AFJROTC GA-065 CADET CORPS OPERATION________________________________________________________________________

This handbook establishes AFJROTC GA-065 aerospace science course enrollment standards, curriculum, and academic requirements. It supports the leadership and personal development learning objectives of AFJROTC by outlining cadet responsibilities, cadet conduct, uniform and personal appearance standards, the cadet corps' organization, corps operations, and extracurricular activities. This handbook supplements AFJROTC leadership texts and Air Force, AFOATS, and AFJROTC directives. All cadets will read this handbook, know its contents, and comply with its standards to satisfactorily meet AFJROTC course training objectives. The AFJROTC GA-065 Cadet Group Commander will review this handbook annually and recommend changes to the Senior Aerospace Science Instructor (SASI).

Chapter 1

MISSION, ENROLLMENT, CONTRACT, CODES, AND ORGANIZATION

SECTION A--MISSION AND OBJECTIVES

1.1. AFJROTC’s mission is to "Develop Citizens of Character Dedicated to Serving Their Nation and Community;" stimulate interest in aerospace and military careers; instill character and self discipline; encourage high school completion; help cadets create education and vocation goals and prepare them for life after high school; promote the role of the citizen soldier in a democratic society; teach aerospace science; promote community service; and teach social values and life skills.

1.2. Objectives. Cadets will:

1.2.1. Understand the need for the military and its purpose in a democracy

1.2.2. Understand importance of patriotism in our democratic society

1.2.3. Develop habits of order and discipline using the military training model 1.2.4. Develop morals, self-reliance, self-esteem, leadership, and communication skills

1.2.5. Be familiar with aerospace history, doctrine, and career opportunities

1.2.6. Be familiar with military customs, courtesies, and traditions

1.2.7. Develop study skills, graduate from high school, and pursue higher education or vocational goals

1.2.8. Develop social skills and values and strive to adhere to the Cadet Code of Conduct and Honor Code

1.2.9. Participate in community service activities

1.2.10. Follow the rules of parents, school administrators, teachers, and community officials

SECTION B--ENROLLMENT AND DISENROLLMENT

1.3. Enrollment. Cadets must be a full time student in good standing at Warner Robins High School; be at least a ninth grader; be a US citizen or an alien applying for permanent residence; be of good moral character; and be able to participate in AFJROTC training.

THERE IS NO MILITARY SERVICE OBLIGATION FOR AFJROTC ENROLLMENT. For AFJROTC courses with student enrollment limits, SASI will establish, with concurrence of the Principal, enrollment criteria.

1.4. Disenrollment. The Senior Aerospace Science Instructor (SASI), with the concurrence of the Principal, Warner Robins High School, can disenroll with no academic and military training

credit a cadet who DOES NOT:

1.4.1. Wear the uniform. Cadet can have no more than THREE unexcused failures to wear the uniform during any grading period. Cadet will receive a zero grade for all unexcused failures to wear the uniform when directed to wear it by the SASI. Cadets who miss FOUR uniform inspections will automatically fail their AFJROTC course.

1.4.2. Pass an AFJROTC aerospace science course. The SASI will recommend to the principal that cadets who fail a course not be allowed to enroll in an AFJROTC course the following semester.

1.4.3. Meet personal appearance and uniform standards, after many attempts to correct the deficiencies by the SASI, ASI, and senior cadets. Instructor will immediately notify parents of these deficiencies. Cadets will not wear the uniform if they do not meet uniform and personal appearance standards and will receive a zero for the uniform and personal appearance inspection.

1.4.4. Abide by Warner Robins High School student rules of behavior. History of suspensions and any expulsion are reasons for possible disenrollment.

1.4.5. Establish a positive record of behavior in the community. Instance(s) of misconduct will be evaluated by the SASI to determine appropriate actions to be taken.

1.4.6. Follow classroom and behavior rules and show a positive attitude towards training.

1.4.7. Strive to live by the Cadet Code of Conduct, Honor Code, or Code of Ethics.

SECTION C--CONTRACT, CODE OF CONDUCT, HONOR CODE, AND CODE OF ETHICS

1.5. Cadet Contract. All cadets will complete annually or upon enrollment the Cadet Memorandum of Understanding (Figure 1.1) and the Uniform and Book Issue Receipt (Figure 5.1).

1.6. Cadet Code of Conduct, Honor Code, and Code of Ethics. These codes are closely related and supplement each other. They guide cadets as they strive to become productive citizens in a society with demanding and seemingly conflicting standards and questionable role models. Cadets should live by these codes and encourage other cadets to also live by them to the best of their ability.

1.6.1. Cadet Code of Conduct. This general guide for a cadet's conduct is written on the inside cover of this cadet handbook.

1.6.2. Cadet Honor Code. "A Cadet will not Lie, Cheat, or Steal nor Tolerate Among Them, Anyone who Does." These simple words are the basis for a code to live by for the remainder of a cadet's life. These are simple but tough rules to live by as reflected in the troubling and alarming number of students who freely admit they cheat in school. However, these words are specific and clear in their demands and are still relevant in our society. A cadet should be HONEST in both words and deeds. A cadet should not make quibbling and evasive statements, should do their own work, and should assist others to cooperate to meet common goals.

Trustworthiness not just in battle but throughout life is not only noble but necessary for the welfare and continued existence of our civilized society. The code requires self-control and a conscious effort to not take the easy road for short term success, but to take the hard road for long term success. Eventually living by the code will become an ingrained habit of the cadet's total lifestyle. The Honor Code stresses that lying, cheating, or stealing is not tolerated and that HONOR is a noble, moral standard that is the essence of our Corps and our civilized society.

1.6.3. Code of Ethics. Cadets WILL:

1.6.3.1. Love and hold in high regard their personal higher beliefs and their Country.

1.6.3.2. Respect their parents, school officials and staff, teachers, and community leaders.

1.6.3.3. Refrain from any act or derogatory word(s) that would discredit them, family, school, or Corps. Vulgar conduct and language is not socially acceptable and hinders effective communications.

1.6.3.4. Dedicate themselves to succeed in academics, athletics, extracurricular activities, and work.

1.6.3.5. Perform all assigned duties and meet all obligations.

1.6.3.6. Exhibit self-respect, self-control, and good behavior.

1.6.3.7. Be honest and understand that honorable failure is better than success through unfair means.

1.6.3.8. Be proud of their uniform and commitment to AFJROTC which sets them apart from other Warner Robins High School students.

1.6.3.9. Be an exemplary role model with high standards of conduct.

1.6.3.10. Respect other cadets and follow the directions of senior cadet officers.

1.6.3.11. Place the good of the Corps ahead of personal gain.

SECTION D--ORGANIZATION

1.7. Organization. The AFJROTC GA-065 Cadet Corps is organized as an AFJROTC Cadet Group. The organizational chart and Unit Manning Document (UMD) are contained in the Cadet Personnel Book. 1.8. Job Descriptions. AFJROTC GA-065 Cadet Group's general job descriptions are contained in the Cadet Personnel Book. These job descriptions are a guide only and can be supplemented or changed after approval from the SASI/ASI. Like the Air Force, job responsibilities and duties will increase with promotion and experience. Cadets earn their job assignments and are encouraged to carry out their job duties, to include supervisory responsibilities, to the best of their ability.

1.9. Unit Manning Document. The AFJROTC GA-065 Cadet Group Unit Manning Document is contained in the Cadet Personnel Book.

1.10. Chain of Command. Each cadet will know the chain of command and the names of the cadets assigned to staff positions. The organizational chart is posted on the bulleting board in the cadre working area and contained in the Cadet Personnel Book. The Chain of Command defines lines of authority and communication. Cadets should start with the first cadet in their cadet chain of command to get answers to questions on uniforms, customs and courtesies, drill, cadet evaluations and promotions, cadet awards, extracurricular activities, and classroom rules and procedures. The chain of command introduces the cadet to what they will face in future employment. HOWEVER, A PERSONAL MATTER, INAPPROPRIATE CONDUCT BY ANY CADET, OR QUESTIONS ON ACADEMICS SHOULD BE ADDRESSED IMMEDIATELY TO AN AFJROTC INSTRUCTOR.

1.11. Corps Motto. The corps motto reflects the cadets' commitment to AFJROTC. The motto will appear on stationary and other cadet clothing, awards, and symbols. The AFJROTC GA-065 motto is "Citizenship Through Service". The Corps Commander will also develop and publish goals each school year for cadet briefings and training.

1.12. Cadet Group Staff Recall Roster. Cadet Group Commander will provide the SASI a group staff recall roster containing the names and phone numbers of key command and staff cadets. Roster will be updated throughout the school year with names and phone numbers properly protected in accordance with Privacy Act policies and procedures. Roster will be marked and protected FOR OFFICIAL USE ONLY (FOUO).

AFJROTC GA-065 CADET MEMORANDUM OF UNDERSTANDING

AFJROTC JOB DESCRIPTIONSAs with the active Air Force, responsibilities and duties increase with an increase of grade and rank. Each cadet is expected to be capable of assuming the responsibilities and duties of the position to which promoted or appointed. ALL STAFF POSITION CADETS MUST ATTEND ALL STAFF MEETINGS!. The following job descriptions define the major elements a cadet must perform to meet local requirements and to remain in the position described.

1. CORPS COMMANDER (CC) IS RESPONSIBLE FOR:

a. Command and control of the cadet group using the members of his/her staff and subordinate commanders.

b. Representing the group at all public and corps related functions.c. The appearance, discipline, efficiency, training and conduct of the corps. d. Assisting the SASI and the ASI as necessary. Identifying and establishing goals to be

attained by the staff; subordinate commanders and members of the corps. e. Ensuring that all members of the group have the opportunity to develop leadership

commensurate with their individual abilities. f. Inspecting each staff function and activity as scheduled and discussing such

inspections at scheduled staff meetings. g. Administering Cadet Corps activities according to the Air Force principles and

procedures.h. Review of submitted After Action Reports within 48 hours of receipt.i. Assist the IG as needed.

2. VICE COMMANDER (CV) IS RESPONSIBLE FOR:

a. Command and control of the cadet group in the absence of the Corps Commander.b. Review of submitted After Action Reports within 48 hours of receipt.c. Schedule and monitor the process to select Cadet(s) of the Month.d. Keeping track of Merits and Demerits and posting an updated list weeklye. Assist the Corp Commander as needed.

3. SUPPORT SQUADRON COMMANDER IS RESPONSIBLE FOR:

a. Assuming command of the corps in the absence of the Corps Commander and Vice-Commander.

b. Coordinating and controlling the operations staff.c. Establishing committees by assigning appropriate cadets, outlining committee duties,

establishing committee suspense’s (timelines) and monitoring committee progress at regular intervals, as directed by the CC.

d. Keeping the CC informed of all activities related to this staff position and especially on committees’ progress.

e. Tracking the corps calendar of events.f. Recommending cadets for awards and decorations..g. Review of submitted After Action Reports within 48 hours of receipt.

b. Coordinating and controlling the operations staff.c. Oversees training and duties of Flight Commanders, Flight Sergeants and Drill Team

Commander.d. Oversees training and duties of Flight Guidon Bearers. e. Keeping the CC informed of all activities related to this staff positionf. Tracking the corps calendar of events.g. Recommending cadets for awards and decorations.h. Reviews weekly Flag Detail reports and passes them to the ASI.i. Oversees training and duties of Physical Fitness Officer.j. Review of submitted After Action Reports within 48 hours of receipt.k. Prepares an annual After Action Report at the close of the season for presentation to

the CC and instructors. This AAR is due at the May staff meeting.l. Assisting the Vice-Commander as otherwise directed. m. Assist the IG as needed.

5. THE COMMAND CHIEF MASTER SERGEANT (CCMSgt) IS RESPONSIBLE FOR:

a. The CCMsgt works directly for the corps commander and performs as necessary to facilitate the smooth operation of the corps.

b. Holding monthly NCO staff meeting to ensure that proper support is being given to the Corps and its commander. Attendance at these meetings will be recorded and action taken for non-attendees. A memo detailing the subjects covered and attendance will be filed for each meeting. Memos will be located in the cadet file cabinet.

c. Forming all parades and other cadet group co-curricular activities related to drill and ceremonies.

d. Rumor control.e. Performing other duties as assigned by the ASI and SASI.

6. PUBLIC AFFAIRS (PA) OFFICER IS RESPONSIBLE FOR:

a. Providing AFJROTC Headquarters with all matters of publicity related to the Warner Robins High School AFJROTC.

b. Publishing the cadet newsletter at least three times per semesterc. Coordinating with the school’s newspaper staff in preparing publicity items

concerning the Cadet Corps. There should be something about JROTC in each school newspaper.

d. Ensuring that appropriate publicity of Warner Robins High School AFJROTC is directed to each of the following important public segments.

School Board, and AFJROTC Headquarters).(5) The national public (United States Air Force, national magazines, and other

AFJROTC units)e. Providing for a procedure for keeping all of the above informed on a recurring basis,

a local information board, radio and TV announcements, and ensuring that all releases are cleared by the SASI

f. Maintaining the unit scrapbook, history and other records, reflecting the tradition, accomplishments and activities of the Cadet Corps. The unit scrapbook (or equivalent) should be updated at the end of each quarter.

g. Continuous updating of the corps digital record of events. These digital records will be utilized to develop the “Annual Year in Review” CD. This CD will be completed by the first Friday after the Awards Banquet and will be available for distribution as a memento and graduation gift for seniors.

h. Training at least one junior or sophomore in your duties and responsibilities.i. Keeping the Corps Commander informed of all activities related to the position. j. Ensure space is reserved in the Warner Robins High School Yearbook for the Cadet

Corps. k. Prepares a bi-annual After Action Report at the close of the semester for the DO.

7. LOGISTICS OFFICER (LG) IS RESPONSIBLE FOR:

a. Assisting the ASI with the receipt, issue and accounting of all items of uniform, equipment and supplies. Maintenance of the JROTC automated tracking system files may be required if the ASI concurs.

b. Assisting the ASI in maintaining supply records, as directed. c. Training of at least one cadet in each flight of proper procedures when filling out

equipment hand receipts.d. Organizing and supervising the maintenance, repairing, and cleaning of AFJROTC

facilities, uniform supplies and equipment. e. Assisting the ASI with inventories. f. Providing guidance to the cadet staff on proper supply discipline. g. Training at least one sophomore or junior cadet in the duties and responsibilities.

8. INFORMATION MANAGEMENT OFFICER (IM) IS RESPONSIBLE FOR:

a. Authenticating, publishing, distributing, and filing all publications of the corps to include special orders, regulations, forms and other directives.

b. Maintaining cadet corps headquarters’ files. c. Preparation and maintenance of cadet personnel files.d. Maintains the internal distribution system of the cadet group, including the posting of

current directives, special orders and other notices on the unit bulletin board. e. Taking down, typing, publishing, distribution and posting minutes of cadet group

staff meetings within 48 hours of the meeting.f. Ensuring all public orders are posted promptly and properly into each cadet’s

personnel file.

g. Keeping the organizational chart current, posting changes in grade, rank and other changes.

h. Maintaining attendance records for cadet group staff meeting and other meetings related to cadet corps activities.

i. Tracking and filing of After Action Reports.j. Training at least one sophomore or junior in the duties and responsibilities.

9. SQUADRON OPERATIONS OFFICERS ARE RESPONSIBLE FOR:

a. Assuming command of the squadron during the Squadron Commander’s absenceb. Coordinating and controlling the flights and divisions.c. Oversees training and duties of Flight Commanders, Flight Sergeants, Drill Team Commander, and division chiefs.d. Keeping the CC informed of all activities related to this staff positione. Tracking the corps calendar of events.f. Summer Operations Officer oversees Summer Leadership School preparation, Green Bean (training for 1st year cadets) set-up and execution and the annual staff offsite.

10. KITTY HAWK AIR SOCIETY (KHAS) COMMANDER IS RESPONSIBLE FOR:

a. Directly responsible to the Vice-Commander and the SASIb. Ensure that the society complies with the charter constitution and by-laws.c. Setting up a program to help academically struggling cadets using available assets.

KHAS members will monitor and work with the cadets in the detention program. Scheduling of members will be coordinated with the SASI.

d. Supervises the Chief, Students Against Destructive Decisions and the Chief, Tutoring.

e. Prepares and monitors the KHAS induction program.f. Prepares an annual After Action Report due by the first staff meeting in May.g. Training at least one sophomore or junior in the duties and responsibilities.

11. DRILL TEAM COMMANDER (DC) IS RESPONSIBLE FOR:

a. Directly responsible to the Group Commander and the ASI.b. Maintains a high degree of esprit de corps and discipline within the team. c. Establish a training schedule. This schedule will be approved by the ASI.d. Ensures that the team is prepared for local parades and drill competitions.e. Fills out and sends in applications for attendance to competitions. If a purchase order

(PO) is required for an entry, the PO will be given to the SASI a minimum of four weeks prior to the planned performance.

f. Requests transportation via the ASI no later than (NLT) three weeks prior to the event.

g. Ensuring drill team equipment is properly accounted for and kept ready for the next use (gloves white, rifles in working order and degreased, berets clean and chords clean and accounted for; this is not all inclusive).

h. Completing drill team practice/debrief by 16:45 unless previously approved.i. Maintaining a comprehensive folder describing and diagramming team routines. This

folder will be located in the cadet file cabinet.

12. HONOR GUARD (HG) COMMANDER IS RESPONSIBLE FOR:

a. Directly responsible to the Drill Team Commander and the ASIb. Maintains a high degree of esprit de corps and discipline within the team. c. Ensures that the team is prepared for local parades, competitions, assemblies, sporting

events, etc. d. Maintains flags, guidons, gloves, rifles and associated equipment.e. Assists and monitors training and scheduling cadets for “Flag Detail”.f. Prepares an annual After Action Report due by the first staff meeting in May.

Activities occurring after the due date will be addressed as works in progress.g. Training at least one sophomore or junior in the duties and responsibilities

13. CHIEF, FLAG DETAIL IS RESPONSIBLE FOR:

a. Directly responsible to the Honor Guard Commander and acts as Deputy, Honor Guard.

b. Plans and schedules cadets for flag detail duty.c. Assigns one upper class cadet and their Adopt-A-Cadets to a flag detail during each

semester.d. Ensures that the Flag Detail schedule is posted NLT the Wednesday prior to the duty. e. Ensures the assigned upperclassman is aware of their week of Flag Detail Duty.

Upperclassmen are responsible for contacting their Adopt-A-Cadets, training their cadets, arranging replacements and reporting successful completion (Via Memo) NLT the Tuesday following the assigned duty.

f. Training upper-class cadets for “Flag Detail”.g. Submits weekly status reports to the CG. The report will indicate assigned cadet’s

performance and any associated concerns. A copy of the reports will be maintained in the cadet file cabinet.

h. Prepares an annual After Action Report due by the first staff meeting in May. Activities occurring after the due date will be addressed as works in progress.

i. Training at least one sophomore or junior in the duties and responsibilities

14. DRILL TEAMS COMMANDERS (Armed Exhibition, Un-Armed Exhibition, Armed Regulation, Un-Armed Regulation, and Saber Team) ARE RESPONSIBLE FOR:

a. Directly responsible to the Drill Team Commander.b. Maintains a high degree of esprit de corps and discipline within their team. c. Measures that their team is prepared for local parades, competitions, assemblies, sporting events, etc. d. Prepares weekly training schedule with announcement slide for all drill teamsd. Training cadets in model rocketry, model building skills and launching procedures. d. Plans, directs, coordinates and controls sponsored rocket meets.e. Orders equipment and material to ensure team is trained and ready for the yearly

16. CHIEF, STATIC MODELING/REMOTE CONTROLLED AIRCRAFT COMMANDER IS RESPONSIBLE FOR:

a. Directly responsible to the Rocket Club Commander, acts as his deputy. b. Ensures that the club meets all requirements as set forth in AFROTCI 36-2001.c. Training cadets in model building skills and designing of appropriate dioramas.d. Orders equipment and material to ensure team is trained and ready for the yearly

competitions.e. Prepares an annual After Action Report for inclusion in the Rocket Club

Commanders report at the close of the season.f. Training at least one underclassman in the duties and responsibilities

17. FLIGHT COMMANDERS ARE RESPONSIBLE FOR:

a. Acting as a role model.b. Calling the class to attention at the end of the tardy bell and prior to dismissal.c. Calling role under the direction of the instructor.d. Dismissing the flight with the permission of the instructor.e. Appearance, discipline, efficiency and training of the flight and for conduct of flight

members in the academic classroom. Controlling of the flight in the absence of the instructor.

f. Keeping abreast of new information on the cadet bulletin board.g. Informing cadets of new information on the cadet bulletin board at the beginning of

each class period.h. Ensuring the classroom is left in an orderly and clean condition at the end of each

class period. If the class is allowed to leave before cleanup, will ensure the classroom is clean prior to departure. Command Responsibility.

i. Inspection of the flight when authorized by the instructor.j. Effectively and accurately complete the “uniform inspection sheet” and turning it in

to the instructor (this means computing the daily score!). k. Acting as advisor to the SASI/ASI on matters pertaining to the flight. l. Leading and directing the flight at all Corps and flight functions.m. Advising the SEA of discipline problems etc.

18. FLIGHT SERGEANTS ARE RESPONSIBLE FOR:

a. Acting as a role model.b. Dispersing items from the flight “box” at the beginning of each class period.c. Hand out at the beginning of the period and collection at the end of the period of

“classroom” textbooks.d. Preparing the flight for inspections (alignment, sizing, opening ranks).e. Assisting the Flight Commander during the inspection by recording demerits on the

inspection sheet.f. Selecting a primary and alternate Flight Guidon.g. Assisting the Flight Commander as required. h. Assuming the Flight Commanders duties in his/her absence.

19. RECRUITING OFFICER IS RESPONSIBLE FOR:

a. Forming an enthusiastic recruiting team. b. Maintaining a close liaison with the ASI to ensure that all-recruiting assignments are

conducted with professionalism. c. Manages the CTE-Day schedule and associated briefings.d. Briefing all feeder schools on the advantages of AFJROTC prior to high school

21. PHYSICAL FITNESS OFFICER (FO) IS RESPONSIBLE FOR:

available facilities for cadet use on physical training Thursdays/Fridays. Obtain the facilities schedule from the PE Department Head to ease scheduling.

d. Determining warm-up exercises for physical training and provide a memo describing these exercises. A copy of this memo will be maintained in the cadet file cabinet.

e. Training flight commanders how to lead the warm-up exercises.f. Organizing field day competition teams and establishing practice days/times.g. Reserves training facilities with the vice-principal’s secretary and the athletic

director.h. Determining which members will participate in activities.

CLASSROOM RULES AND PROCEDURES, ACADEMICS, CADET ANNOUNCEMENTS, CADET FUNDS, AND REMEDIAL TRAINING

2.1. Classroom Rules. All cadets will abide by AFJROTC class rules. Cadets WILL NOT:

2.1.1. Chew gum, eat food, or drink beverages in the classroom, cadet area, or instructor office unless authorized by SASI or ASI in accordance with school policies. 2.1.2. Wear hats or other headgear indoors during any cadet activity. The wear of bandannas and other faddish clothes are prohibited during any corps or school sanctioned activity.

2.1.3. Talk when the instructor or a guest lecturer is talking unless recognized.

2.1.4. Throw any object(s).

2.1.5. Write on the whiteboard or on any other visual aid without the instructor's permission.

2.1.6 Fail to store and secure book bags as directed by the SASI or ASI.

2.1.7. Place books, purses, or other personal belongings in aisles or walkways.

2.1.8. Sleep or put head down on the desk unless authorized by instructor due to illness.

2.1.9. Be loud, disruptive, or participate in any form of "horseplay."

2.1.10. Fail to address instructors, guest lecturers, or cadet officers when in uniform or in formation in or out of uniform as "Sir" or "Ma'am", by their rank, or as "Mr." or "Ms." 2.1.11. Enter instructor area or use telephones without permission.

2.1.12. Come to class NOT prepared. Cadets will bring notebooks, pencil(s), pen(s) with black or blue ink, and course workbooks for assignments as directed by SASI/ASI.

2.1.13. Be disrespectful, inconsiderate, threatening, or use vulgarity towards teachers, visitors, or other students.

2.2. Classroom Procedures. The following are the daily classroom procedures:

2.2.1. Cadets will stand to the left of their desk or behind their table chair with all personal belongings to include book bags properly secured when the second bell stops ringing and prepare for roll call. Cadets not standing beside their desks or at their table with belongings secured will stand quietly at the position of PARADE REST directly inside the classroom’s main doorway.

2.2.2. The flight and give the following commands: “PRESENT ARMS, ORDER ARMS, PARADE REST, FLIGHT TENCH-HUT, LEFT FACE, RIGHT FACE, ABOUT FACE, ABOUT FACE, HALF LEFT FACE, HALF RIGHT FACE, EYES RIGHT, READY FRONT, POST (face the flag).”

CLASS RECITE PLEDGE OF ALLEGIANCE

Upon completing the in-place drill command and recitation of the pledge, and with the flight at PARADE REST, the Flight Commander/Sergeant or instructor will immediately call roll using a current Smart-web E class Attendance student roster in the instructor’s attendance book. Cadets will come to ATTENTION when their name is called and respond "HERE SIR/MA'AM" or for cadets standing in the doorway "TARDY SIR/MA'AM." Cadets can then return to PARADE REST after their response. After the roll is called, the Flight Commander/Sergeant will call the flight to ATTENTION and then turn to the instructor and state "ALL PRESENT AND ACCOUNTED FOR or (NUMBER) CADETS ABSENT/TARDY, SIR/MA'AM" and will advise “FLIGHT IS READY FOR INSTRUCTION, SIR/MA'AM. SALUTE the instructor if the instructor is in uniform.

After the report, the instructor will direct the flight to "TAKE YOUR SEATS". Cadets standing in the doorway will then proceed quickly to their desk after securing their book bags and their personal belongings. All cadets will sit down but should not talk.

2.2.4. The instructor will mark absences in their Attendance Book for E Class Attendance reporting to the main office as cadets respond/non-respond to the Flight Commander/Sergeant. After the cadets take their seats, the instructor will determine if cadets not standing beside their desk with belongings secured when the Flight Commander/Sergeant calls the flight to ATTENTION are to be marked TARDY in the attendance book after review of the circumstances to include retrieving excusal forms. The instructor will then report absences and tardies to the main office using automated (SmartWeb) and/or manual reporting procedures at the beginning of each period. The instructor will change absences to excused absences in their Attendance Book after reviewing the daily attendance report. Cadets must bring in an excused absence within three school days to the main office to officially change the absence to excused to be allowed to make up work.

2.2.5. Unexcused absences and tardies will negatively affect Outstanding Flight competition, cadet awards, and the cadet's course grade. Being on time and attending school are qualities that will ensure success in school and later in the job market.

2.2.6. When the instructor is finished with their lesson plan, they will direct that the Flight Commander/Sergeant "PREPARE FOR DISMISSAL". Cadets will stop class work and put classroom materials away. Cadets will clean off their desks, pick up any trash in the immediate vicinity of their desks, align their desks, and prepare to stand for dismissal.

2.2.7. At the signal of the instructor, the Flight Commander/Sergeant will call the flight to "ATTENTION". Cadets will come to the position of ATTENTION at the left side of their desk

and wait for further instructions.

2.2.8. The Flight Commander/Sergeant will then check that all trash is picked up and the desks are aligned. Flight Commander/Sergeant will call the flight to ATTENTION, report “SIR, CLASS IS READY FOR DISMISSAL,” and "DISMISS" the flight when directed by the instructor. Cadets can then retrieve their personal belongings and depart the classroom.

2.2.9. To show respect to the Superintendents, principal, and WRHS assistant principals, the cadet who first recognizes the visitor will in a confident, authoritative voice, state "FLIGHT, ATTENTION". All cadets will come to the position of ATTENTION to the left of their desks, facing forward, and remain standing silently until directed to take their seats by the instructor.

2.2.10. The Flight Commander or in their absence their Flight Sergeant is responsible for the conduct of their flight during the class period. All cadets will abide by any Flight Commander/Sergeant instructions.

2.3. Grading Scale. Aerospace Science Instructors will use the following weighted grading percentages or another published scale and assign a letter grade using Warner Robins High School's grading criteria. Instructors will use the SmartWeb computerized grading system that can be reviewed any time. Instructors will accomplish progress reports and notify sponsors immediately by phone of any academic and/or behavior concerns. Instructors will periodically post grades by student number and flight on the Cadre working area bulletin board. Cadets should review their grades and immediately identify any discrepancies to their instructor. Cadets can request extra credit work that will be weighted into the academics category.

2.3.1. Homework Policy. Cadets must accomplish and turn in all assigned homework to successfully complete an AFJROTC course. All homework is due at the beginning of the class period on the day it is due. Turning homework in on time will be appropriately weighted with the quality and correctness of contents to determine the final grade. If a cadet is absent when the homework is due and has been excused in accordance with school policy, the homework is due not later than the end of the first school day upon return. For any other missed class work to include exams, the cadet has until the end of the third school day after return to make it up. It is

the cadet's responsibility to make up any work and to request missed work from the instructor(s) on the first day of return. Only the instructor will grant exceptions to the above policy.

2.3.2. Cadet Activity Portfolio Assessment. Cadets assigned as project officers for a cadet corps activity will: (1) Schedule a meeting with the AFJROTC instructor who will serve as an advisor for the project (2) Accomplish an activity continuity folder. Continuity folder will have at least school administration approval for the activity, action summary sheet, cost sheet, sign up sheets, notification to teachers if classes will be missed, alphabetized listing of cadets who participated, an activity portfolio summary, and any other documentation such as tickets (3) Complete a final detailed after action report which will be filed in the continuity folder. This report will be given to the SASI not later then five school days after the activity has concluded. The SASI will give the cadet project officer(s) a grade for the project and record it as part of the cadet(s) AFJROTC grade. The SASI/ASI will provide appropriate forms to the project officer to complete the required continuity folder.

2.4. Cadet Bulletin Boards, Announcement Boards, and Distribution Box. The Flight Commander is responsible for reading the daily announcements to their class immediately following roll call. All cadets assigned leadership positions will check announcement boards and their distribution box located in Room V-66 instructor’s office and distribute information as directed. Normally, all cadet meetings should be scheduled one week in advance. For emergency meetings, the cadet must obtain permission from an AFJROTC instructor to post the meeting. The cadet conducting the meeting should post the date, time, location, who must attend, and a brief description of the meeting on the cadet announcement boards or in a written memo. Failure to provide adequate notification time will not be held against the cadet(s) who are requested to attend the meeting. The Chief, Information Management will monitor all announcement boards to ensure information is current and legible, will publish and update a weekly meeting schedule that shows meetings and activities that meet at the same time each week and have precedent over other meetings, and will update the operations schedule and project boards in the Cadre Working Area. Failure to read and comply with any instructions can impact grades, promotion, and AFJROTC awards.

2.5. Cadet Activity Fund and Fund Raising Activities. The SASI/ASI will control all cadet funds that are raised to support cadet activities and recognition programs. The SASI/ASI will monitor all Warner Robins High School activity fund cadet deposits from either local donations and/or cadet fund raising activities. The SASI/ASI will maintain a credit and debit register. Cadet assigned as the project officer for a fund raising activity will schedule a meeting with the SASI or an ASI who will serve as the advisor for the project. Project officer will obtain approval from the school by completing required documents that must be signed by the instructor advisor. For school fundraisers, approval must be obtained from the Principal, Warner Robins High School. UNDER NO CIRCUMSTANCES WILL ANY FUNDRAISERS BE CONDUCTED WITHOUT ADULT SUPERVISION DURING THE ENTIRE ACTIVITY.

2.6 Remedial Training. The SASI or ASI will schedule and monitor Remedial Training or detention each Thursday after school or on additional days if needed. Cadets that do not comply with classroom rules, exhibit bad behavior or attitudes, have academic deficiencies, or exhibit repeated uniform or personal appearance deficiencies will be scheduled for remedial training. Instructors will notify parents promptly if they are experiencing any of these problems with their children and prior or after scheduling remedial training. A squadron first sergeant or the Cadet

Group Command Chief Master Sergeant will also monitor the training. Only the SASI or ASI can schedule cadets for remedial training. However, senior cadets or cadet disciplinary board can refer cadets for remedial training to the SASI or ASI. Continuous referrals for or failure to attend remedial training will be referred to a Warner Robins High School administrator for action in accordance with school discipline policies. Purpose of remedial training is not to punish but to provide positive, substantive training that will rehabilitate and hopefully reverse negative academic, behavior, training, or attitude trends. The SASI/ASI and Group Command Chief Master Sergeant with approval of the SASI/ASI will develop specific lesson plans for remedial training. A roster of who attended, what training was given, and how effective training was will be provided to the SASI/ASI weekly.

2.7. Parent Conferences. The SASI or ASI will contact parents/guardians immediately if they are experiencing or have been informed of any problems with their cadet. Either the SASI or ASI will attend or provide documentation for all school directed parent conferences that include students with special needs who are on an IEP. Parental involvement is the key to reverse negative trends, and to help AFJROTC instructors realize their nurturing roles of building better citizens and helping cadets prepare for life after high school.

Chapter 3

CUSTOMS AND COURTESIES

3.1. Salute. The hand salute is a military custom that began long ago. The salute signals that you recognize and respect your comrades in the honorable profession of arms. When you honor the Colors with a hand salute, you show respect for your country. How you salute tells a lot about your attitude as a cadet. You should salute proudly and smartly, it shows your personal pride and your pride in the unit.

3.1.1. Whom to salute. You should salute the President of the United States, all commissioned and warrant officers of the United States Armed Forces, and officers of friendly foreign nations. Usually, you should also salute the Secretary of Defense and the Secretary of the Air Force.

3.1.2. When to salute. Salutes are exchanged in many situations when in uniform. Tradition has it that the individual junior in rank salutes first and the person that is salute returns the salute, if they have the physical capacity to do so. It is also customary to extend a verbal greeting with a salute. You will be trained more on when to salute during your time in AFJROTC.

3.2. The American Flag, National Anthem and Pledge of Allegiance. The American Flag and National Anthem (“The Star-Spangled Banner”) are symbols of all the people, their land, and their institutions. When we salute these symbols, we are saluting the nation. In AFJROTC we honor the flag with three different ceremonies: Reveille, Retreat, and the Pledge of Allegiance.

3.2.1. Reveille. Reveille is a ceremony that honors the flag and signals the start of the official duty day. During this ceremony the flag is raised briskly to the top of the flag staff. This ceremony is traditionally done with music. Occasionally we will conduct a Reveille ceremony, but typically our Flag Security Detail is charged with raising the flag daily.

3.2.2. Retreat. Retreat is a ceremony that honors the flag and signals the end of the official duty day. During this ceremony the flag is lowered ceremoniously down the flag staff and folded. This ceremony is traditionally done with music. Occasionally we will conduct a Retreat ceremony, but typically our Flag Security Detail is charged with lowering the flag daily.

3.2.3. Pledge of Allegiance. The Pledge of Allegiance is a vital, thrilling expression of every American’s patriotism and loyalty to the flag. It is also an expression of the magnificent free nation it represents. The Pledge is recited daily in all AFJROTC classrooms, during ALL class periods. Cadets are EXPECTED to honor and respect the flag at ALL times; in or out of uniform; on or off campus! Nothing discredits our unit more than a cadet, especially while uniform, failing to honor and respect the flag. Cadets that persist in their disrespect towards the flag will be disenrolled from WRHS AFJROTC.

3.3. Cadet Etiquette. Proper etiquette is "the customary rules of conduct or behavior in a polite society". Our civilized society is more pleasant to live in, go to school in, and work in when all members practice proper etiquette and good manners. The axiom, "Treat Others as You Want to Be Treated", is a good one to live by and is the desired behavior of all cadets.

3.3.1. Say "Please" and "Thank You."

3.3.2. Use "Yes Sir/Ma'am" when addressing AFJROTC instructors, military service members, school officials, teachers, and visitors at all times.

3.3.3. Not keep people waiting.

3.3.4. Not gossip. Gossip often causes quarrels and disputes. A unit’s morale may be damaged by feuds that arise from gossip.

3.3.5. Use proper telephone etiquette.

3.3.6. Use "Mr., Ms, or Mrs." and last name when addressing civilians and "Military Grade" and last name when addressing military personnel.

3.3.7. Not interrupt others when they are talking.

3.3.8. Not use vulgar conduct and language. Cadets that persistently engage in vulgar conduct bring discredit upon the unit. Improper behavior in or out of uniform leaves a bad impression upon the public that witness one of our cadets behaving in an inappropriate manner. Also, cadets who use abusive and profane language to make a point, show lack of self-control, as well as a very limited vocabulary. Cadet and officers risk receiving an official reprimand if their conduct is poor. Worse, they undermine their effectiveness as leaders.

3.3.9. Not show disrespect to the uniform. Bad conduct in uniform will not be tolerated by this unit. Aside from the disrespect a person reaps as a result of bad conduct, it is a disgrace to the uniform and the branch of service it represents. The good impression created by a large number of cadets who have dressed and behaved properly in public can be destroyed by just one person who presents a poor appearance or acts poorly.

3.4. Position of Honor. This military courtesy began centuries ago when men fought with swords. Since men were primarily right handed, the heaviest fighting occurred on the right side. The left side became a defensive position since the shield was normally carried with left hand/arm. Thus, since units were proud of their fighting ability, the right side (sword bearing side) or right of the battle line became the position of honor, assumed by great warriors and leaders. Thus, a cadet should, while in uniform, walk or sit on the LEFT side of an AFJROTC instructor, military service member, or senior cadet officer who assumes the position of honor on the RIGHT.

3.5. Prisoner of War (POW) and Missing in Action (MIA). "The most basic principle of personal honor in our armed forces is never willingly leaving a fellow serviceman behind.” The black granite walls on the Mall in Washington are inscribed with the names of those who died in an effort to save their comrades in arms. That bond of loyalty and obligation which spurred so many soldiers to sacrifice themselves is mirrored by the obligation owed to every soldier by our nation, in whose name those sacrifices were made. Amidst the uncertainties of war, every soldier is entitled to one certainty--that they will not be forgotten. The Senate Select Committee on POW/MIA affairs was created to ensure that our nation meets its obligation to the missing and to the families of those listed as unaccounted for from the war in Southeast Asia and from

prior conflicts. This obligation has extended to recent conflicts in Afghanistan, Iraq, and endeavors associated in our Country’s war on terrorism. That obligation cannot fully be paid with sympathy, monuments, medals, benefits, or flags. It is all our obligations--a solemn duty that can be met only with the best and most complete answers that are within our power to provide. Thus, AFJROTC GA-065 will remember these gallant great Americans during special ceremonies and on the third Friday of September. “Lest we never forget.......”

Chapter 4

PERSONNEL

SECTION A--CADET RANKS

4.2 Cadet Rank. There are two ranks a cadet may hold. All references to cadet rank will have the word "Cadet" as part of the rank such as Cadet Major Josh Smith. Cadets will wear the appropriate standardized AFJROTC insignia (Figure 4.1) on their cadet uniform to represent their rank. Cadets must know and recognize not only cadet ranks but also all active duty military service ranks. The two cadet ranks are:

4.1.1. Permanent Rank. This rank is commensurate with the number of years of successful AFJROTC completion that is awarded at the end of each semester, provided satisfactory progress has been made for the entire year. Retention of the permanent rank is contingent upon satisfactory performance and behavior. Maximum permanent rank for each AS level is as follows:

AS I/II cadets will be promoted a maximum of two times during the school year (quarterly). AS III/IV cadets will be promoted a maximum of twice a year (at the end of each semester). To be promoted, cadets must meet the following minimum criteria prior to meeting the promotion board:

4.1.2. Temporary Rank. Cadets will be awarded a temporary rank based on their performance and their cadet job responsibilities. Being a good citizen both in and out of the corps is expected for promotion especially as a cadet assumes more senior rank. Since the rank is temporary, it will not necessarily be carried over from year to year since performance determines achieving and retaining rank. Officer ranks are hard to earn and reflect performance, JROTC experience, outstanding citizenship, and the confidence the cadet can assume positions of increased responsibility. Thus, a cadet officer's entire academic record and conduct will be closely scrutinized by the SASI to determine if officer ranks will be awarded and retained. A cadet will wear the cadet temporary rank insignia on their uniform.

SECTION B--HAZING

4.2. Hazing. Hazing of cadets will not be tolerated and is STRICTLY PROHIBITED. The SASI or ASI will deal harshly with any cadet who uses their leadership position, seniority, or rank to engage in behavior, physical or verbal, that is demeaning, retaliatory, or dangerous for personal gain or "power". This prohibition includes directing a cadet to do pushups or other physical activities for punishment or directing comments towards a cadet that are cruel, abusive, humiliating, oppressive, harmful, threatening, demeaning, or prejudicial. SASI will immediately validate reported instances of hazing and will brief all cadets and instructors on this policy in August and January in accordance with DOD policy.

SECTION C--CADET BOARDS

4.3. Cadet Review Board (CRB). Cadet Review Board will:

4.3.1. Establish specific guidelines for a Cadet Action Board (See Paragraph 4.4) for approval by the SASI

4.3.2. Establish annually a Cadet Action System (See Paragraph 4.5) to generate suggestions to improve corps operations and that identifies complaints or concerns for Cadet Action Board or Cadet Inspector General review. Recommendations are forwarded to the SASI through the Cadet Group Commander for final action(s)

4.3.3. Review recommendations for changes to corps policies and procedures and recommend changes, new policies, and new programs to the SASI

4.3.4. Serve as cadet promotion and job assignment boards

4.3.5. Convene when needed but at least in August to accomplish initial annual tasks. The SASI in an official memorandum addressed to the Cadet Group Commander will convene the board. As a minimum the CRB will consist of the Cadet Group Commander (Chairperson), Cadet Deputy Group Commander, Cadet Command Chief Master Sergeant, Cadet Squadron Commanders, and Cadet Chief Personnel (Recorder). The Cadet Group Commander will publish each year a by name listing of board members and post it on the official cadet bulletin boards. The SASI and/or ASI will advise the board and will attend all meetings. Sanitized, general proceeding minutes will be published, approved by the SASI, and posted on official cadet bulletin boards.

4.4. Cadet Review Board (CRB). The Cadet Group Commander will chair this board to review and recommend action(s) to the SASI on cadet complaints, concerns, or recommendations of either a personal or corps concern. The board can also serve as a cadet disciplinary board to correct cadet non-compliance with this handbook and other published cadet rules after a Record of Individual Counseling Form (Figure 4.3) has been completed to outline the disciplinary action. It can also reward outstanding performance. For these purposes, the board can implement a merit and demerit system that will be outlined in a detailed implementing instruction and will be reviewed annually. The system will specifically address who is authorized to write merits/demerits, a simplified system of controls and reporting, and rewards and punishments that are intended to improve behavior and not degrade the cadet or that is contrary with active duty Air Force training philosophies. Membership will be as outlined above for the cadet review board with the addition of squadron first sergeants. The SASI will direct when the board will convene to investigate cadet misconduct and to recommend to the SASI/ASI appropriate courses of action. Only the cadet officers assigned to the board will convene to investigate allegations against cadet officers.

4.4.1. Merit and Demerit System. The purpose of merits/demerits is to maintain good order, discipline, respect, and standards within the cadet corps. The system provides a means of identifying actions above that normally expected and addressing misconduct, failure to meet required standards of dress appearance, courtesies, and failure to fulfill cadet group responsibilities. The Merit/Demerit Tables (Figure 4.6 and 4.7) suggest merits and demerits, which should be awarded as a result of outstanding contributions or disciplinary difficulties. The WRHS AFJROTC Form 10 will be used for awarding merits and demerits. Only cadet officers or Senior NCO’s acting for a cadet officer may suggest that merits or demerits be given for a certain event. They will forward their merit/demerit recommendation to the final authority for awarding merits or demerits, the Senior Aerospace Science Instructor or either or the two Aerospace Science Instructors.

4.5. Cadet Action System. Any cadet who has a problem, complaint, or suggestion can identify it to the SASI/ASI by completing a Cadet Communications Form (Figure 4.4) and place it a suggestion box located in cadet classrooms and meeting areas or give it directly to one of the instructors. To ensure confidentiality, one of the instructors will periodically remove the forms, review them, and then forward them if appropriate to the Cadet Review Board or Cadet Inspector General for recommendations to the SASI. Cadets are encouraged to identify themselves since this is the only way that the board can contact them for more information or to inform them of the board's action(s). SECTION D--CADET PROMOTIONS AND JOB ASSIGNMENTS

4.6. Cadet Promotions. The cadet promotion system promotes cadets to permanent ranks commensurate with the number of years of successful completion of AFJROTC and to temporary grades. Cadet promotions will be based upon conduct, participation in cadet activities, attitude, and classroom performance. A promotion test will be given near the end of each semester to eligible cadets. Names of cadets who pass the test will be forwarded to a cadet promotion board comprised of the cadet corps commander, both squadron commanders, the cadet group senior enlisted advisor, and both squadron first sergeants. They will review each cadet’s performance and participation during the semester and develop both a promotion order and a “do not promote” roster which will both be forwarded to the SASI/ASI for approval. The

“do not promote” roster will include reasons for non-selection. The cadet corps commander and squadron commanders will counsel each cadet not selected for promotion to discuss performance improvements needed for that cadet to earn a promotion. Good citizenship and compliance with the corps’ policies is expected for promotion and assignment to leadership positions. A promotion ceremony will be held at the beginning of each semester to recognize the efforts of those cadets promoted.

4.6.1. Cadets will not be considered for promotion if they:a. Have been suspended (In or Out of school) during the semester for disciplinary reasonsb. Received a failing grade in their AFJROTC coursec. Repeatedly failed to abide by the Cadet Code of Conduct

4.6.2. Cadet Promotion System. Specific guidelines and board score sheets for the permanent rank are as follows: No ISS/OSS for the semester, current grade is at least an 80% in JROTC, current inspection average is at least an 80%, community service meets the minimum criteria, and the SASI/ASI recommends promotion.

4.7. Promotion and Job Assignment Selection Criteria:

4.7.1 The cadet job assignment system places cadets in jobs where they can show and refine their leadership skills. Promotions and assignments are not based solely on past performance, but on the cadet's potential and willingness to assume jobs of increased responsibility. Promotion progression guide (See 4.1.1) shows the normal promotion progression that rewards performance and potential but does not over inflate promotions. 4.7.2. The SASI will promote cadets, assign cadets to jobs, demote cadets, and reassign cadets from AFJROTC GA-065 UMD positions. The incoming and outgoing Cadet Group Commanders will submit staff job recommendations to the SASI who will approve all key staff and commander assignments.

4.7.3. Academic and Leadership Performance. How well does the cadet perform academically and in the AFJROTC leadership lab? Do the cadet complete assignments, seek out responsibility, and work well with other cadets?

4.7.4. Leadership and Management. How well does the cadet perform assigned cadet duties? Is the cadet considerate? Do they maximize use of their available resources? Can they motivate cadets or do they do all the work themselves? Do they serve as a good role model? Are they good citizens? Do they manage time well? Have they shown leadership potential? Do they need an opportunity to exhibit leadership potential?

4.7.5. Co-curricular Activities. To what degree does the cadet participate in cadet activities within constraints of work and other obligations? Do they volunteer for community, school, and Corps service activities? If they are active in other school activities, do they assume and seek out leadership positions? 4.7.6. Responsibility and Conduct. How well does the cadet accept school and AFJROTC duties and responsibilities? Is the cadet punctual? Does the cadet set the example by adhering to class rules? Can the cadet follow simple instructions? Does the cadet take responsibility for their

actions and other cadets assigned to them? Does the cadet serve as a positive role model for other cadets in their conduct, uniform wear, and personal appearance? Does the cadet assume training responsibilities for other cadets? Is the cadet an active spokesman for AFJROTC? Do they display a positive attitude?

4.7.7. Promotion Fitness Examination (PFE). If being promoted to cadet staff sergeant and above, how well does a cadet score on the promotion fitness exam? Cadet Group Commander will develop a junior enlisted, senior enlisted, and officer PFE and testing schedule each September and submit them to the SASI for approval. Senior cadets and AFJROTC instructors will prepare cadets for the PFE.

4.9. Job Assignment Policies:

4.9.1. Cadets who are proven performers, have JROTC seniority, and are ready for senior leadership positions receive priority for assignment to senior cadet staff positions. Key positions will be filled with cadets who have the time and display the commitment to perform duties regardless of their year in high school. Cadets who have clearly demonstrated outstanding performance, leadership potential, and personal excellence will be assigned to commander and other key leadership positions. Leadership development to include leadership seminars will be conducted to improve leadership development in cadets.

4.9.2. Cadets initially assigned to cadet jobs will normally be awarded a rank below the maximum authorized for the job in the GA-065 UMD. This is an incentive for the cadet to continue to perform to be eligible for promotion to the highest grade authorized for the position.

4.9.3. The SASI will select the Cadet Group Commander with recommendations from the current Cadet Group Commander, ASI, and the concurrence of the Principal, Warner Robins High School. The SASI may also seek recommendations from teachers, counselors, assistant principals, and coaches. Cadet Group Commander will convene a cadet senior leadership selection board to develop their recommendations for senior cadet leaders.

4.9.4. The Cadet Group Commander and all other key staff members and commanders will normally serve in their positions for one semester. Changes of command ceremonies will take place in early May and December. Promotion boards and testing will also be held during this time. May and June will serve as a time to promote cadets, to transition from the old to the new staff, and to plan summer activities such as the Summer Leadership School, Cadet Cadre Training, Summer Leadership School, and the Green Bean School.

4.9.5. The Chief, Cadet Personnel Flight will publish and distribute special orders in September, November, April, and after the Promotions for Exceptional Performance (PEP) Board. Job assignments and promotion training credit will be contained in the September promotion order and in January. Position assignment and grade changes amendments to correct errors and to assign and change jobs will be published as required. Change of Command orders will be published in May or as needed.

4.9.6. As a minimum cadets promoted to cadet officers and senior noncommissioned officer (E-7 through E-9) must have at least an overall "C' school grade point average (2.0), a "C" average in their aerospace science courses, and no course failures. Should cadets not meet these standards, the SASI will place them on probation for the next grading period. If the cadet fails to

achieve these minimum standards while on probation, the SASI can reduce them in grade and remove them from their cadet job. Cadets can appeal this decision within 10 calendar days of notification to the SASI for final review and action.

4.9.7. As a minimum all other cadets must maintain an overall "C" school grade point average (2.0) and pass AFJROTC to be eligible for temporary promotion. If a cadet fails AFJROTC, then they are also ineligible for permanent promotion.

4.9.8. First year cadets who actively participated in Civil Air Patrol, SEA, Army youth programs in documented leadership positions, and scouting where they were Eagle Scouts or Gold Award recipients are eligible for advanced promotion consideration and assignment to leadership jobs such as Flight Sergeant. Adult advisors for these organizations must recommend in writing advanced promotion to the SASI for final approval.

4.9.9. Cadets who transfer from another JROTC program will assume temporarily their permanent and temporary ranks they had earned in their last unit. The SASI/ASI will request their cadet records from the losing unit. Upon receipt of their cadet records, the SASI/ASI will evaluate the cadet's record and permanently award on orders the appropriate rank and job.

4.9.10. Promotions and job assignments will be announced on CADET SPECIAL ORDERS initiated by the Personnel Officer and authenticated and reproduced by the Information Services Officer using the JUMS orders processing capability. Orders will reflect AFJROTC TRAINING MATERIAL. Upon recommendation of the Cadet Group Commander, the SASI will approve all orders and no promotions, job assignments, or issue of insignia will occur until the orders are published..All probation letters, suspensions, promotions, demotions, notification letters, and orders will be filed in the office administration file and will be annotated in the cadet's JUMS personnel record which can reviewed by the cadet at any time. Cadet records are maintained and secured in the AFJROTC Instructor Office, Room 149. If a cadet leaves the unit, they cannot hand carry their cadet record, but their gaining unit must request that the cadet’s record be sent by mail or electronically to the new unit upon the cadet's enrollment in their program.

4.10. Promotion Board:

4.10.1. Convene. The SASI, ASI(s), Cadet Group Commander, Cadet Deputy Commander, and Cadet Command Chief Master Sergeant will conduct a special promotion board in September for initial job assignments and for promotion credit. The SASI will convene the Cadet Review Board in November and April by official memorandum that states when the board will convene, who will chair the board, and when written matters must be submitted for promotion consideration. The board will document and forward promotion recommendations to the SASI by the suspense date outlined in the appointment memorandum. Cadet Group Commander will chair the promotion board and the Chief, Cadet Personnel Flight will document the proceedings.

4.10.2. Proceedings. Although the proceedings are closed, any cadet or supervisor can submit matters that they want considered by the board concerning promotion of a cadet. Specific promotion recommendations for exceptional performers will be accomplished for special boards such as the Promotions for Exceptional Performers. As a minimum all promotion selection

boards will review the cadet's records, evaluations, and any written correspondence to determine whether a cadet will be promoted. The Chief, Public Affairs will recognize those who were promoted, notify parents, and publish articles for cadet, school, and other publications.

4.11. Cadet Recognition Programs

4.11.1. Promotions for Exceptional Performers Program. Purpose. PEP program promotes outstanding cadets ahead of normal grade advancement. Normally, the Cadet Review Board can recommend no more than THREE truly deserving cadet airman, TWO noncommissioned officer (NCO), ONE senior NCO, and ONE officer to the SASI with detailed justification for PEP considerations unless the SASI changes the quotas in the convening memo. This is the maximum number allowed but not the minimum since the promotion board does not have to recommend any cadet for PEP promotion. The SASI will determine when the Cadet Review Board will convene for PEP promotions.

4.11.2. Procedures:

4.11.2.1. The SASI in the Cadet Review Board appointment memorandum will state PEP nomination procedures, will tell when the board will convene, who will chair the board, number of PEP promotions, supervisor nomination format, date recommendations are due, and reporting instructions for nominees.

4.11.2.2. Supervisors may submit PEP nominations to the Cadet Review Board chairman (Cadet Group Commander) by the suspense date outlined in the promotion board appointment memorandum. Nomination narrative must address leadership, job performance, citizenship qualities, actions that improved the corps’ operation, and accomplishments that set the cadet above other cadets.

4.11.2.3. Cadet Review Board will notify the nominee when to report to the board and what general areas they will be asked to discuss with the board. Nominees will report in uniform as directed and be prepared to discuss their accomplishments, why they deserve early promotion, current affairs, and AFJROTC leadership training.

4.11.2.4. Cadet of the Quarter Boards. The Board will consist of the same staff from the Cadet Review Board, which will interview potential Cadet of the Quarterly candidates. With that, flight commanders will turn in their nominations for Cadet of the Quarter Board to the Knight Squadron Commander. The Squadron Commander will put together a board review sheet and get the board together. They will make a schedule of when each board shall be and post it on the board with a time for each cadet to come in to complete a board. The board is to take place during the first seminar of the week. Each flight commander will nominate one cadet from each AS level. Thus, cadets will be competing with other cadets of the same AS level. Cadets on the board may ask the candidate questions pertaining to AFJROTC drill and terminology, personal ethics, leadership qualifications, involvement within the corps, and chain-of-command. From the potential candidates, board members will decide upon one cadet from each AS level as Cadet of the Month. The above procedures also pertain to the Cadet of the Quarter Board, which will meet quarterly to interview and select prospective cadets.

SECTION E--EVALUATIONS

4.12. Objective. The cadet evaluation system documents performance for cadet promotions, awards, and job assignments; teaches cadets how to evaluate and provide feedback; and introduces all cadets to a job evaluation system.

4.13. Procedures:

4.13.1. Supervisors will provide their job expectations to all their assigned cadets by 15 September and 31 January. Cadets will provide performance feedback (Figure 4.5) to their supervisors by end of October and March, which will be documented on the final evaluation. Supervisors will write a cadet evaluation (Figure 4.6) prior to the November and April general promotion boards on all assigned cadets, show the report to the cadet, and then forward the report up the chain of command to the SASI for final review prior to promotion consideration. Evaluations and performance feedbacks will be filed for at least 90 days after promotions are announced by the SASI. 4.13.2. Cadet will review and sign the evaluation report. A cadet's signature does not show agreement or disagreement with the report, but only that they have seen the report. If the cadet does not agree with any part of the report, they should identify their reason(s) in writing on the report and forward it to the next person in the chain of command. The reviewer will indicate their agreement or disagreement with the appeal and forward it up to the next level of review. This happens at all levels of review until it reaches the final review authority, the SASI, who will notify the cadet of the final action on their appeal.

SECTION F--WARNER ROBINS HIGH SCHOOL AFJROTC SERVICE "R" LETTER

4.14. Purpose. The Warner Robins High School AFJROTC Service "R" Letter recognizes cadets who accumulate 1500 points for AFJROTC extracurricular participation, community service, awards, AFROTC sponsored activities participation, AFJROTC training completion, presentations, and letters of appreciation and commendations. Points are cumulative and carry over to the next school year(s). Cadet Corps Commander will develop an automated tracking system that will be posted and updated in the classroom.

4.15. Award. Initial award is the Warner Robins High School "R" letter that may be worn on Warner Robins High School letter jackets. Follow on awards consist of devices that are attached to the "R" letter which reflect participation in such AFJROTC activities as drill, rifle, color guard, and red knights orienteering teams.

4.16. Award Criteria: See Figure 4.4.

SECTION G--AFJROTC GA-065 "RED KNIGHT" AWARD PROGRAM

4-17. Purpose. Recognizes cadets each semester who meet or exceed all of the following five criteria:

4.17.1. Earn a "C" or above in their AFJROTC course with no other class failures

4.17.2. Wear uniform on each scheduled uniform day unless excused by the SASI/ASI and achieve a 90 percent average on uniform wear and personal appearance inspections

4.17.3. Be a good citizen in class, school, and the local community with no school suspensions or history of derogatory information

4.17.4. Volunteer and perform at least five community service hours and attend at least one AFJROTC activity

4.17.5. Be promoted

4.18. Awards. Cadets will receive depending on availability "Red Knight" awards such as Certificates of Achievement, T-Shirts, Ball Caps, and other appropriate recognition.

4.19. Tracking System. The Cadet Group Commander will ensure a computerized tracking system is established and appropriate publicity is accomplished for cadets who receive "Red Knight" recognition.

SECTION H--AFJROTC CADET AWARDS AND AFROTC SPONSORED AWARDS

4.20. Cadet Awards. The SASI and ASI will determine which cadets will receive AFJROTC cadet awards and AFJROTC sponsored awards as described in Figure 4.4. AFJROTC cadet award ribbons are shown in Figure 4.5 in order of importance and wear.

SECTION I--OUTSTANDING CADET OF THE FLIGHT AWARD

4.21. Purpose and Criteria. This award program promotes excellence and teamwork within the flight during each academic quarter. Each Flight Commander will identify to the SASI their outstanding cadet in a one page written recommendation by the suspense date established in a SASI memorandum. The Cadet Group Commander, SASI, and ASIs will review recommendations and designate the outstanding cadet in each flight.

The award is based on the "whole person" concept to include academic excellence; teamwork; cooperation with flight commander and instructors; uniform wear and personal appearance excellence; school, community, and corps involvement; and conduct.

4.22. Recognition. Each of the outstanding cadets will receive a certificate of recognition; maximum publicity in school, community, and Corps publications; congratulatory letter to parents; credit for AFJROTC service award; and priority selection for incentive flights. Additionally, their picture will appear on their flight's Outstanding Cadet of the Flight recognition plaque.

SECTION J--HONOR FLIGHT AWARD

4.23. Purpose and Criteria. Recognizes the outstanding flight for each aerospace science course that excels in AFJROTC academics, lack of disciplinary issues, uniform wear and personal appearance, and drill competition. The overall academic, uniform wear, and personal appearance score will be the average for all flight members. All competition categories will be weighted in order of importance as described in an SASI memorandum each year. The drill

sequence for the drill competition will be given to each flight commander early in the semester and practice times will be set aside during the semester. The SASI and ASI will select the honor flight at the end of the first semester and prior to the annual awards ceremony in May.

4.24. Recognition. Flight members will be awarded the outstanding flight ribbon and their flight will receive an award streamer for their flight guidon.

SECTION K--CERTIFICATES OF COMPLETION AND TRAINING

4.25. Certificates of Completion. Presented to a cadet in good standing who has successfully completed at least three years of JROTC. SASI reviews the entire period of enrollment and determines if a certificate is to be issued, since the SASI certifies to the armed services that the cadet has earned and deserves training credit. A cadet must have this certificate in their possession when enrolling in college ROTC or when enlisting in the armed services to receive training credit. SASI will award certificate after cadet successfully completes four years or after three years if the cadet graduates or disenrolls. Cadet is entitled to:

4.25.1. Credit for one year of the General Military Course (GMC) of the college AFROTC program. Must contact the Professor of Aerospace Science at the college or university where the cadet is enrolled to receive training credit.

4.25.2. Enlistment in pay grade E-3 at the discretion of the Military Departments after completion of basic training. Provides immediate substantial monetary benefit and accelerated promotion ahead of other enlistees who enter active duty at the same time..4.26. Certificate of Training. Presented to a senior cadet in good standing who successfully completes two years of JROTC. Like the Certificate of Completion, the SASI will review the cadet's entire enrollment to determine if a certificate of training is to be awarded. SASI will award upon graduation or disenrollment. The cadet must have the certificate in their possession to receive the following training credit

4.26.1. Credit for one semester of a college AFROTC program. The PAS must be contacted upon enrollment at college or university with the AFROTC program.

4.26.2. Eligible for advance enlistment to E-2 at the discretion of the Military Departments.

4.27. Eligibility. Since these certificates document and reward successful JROTC military training participation, the military service departments entrust a great amount responsibility on the SASI to ensure they are not awarded haphazardly. Thus, these very important documents are not awarded automatically and are not solely based on academic grades. Total performance and conduct is considered and it is possible to successfully pass JROTC courses but not be awarded a certificate. The SASI and the Principal, Warner Robins High School, will determine whether a certificate will be issued.

Chapter 5

UNIFORMS, EQUIPMENT, BOOKS, AND PERSONAL APPEARANCE

SECTION A--ACCOUNTABILITY, CADET RESPONSIBILITIES, AND GENERAL POLICIES

5.1. AFJROTC cadet uniform is, with only some exceptions, the same one that is worn by active duty Air Force, Air National Guard, and Air Force Reserve members. Proper wear and maintenance of the uniform by cadets is closely scrutinized by Robins Air Force Base and retired military members. Additionally, many cadets have military sponsors who have high uniform and personal appearance expectations for their dependents enrolled in AFJROTC. Whether you are on campus or off; before or after school; anytime you wear the uniform you must wear it proudly and properly! Cadets must keep the uniform clean, neat, and in good condition at all times, with badges, ribbons, insignia, and other metallic devices properly maintained. UNIFORM DAY FOR GA-065 MONDAY! Only the SASI or ASI will grant exceptions to this policy. All cadets will wear the uniform the entire school day from when the first bell rings until when the final bell rings dismissing Warner Robins High School students. Students involved in work study must get an exception to the uniform wear policy from the SASI or wear the uniform as required. Students are also required to dress out for physical education (PE) on uniform days unless waived by their PE instructor.

5.2. When a cadet is issued uniforms, books, and other course materials, they will sign a Uniform and Book Issue Receipt form (Figure 5.1) and place their initials beside each issued item. The cadet's sponsor will also review and sign the form prior to filing. Cadets will also sign for books and course materials that are issued to them on a Warner Robins High School book issue or other receipt form showing quantity, control number, and condition. Each item then becomes the property of the cadet who is responsible for its care. If the item is lost or willfully or negligently destroyed, beyond normal wear and tear, the cadet must pay for it at its current replacement cost. The Uniform and Book Issue Receipt form will contain the replacement costs for all accountable items. Any item substitution must be authorized by the ASI prior to purchase. Cadets will also receipt for shoes and combat boots on issue control documents; although once they are worn they are not required to be returned.

5.3. Cadets will be issued one complete, clean uniform with all accessories and insignia to include an Air Force blue name tag. Cadets will pay to dry clean and launder uniforms during the school year. They will also pay to dry clean and launder uniforms prior to turning them in before the summer break or upon disenrollment or graduation.

5.4. Cadets will return all items issued, except for shoes and socks, or pay for them at the end of the school year or upon disenrollment during the school year. They will return the cleaned uniform pressed and on hangars in a cleaner's plastic bag. Service dress, skirts, pants, ties, tabs, flight caps, and windbreakers are DRY CLEAN ONLY. All dry clean only items must be returned with a cleaning receipt. Cadet is responsible for paying for cleaning during the remainder of the school year. Books must be returned in the same condition that they were issued, minus normal wear and tear. CERTIFICATES OF COMPLETION OF MILITARY TRAINING WILL NOT BE RELEASED UNTIL ALL AFJROTC UNIFORMS, COURSE MATERIALS, AND EQUIPMENT ARE RETURNED OR PAID FOR BY THE CADET.

5.5. To prevent paying for uniforms, books, and equipment, we encourage cadets to:

5.5.1. NOT leave items unattended or in unlocked or shared lockers.

5.5.2. NOT lend items to other cadets.

5.5.3. NOT allow others to turn in accountable items.

5.5.4. NOT carry flight caps with books but tuck them under the belt properly on either side.

5.5.5. PLACE their name in their hat.

5.5.6. TURN IN any found uniform items to an AFJROTC instructor or to the main school office.

5.5.7. RETURN uniform items that become worn or otherwise unserviceable to the ASI. If unserviceable due to normal wear and tear, item will be replaced at no cost. If a uniform item does not fit, return promptly for replacement.

5.6. Cadets will wear the uniform as prescribed in AFI 36-2903 and AFOATSI 36-2003. Refer to the diagrams on the bulleting boards for proper uniform wear and combination standards. The SASI will prescribe the uniform or civilian attire to be worn to cadet activities such as orientations, social functions, orientation flights, field trips, community service, and specialized training either VERBALLY or in a memorandum.

5.7. Cadets will wear the service dress uniform when directed by the SASI through the Cadet Corps Commander. On Monday, or other mandatory uniform wear day, cadets may wear any authorized uniform combination unless specifically told to wear a certain combination, prescribed in AFI 36-2903 and the Leadership I textbook. Cadets will be inspected on uniform wear and personal appearance on uniform days. The SASI will prescribe in a memorandum or operations instruction who can wear specialized uniform items such as cords, berets, and ascots or battle dress uniforms; when they can be worn; and how they will be worn and maintained.

5.8. Cadets will ensure that the uniform is ready for inspection on the designated uniform day or for other mandatory uniform formations. PLANNING AHEAD is the key. Assemble the uniform, iron shirts, and polish shoes the night before. "The uniform is in the cleaners, is too small, or am missing uniform items" are not excuses for not wearing the uniform. The Logistics Flight Commander will publish a schedule when supply will be open. If the cadet reports without wearing the uniform, they will receive a zero for not wearing the uniform if they do not present an excuse from the sponsor stating why the cadet is not in uniform that must then be approved by the SASI or ASI. If a cadet is absent and is excused in accordance with school policies, there is no penalty if the cadet makes up the missed uniform day on the day prescribed by the SASI or ASI which is normally the following Monday or Tuesday. Unexcused absences or failure to make up the missed uniform day will result in a zero. The cadet must present an excused absence admission form to the SASI/ASI upon their return to school. Cadets will wear the uniform normally on the first Monday(s) or Tuesday(s) as outlined above after return to school for the entire school day. They must have the SASI/ASI inspect them to receive uniform credit. If the cadet misses several uniform days, they must contact their instructor immediately

upon their return to determine when the missed uniform wear days will be made up. Failure to wear the uniform as directed and to not make up any excused absences will seriously jeopardize the course grade. SASI and the ASI will evaluate disenrollment after three failures to wear the uniform during any grading period.

5.9. Cadets will not mix uniform and civilian clothing. If they have a legitimate reason not to wear the uniform or any uniform item due to medical conditions, they must present medical documentation and receive a SASI or ASI waiver.

5.10. Cadets will wear the standard Air Force laminated ultramarine blue name tag, with white, block style letters engraved on the plastic, secured with clutch-type fasteners. Nametag size is 3 3/16 x 5/8 inches with 1/4 inch lettering. Males wear it over the right breast pocket, parallel with the top seam of the pocket. Females place it on an imaginary line parallel to the ground, 2 1/2 inches above the top button and centered.

5.11. Cadets may not hitch hike, perform labor, engage in sport activities, or do anything that would degrade the uniform. Further, questionable behavior in school or in public while wearing the uniform creates an unfavorable impression of the AFJROTC program, Warner Robins High School, and the Air Force. Conversely, proper conduct and pride reflects favorably upon the cadet and enhances the corps’ image throughout the community.

Thus, wear the uniform PROUDLY and constantly strive to present a neat, clean, and well-groomed appearance at all times.

SECTION B--MALE UNIFORMS

5.12. There are two combinations of male cadet uniforms. They are: the Service Dress Uniform that includes the coat, shirt, trousers, and accessories and the short sleeve light blue shirt, trousers, and accessories and the Service Uniform that includes the short sleeve light blue shirt, trousers, and accessories. An optional long sleeve, light blue shirt may be worn, but it must be worn with a tie. See AFI 36-2903, this handbook, and the Leadership I textbook for proper placement and maintenance of authorized uniform accessories.

5.13. Belt. Dark blue with silver tip, 1 1/4 inches wide and worn by threading through the belt loop to the wearer's left. The silver tip extends beyond the buckle to the wearer's left with no blue fabric showing. The male cadet "gig" line is the straight line formed by the front edge of the shirt, the belt buckle, and the trousers fly. Check frequently to ensure the "gig" line is straight.

5.14. Coat, Service Blue. With arms hanging naturally, sleeves should end 1/4 inch from the heel of the thumb. Bottom of the coat should be fingertip length when hands are slightly cupped. All buttons must be buttoned and NOTHING is carried in outside pockets. Flat items may be carried in the inside pockets. The coat may be removed in classrooms or the media center when it becomes uncomfortably warm or when a lab coat must be worn, or it may be unbuttoned in the classroom to avoid binding or wrinkling. It will NOT be unbuttoned or removed in public areas (hallways, common areas, or cafeteria). When removed it will be hung up or carefully draped over a chair back. The coat must be put back on and BUTTONED before leaving the classroom. The coat will have the unit patch on the right sleeve and AFJROTC patch on left sleeve as prescribed in AFOATSI 36-2003 dependent upon availability.

5.15. Cap, Blue Service ("Wheel Cap"). This is an optional item for cadet officers and graduating seniors that may be purchased by the cadet from clothing sales after obtaining approval from the SASI. It is worn squarely on the head with a two finger spacing between the bridge of the nose and the bill of the cap. Service cap will have a plain visor.

5.16. Cap, Blue Garrison ("Flight Cap"). Worn slightly to the right with vertical crease at center of the forehead in a straight line with the nose and approximately one inch above the eyebrow. The crown will not be crushed. Flight cap will not have officer silver braid.

5.17. Jacket, Light Weight, Blue Windbreaker. Must be zipped up at least halfway. Sleeve cuff, collar, and side sizing tabs on lower side hems must be buttoned. The windbreaker will not be worn over the service dress jacket or with civilian clothing. The jacket will have the unit patch on the right sleeve and AFJROTC patch on the left sleeve as prescribed in AFOATSI 36-

5.18. Shirt, Light Blue, Short Sleeve with Epaulets. With arm bent at a 90 degree angle, the bottom of the sleeve should barely touch or come within one inch of the forearm. This shirt may be worn with a tie or with open collar. If worn with an open collar, a white "V" neck tee shirt must be worn so that no top of the tee-shirt is exposed. When wearing a tie, all buttons will be buttoned. When not wearing a tie all buttons except the top button are buttoned. Under either option, the shirttail is pulled down into the trousers tightly and tucked at the sides to make it neatly form fitting. The only creases on the shirt are down the sleeves. A pen or pencil may be carried in the shirt pocket if they do not show or interfere with the flap being buttoned or staying flat against the chest. Bulky items such as glasses should not be carried.

5.19. Socks. Socks must be plain and BLACK with no ornamentation. Socks must reach the calf ; anklets and other dark colors are not authorized.

5.20. Tie, Blue. The tie is secured by either a Windsor or four-in-hand knot. The tip of the tie will extend no more than 1 and 1/2 inches above or below the belt line. It is worn outside the shirt and is not tucked in. Pre-tied ties and the tie tack or clasp bearing the official Air Force Coat of Arms are not authorized.

5.21. Trousers, Dark Blue. Trim fitted with no bunching at the waist or bagging at the seat. The bottom of the trousers will rest on the front of the shoes with a slight break in the creases. The back of the trouser leg will extend approximately 7/8 inch longer than the front. The trousers must be of matching material to the service coat and the cap. The rear pocket of the trousers will be buttoned always and articles should not be bulky and not be visible. The zipper tab will be pressed down to permit the "fly" to be neatly closed.

5.22. Shoes. Black male oxfords. Shoes will be laced to the top and will be highly shined. The soles and heel edges will be coated with sole and heal dressing. Optional high gloss black corfam shoes or patent leather are authorized at the cadet's own expense.

5.23. Undergarments will be worn with the uniform and will be conservative, commercial style, white in color, and contain no designs or lettering.

SECTION C--MALE PERSONAL APPEARANCE

5.24. Hair must be clean, well groomed, and neat. Hair color if dyed will look natural, will not be worn in an extreme or fad style, contain excessive amount of grooming aids, or exceed bulk standards. Hair will not touch eyebrow when groomed or protrude below the front band of properly worn headgear. Hair will have a groomed, tapered appearance on both sides and back, both with and without headgear. Block cut is permitted with tapered appearance. Hair will not touch the ears and only closely cut or shaved hair on the back of the neck may touch the collar. Hair bulk will not exceed 1 1/4 inches, regardless of length, and will not exceed 1/4 inch at the natural termination point. Hair will not have any visible foreign items. Sideburns will be neatly trimmed and tapered, straight and of even width (not flared), end in clean-shaven horizontal line, and not extend below lowest part of the exterior ear opening. Beards or goatees are not allowed unless they have a medical waiver that prevents them from shaving.

5.25. Earrings will not be worn while in uniform. School rules dictate that males will not wear earrings. Fingernails will be neat, clean and, trimmed. No more than three rings will be worn at any one time and one bracelet may be worn which can not be wider than one inch, will not detract from the military image, or will not present a safety hazard.

SECTION D--FEMALE UNIFORM REQUIREMENTS

5.26. There are two female uniform combinations. They are the Service Dress Uniform that includes the service coat, tuck or optional over blouse, trousers or skirt, and accessories and the Service Uniform that includes the tuck or optional over blouse, trousers or skirt and accessories. An optional long sleeve light blue blouse may be worn, but it must be worn with the tie tab. Authorized accessories are placed and maintained as outlined in AFOATSI 36-2003, this handbook, and the Leadership I textbook.

5.27. Service Coat, Blue. Coat should follow the contours of the figure but allow ease of movement without pulling in the back of the waist. The sleeves should come to the base (heel) of the hand. The coat and slacks or skirt must match the color shade and material. Items will not be carried in the jacket pockets. The coat may be removed in the classrooms or the media center when it becomes uncomfortably warm. It may also be unbuttoned in the classroom to avoid binding or wrinkling. It will not be removed in school public areas such as hallways, common areas, or the cafeteria. When removed it will be hung up or carefully draped over the back of a chair. The coat will be put on and buttoned before leaving the classroom. 5.28. Flight Cap, Blue. Worn with the crease straight with the nose, with insignia over the left eye, and worn one inch to one and one-half inches above the eyebrow.

5.29. Hose. Commercial sheer, nylon hose in black or off-black, dark blue, dark brown, or neutral that complement the uniform and the cadet's skin color. Patterned hose is not allowed.

5.30. Socks. Socks must be plain and BLACK with no ornamentation will be worn with slacks and oxfords. Socks must reach the calf ; anklets and other dark colors are not authorized.

5.31. Jacket, Light Weight, Blue Windbreaker. Should fit loosely over the hips when zipped. Cuffs of the sleeves should cover the wrists but not extend beyond. Over blouse will not show below the jacket. Jacket must be zipped up at least halfway. The jacket will have the unit patch on the right sleeve and AFJROTC patch on left sleeve as prescribed in AFOATSI 36-2003 dependent upon availability.

5.32. Blouse, Light Blue, Short Sleeve, and Pointed Collar. May be worn with or without tab, except tab is worn with Service Dress Uniform. Blouse is worn tucked in or out.

5.33. Slacks, Blue. Will fit naturally over the hips with no bunching at the waist or fullness in the seat. Bottom of slacks will rest on the front of the shoes with a slight break in the creases. Back of the slacks will extend approximately 7/8 inch longer than the front. Slacks are tailored to straight hanging and any alterations to modify the leg shape must be approved by the SASI. Articles carried in the pockets will not be visible or present a bulky appearance.

5.34. Skirt, Blue. Will be free hanging with zipper closure on the left hip. Length will be no shorter that the top of the kneecap and no longer than the bottom of the kneecap. Hose will be worn with the skirt.

5.35. Undergarments will be worn with the uniform and will be conservative, commercial style, and white in color.

5.36. Shoes. Will be issued black oxford shoes to be worn with uniform. Shoes will be laced to the top and highly shined. Optional scotch grain black leather or high gloss finish pumps are authorized for female cadets at their own expense. Optional high gloss black corfam or patent leather shoes are also authorized at the cadet's own expense. Heel height must not exceed 2 1/2 inches. Shoes will have plain closed toe and heel, and will not have any ornamentation such as bows, buckles, or straps.

5.37. Purse. May carry a small, black purse. The standard Air Force purse may be purchased and carried at the cadet's expense.

SECTION E--FEMALE PERSONAL APPEARANCE

5.38. Female cadets will not wear or carry exposed on the uniform, pencils, pens, handkerchiefs, and jewelry to include ankle bracelets. One bracelet is permitted if it is neat and conservative and not wider than one inch. They may wear wristwatches, identification bracelets, and one pair of pearl, silver, diamond, or gold stud earrings worn in the ear lobe. Earrings must be spherical and plain design. They may wear no more than three rings at any one time.

5.39. Hair. Hair must be clean, well groomed, and neat. Hair color if dyed will look natural, will not be worn in an extreme or fad style, contain excessive amount of grooming aids, or exceed bulk standards. Hair will not touch eyebrows when groomed and may be visible in front of flight cap. Hair must present a professional appearance. Plain and conservative pins, combs, headbands, elastic bands, and barrettes similar to natural hair color permitted to keep hair in place. Hair will not extend in length on all sides below an invisible line drawn parallel to the ground at bottom of edge of the shirt collar at the back of the neck. Hair will not exceed 3 inches in bulk or prevent proper wear of the headgear. Hair will not include hair ornaments such as ribbons or jeweled pins.

5.40. Cosmetics must be conservative and in good taste.

5.41. Fingernails must be neat, clean, and nail polish, if worn, must be conservative, single color, in good taste, and not contain any ornamentation or design. Fingernails must not extend past the finger tips by more than one-half inch. There will be a minimum deduction of 50% if cadet fails to meet this uniform standard. NO EXCEPTIONS!!!

SECTION F--GENERAL UNIFORM AND PERSONAL APPEARANCE COMMENTS

5.42. Replace buttons promptly. Buttons on the service dress are oxidized silver as are most of the insignia. DO NOT polish.

5.43. Trim loose strings ("cables") and frayed seams on the uniform.

5.44. Necklaces, pendants, and other conspicuous adornments are prohibited

5.45. All authorized ribbons must be worn when in service dress. Ribbons are optional on other uniform combinations but are encouraged to be worn. Ensure they do not become frayed or worn. Cadets may wear ribbons earned while enrolled in other JROTC programs. Medals and ribbons will not routinely be worn together. SASI will authorize the wear of regular sized medals on the service dress or semi-formal dress uniform for special occasions such as dining outs and military balls.

5.46. Physical Education teachers will determine whether cadets in uniform are excused from dressing out for physical education class on AFJROTC uniform day.

5.47 Gum chewing, SMOKING or use of any tobacco product, and playing of portable tape recorders, stereos, and CD players are prohibited while in uniform.

5.48. Cadets may wear the pullover or cardigan all wool, V-neck, long sleeved, with cuffs sweater if purchased by the cadet.

5.49. Umbrellas. Optional, commercial, plain solid dark blue or black without ornamentation are authorized when weather conditions dictate their use.

5.50. Semiformal Uniform. The SASI will authorize wear of a semiformal uniform to appropriate corps and other formal activities or functions such as dining ins/outs or military balls. For males, this uniform consists of the blue service dress 1620 uniform with issued light blue shirt and regular blue tie. For females, this uniform consists of the blue service uniform with the issued light blue shirt blouse with blue tie tab. Ribbons are worn but not the nametag or flight cap.

5.51. Cadets may wear conservative sunglasses, except while in formation.

5.52. Cadet Utility Uniform. The SASI will prescribe the composition of the utility uniform in a memorandum and when it can be worn. It will consist of a "polo" style red short sleeve shirt or AFJROTC T-Shirt, black gym shorts and/or khakis or fitted blue jeans, conservative gym/running shoes, and black "AFJROTC GA-065" baseball cap or other designated headgear.

5.53. Airman Battle Uniform. The SASI will prescribe when ABUs can be worn. They will purchase at the cadet's personal expense. ABUs will not be worn as a substitute for the required uniform on the mandatory uniform day, Monday unless members are performing as part of the Armed Exhibition Drill Team that week. Appropriate combat boots will be worn and must be purchased by the cadet. Cadet will also purchase required name tapes and an ABU cap if not issued the AFJROTC GA-065 baseball cap.

Chapter 6

Drill and Ceremonies

6.1 Drill and Ceremonies are an important part of AFJROTC training. As a first year cadet, you will learn basics drills and how to follow commands. We will spend a great deal of time outside and in the gym developing your drill and ceremonies skills. The primary reference, which all cadets will become familiar with during leadership training, is the Drill and Ceremonies Manual. As a second, third and fourth year cadet, you will learn more difficult commands, lead the formation, and must be able to train cadets on proper drill sequences, commands, and basic drill fundamentals.

6.2 All cadets must command a flight to perform in order the commands shown in Figure 6.1. The cadet serving as Flight Commander will report in and out by saluting the individual who controls the field of performance and normally evaluates the flight’s performance. Cadets will be graded on their ability to properly execute these commands and direct the flight within a specified drill area. Higher performance standards are established for cadets who are enrolled in higher levels of JROTC.

AFJROTC GA 065 EXTRACURRICULAR ACTIVITIES

7.1 Extracurricular Activities. There are several voluntary cadet extracurricular activities that supplement aerospace and leadership learning experiences. Additionally, these activities bring cadets together with common interests, build esprit de corps, create lasting friendships, and guarantee a good time to those who get involved. Involvement teaches responsibility, teamwork, and cooperation. It also is a positive, visible way to publicize to the community the values at work that we teach to our cadets. The SASI and/or ASI will monitor all activities and will serve as advisors. Additionally, active duty military and sponsors can help monitor and teach these activities. At the end of each quarter, the advisor will review the report cards of all participants and the published school-wide ineligibility listing. A cadet will be ineligible to participate in AFJROTC activities, practice, or travel with a team if they receive two failing grades. Advisor will continue to monitor the grades and as a minimum review the next quarter’s mid-term progress report to determine eligibility. Advisor and JROTC instructors will not schedule cadets to participate in AFJROTC events during a class period for a course they are failing or having difficulties as identified by a teacher. Cadets, if they meet the above eligibility requirements, can still, with parent permission, participate in after school practices and perform in events that are not conducted during the school day. Advisor will contact the cadet’s sponsor and develop a plan that will balance participation in the activity with achieving a level of academic performance that meets the minimum school standards while meeting the cadet’s goals and capabilities. As a true advocate to encourage the cadet to improve their grades, the advisor should not only contact the parents but also establish study groups or other programs that will motivate the cadet to achieve their academic potential. It is realized that a balance between academics and extracurricular participation is important to help the cadet meet their academic, career, and personal development goals. Study groups are open to any cadet. The following description of activities is not all inclusive and will change depending on what activities the GA-065 cadets want to have and support.

7.2. Kitty Hawk Air Society. This AFJROTC Honorary Society promotes academic excellence, service, and patriotism. An invitation to join will be extended only to cadets who have a "A" average in their AFJROTC courses and an overall "B" school average (3.0) with no failing grades. Cadets will complete a pledge program to become a member. A distinctive badge will be awarded upon indoctrination into this elite AFJROTC GA-065 society. The AFJROTC GA-065 Chapter is a charter member of the national organization

7.3. Red Knights Honor Guard , Color Guard, Drill, Rifle, Saber and Red Knights Orienteering Teams.

7.3.1. Red Knights Honor Guard. The Red Knight Honor Guard is a select group of AFJROTC cadets who represent our corps at high profile programs. High profile programs such as posting/presenting the colors at all home varsity sport games, carrying the colors in parades, and posting the colors for other school activities where posting of the colors is required. Individuals that are interested in be part of the Honor Guard must maintain at least an overall “B” average in all classes and be a model student and cadet. The cadet must also receive a recommendation from all of their teachers. Authorized cord is black and red.

7.3.2. Drill Team. Cadets who enjoy drill "polish" their drill skills learned in the leadership laboratory and form a drill team that performs in local and nation-wide drill competitions and demonstrations. Drill practice will normally be three times a week immediately after school with more practices as needed. Participation, like the Color Guard, requires an extra commitment from cadets since they will spend many hours learning the manual of arms, perfecting close-order teamwork, practicing standardized movements, developing "free-style" movements, and taking care of their uniform. During competitions, drill precision, uniform, and personal appearance is scored. Drill Team Commander will be a cadet selected by the SASI/ASI who has normally been on the team in the past, has exhibited leadership qualities, and is a "model" cadet in both behavior and uniform wear and personal appearance. Members must maintain a 2.0 grade point average with no failures to be active members. Drill Team Commander will write a drill team operating instruction that includes practice times and distinctive uniform items that will be approved by the SASI/ASI. Sports physical is required.

7.3.3. Armed Team. An armed team will be established for cadets who want to refine their rifle handling skills and knowledge of manual of arms as a sub group of the drill team. The Armed Team Commander will be appointed by the SASI/ASI to lead and train the team. The Armed Team Commander will write a drill team operating instruction that includes practice times and distinctive uniform items that will be approved by the SASI/ASI.

7.3.4 Saber Team. The Sabre Team normally performs twice a year at Homecoming and King's Court Ceremonies. The team forms a sabre arch for the introduction of nominees and their escorts. The team also performs at weddings and other special occasions at the discretion of the Senior Aerospace Science Instructor or Aerospace Science Instructor.

7.3.5. Red Knights Orienteering Team. Participants learn self-discipline, teamwork, values, and commitment to community service through voluntary training taught by active duty and civilian members. Activities include marksmanship training, rappelling, and land and water survival. Red Knights will strive to attain academic and leadership excellence. They will know basic drill, rifle, and color guard movements and standards and will exhibit outstanding personal appearance while in uniform. Red Knights must maintain a 2.0 grade point average with no failures to be active members. Prior to their first sanctioned Red Knights event, a cadet will be issued a set of BDUs and unit baseball or BDU cap dependent upon availability. They must purchase their own set of boots. Active Red Knights can earn distinctive Red Knights badges and membership card. The Red Knights Commander will write an operating instruction each year that will be approved by the SASI/ASI.

7.3.6. Color Guard and Drill Team Competitions. Color Guard and Drill Team members will

compete to participate in these annual sanctioned competitions to represent the Corps and Warner Robins High School. The goal is to compete in three competitions in both the fall and spring.

7.3.7. These teams are constantly in the "public eye" and thus will consist of cadets who are hard working and have the time and desire to commit themselves to these activities. Since participation is time consuming and will include trips away from school for competitions and performances, we want to ensure that a cadet's academics do not suffer. Thus, participants must meet Warner Robins High School academic eligibility requirements with higher academic achievement highly encouraged. Cadets who fail any subject and who have a grade point of average below 2.0 on a 4.0 scale will be placed on probation by the advisor. Continued uniform or personal appearance violations and school suspensions are unacceptable. Failure to meet these standards will result in probation for the next grading period until the minimum standards are achieved and concurrence of the parent is obtained. Failure to reach these standards after the probationary period expires will result in removal from the team for at least two grading periods.

7.4. Rocket Club. Members of this activity will learn how to build and launch model rockets. Cadets who meet the AFJROTC qualifications are also eligible for a rocketry badge which is worn with the uniform.

7.5. Static and Flying Model Clubs. Cadets who enjoy building model airplanes or other aerospace vehicles should consider this activity. The cadet model club will actively seek affiliation with local modelers. American Modeling Association Wings are authorized for flying clubs

7.6. Field Trips. This is an important extension of the AFJROTC curriculum. We have the luxury of living in a large military service community with very active and diverse missions. Historically, flying operations, base support facilities, and medical facilities were visited. The SASI will request curriculum in action funds to support these activities. The SASI/ASI will choose cadets who are students in good standing, are passing AFJROTC, have not had a history of uniform or personal appearance violations, and are released by their teachers to attend the field trip. The SASI/ASI will obtain approval from school administration in accordance with published school policy and publish a field memorandum to show who has been selected for the trip, dress requirements, and other instructions which must be complied with to participate on the trip. Trips must be sanctioned by the school and cadets must have their sponsor's permission to participate. Trips will sometimes occur on school days and cadets are responsible for making up all missed academic work.

7.7. Fund Raising Projects. The Corps needs money to support many of its activities and community service projects. Various fund raising activities are done each school year to raise money. The extent that cadets and their sponsors support these activities will determine the level of funding the corps has to minimize costs for social and formal functions and to purchase items that will enhance the corps’ operation, cadet award programs, and esprit de corps. The Kitty Hawk Air Society Commander will serve as fund raising coordinator and will attend the Warner Robins High School Principal's meetings where primary fund raisers such as lunch soda sales and snack bar are assigned.

7.8. Dances. Informal dances will be planned and accomplished depending on cadet interest and anticipated participation. Military Ball, a formal Air Force tradition, will normally be

planned and conducted in the Spring. Attendance is voluntary but encouraged as it is a highlight of the Spring activities.

7.9. Awareness Presentation Team. This worthwhile voluntary activity consists of cadets that like to and feel comfortable talking to elementary and middle school students about such social issues as drug education and staying in school. Our involvement in this social issue awareness and training brings our corps favorable publicity and is a valuable social service to the community. Cadets can earn an APT badge to wear on the uniform if they participate in three events.

7.10. Dining In/Out. This formal Air Force traditional activity will occur normally in the Fall. Cadets will plan the entire function and will serve in traditional positions that direct the evening's festivities. This formal meal followed by traditional activities is a fun filled activity, educates cadets about this historically significant military custom, and helps retain it as an important part of the military social environment.

7.11. Cadet Corps Commander Staff Meeting. Cadet Corps Commander will schedule, publicize, and conduct a weekly staff meeting. Meetings are open to any cadet. Meeting provides face-to-face communications between the Commander and their staff. They plan and implement cadet activities in a meeting that is a leadership lab to develop communications, management, and leadership skills. Minutes will be accomplished, published, and posted after each meeting. An agenda should also be published and posted prior to the meeting. A specific room will be set up to ensure that an orderly meeting is conducted.

7.12. Parents Association. Cadet senior staff, AFJROTC instructors, faculty and administrators, and parents will periodically meet to determine how they can support cadet centered activities. A general charter will be established and documented defining goals and areas where the group can best optimize their support to the cadets. Areas such as mentoring, job orientations, fundraisers, and chaperones for cadet activities are just a few possible areas of support.

Chapter 8

PHYSICAL FITNESS PROGRAM

8.1. Although AFJROTC does not have cadet weight or physical fitness standards, we encourage cadets to lead a more healthy and active lifestyle. For cadets enrolling in a college ROTC program, service academy, or for those enlisting in a military service, they will have to attain and maintain minimum weight and physical fitness standards. If you start a program now and stay physically active, you will reap the benefits of a physically fit body throughout your life. If you are physically fit, you will perform better in school and in all of your activities. WRHS AFJROTC utilizes the HQ AFJROTC fitness program, Extreme Excellence Challenge (E2C).

8.1.1. E2C is a fitness program comprised of 20 main exercises, including the 1-mile run. It is conducted during the 36 weeks of the school year and can be modified to meet personal goals. Before a cadet starts the program the cadet must obtain written parental consent. Failure to do so will result in the cadet receiving a “0” (zero) grade until written consent is received by the staff of WRHS AFJROTC. An initial diagnostic test will be performed during the first weeks. The results will be used to create a personalized training routine based on the cadets baseline, age, and gender. Cadets are encouraged to perform all exercises at home a minimum of 3 times a week in order to fulfill the training program and make adequate progress.

8.1.2. Each cadet will have access to an E2C Wellness Guide that gives a brief overview of the program, safety considerations, and visual aids and descriptions of stretches and exercises.

Chapter 9

TRAINING

9.1. General. We will offer numerous voluntary training opportunities for cadets beyond what is taught in the classroom and in leadership laboratories. We feel that cadets who participate will reap many personal and leadership development benefits.

9.2. Summer Leadership School (SLS). This program offers cadets an opportunity to refine their leadership, team building, and communications skills and to plan the next year's activities in a demanding tightly controlled and monitored training environment. Additionally, we will develop a physical fitness program and orientation schedule as a part of the training schedule. Cadets will live and go to class at Robins Air Force Base facilities and eat meals at a base dining facility. The one-week SLS training has historically been conducted the third week in June. On a volunteer basis, active military members will teach academics, chaperone activities, and conduct training. Since the number of cadets who can attend are limited, priority will be given to first year cadets who will fill future leadership positions and then to selected sophomore and junior cadets on a space available basis. The Cadet Group Commander will help the SASI/ASI develop a training schedule and training objectives. Training will be given in a dual track system with senior cadets who excelled in AFJROTC and in a previous summer leadership encampment assigned to a cadet training squadron with leadership positions such as flight commanders, flight sergeants, and senior cadet trainers. SLS will be conducted in conjunction with all Houston County AFJROTC units as well as selected other units.

9.3. Green Bean School. Normally, this program will be conducted the week prior to the start of school in August. Invitations to attend this voluntary training will be sent to all new cadets. Cadet senior staff will plan and conduct this training at Warner Robins High School during the morning. Basic drill, uniform issuing and proper wear, personal appearance standards, and AFJROTC course objectives are just some of the training topics. The Cadet Group Commander and staff will develop a training schedule, assign training responsibilities, and accomplish an after action report and continuity folder. This program is an excellent opportunity for the cadets who will plan and conduct the training, will motivate new cadets, and give a "head start" to cadets who are new to the program as they learn course objectives, instructor expectations, uniform and personal appearance standards, and basic drill to alleviate some of the uncertainty and misconceptions about AFJROTC

9.4. SLS Cadet Cadre Training. Cadets volunteering to serve as trainers for the summer leadership school and new cadet orientation must complete training taught by the SASI and the ASI. Schedule and course syllabus will be published in a separate operating instruction.

9.5. Leadership Seminars. SASI will schedule leadership seminars throughout the school year that will provide different levels of leadership training for cadets. Maximum use of community resources to include senior leaders and young motivated airmen will be sought to provide realistic and personalized training for the cadets. SASI will investigate cadet exchanges at other locations to generate maximum crossfeed among cadets from other AF JROTC units and to generate programs of mutual benefit to JROTC cadets. Maximum use of curriculum in action funds will be used to support these seminars.

SCHOLARSHIPS, SERVICE ACADEMY NOMINATIONS, AND ADVANCED ENLISTMENT

*10.1. AFJROTC Scholarship Program. Provides an incentive for AFJROTC units to attract and retain students whose academic specialties and demonstrated potential will assist in meeting critical Air Force officer needs. AFJROTC is allotted a percentage of the total four year AFROTC college scholarships and awards may be Type I, II, or VII as prescribed in the scholarship application package. The SASI will nominate cadets who are enrolled in the AFJROTC GA-065, Warner Robins High School, program; demonstrate the potential to succeed in college and in college AFROTC; and exhibit potential and desire to serve as an Air Force officer. Cadet must meet minimum standards for scholarship competition and scholarship activation as published each year by AFOATS/JRO in scholarship instructions and the AFROTC college scholarship application. Satisfying minimum criteria does not guarantee award of scholarship. In addition to the SASI nomination, the cadet must also complete and submit the entire scholarships application booklet or the on-line application, with the exception of the SAT/ACT scores that have not been received but must be forwarded to AFROTC prior to the board convening. Applicants must also be morally qualified and must complete a physical aptitude exam in addition to being ultimately medically qualified. Applicants should strive to develop a profile with not only academic strengths but also extracurricular involvement and leadership strengths. Scholarships cover a majority of the costs of college at selected universities that offer the AFROTC option where the cadet can be admitted, unless scholarship type is a directed scholarship to a specific school with a tuition maximum cap. Actual amount is determined by the scholarship type and duration. The specific academic major that the scholarship is being awarded in will be determined by AFROTC which reflects the officer needs of the Air Force and which are published annually in the scholarship application.

10.2. Local AFROTC Scholarships. The SASI will publish criteria and amounts for scholarships offered by local community groups. Previously, many organizations have offered $500 and $1000 scholarships to cadets who meet academic requirements, plan on continuing their education at local or state side schools, and have excelled in AFJROTC at Warner Robins High School. The SASI will publicize these programs.

10.3. Service Academy Nominations. AFJROTC honor schools as designated by AFOATS/JR may nominate up to five cadets to the United States Air Force Academy and three cadets to West Point and the US Naval Academy. To be eligible the cadet must have completed one year of AFJROTC and must complete at least 2 years of AFJROTC upon graduation. Interested cadets must complete and submit a pre-candidate questionnaire. Specific instructions will be sent to the SASI who will complete required documentation.

10.4 Advanced Enlistment. IAW DODI 1205.13, a student presenting evidence of successful completion of at least 2 academic years of JROTC is entitled to advanced promotion to grade of no less the E-2 on initial enlistment in an Active or Reserve component of a Military Service. At their discretion, the Military Department may award the grade of E-3 for successful completion of 3 academic years of JROTC. Three years of JROTC also entitles a student to no less than 1 year of credit in the Senior College ROTC Officer Commissioning Program. For the USAF, cadets who present a high school JROTC completion certificate (3 years of successful JROTC) and a high school diploma from Warner Robins High School prior to Enter Active Duty (EAD) date, are entitled to A1C if they successfully complete basic training. There are also special Air Force job booking programs such as CHAPA for highly competitive cadets that is managed by the SASI.

10.5. Armed Forces Vocational Aptitude Battery (ASVAB). All military service recruiters are encouraged to visit AFJROTC courses and to talk to cadets who are interested in exploring career opportunities in the military. AFJROTC instructors will identify cadets interested in these outstanding opportunities to recruiters who will schedule medical exams at local medical facilities and will schedule the mental screening test, ASVAB. Recruiters will publicize the application procedures for college scholarship programs for those cadets desiring to serve on active duty as an officers after obtaining a college degree.

10.6. SAT and ACT. These tests are required for admission to colleges, to service academies, and for consideration for military service funded college scholarships. The AFJROTC instructors will publicize the need to register for these tests with the high school's counseling office. Cadets should also take the PSAT and plan on taking the SAT or ACT more then once since the services use the highest test score for scholarship consideration.
