and create new alternatives, said the Head of State.

Fulfilling one of the government’s most important goals, President Alan Garcia declared the northern department of Tumbes as the first illiteracy-free region in Peru.

The Head of State said this was “a significant step forward” for the future of the country, noting that his administration is making steady progress in achieving one its main goals: to eradicate illiteracy in Peru.

In the last three years, two million Peruvians participated in the National Literacy Program and almost 1’400,000 of them have learned to read and white.

The study results were validated by both domestic and foreign private organizations based on globally established standards.

COSTA VERDEImprovement works at Lima’s bay area, also known as Costa Verde, which include the construction of stairways, bridges, sidewalks, roads and earth moving in order to extend the seafront promenade, are making rapid progress.

The project also involves the construction of sports fields and the planting of palm trees in different parts of the road. In November 2009, the Peruvian Government transferred 18.7 million

soles to the municipalities of San Miguel, Magdalena and

Miraflores in order to carry out the

w o r k s .

At present, a total of 2,406 meters of seafront promenade and 11 mini gyms have been built at Costa Verde. According to local authorities, two more bridges will be built in the area and the sidewalks will be extended. During his inspection visit to Costa Verde on February 14, President Alan Garcia Perez said he was satisfied with the project’s progress and praised the coordinated work of municipalities. He pointed out that this year the project will reach Viru Avenue, which means more kilometers of road and seafront promenade at Costa Verde.

President Alan Garcia said that Peru’s Cooperation Fund for Social Development (Foncodes) and the Ministry of Agriculture will carry out 2,000 and 1,150 public works projects, respectively, through the so-called Núcleos Ejecutores (Implementing Bodies).

He underlined that the implementing bodies represent a major breakthrough in decentralizing the country, because

the people are directly involved in the implementation of projects.

With the aim of supporting the implementing bodies’ work, President Garcia attended the signing ceremony of agreements entrusting them with the construction of retaining walls in several districts of the capital and with the improvement of ancient colonial-style Quintas in downtown Lima. The document was signed by Peru Barrios program and 130 implementing bodies living in the districts of Ate, San Juan de Lurigancho, Independencia, Carabayllo, Villa Maria del Triunfo and Lurin, where a total 150 urban infrastructure projects will be executed.

It will be a reality. The Electric Train will run from Villa el Salvador to Grau Avenue in downtown Lima (Cercado de Lima), according to Peruvian President Alan Garcia.

The contract for the execution of the project’s second phase includes the construction of 21 km of new railroads and 9 passenger stations, the availability of 120 high tech coaches, and the replacement of 8.60 km of old rail tracks.

Thanks to this important project, which will resume after a 19 year pause, Lima

residents will be able to travel from Villa el Salvador to Grau Avenue in 30 minutes. Moreover, the Electric Train could also reach the district of San Juan de Lurigancho, thus connecting the city’s southern and eastern areas with downtown Lima.

ELECTRIC TRAIN TO RUN FROM VILLA EL SALVADOR TO GRAU AVENUE

The country’s health care reform moves forward. Some 75,000 people living in different areas and human settlements of the Ciudad Pachacutec special project in Ventanilla, Callao, have already been granted access to the country’s Universal Health Insurance Plan services.

The initiative seeks that all public and private health care provider organizations, namely Seguro Integral de Salud (SIS), EsSalud, Armed and Police Forces’ hospitals and private clinics, provide a quality service to all Peruvians with no distinctions.

Five health centers will be operating up to 12 hours a day in the Pachacutec Project area.

At present, Peru’s Universal Health Insurance Plan has been implemented in the regions of Ayacucho, Apurimac and Huancavelica, and this year it will be launched in Amazonas, Datem del Marañon and the Apurimac and Ene River Valleys (VRAE) region.

Peru seeks to export other 25 products

Early this year, the Government managed to get the U.S. approval to export Peruvian avocados to the huge American market, which represents an important boost to Peru’s foreign trade and a great benefit to thousands of domestic growers.

While making the announcement, President Alan Garcia pointed out that the Peruvian avocados’ entry into the U.S. market was achieved after many years of talks, technical studies and researches, and he also highlighted the willingness of the United States government.

The U.S. market consumes 500,000 tons of avocados a year and there is not enough supply during seasons when other avocado exporting countries lack production because of their geographical conditions.

The United States acknowledges the unique flavor and texture of Peru’s high quality avocado. “Now we have to distinguish it and make it known as the ‘Avocado of Peru’,” said the president.

•Peru exports 40,000 tons of avocados per year, earning US$ 50 million.

•A total of 15,000 growers must now work to increase and improve its production

•With this new large market, many small growers will now be medium-sized entrepreneurs.

UNITED STATESThe government’s new goal is to conduct the necessary studies to obtain USDA/APHIS approval to make other 25 products such as kiwicha, quinoa, custard apple, figs, herbs, among others, also enter the American market.

With an investment of some 220 million soles, the new headquarters of the National Children’s Health Institute (INSN), being built in Lima’s San Borja district, will be ready in the next months.

Peru will soon have a new modern, fully equipped health center which specializes in treating children and where thousands of health professionals will receive scientific research training.

It is expected that every day the new INSN hospital will provide specialized outpatient care to 178,000 children, will see 35,500 emergency patients, and will perform over 10,700 surgeries, among other services.

This eight-story building will be built over 15,000 square feet and will be staffed by 4,800 health professionals.

President Alan Garcia said that a new investment project aims to double the natural-gas shipping capacity in the Camisea field to 900 million cubic feet a day, which will help supply mines, power plants and fishmeal plants until 2020.

“Those who will make an investment, will have energy; those who will operate fishmeal plants or will use gas in their mines, will have energy; those who want to install a petrochemical plant, will have energy,” said President Garcia who called on people not to panic over an alleged gas shortage.

“There are enough proven gas reserves and gas pipeline infrastructure capacity to supply different areas across the country,” President Garcia said after inaugurating a pipeline and a compressor plant of the Camisea Natural Gas Transportation System.

During the ceremony, held in Lurin (south of Lima), Garcia Perez said that the new project will more than double the natural-gas shipping capacity in the Camisea field, which is currently at 314 million cubic feet a day.

National Grand Theater construction works begin in

Lima will have a modern National Grand Theater in the San Borja district, announced Peruvian President Alan Garcia after participating in the foundation stone-laying ceremony for this cultural center.

The construction of this 1,400 seat capacity theater aims to place Lima on the international cultural map with first class shows presented by both domestic and foreign performing art groups and artists.

The theater, being built over 15,000 square meters, will include a fully-equipped stage, support rooms, rehearsal rooms, dressing rooms, elevators, restaurant, cafe, bookstore and a reception room, and exhibitions halls. The National Grand Theater aims to be an emblematic place, renowned for its technological and operational quality, and together with the National Library and National Museum, they will form an important cultural hub, capable of transforming the city into a center of cultural expression in South America.

A Productive Meeting between the high-Andean mayors and entrepreneurs from Lima and elsewhere in the country took place at the Great Hall of the Government Palace in a ceremony chaired by Peruvian President Alan Garcia.

At this important meeting, the representatives of the business associations and the mayors highlighted the Law on the Promotion of Productive Activities in Peru’s high-Andean areas, which speeds up, facilitates, and removes tariffs and

taxes, for an initial term of 10 years, on investments that generate job opportunities.

President Garcia said that the so-called “Law of the highlands” is a revolutionary, historic, unique and absolutely fair measure that, if well managed, will help promote sustainable economic and social development progress.

The Law on the Promotion of Productive Activities in Peru’s high-Andean areas benefits 5.5 million

people in 101 provinces, which are located at 2,500 m.a.s.l. and have the country’s highest poverty rates.

Peru reiterated its commitment to peace and friendship among peoples and to environment protection at the XIX Ibero American Summit of Heads of State and Government, held in Portugal, and at the Climate Change Summit in Denmark. Both events were held in December last year.

At the Ibero-American Summit, Peruvian President Alan Garcia Perez stressed the need to stop the arms race in order to focus our efforts on fighting poverty and protecting the environment. He said that the technological innovation should particularly benefit the micro and small-sized enterprises.

The Peruvian leader said: “if we continue with the arms race there won’t be a way out to the financial crisis, and all nations have the responsibility to stop it”. He added that over 400,000 million dollars are annually earmarked for military expenditures but if we reduce that figure by a third, there would be more than 130 billion dollars to reforest the world, defend the Amazon and fight poverty.

Addressing the Climate Change Summit in Copenhagen, the Head of State suggested that more financial resources should be directed into mitigation of climate change.

Peruvian President Alan Garcia Perez described his Brazilian counterpart Luiz Inacio Lula da Silva as a “paradigm of struggle for justice” and “pilgrim of continental integration.”

It was during the meeting they held at the Government Palace on December 11 on the occasion of President Lula’s state visit to Peru.

“Lula is a paradigm of struggle for justice, social tolerance, equality of peoples, he knows how to treat all countries with respect and therefore, he knows to how lay the foundations of good friendship and common development,” the Peruvian leader said in the ceremony held at the Government Palace.

In turn, President Inacio Lula da Silva said that Peru and Brazil are cementing a very strong relationship that will serve as an example for other countries.
