Noise Target Setting (2003+)

Reasons for changing the noise target setting:– distrust of general public in modelling, forcing a transition from

modelling towards measurements, hence a transition from a noise zone to a set of discrete control points

– non-incorporation of noise levels below 65 dB(A)– absurdities: environmental protection against high noise loads

on parking lots and beet fields– harmonisation in Europe towards Lden and Lnight, abandoning

Dutch Kosten Unit

Transition from the current noise zone system involves:– changes in law– environmental impact procedure– independent assessment of information

The noise development in living areas in the 53 Lden contour of the transition scenario will be monitored.

From 2005+ noise measurements will be involved in target setting. Various options are being investigated.

Harmonisation policy in Europe will be integrated into national regulations
