rowing urbanisation and technologisation coupled with consequent changed lifestyles have resulted in enhanced energy Gconsumption levels all round. The demand for commercial energy alone is expected to nearly triple by 2020. With this backdrop, energy has emerged as the burning topic of the day with multiple ramifications. The situation holds the dual threat of supply shortage due to fuel source depletion, and environmental pollution and greenhouse effect. By 2020 earth’s temperature

0is anticipated to go up by 1 C.

An estimated 30% of energy gets wasted daily, saving which would lower both supply shortage and pollution levels perceptibly, and save on the bills too. Energy conservation is the simplest and the most practical way of dealing with energy shortage.

The Energy Conservation Act (EC Act) was enacted in 2001 and enforced in 2002, under which the Bureau of Energy Efficiency (BEE) was set up with the overall objective of reducing the energy intensity of the country. BEE has the mission of assisting in developing policies and strategies focusing on self-regulation and market principles, within the overall framework of the Act. Under the umbrella of the Act, BEE has initiated several programmes and schemes to promote energy efficiency in industries, buildings, households and appliances. The National Action Plan for Climate Change (NAPCC) was launched in 2008, with eight National Missions, of which the National Mission for Enhanced Energy Efficiency (NMEEE) is concerned with market based initiatives to enhance energy efficiency, while National Mission on Sustainable Habitat deals with energy efficiency in buildings. NMEEE was introduced through an amendment to the EC Act in 2011.

The Union Ministry of Petroleum and Natural Gas has created the Petroleum Conservation Research Association (PCRA), which has been striving to create wider awareness among the public regarding the imminent need for energy efficiency and saving, reaching out actively through electronic media, in an interactive manner. It has initiated the PAT (Perform Achieve and Trade) as part of the BEE- NMEEE initiatives. Under the PAT, industrial units across the country have been given targets for reducing energy consumption. The incentive for those who improve their targets is, green signal to sell energy-saving credits (ECERTs) to those who fail to achieve the required cuts.

The Ministry of MSME scheme of Marketing Assistance and Technology & Quality Upgradation under NMCP makes cost of energy an important component and critical input for MSMEs. It endeavours to enhance MSME competitiveness through Energy Efficiency and Product Quality Certification. Cluster based Carbon Credit Aggregation centres (CCAs) have also been planned under the scheme to enable MSMEs derive CDM benefit, through capacity building in energy efficiency, implementation of Energy Efficient Technologies (EET) and setting up Carbon Credit Aggregation Centres (CCA) in the clusters. The pharma sector has made energy efficiency part of GMP, while food processing sector is aiming to achieve energy efficiency mainly through energy efficient cold storage chains. SIDBI also has supports energy saving through End-to-End Energy Efficiency (4E) Solutions scheme MSMEs both in manufacturing and services sectors. The scheme offers up to 90% of the project cost with a minimum Rs. 10 lakh as per the eligibility.

Apart from this, replacing conventional lamps with CFL and LED lamps at work places, designing buildings to allow ample natural light during daytime, switching off the supply when not using, setting targets for individuals/units and rewarding the achievement, and conducting awareness campaigns at frequent intervals and at different locations, and initiating propaganda measures are also being done.

At ni-msme, long since we have made energy efficiency and conservation part of the academic input in our training programmes. We strive to guide and encourage the entrepreneurs towards adopting energy efficient practices. We also design programmes for MSMEs with particular focus on energy issue and make efforts to drive home the practical benefits of energy saving. We shall continue the efforts with missionary zeal.
