201 wetland and waterbody features regulated pursuant to Section 404 of the Clean Water Act through Phillips, Valley, McCone, Dawson, Prairie, and Fallon Counties. The Project will install a 36-inch diameter pipeline using the crossing techniques outlined within the application. The majority of construction crossings will implement the open-cut, dry trenching method and could cause temporary suspended sediment. The trenchless horizontal directional drilling method underneath waterbodies will be utilized to avoid water quality impacts at specific waterbodies and wetlands including the Milk, Missouri, and Yellowstone Rivers. The Project will result in the permanent disturbance of roughly 0.06 acres of wetlands and 0.04 acres of waterbodies due to the construction of permanent access roads. The applicant is not proposing compensatory mitigation resulting from water quality impacts associated with the construction of the pipeline.

Friday, Sept. 111402 – A male called in stating

there is a dead deer on the north side of the highway. A message for MTDOT was left.

1523 – An officer requested a card be started for harassments/threats.

1740 – A female called in stating her vehicle was hit in the parking lot. She did not see the accident but another person did and got a picture of the vehicle and plate. The vehicle has left the scene already but she has the other party’s name and number if an officer wants to make contact.

Saturday, Sept. 120032 – BNSF reporting a

crossing malfunction at US 2 and BIA 1. Lights are flashing but there are no trains in the area.

0100 – A male reported he is visiting a friend and there are a bunch of drunk people banging on the walls being loud. An officer patrolled the area and found no people around.

1138 – A reporting party called in stating that her house had been broken into while she was gone. She stated everything was fine on Thursday when she left her house around 2200. She arrived home today around 1130 and the back door has been kicked in and windows have been tampered with. She also states everything is gone. The reporting party also went on to state this happened about this time last year and she was just able to get everything replaced recently. A deputy and tribal officer were notified.

1214 – An officer is out help-ing a driver get a camper trailer reattached to his truck.

1947 – A female wants to speak to an officer about a male that is threatening her mother.

2115 – A female reported a red truck pulling a yellow boat driving really slow, like 5 to 10 mph by Western Drug. An officer spoke to the driver, who was an elderly gentleman, and he showed no signs of impairment.

2239 – A male called in stat-ing he got a text message from a female requesting an officer to come by her house as she thinks someone is out there. She didn’t see or hear anyone, she just feels like someone is out there. An of-ficer checked all around the house and was unable to locate anyone.

2337 – An officer is out with someone urinating in public. The male refused a PBT. A citation was given for disorderly conduct.

Sunday, Sept. 130037 – An officer is out with a

lady on the phone crying behind the Flower Shop. The officer spoke to the female who stated she was just arguing on the phone.

0127 – A PBT of 0.169 was logged.

0727 – PCSO called to pass along information to Valley County about a possible missing person. A 65 year old was out at a demolition site and was last seen going to the camper to get a coat. The male never arrived back at

the site. Information was passed along to local officers. The male was located at 1308 and reported back to the job site.

1034 – A reporting party called asking if someone could check on her mother as she was unable to reach her by phone and was con-cerned with her age and climbing stairs with bad knees. At 1037, the reporting party called back and stated her mother called and everything is alright. The mother was sleeping and didn’t hear the phone.

1606 – A caller wanted to re-port that they are moving into a new property and when they left for a short time and came back, they noticed they are missing a brand new 8-foot ladder and an air tank. An officer and deputy were notified.

2000 – A female called and stated a male is taking stuff out of the trailer. She stated she hadn’t seen anyone in there for a couple of years so thought it was suspi-cious. Per a deputy, there is no way into the trailer as it is locked at every door.

2006 – A female reported she hit a deer. There are no injuries and it’s unknown where it is. She also stated her car is totaled but has someone coming for the car.

2017 – Ezzies has someone there stating there is a deer in the northbound lane. It’s still alive but not moving and is a hazard. An officer advised the deer was shot. It is in the grass by FWP. MDT was notified.

2321 – A male reported a vehicle came cruising down the street fast and slammed on the brakes in front of his place. He went outside and heard people in the car saying “Drive, Drive, Drive”, and the vehicle took off. He did not know who it could have been. A description of the vehicle was provided. A deputy was notified who patrolled the area and was unable to locate any moving vehicles.

There were 31 motor vehicle stops, nine accidental/prank 911 calls, seven reports of loose/dead livestock and four reports of bark-ing/lost/loose dogs.

Monday, Sept. 140022 – Suspicious activity

was reported at a residence which should be abandoned however lights are on. A deputy arrived who stated everything is secure.

1034 – The City Crew reported they will be working between 3rd and 4th Ave to remove the speed bumps and at 1130 they will close access to 4th and 5th Ave S. for the same reason. EMS crew was notified about the possible change in routing to and from the hospital.

1108 – A caller reported some-one had a flat tire and created about five or six fires along the road way. A deputy and Long Run fire was notified. The caller later reported several people stopped and put the fires out. Long Run

fire chief was notified of the up-date and one crew was going to be sent to ensure the fire didn’t start up again.

1147 – A hospital employee called in about a patient that was in the ER due to a cat bite he re-ceived. The patient was trying to get the cat and when he picked it up, the cat bit him.

1234 – A caller requested someone to help control traffic while they move cattle across the road.

1927 – A female reported she hit a deer. She is not injured and the deer is alive and partially in the road. There is a lot of damage to her vehicle but doesn’t know if it’s still drivable. A message for DOT was left regarding the deer, while a deputy and Helena Highway Patrol was notified for assistance for the driver.

2033 – A female reported that someone hit a deer just east of Valley Builders. The deer is still alive and in the middle of the highway. A description of the vehicle was provided.

2143 – A female reported that they’ve been hearing a beeping noise for about 2.5 hours but doesn’t know where the noise is coming from. It was determined the noise was coming from the apartments in the 400 block of 5th Ave. The tenant of the apartment eventually arrived and it was de-termined the noise came from a combination of an industrial type alarm clock and smoke as a result of candles that were lit.

2207 – A female reported someone was just trespassing on their property and shooting near their house. The reporting party followed the vehicle as it took off from their property. At 2213 a deputy advised he located the vehicle with his lights on so re-quested the reporting party stand down so he can stop the vehicle.

2311 – PCSO reported a man calling from Saco who reported being tailgated and then passed. He was able to pass the vehicle later on and then was tailgated again from Chinook to Saco. The suspect vehicle was located, stopped and the driver was ar-rested for DUI.

2314 – A male reported a dark truck with tinted windows occupied by two females and pos-sibly kids in the back seat. Their driving habits seemed suspicious. The caller caught up to the vehicle whose occupants then stated they were just driving around. The caller thought the situation was suspicious and the females were either intoxicated or lost.

Tuesday, Sept. 150033 – A caller reported a

commercial burglar alarm. While on the phone with dispatch, the key holder called the alarm com-pany stating it was a false alarm.

0735 – A male arrived at the VCSO and spoke with a deputy in the parking lot. The male reported he hit a deer. The deer is dead and off the roadway. MDOT was notified as well as the Opheim

district.0741 – A male reported some-

one in a vehicle driving errati-cally, not excessive speed but bouncing between the lines in their own lane. The caller didn’t want to write out a statement but would like the driver to be checked on.

0819 – A vehicle appears to have broken down about 200 yards west of the Evangelical Church turn off on Airport Road headed east.

0909 – A female reported see-ing what appears to be a plume of smoke northwest of her place. It was determined there is a large controlled burn in Phillips County.

1102 – A female from Hill County Dispatch called to state she was faxing over a warrant for a male. She also stated they will extradite the male and requested the warrant be served.

1509 – A card was started for identity theft.

1730 – An officer reported be-ing out with a Winnebago sitting in the middle of the roadway.

1840 – McCone County SO transferred a call from a caller stating she is driving from Glen-tana to US 2 and reported big chunks of tire scattered all over the road from MM 7 to MM 13. Some of the chunks range from 6” up to a feet and some have wires sticking out of them. DOT was notified.

1854 – An officer is out speak-ing with occupants of a vehicle in the Shopko parking lot.

Wednesday, Sept. 160106 – A deputy called in stat-

ing a female called stating she didn’t know where she was, but sees an airport sign with an arrow and a sign that states Glasgow. She is sitting besides the road with her flashers on. An officer was notified who checked the lo-cation of Scotty Pride Drive, MT Highway 24N and MT Highway 42 but was unable to locate the female. It was determined the female was in front of the AG building near Airport Road and US Highway 2. At 0157, it ap-peared the vehicle went through a fence and is trailing barbed wire. The front right tire is gone with only the rim left and the driver is sitting in the passenger seat unre-sponsive. During the deprivation period and paging EMS, an of-ficer advised he shot a skunk and both the victim and himself were sprayed. The officer was able to wake the female up, determined she is impaired and she will get checked out.

0746 – A female reported a dead antelope right in the middle of the highway. MDOT was notified.

0817 – A male reported what appears to be a plume of smoke northeast of Highway 2 just east of Glasgow. A deputy was noti-fied who was unable to locate anything that looked like a smoke plume.

1301 – A female called to re-

port what appeared to be a semi not being able to make it through the underpass. While on the phone, she stated the semi made it through.

1424 – A male reported the street light has been on 24 hours a day for over a month now. NWE was notified who will pass the complaint along to service personnel to get fixed.

1620 – A trespassing card was started at an officer’s request.

Thursday, Sept. 170011 – An officer is out with a

female in front of Valley Builders.0046 – The reporting party

called and stated a customer told her his wallet had been “jacked” and his credit card was in the wallet. He asked her to keep an eye out for it. The male was de-scribed to dispatch. The reporting party asked what to do if someone presented the card, and she was told to call law enforcement im-mediately.

0808 – A female called to report two scams. The first one occurred about two weeks ago when she received a phone call from someone saying they were from Washington, D.C., in the grant department. They stated she received a $9,000 grant but had to pay $200 to process the grant and $300 for fees. They wanted her to go to Albertsons and get two sepa-rate Google Play cards for each of the amounts and provide them with the numbers, which she did. The second scam she is report-ing is an email she received with a link on it that stated she could participate in their program by putting a decal on her car and they would pay her $500 a week. She clicked on the link and received a check in the mail for $4,950 and a letter stating she can cash it after she calls them to set up the rest of the program. The caller wants to know if this was a scam or if the check was real. A deputy was notified regarding both situations.

0814 – A female advised she locked herself out of her apart-ment and needs to get back in so she can get to her appointment at the Glasgow Clinic. The fe-male was asked if the apartment manager was in yet and the caller stated there was no one there. An officer was notified who reported she was in her apartment.

1231 – A male reported a fifth-wheel stuck. While on the phone, it was determined the fifth-wheel was able to turn around and get out so there was no need for law enforcement to assist in getting out or for traffic control.

1244 – A male called in stat-ing he has an employee he hasn’t heard from for a couple of days. The last time the male had contact with the employee was on Tues-day after the male completed a job. The caller has sent the male other jobs via e-mail and the GPS in the male’s vehicle states it’s parked at the residence. The caller stated the behavior is out of character for the employee. A deputy advised at 1326 he made contact with the employee and everything is okay.

1430 – A caller advised she lost control of her vehicle, went into the ditch and took out a fence. She stated she lost two of her tires and hit her head but denies any bleeding at this time. MHP was notified

1714 – A female reported there’s a motor home at the un-derpass that may need assistance backing up.

1944 – A female reported a child was shooting other kids with a BB gun in the park. She believes the child ran home. An officer responded who spoke with all parties involved.

Friday, Sept. 180152 – A female with BNRR

called and stated while their train was passing through our county, they struck a cow. Coordinates were provided and the cow owner was notified.

1205 – A male called stating

he has a fire about five to six miles east of his residence. Long Run was notified who requested dispatch to call RCSO dispatch for mutual aide.

1213 – A deputy advised he served a warrant on a male.

1406 – A female called stat-ing one of the cones the painters used is in the inside eastbound lane of US Highway 2. It was determined the cones are all along Highway 2.

1501 – A card was started for harassment and threats.

1611 – An officer requested a card be started for fraud. The subject went to the GPD office and reported the incident to him.

1712 – A female reported tire debris on the roadway just east of Lloyd’s Repair. A deputy was notified.

1722 – A male reported a fifth-wheel camper that is parked by his shop on the street. He stated it has been sitting there for a few days and it’s not hurting anyone but was worried that it is some-one who doesn’t live in the area and decided to just park it there because there was space for it. An officer checked out the RV and it was determined it’s owned by someone who lives nearby.

1834 – A male reported an older pickup tearing up main street in Nashua. The vehicle did a U-turn in front of the house and then tore up the road again, looking like the driver was going out of town at what appeared to be at least 50 MPH. The vehicle ultimately went down the alley behind the businesses towards the house again. A deputy was noti-fied who arrived and spoke to the registered owner of the vehicle.

1938 – An officer requested a log of a .083 BAC.

2023 – A female reported she hit a deer. The deer is dead and off the road. She is not injured but there is damage to her bumper.

Saturday, Sept. 191129 – MHP dispatch re-

quested a deputy to dispatch an antelope. At 1134, MHP dispatch called back asking to cancel as the antelope is in McCone County.

2333 – A female reported a single large bang, like a gunshot or transformer blowing. She stated it came from the back side of her house toward 7th Ave N. An officer was notified who went around several blocks in the area and was unable to locate anything.

Sunday, Sept. 200048 – An officer is out with

an intoxicated person in front of Montana Bar. Per the officer, the bartender is giving some people a ride home.

0056 – Per an officer, a light across the street from the Roo-sevelt is arcing off the pole. The officer requested to call out Northwestern Energy.

1425 – A female called in wanting to know if anyone turned in a wallet that her son lost the day before. The last time it was used was at Ezzie’s Midtown but they don’t have it. A description of the wallet was provided. Dispatch ad-vised if the wallet is not found by the next day to contact the bank.

1620 – A motor vehicle ac-cident was reported. A citation was issued for driving while suspended to one driver and the other driver was issued a citation for turning when it was unsafe to do so.

1931 – A female called stating there was a grass fire on the back road west of Frazer, between Wi-ota and Frazer. BIA was notified.

2328 – A male reported people taking stuff out of the A unit but there shouldn’t be anyone living there. A deputy arrived who ad-vised a female is moving in. She must be out of her unit in Poplar this evening so as not to be held in contempt for failing to vacate the other residence. She has friends helping her move in as she has court tomorrow.
