Pengurusan Air Selangor Sdn Bhd – Vesting Orders by the High CourtPengurusan Air Selangor Sdn Bhd has notified that pursuant to the Water Services Industry Act 2006 and the Vesting Orders granted by the High Court of
Malaya, all of, amongst others, the assets, rights, instruments and remedies of the
companies (“Companies”) named below are vested and transferred to Pengurusan
Air Selangor Sdn. Bhd. (Company No. 1082296-U) (“Air Selangor”) with effect
from 13 September 2019. It was also ordered that all agreements and contracts
in which the Companies are a party to remain valid and effective save with Air
Selangor as a party thereto in place of the Companies.

As theyearcomesclosertoitsend,REHDAcontinuestoengageitsmembers by organising events after events to ensure a continuous
close relationship amongst each other. One such occasion was the
annualREHDANationalGolfTournament2019inOctober,whereit was held in Kuantan, Pahang instead of previous venues in Klang
Valley. The tournament was warmly received and well attended
byREHDAmembers,industryplayersandstateGovernmentofficers. With the success of the event, we may see future national
tournaments to continue being held in other states as well, and not
just Kuala Lumpur or Selangor.
Anotherhighlyanticipatedyear-endeventwastheREHDAAnnualDinner2019,heldon13NovemberatOneWorldHotelinPetalingJaya. Guests were treated to a scrumptious spread and pleasurable
entertainment in a night where members take the time to
commemorate and celebrate their achievements of the past year
togetherunderoneroof.Inthesamemonth,REHDAMalaysiaandREHDAMelakaalsocooperatedtoorganiseREHDAMembers’Daycum Outreach Programme, at Holiday Inn Melaka, which is the
seventh in the series to date, which amongst others aimed to highlight
todevelopersthebenefitsofbeingpartoftheREHDAfamily.The looming end of 2019 also means that the end of the year-
long Home Ownership Campaign (HOC) is coming. As such, Branches
have held the final legs of HOC-MAPEX events, namely in Johor,
Melaka, Negeri Sembilan and Selangor. These events allowed
prospective homebuyers to grab the last-minute chance to purchase
homes at discounted price, and we are pleased that many developers
took the opportunity to take part in the expos.
Meanwhile,REHDAInstitutealsoheldtheirhighlysought-aftereventsinNovember,namelytheAnnualPropertyDevelopers’Conference: CEO Series 2019 and Housing Conference 2019.
Both conferences provided attendees with insights and knowledge
relevant to the housing and property industry.

Following the success of the HOC-MAPEX in March 2019 at Kuala Lumpur Convention Centre
and in April 2019 at Mid Valley Exhibition Centre,
REHDAcontinued to organise the third and final
instalment of the national level HOC-MAPEX for
2019, again at Mid Valley Exhibition Centre from
18 to 20 October 2019. All booths were fully
taken up by 48 developers, 4 financial institutions
– Maybank, AmBank, United Overseas Bank and
Public Bank as well as 8 government agencies
namely Agensi Kaunseling and Pengurusan
Kredit (AKPK), the Ministry of Housing and Local
Government’sNationalHousingDepartment(JPN),
Housing and Strata Management Tribunal (TPPS),
Public Sector Home Financing Board (LPPSA),
RUMAWIP,Employees’ProvidentFund(KWSP),
Lembaga Perumahan dan Hartanah Selangor
(LPHS) and Perbadanan Tabung Pendidikan Tinggi
Nasional (PTPTN).
The official opening of the expo was graced by
YB Tuan Anthony Loke Siew Fook, the Minister of
Transport, on 18 October 2019. In his speech, the
Minister conveyed the importance of an effective
and efficient integrated transportation system
which is paramount for any township development
where both public transportation and accessibility
to a housing development is co-dependent and
interrelated for its success. He promoted the need
for both the Government and the private sector to
work together to ensure proper integration of
public transportation services as well as improve
connectivity in respective developments.
Towards ensuring that visitors obtain the
necessary information and knowledge with regards
to property purchase and home ownership, a
number of interesting talks were held and featured
by renowned industry experts who shared insights,
sentiments, tips and current trends of the property
industry. Among the topics covered were smart
investment for first time buyers, things you must
know in strata living, credit counselling and debt
management as well as how to increase your
chances of loan approval. Also to keep the children
occupied while the parents attend the talks, fun
activities such as colouring and sand art, caricature
as well as popcorn and cotton candy were made
available at the Fun Zone area.

On 13November2019,theREHDAfamilycametogether under one roof for a night of festivities and
celebration.IthasbecomeatraditionthatREHDA
AnnualDinnerisheldtowardsthetailendofthe
year which is the perfect opportunity to reflect the
events and happenings throughout the year as well
as look towards the coming of a new year.
This much anticipated event was attended by more
than 1,000 members from all Branches as well as guests
from the industry and government agencies, among
themtheMayorofKualaLumpur.Duetounforeseen
circumstances, the Guest of Honour YB Tn Lim Guan
Eng, Minister of Finance, was not able to be present. We
were all, however, delighted that he managed to send a
video message which was viewed by those present.
In his video message, the Minister conveyed that in
acknowledging 2019 as a challenging year, the
Government had extended financial assistance in the
form of granting exemption from SST for the
construction industry as well as incentive in the form of
stamp duty waiver under the 2019 Home Ownership

Campaign (HOC) which has gone a long way to
assist the sales of properties. The Minister was
pleased on the response towards HOC 2019 which
has since exceeded expectation. He further added
that the Government has also reduced foreign
thresholdforexistingprojectsfromRM1millionto
RM600,000.WhiletheGovernmenthasplayedits
part in assisting the housing industry, the Minister
reminded that developers also need to play their
part by reducing house prices to encourage
property purchase.

andtabletakeup.OnbehalfofREHDA,hethanked

state level, for amicable solutions on the challenges
faced by members and the industry.
Once the formalities were done and dinner
served, the entertainment commenced with the
Genius Seni Tari which is a dance group comprising
children aged 7 to 15 years followed by Auto Tune
Choir. The entertainment continued with the
performanceofDinaNadzirwhothrilledthecrowd
with her powerful vocals.
Lucky draws were also held where winners won
anumberofattractiveprizescomprisingthelatest
gadgetsandgizmosincludinganiPhone11Proforthe
grandprizewinner.AspartofREHDA’sCSRinitiatives,
donations were handed out to Pertubuhan Pemulihan
DalamKomunitiBaganIndahandPersatuanUntuk
Kanak-Kanak Terencat Akal SPU.

The seventhseriesoftheREHDAMembers’DayCum Outreach Programme was successfully held
on 5 November 2019 at Holiday Inn Melaka.
The full day event for the southern region,
jointlyorganisedbyREHDAMalaysiaandREHDA
Melaka,wasofficiatedbyYBDamianYeoShen
Li,MelakaStateAssemblymanforDuyong.The
event was attended by nearly 200 participants
comprisingmembersofREHDAMelaka,REHDA
JohorandREHDANegeriSembilanaswellas
non-member developers, representatives from
the local authorities, government officials,
bankers, architects, engineers, lawyers, valuers,
surveyors and members of the press.
The full day outreach programme provided
a platform for participants to enhance their
knowledge about the housing and property
industry and its pertinent issues.
Several speakers delivered presentations
during the event, covering various issues
concerning the industry. Amongst the speakers
werePnCarolineMariamAeries,EnIzhairil
Jufri and Mr Krishna Perumal from the Ministry
ofHousingandLocalGovernment’sNational
HousingDepartment(JPN)whobriefedthe
audience on the National Affordable Housing
Policy, the Enforcement of Act 118 and
ApplicationforHousingDeveloper’sLicenseand
Advertising and Sales Permit. Also delivering their
respectivepresentationswereEnAziziAlifrom
Cagamas Berhad who spoke on Cagamas –
My First Home Scheme and En Mohd Salleh
Hamidon of Lembaga Perumahan Melaka
who briefed participants on the Melaka
Housing Policy. Hager Engineering also joined
in to present a product talk on their electrical
applications and solutions.
Additionally,REHDANationalCouncil
members also took the opportunity to share
aboutREHDAandtheirexperiences,namely
DatukHjMuztazaMohamadwhobriefed
participants on the objectives and activities of
REHDAMalaysia,REHDAInstituteandREHDA
YouthwhileDatukNgSeingLiongbriefed
participants on Budget 2020 commentary and
EffectiveTaxplanningforSME’sdevelopers.Also
onhandwereDato’RickChengwhosharedhis
experience as a SME developer and Mr Ashwin
ThurairajahwhopresentedGreenRE’sgreen
buildingcertificationaswellasESDGreentech’s
consultancy services.

eventamonggolfersintheREHDAfraternity.Theeventnotonlypromoted
camaraderie but also sportsmanship among fellow players.
JointlyorganisedbyREHDAMalaysia,REHDAYouthandREHDAPahang,
the annual tournament brought together 80 avid golfers comprising mainly
REHDAmembers,industrypartnersandseniorgovernmentofficials,in
particularYangAmatBerhormatDato'SriWanRosdybWanIsmail,Menteri
BesarPahang;YBDato’SriHjMohamedbJaafar,PahangStateLegislative
AssemblyDeputySpeaker;YBDato’SriHjMohdbHjHussain,Pengerusi
Jawatankuasa Sumber Manusia, Belia, Sukan dan Badan-Badan Bukan
KerajaanNegeriPahangandYBDato’Nazrib

took the second and third places respectively.
Other participants did not leave empty handed as everyone enjoyed the

On 19November2019REHDAInstitutesuccessfully hosted its 4th Annual Property
Developers’Conference(CEOSeries)atSunway
ResortHotel&Spa.Themuchanticipated
Conference which centred on “Surviving the
Turbulence&WorldofDisruptions”registered
more than 300 delegates, from various sectors
within the housing, tech & property industry
amongst many others.
The proceedings commenced with Mr Lee
HengGuie(ExecutiveDirector,TheSocio-
EconomicResearchCentre),whodeliveredhis
paper on the 2020 Economic Outlook for
Malaysia.Dato’JeffreyNgTiongLip(Chairman,
REHDAInstitute),thentookoverthefloorto
deliver his Welcoming Keynote Address whereby
he conveyed that the annual CEO Series
Conference serves as a platform to ignite new
ideas to overcome problems confronting the
industry. Towards this end, he sought
participants’activeinvolvementinthesessionsto
ensure a more inclusive view from the industry
stakeholders.
Also on hand to deliver the Opening Keynote
AddresswasDato’IrSoamHengChoon,REHDA
President,whocongratulatedREHDAInstitutefor
organising yet another successful CEO Series. He
highlighted that as more and more young
households aspire to own their own homes, both
the private and public sector are faced with a
challenging responsibility of providing efficient
facilities, quality and affordable homes. He
hoped that the presence and active participation
of the industry experts at the Conference would
generate innovative and fruitful ideas that will
germinate into pragmatic solutions.

Annual Property Developers’ Conference:
CEO Series 2019
REHDA Institute recently held its Housing Conference themed “Making
Affordability the New Normal” on 20
November2019atSunwayResortHotel
& Spa. The Conference successfully
registered more than 250 delegates representing various
sectors within the housing and property industry.
REHDAPresidentDato’IrSoamHengChoon,inhis
speech, encouraged all participants to take active part in
the discussions and contribute valuable ideas towards a
reformed, more coordinated and sustainable affordable
housing market. He added that challenges faced by the
industry have been in existence for decades and it is timely
to seriously address them. He also appealed to the
Government to look at how to counter the increased cost
of living and raise income in addressing affordability issue.

DeputyMinisterofHousing&LocalGovernmentwho
delivered the Ministerial Keynote.

PlanMalaysia), Mr Leo Lo Ming Yan (Founder, Asia PropTech
Association),MrSarkunanSubramaniam(ManagingDirector,

Universiti Utara Malaysia Kuala Lumpur).
Overall, the Conference was a success in achieving its
objective of providing a platform among the authorities,
developers and service providers to share and exchange
knowledge and ideas on identified issues facing the industry.

Housing Conference 2019
REHDA Johor organised its Golf Invitational at the Forest City Golf & Country Club, Johor on 10 October 2019. Participated by about 100 players, members from Johor, Selangor and Melaka were joined by representatives from Majlis Perbandaran Pasir Gudang, TNB, SAJ, Koridor Utiliti Johor, Bomba as well as
fraternityassociationsnamelyJohorBar,IEMandotherrelatedindustries.REHDAJohorBranchwasrepresentedby

The purpose of the visit was to learn about the Malaysian housing
developmentparticularlysocialhousingaswellassocialREITsandhow
REITsisimplementedandmanagedinMalaysia.
The meeting was insightful for both organisations.
The BuildingIndustryPresidents’Council(BIPC)heldits49th meeting on 26 September 2019 which was hosted by the Association of Consulting Engineers Malaysia(ACEM).TheCouncilcomprisedsevenmainorganisationsofthebuildingindustry–REHDAMalaysia,PertubuhanAkitekMalaysia(PAM),Master
BuildersAssociationMalaysia(MBAM),TheInstitutionofEngineers,Malaysia(IEM),RoyalInstitutionofSurveyorsMalaysia(RISM),MalaysianInstituteof
Planners (MIP) and ACEM. The BIPC members, with the exception of MIP, discussed various issues affecting the industry, among them were:
• Highcontributioncharges,especiallyutility
charges imposed by IWK and TNB;
• EstablishmentoftheNationalConstruction
Cost Centre, under a jointly formed company
byRISMandCIDB,asthecentralizeddata
centre to collect reliable construction material
and industry related data, which is expected
to be launched in early 2020;
• PAM,ACEM,IEMandRISMwillbeworking
on a strategic paper to encourage the
implementation of Building Information
Modelling (BIM) in the industry as well as to
request for incentives from the Government;
• Taxstructureonretentionsuminconstruction
contracts;
• ProposedexemptionfromSalesandService
Tax (SST) on the income derived from training
courses;
• ImplementationofOSHCIMguidelines;and
• ACEMandIEMarealsoexploringthe
mechanism on the deposition of professional
fees to the Board of Engineers.
The third HOC-MAPEX Melaka 2019 was held successfully from 1 to 3 November 2019atMahkotaParadeMelaka.REHDAMelakawasdelightedtohaveYBAlex
Seah, Melaka State Assemblyman for Kesidang, representing YAB Chief Minister of
Melaka, to officiate the opening ceremony on 1 November 2019.
The three-day event was participated by 16 developers promoting more than
2,500unitsofpropertieswithatotalretailvalueofapproximatelyRM1.17billion.

The Branch organised its second HOC-MAPEX for the year held from 1 to 3 November 2019 at Johor Bahru City Square. More than 30 member developers
and non-members participated in the expo occupying a total sold out of more
than 80 booths. Participating developers showcased more than 10,000 units
ofvarioustypesofpropertyvaluedaboveRM7billion.

The Branch also invited various speakers to share updates and new
information on property investment and management knowledge to the public.

REHDA Selangor successfully organised the final series of its HOC-MAPEX 2019 at Melawati
Mall from 1 to 3 November and at Central I-City
from 14 to 17 November 2019. The expo was
organised under the Hulu Selangor/Selayang/
Ampang Jaya Zone and Klang/Shah Alam Zone
respectively to target house buyers in the east
and west of Selangor corridor area after the
success of the first edition event, MAPEX Klang/
Shah Alam in March this year.

A Better Living”. Among the participating developers

Property talks and activities were also organised
during the event to attract visitors.

embarked on a study tour to Melbourne,
Australia from 16 to 23 October 2019.
The delegation visited a number of
projectsatCBDMelbourne,amongthem
were Yarra One by Eco World International
Berhad, a 268 units apartment project which is expected to be
completedbyend2020andanumberofSPSetia’sprojectsincluding
mixed-use development UNO Melbourne, Fulton Lane, Parque
Melbourne,MarqueResidenceandSapphirebytheGardens.Other
projects also visited by the delegation were Aurora Melbourne
Central and Conservatory apartments by UEM Sunrise and
Melbourne Square by OSK Property.
The group also took the opportunity for some leisure time on a
citytouraroundMelbourneCBD,GreatOceanRoadTour,Philip
Island,YarraValleyandMountDandenong.
Overall, the delegation had an interesting and insightful trip.
The Branch held the third and final series of its HOC-MAPEX Negeri Sembilan from 11 to 13 October 2019 at Seremban
