Butler Township History Butler Township was incorporated in 1804 when Butler County was divided into 13 Townships. Butler Township was then subdivided into North and South Butler. It remained as such until 1854 when the Township was established within its present boundaries. The early settler to the area was William Kearns a native of Ireland, who came here in 1795. He owned nearly 1,000 areas in Butler Township and Summit Township. Thomas McKee, a revolutionary war soldier, also came here in 1795 and settled on a tract of land three (3) miles east of Butler. Butler Township began to operate as a Township of the first-class on January 1, 1922, and its official records began at that time. Prior to that date, the typical second-class Township enacted no Ordinances, rules or regulations, and its records were meager accounts of routine activities. By law, Townships of the first-class were not required to record their Ordinances in an official Ordinance book until 1959. Butler Township has however, recorded their Ordinances since July of 1922. In November of 1965, Butler Township began to codify its enacted Ordinances.

John R. Hays Chief of Police January 16, 2018

The Butler Township Board of Commissioners adopted a new code for Burglar Alarm Systems on October 5, 1998. The new code is Chapter 107, Article I, Burglar Alarms. The Police Department shall have the option, upon notification to the permit holder and/or monitoring agency, to place an alarm system temporarily out of service if it repeatedly malfunctions to the point of being a burden on the emergency services of the Township. It is now unlawful for a property owner, lessee of property or a person otherwise occupying a premise within the municipality to operate an alarm device on his premises without first obtaining an alarm device permit from the Police Department. In order to apply for an alarm device permit, a person must submit an application to the Police Department. It shall be the permit holder’s continuing responsibility to immediately notify the Police Department of any changes in the information required to be filed in the alarm device permit application. There is no fee for an alarm device permit. A permit holder is allowed four (4) false alarms in a calendar year. After the 4th false alarm, the fees are as follows: 5th False Alarm $ 27.50 6th False Alarm $ 55.00 7th False Alarm $110.00 8th & Subsequent False Alarms $220.00 A false alarm fee shall be due and payable at the Butler Township Police Department 15 days from the date of mailing of the notice of assessment of the false alarm fee. Exception: If a copy of a service order from the permit holder’s registered installation company states the condition for the false alarm has been repaired for each activation. This exception shall not exceed 4 times per calendar year.

Failure of a permit holder to pay a false alarm fee on or before the due date shall subject the permit holder to revocation of his alarm device under Chapter 107-2. In the event that the alarm permit holder shall fail to pay the fee within the time period, a summary citation shall be issued before the District Justice. Upon being found guilty before the District Justice, a fine of not less than $300 and no more than $1,000 would be imposed along with court costs.

A copy of this code is on file at the Butler Township Manager’s Office for your viewing or purchasing. Enclosed you will find an Alarm Device Permit Application for your convenience. Please return it to the Butler Township Police Department. If you have any questions, call this department at (724) 285-9600.
