BUSINESS ASSISTANCE PROGRAM (BAP)
Town of Danville has partnered with Townsend Public Affairs to
Administer BAP Program for Danville, which provides
FREE Assistance to Local Businesses and Non-profits to access COVID relief funds on a state and federal level

BAP PROGRAM OFFERINGS
Identifying Organization Needs:
▪ BAP will work with your individual business or non-
profit to find the funding programs that best meet
your current and future needs.
Providing Guidance and Direct Support:
▪ BAP will provide detailed information on what
documents to gather and how to apply for the
funding programs identified.
Assisting With Application Issues:
▪ BAP will assist you in addressing issues with you
submitted application, as needed.
Contra Costa County Eviction Protection and Rent Freeze Ordinance - County Program
Allows temporary deferment of rent and a prohibition on up to 12 months of late fees for both
residential and commercial tenants impacted by the pandemic shutdown. Most recently extended to
January 31, 2021. Anticipated to be extended further.
LOCAL AND REGIONAL PROGRAMS
Third Party Delivery Fee Cap
The Town Council adopted an Urgency ordinance on 12/19 to establish a temporary cap of 15% on
commission, fees, and costs charged by third-party food delivery services such as DoorDash, Grubhub,
etc. This cap would benefit restaurants in the Town of Danville and be imposed from 12/25 until
the remainder of the pandemic.
Forward Focus Grant Program
Administered by the Town of Danville for eligible Danville Based Brick and Mortar businesses. Grants
maximum varies up to $2,500 or $5,000. Businesses can review eligibility and apply on the Town of
Danville Website.
FORWARD FOCUSGRANT PROGRAM
▪ Phase 1 & 2 total $525,000 commitment to support local
businesses (Max grant range $1,250 to $5,000)
▪ Eligibility
▪ Danville Brick and Mortar Businesses
▪ Neighboring Serving Commercial Uses
▪ Priority to Business Sectors Hardest Hit by Health Order
(Restaurant, Small Retail, Personal Service and
Commercial Service)
▪ Funds may be used on Marketing, Signs, Outdoor Weather
Protection Supplies, PPE and Sanitation, etc. up to the cap
amount, which varies by Business (not operational expenses)
▪ Reimbursement Based Grant with 25% match for the business

STATE PROGRAM FUNDING OPTIONS

CalOSBA California Relief GrantGrant funding ranging from $5,000–$25,000 to underserved micro businesses, small
businesses, and non-profits throughout the state. Priority focus on businesses severely
impacted by the pandemic shutdown. Deadline extended to January 13, 2021.
California Rebuilding FundProvides low interest loans of up to $100,000 to support economic recovery of
California’s “micro” small businesses. Businesses of 50 or less full-time equivalent
employees and 2019 gross revenues of less than $2.5 million are eligible to apply.
Currently open for applications.
Governor’s Proposal for Equitable Recovery for CA Businesses and Jobs Proposed elements of the 2021-22 State Budget that would allocate $4.5 Billion in
business recovery programs, including more funding rounds of the California Relief
Grant, expanded loan programs, and expanded tax relief programs.
Would take effect later this year if approved.
CalOSBA CALIFORNIA RELIEF GRANT

▪ Deadline extended to Wednesday, January 13th, 2021
▪ Grants of $5,000; $15,000; or $25,000
▪ Funds may be used on most immediate needs during the pandemic
▪ Competitive small business applicants include:
▪ High loss of 2020 revenue, compared to 2019
▪ Owned by underserved demographics
▪ Heavily impacted industries
▪ Contra Costa County flagged as one of the prioritized regions
CALIFORNIA REBUILDING FUND
▪ Apply through the website: www.CALoanFund.org
▪ Currently open for applications
▪ Low-interest small business loans of up to $100,000
▪ Fixed annual interest rates currently set at 4.25%
▪ Terms of 3 or 5 years
▪ Eligibility targets “Micro” Small Businesses.
▪ Must have gross revenues of $2.5 million or less in 2019
▪ Must have 50 or less full-time equivalent employees (“FTEs”)
GOVERNOR’S PROPOSAL FOR EQUITABLE RECOVERY
▪ Would take effect later this year if approved.
▪ $575 billion allocated for more funding rounds of the
California Relief Grant
▪ $777.5 million allocated for more small business loans
and tax credits
▪ $70.6 million for business fee waivers (bars,
restaurants, beauty care professionals, etc.)
SBA Paycheck Protection Program Round 2 (PPP2)Loan designed to provide direct incentives for small businesses to keep their workers on
payroll during the COVID-19 crisis. Loans fully forgiven if 60% of funds are used on payroll.
Round 1 recipients can also be eligible for Round 2. SBA application guidelines pending.
Anticipated to open in February and close March 31, 2021.
Pandemic Unemployment Assistance (PUA)Helping unemployed Californians who are not usually eligible for regular Unemployment
Insurance (UI) benefits. This includes business owners, self-employed workers, independent
contractors, and those out of business as a direct result of the pandemic. Currently open for
applications.
SBA Economic Injury Disaster Loans (EIDL)Working capital low interest loans of up to $150,000 that can provide vital economic support
to small businesses to help overcome the temporary loss of revenue they are experiencing
due to the COVID-19 crisis. Currently open for applications.
FEDERAL PROGRAM FUNDING OPTIONS
SBA PAYCHECK PROTECTION PROGRAM ROUND 2 (PPP2)
▪ Apply through local lenders, not SBA directly
(i.e, large banks, local credit unions, FinTech companies)
▪ Anticipated to open February and close March 31, 2021
▪ Round 1 recipients can be eligible for Round 2 if:
▪ 25%+ drop in revenue losses compared to 2019
▪ 300 employees or less
▪ New applicants are be eligible with 500 employees or less
▪ 2.5-months' worth of payroll Fully forgiven if at least 60% is used on payroll
▪ All PPP loans under $150,000 will have new streamlined forgiveness process
PANDEMIC UNEMPLOYMENT ASSISTANCE (PUA)
▪ Currently open for applications
▪ Supports those normally ineligible for regular
unemployment:
▪ Business Owners
▪ Self Employed/1099 Workers
▪ Anyone who has exhausted regular unemployment
▪ Anyone with insufficient work history
▪ Eligible for both “Full” or “Partial” Unemployment status
▪ Must be unemployed as a direct result of the pandemic
▪ Benefits ranging from $167–$450 per week
▪ Additional payments of $300 per week for 11 weeks

▪ Eligible to small businesses of 500 or fewer
employees
