Strategy—That the Parliament welcomes the publication of Time to Shine, the arts strategy to support Scotland’s children and young people to flourish through culture and creativity; recognises the excellent work carried out across youth arts to support young people engaged with culture and creativity; congratulates Scotland’s youth arts organisations and companies, in particular the National Youth Choir of Scotland, the National Youth Orchestras of Scotland, Y-Dance, the Scottish Youth Theatre, the National Youth Pipe Band of Scotland and the Royal Conservatoire of Scotland; also recognises the many young people involved in the work of Scotland’s national performing companies, the National Theatre of Scotland, Scottish Ballet, the Scottish Chamber Orchestra, the Royal Scottish National Orchestra and Scottish Opera, and notes the continued importance of collaboration, working with local government and other parties to ensure that participation,

Loneliness on Physical and Mental Health—That the Parliament notes with concern the impact that loneliness can have on physical and mental health; understands that approximately 10% of people over 65 in the UK, including in West Scotland, say that they are lonely or very lonely and 20% consider themselves occasionally lonely; notes figures suggesting that loneliness is as bad for health as smoking 15 cigarettes per day, can increase the risk of developing mental problems, including depressive symptoms and obsessive compulsive disorder, can more than double a person’s risk of developing dementia and increases the risk of suicide and depression among adolescents; believes that tackling loneliness and increasing social participation can reduce such problems

and encourages healthy behaviour, such as stopping smoking, more physical activity and higher consumption of vegetables, and notes a recent VEnable report, which suggests that, when it comes to tackling loneliness, there is a major gap in services for old people that could be addressed by volunteering and befriending services.

*S4M-10039 Jackie Baillie: Severe Funding Cut for Show Racism the Red Card—That the Parliament notes with concern the significant reduction of funding for Show Racism the Red Card (SRTRC) and its anti-sectarianism strand, Show Bigotry the Red Card (SBTRC), from £120,000 in 2011-12 to £40,000 in 2014-15; understands that this cut was not agreed with the charity despite the answer to parliamentary question S4W-20199 on 7 April 2014 stating otherwise; believes that the cut was only agreed after negotiation that other funds would be made available, which has not happened; understands that, with the significant financial pressure being placed upon it, the charity is currently unable to fill a key post, which has had a severe impact on the services it provides; believes that the work of SRTRC is vital in tackling racism and sectarianism; understands that, of SRTRC and SBTRC participants who admitted to using sectarian or racist behaviour in the past, 70.5% said they would not do so again and that 90.6% of participants said that they would report incidents thanks to the charity’s input, and calls on the Scottish Government to reinstate financial support to SRTRC to 2011-12 levels to allow it to continue to deliver its essential education and campaign work against racism and sectarianism in Scottish communities.

Proposals for Members’ Bills

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.
