Structured products can be effective investment solutions for clients who have general parameters when it comes to risk tolerance and time horizon, because they offer:

Changes to Money Market Funds on Hold This past August, the SEC tabled a proposal to regulate money market mutual funds because there weren’t enough votes on the Commission to approve it.

The SEC chairman, Mary Schapiro, said the 2008 financial crisis highlighted the need for the proposed reforms. Mon-ey market mutual funds played a significant role in the 2008 financial crisis, when the Reserve Primary Fund “broke the buck,” announcing that clients would get back only 97 cents of every dollar they had invested. This move sparked customers’ withdrawal of about $300 billion from money market funds within about one week, which contributed to the global credit freeze.

The Proposed RegulationsIn an attempt to reduce the threat of such runs on money market mutual funds in the future, the SEC proposal would have made the following changes:

• In order to help make clear that the funds are investment accounts – not banking accounts with an implied guarantee of stable principal – money market funds would have been required to let their share prices fluctu-ate, and disclose their share prices.

• In order to protect against losses, money market firms would have been required to hold more cash reserves, or capital.

• Customers wanting to close their account would have been required to wait 30 days before receiving a portion of their invested cash.

Even though these recent proposals have been tabled, the efforts to change the way money market funds are regulated are not necessarily finished. Schapiro could re-start the process, or it could be taken up by the Financial Stability Oversight Council.

The TD Ameritrade 529 College Savings Plan (the “Plan”) is one of four college savings plans sponsored by the State of Nebraska and Administered by the Nebraska State Treasurer. Philadelphia International Advisors LP (PIA) traces its roots to The Glenmede Trust Company, where it operated as the international equity team from 1987 to 2001.
