TROY ELGIN SHIPMAN Illustrious Grand Master

2010-2011

Troy E. Shipman was born December 28, 1953 in El Paso, Texas at Fort Bliss Hospital. He graduated from Classen High School in Oklahoma City, Oklahoma and from East Central University in Ada, Oklahoma, the latter with a Bachelors of Science degree in mathematics. Also a charter member of Pi Mu Epsilon, National Honorary Society Oklahoma Delta Chapter, for superior achievement in mathematics. He received Oklahoma State Department of Education Teaching Certificate for Mathematics. On July 4, 1987, he married Angela Michele Ward and together they have six children; Eddie, Christopher, John, Sherry, Lisa, and Benjamin. Also, they have ten grandchildren, five girls and five boys. His Masonic history began on January 18, 1969 when he was initiated into Siloam Chapter of the Order of DeMolay, Grand Master J. Clay Thrash DeMolay Class at Guthrie, Oklahoma. In DeMolay he served as Master Councilor of his Chapter in January1973 and District Master Councilor 1974. He has received the DeMolay Honors and awards of the Distinguished Service Award 1974, Chevalier 1974, a member of the Fabulous "4"Club 1974, Cross of Honor 2004, Legion of Honor 2004, Zerubbabel Key 2007, Advisor's Key 2008. He has served many chapters as an Advisor from 1980 to present. Served as "State DeMolay Dad" in 2008-2009. He also serves as Chairman of Coal County DeMolay since the formation of the Chapter. Troy was initiated, passed, and raised a Master Mason in Coalgate Lodge No. 211, and also holds memberships in Allen Lodge No.89, and Roff Lodge 169. He served as Worshipful Master of Roff Lodge No. 169 in 2008. He has served as President of District No. 38 in 2008. He served on several Grand Lodge committees. He received the degrees of Royal Arch Masonry, Cryptic Masonry, and the Orders of Chivalric Masonry on August 24, 1991 in Jacksonville, Florida, moved membership to McAlester, Oklahoma on November 11, 1993. He served as High Priest of Indian Chapter No. 1, Illustrious Master of Union Council No. 3, and Eminent Commander of McAlester Commandery No. 6 in 2004. On July 23, 2006 he was appointed as Grand Representative of the Grand Chapter of Iowa and on June 14, 2008 the Grand Representative of the Grand Council of Nebraska. He also received the Knights of the York Cross of Honor on May 16, 2009. Troy is currently serving as Most Illustrious Grand Master of the Grand Council of Cryptic Masons of Oklahoma and also Grand Sentinel of Royal Arch Masons of Oklahoma and District Deputy of District 8. In the Allied Masonic Degrees he is Sovereign Master of Paul T. Million, Jr. Council No. 455. In the Holy Order of High Priesthood he is Senior Deacon. In the Past Commanders Association he is also First Lieutenant. In McAlester York Rite he serves as Treasurer. He is a member of Oklahoma Lodge of Research, Scottish Rite of Freemasonry, S.J.-Royal Order of Ducks, Knights Templar Eye Foundation-Life Sponsor, York Rite College No. 75, Knight Masons Joseph S. Lewis Council No. 66, India Shrine (Van Driver), Tall Cedars of Lebanon-Cross Timbers Forest No. 204, Thrice Illustrious Master-Order of the Sword and Trowel, Knights Pythias, and Chief Justice of Amrita Grotto M.O.V.P.E.R.

There being a constitutional number of Councils represented to form a quorum, the One-Hundred Seventeenth Annual Assembly of The Grand Council of Cryptic Masons of Oklahoma was opened in the Wyndham Garden Airport Hotel, Oklahoma City, Oklahoma at 1:00 p.m., Friday, April 29, 2011. PROCEEDINGS OF THE ONE-HUNDRED SIXTEENTH ANNUAL ASS EMBLY A motion was made and seconded to approve the printed proceedings of the 116th annual assembly. Motion prevailed.

ADDRESS OF THE MOST ILLUSTRIOUS GRAND MASTER

To the officers and members of the Grand Council of Cryptic Masons of Oklahoma, distinguished guests and companions all.

It is my honor and privilege to welcome each of you to the One Hundred Seventeenth Annual Assembly of the Grand Council of Cryptic Masons of Oklahoma. To those attending for the first time, I encourage you to participate in our deliberations within the limits of our laws and customs, and to the extent in which you are comfortable. To our honorable guests from other jurisdictions, we offer you a warm and hearty welcome. If we can do anything to make your stay more enjoyable, please let us know.

To our distinguished guests from Oklahoma, welcome and thank you for your dedication and service to our great fraternity.

Last April, you elected me the Most Illustrious Grand Master, giving me the high honor of representing you. I will always be grateful for that opportunity. I have been most honored to serve you in this capacity this past year. I leave with tremendous respect for the Grand York Rite Council and my thanks goes out to the Grand Officers, the District Deputies, the Committee Chairman and members for their heart-felt support this past year. The Past Illustrious Grand Masters have, without fail, offered their help, encouragement and support. I will forever be grateful for their dedication to Cryptic Masonry.

I wish to express my sincere appreciation to the Grand Recorder, Gary Davis, for his continued guidance and assistance as we have persevered this year. I did not doubt for a moment, he has always been there, taking on the non-glamorous jobs that needed to be done, and doing them in spite of his health. Again, my deepest thanks. I would be remiss if I did not profess to mention our Grand Treasurer Elwood M. "Ike" Isaacs, whom I have gotten to know personally over the years, is a joy to know and be around. Everyone knows the economic roller coaster, the American economy has been on for the past few years. The mortgage bust, the trouble of major financial institutions, the ups and downs of the stock market, have made financial planning nearly impossible.

Investments which were rock-solid one day and losing money the next. Throughout all of that, Right Illustrious "Ike" kept a steady hand on the financial tiller and brought us

through. He has been a very good friend and advisor. To Companion Ron Carr, Most Excellent Grand High Priest of the Grand

Chapter, Royal Arch masons of Oklahoma, and Sir Knight Dewayne Dixon, Right Eminent Grand Commander of the Grand Commandery, Knights Templar of Oklahoma, for their cooperation and support in making the past year very rewarding and enjoyable. These are two friendships that I will cherish all my life. We have talked and planned many things with a common goal being the betterment of York Rite Masonry of Oklahoma. I hope what we have tried to do will have a lasting and positive impact for many years.

I offer a special thank you to Judy Dixon, for taking over the coordination of our Grand Sessions, and with the help of Companion David Ray, whose years of coordinating our Grand Sessions are greatly appreciated. Necrology Last night at a memorial service, we honored the passing of Companions who have traveled on to that house not made with hands eternal in the heavens. They shall be sorely missed, but live on in our hearts. Dispensations This year, a total of 5 dispensations were requested, routine in nature, all approved, and on file in the Grand Recorder's office. Committee Appointment By Letter dated 16 November 2011, myself and Ronald L. Carr, Grand High Priest of the Grand Chapter of Royal Arch Masons of Oklahoma, appointed Elwood Isaacs, Charles Stuckey, and James C. Taylor to serve on a committee to review the current Constitution and General Laws of the Grand Council with the ultimate purpose to rewrite as necessary, without changing the meaning of the current Constitution and General Laws, so that they read as consistent as possible with those of the Grand Chapter. This report will be presented for the Companions to approve at this Grand Assembly. Recommendations In reviewing the reports of the District Deputies and attending many official visits, I have found many positive aspects of the current state of Cryptic Masonry in Oklahoma. For example, many councils are enjoying excellent attendance on a regular basis,

participate in public functions and provide York Rite information to Blue Lodges and other bodies. Where communication is the key, success can be found with a kind word.

Regrettably, some of our Councils are having a difficult time and may face closure. We must challenge ourselves to use our imagination and initiative to develop ways to improve the status of Cryptic Masonry. Conclusions Last but not least, a very special thanks to my Lady Angela for all her efforts doing various tasks, taking messages, spending many nights at home during my travels, and traveling with me on many of my visits. She is truly the love of my life and proof that "where hope shall live, then the dream shall never die." We want to express our thanks to all Companions and Ladies for all the courtesies and friendships shown us this year. We will be forever grateful. Total Losses 111 Membership: 31 December 2010 1,417 Net Membership Loss: 37 We had a decrease of 37 members compared to 19 last year. Greetings of 57 compared to 78 last year, Suspensions/withdrawals were 68 compared to 69 last year. All Councils have submitted quarterly reports for Year 2010. We had 41 members reported on the Annual Reports who are unable to pay their dues.

Perpetual memberships showed a gain of 7, with an ending total of 466 living and 221 deceased perpetual members. Almost 32% of our members are perpetual members.

Companions, nothing much has changed since last year. Even though our membership is declining, this job seems to get tougher and tougher to stay up with. I continue to ask you, as Recorders, to help out by being prompt with your reports and annual returns.

To Committee Chairman: All of you should have a report submitted to the Grand Recorder's Office by the required due dates in order to get them in the pre-print for the annual convocation. This seems to be the worst year in that regard and I gave everyone plenty of notice.

RESOLUTION No. 4 2010

To: Most Illustrious Grand Master and members of Grand Council, Cryptic Masons of Oklahoma, WHEREAS, it is the intent to re-write the Constitution and General Laws of the Grand Council, Cryptic Masons of Oklahoma, and WHEREAS, Article 3, Section 3, Voting, is being clarified to limit vote to a maximum of three for any member, and WHEREAS, the changes being made are only to make the Constitutions of the Grand Chapter and Grand Council read approximately the same, and WHEREAS, the current Constitution requires that any change shall be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Assembly. THEREFORE, be it resolved that this rewritten Constitution of the Grand Council be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Assembly.

CONSTITUTION ARTICLE 1

Section 1 . Name. The name of this body shall be "The Grand Council of Cryptic Masons of Oklahoma". Section 2. Allegiance. This Grand Council is a member of the General Grand Council of Cryptic Masons, International. Section 3. Jurisdiction. Its jurisdiction shall be the territorial limits of the State of Oklahoma. Section 4, General Powers. This Grand Council shall have and exercise supreme power and authority over Cryptic Masonry within the State of Oklahoma. It has, and of right exercises, the sole power of government, superintendence and control over all Councils of Cryptic Masons in its jurisdiction. Section 5. Special Powers. It has the power especially; a. To enact and enforce all laws and general regulations for the government of the Cryptic Rite of Masonry (Councils under its jurisdiction, and) , at pleasure, to alter, amend or repeal the same. b. To constitute new Councils by granting dispensations and charters under seal (with the right to confer therein the degrees of Masonry denominated Royal Master, Select Master and Super Excellent Master) , and, for good cause, may (arrest,) annul, revoke, suspend (or amend any pre-existing charter) and l the same at (its) pleasure. c. To settle all controversies that may arise between its constituent Councils (and it has the final decision and determination on all grievan ces and matters of controversy that may be brought up by appeal or otherwise) . d. To reprimand, suspend or expel from its own body any member for a violation of its Constitution or the General Laws of the Grand Council. made in pursuance thereof. e. To assess and collect from the several Councils under its jurisdiction such sums of money, annually, as may, from time to time, be approved for its support and maintenance of the Grand Council (and its charities) . f. To supervise the state and condition of its own finances, and to adopt such measures

in relation thereto as may be deemed for the good of Cryptic Masonry. g. To establish and preserve a uniform (ritual of the several degrees of Cryptic

Masonry.) code of work, ceremonies, rituals and degrees. h. To consider and review at each Annual Assembly the reports and actions of the Grand Officers, and of the several Councils under its jurisdiction, for the preceding Cryptic year. i. To consider and do all whatsoever it may regard as necessary, or appertaining to the well-being and perpetuation of Cryptic Masonry in Oklahoma. j. (The enumeration of the foregoing jurisdictions and powers shall in no manner limit the jurisdiction, power or right of this Gran d Council to exercise its inherent powers as sovereign, according to ancient custom an d usage, over any other matter or thing falling within the sphere of Crypti c Masonry in this Grand Jurisdiction.)

ARTICLE 2 Section 1. Of Whom Composed. The Grand Council of Cryptic Masons of Oklahoma shall be composed of the following officers and members: Grand Master, Deputy Grand Master, Grand Principal Conductor of the Work, Grand Treasurer, Grand Recorder, Grand Captain of the Guard, Grand Conductor of the Council, Grand Marshal, Grand Steward, Grand Sentinel, Grand Chaplain, and Past Grand Masters. The Masters, Deputy Masters and Principal Conductors of the Work, for the time being, of Constituent Councils in its (this) j urisdiction, and of all Past Masters of such Constituent Councils, so long as they remain members of Councils in this jurisdiction, Past Masters of other Grand Jurisdictions who have affiliated with a Council under the Jurisdiction (of this Grand Council) may and become (a member of this Grand Council by majority vote at any Annual Assembly of) affiliated with a constituent chapter and who have been elected to membership in this Grand Council. Section 2. Proxies. Should the Master, Deputy Master or Principal Conductor of the Work of any Council be unable to attend any Assembly of the Grand Council, (any) either of them may appoint any member of his own Council as his proxy to represent him in the Grand Council. The Certificate of Appointment shall be in writing and signed by the officer appointing him and attested by the Recorder. (In the event that the Master, Deputy Master or Pri nciple Conductor of the Work of a Council, for reason of death or permanent removal , is not available to sign the Certificate of Appointment, the authority to appoin t a proxy for that office or offices and to sign the Certificate of Appointment shall devolve upon the highest ranking officer, Master, Deputy Master or Principle Conductor of the Work.) Section 3. Officers' Titles. The title of the Grand Master is "Most Illustrious". (The title) of the (all) other elective officers (Grand Officers shall be) “Right Illustrious"; and of the appointive (Grand) Officers (shall be) "Illustrious", Any companion who shall have been elected to the position of Master of a council is entitled to the title of "Illustrious", and any Master of a council who shall have completed the term for which he was elected shall be entitled to the rank of Past Master and shall also be entitled to the title of "Illustrious". (and Master (and Past Master) of constituent Council s shall be addressed as “Illustrious”. All other officers shal l be addressed as “Companion”, the title common to all Cryptic Masons. Past Offic ers shall be addressed as present officers of like rank ).

ARTICLE 3 Section 1. Annual Assembly. One Annual Stated Assembly of this Grand Council shall be held and special assemblies may be convened, as provided by its laws. Section 2. Quorum. To authorize the opening of the Grand Council there shall be present the representatives of nine chartered Councils, which number shall at all times constitute a quorum. Section 3. Voting. On all questions before this Grand Council each member present shall have one vote, by virtue of membership, but, when voting by paper ballot, a Past

Grand Master who is then serving his Council as Illustrious Master, Deputy Master or Principal Conductor of the Work (is entitled to one vote) , or who is carrying a proxy or

proxies as specified in Article 2, Section 2, shall be entitled to (any combination of) a maximum of three votes. Voting in this Grand Council shall be, first, by paper ballot, and, second, by show of hands. The first method shall be used in the selection of officers and elsewhere as provided by law, except that, by unanimous consent, the second method may be used. In all other matters the second method shall be used unless nine or more members concur in a request for (a paper) ballot, in which case the first method shall be used; provided that the Grand Master or presiding officer, may, on occasion, order the use of the first method, when in his judgment, the second method would not properly reflect the will of the Grand Council.

ARTICLE 4 Section 1. The Constitution of this Grand Council shall be construed as paramount to the General Laws; and all laws, rules, regulations and edicts heretofore enacted and decisions of Grand Masters in conflict therewith, shall be null and void. Section 2. This Constitution shall take effect and be in force from and after its adoption by this Grand Council. Section 3. Constitution, How Altered. This Constitution may be altered or amended by resolution, in writing, stating distinctly the proposed alterations or amendment, which shall be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Assembly. An affirmative vote of two-thirds of the total votes cast shall be necessary for its adoption. In the event any such proposed alteration or amendment to this Constitution contains any proposition that would have the effect of relinquishing, eliminating or detracting from the Sovereign Powers of this Grand Council; then, and in such event, in addition to the foregoing provisions for adoption, such proposition shall be submitted to the constituent Councils, and should nine or more Councils vote to reject the proposition the same shall be declared lost. 2011 To: Most Illustrious Grand Master and members of Gr and Council, Cryptic Masons of Oklahoma, WHEREAS, the Grand Council incurs additional expenses when various dispensations are requested, and granted, and WHEREAS, it is necessary for the Grand Recorder to write letters and complete the necessary forms for the Illustrious Grand Master to approve, and WHEREAS, after the approvals are granted the Recorder must notify the constituent Councils that their request for dispensation was either approved or disapproved. THEREFORE BE IT RESOLVED: that we add the following sub-paragraph to Article 6, Section 1, “sub-paragraph (f) For each dispensation for any other purpose a fee of $10.00 must accompany the request.

Oklahoma met on Thursday, April 28, 2011 in the Sycamore Room of the Wyndham Gardens Hotel, Oklahoma City, OK. The meeting was called to order by David Snyder, Chairman at 8:35 pm.

This committee has submitted a list of grammatical and technical corrections to the Grand Secretary to clarify the Address of the Grand Illustrious Master for publication.

The Jurisprudence Committee reviewed the Dispensations and found that most were proper and within the power of a Grand Illustrious Master with the following exception: The Dispensation issued to Bernard Council on 12-10-2010 should be struck since it was their regular business meeting night.

YOUTH AMBASSADOR COMMITTEE

Your Youth Ambassador Committee has attended many of the state-wide events

held by the Youth Orders this year. It is our desire that we have more York Rite members attend the DeMolay York Rite Workshop in January of each year. Your York Rite Bodies give a regulation Commandery Sword to an outstanding DeMolay each year. It is a highly sought award given for outstanding service to DeMolay and is chosen by our Grand Officers. We have seen a larger number of young men joining Masonry, both while still active DeMolays and as soon as they reach majority. It seems that a much smaller number of those young Masons are joining the York Rite. As York Rite Masons, we need to step up and share with them the benefits of our Orders. I would be remiss to note that there are not DeMolay Chapters, Rainbow Assemblies, nor Job's Daughters Bethels sponsored by many of the our York Rite Bodies or Lodges where we meet. Being personally involved in both a DeMolay Chapter and a Rainbow Assembly, I can assure you that the efforts necessary to assist these young people on the road to life is a service well worth the effort. CUSTODIAN OF THE WORK COMMITTEE REPORT

This committee has not received any requests for assistance in the degree work at the local level. We realize that some of the councils have members who are proficient in the ritual but others are not. We would encourage all councils to be able to confer at least one degree and take part in the Regional Field Days. We have noted that several of our Councils are becoming proficient in some of the Council Degrees and we strongly urge them to continue the good work

Again, we recommend doing work at the local level so far as possible, but also to support the Regional activities.

MASONIC CHARITY FOUNDATION REPORT

To: The Officers and Members of the Grand Council of Cryptic Masons of Oklahoma: The Masonic Charity Foundation is a very important part of our charitable activities of the Oklahoma Masonic Family and continues to provide financial assistance for charitable and educational activities throughout the state, made possible by donations to the Foundation and the investment.policies monitored by the Investment Managers and ratified by the Board of Directors. The programs of the Masonic Charity Foundation continue to touch more lives, meets a wider range of needs and is available in more areas of the state than any other private philanthropy in Oklahoma. Through the Community Matching Funds and the Promises Matter Matching Funds programs, funds are available for the local Lodge to help meet the needs of their town and members of the Masonic family as well as non-Masons alike for charitable projects of the local Lodges. In cooperation with the Area Agencies on Aging, funds are dispersed to those in need in addition to the Matching Funds program. The local AAA receives the funds and distributes them to the persons 55 years and older and who otherwise qualify for financial assistance. The Matching Funds program and the Promises Matter Programs are still very active and more Lodges are encouraged to avail themselves of these funds for their local communities.

Many other programs are still in place and active, such as the Student of Today, Teacher of the Year, Partners to Prevent Blindness, OETA support, Essay Contest,

assisting our Masonic youth organizations and others, all of which are important to our Masonic activities. Our continuing support of the Masonic Charity Foundation is very important if we are to continue our charitable and educational support and the relief of those in need in our communities. CMMRF COMMITTEE REPORT Founded in 1986 to research and find cures for peripheral vascular disease and its

complications, the Cryptic Mason Medical Research Foundation continues to make great progress in finding treatments for a disease that touches everyone in all walks of life. CMMRF funds research at the Indiana Center for Vascular Biology and Medicine (ICVBM), which is located at the Indiana University School of Medicine in Indianapolis, Indiana. Because all blood vessels are very important in maintaining the health or in repairing almost all tissues, nearly all diseases turn out to have a vascular component involved in their origin or in tissue repair. Diabetes, stroke, poor leg circulation, difficult wound healing and many more diseases share a common denominator, blood vessels! Centering our contributions to an organization that helps so many different health concerns around the world allow contributors to share in the medical advancements, regardless of their state or country. Through this research, we hope the causes and eventually a cure will be found for Diabetes and many other vascular related diseases. CMMRF donated $240,000.00 to the research center in 2010. Overall, we have donated $2,694,000.00. In 2010, OK Councils/individuals donated $2,940.50 which ranked us 21st among the other states. Overall OK has donated $87,597.84. Tulsa Council No. 22 has earned a triangular plaque for having donated at least $1,000.00. Norman Council No. 27 has earned a plaque and one extender bar for having donated at least $2,000.00 and Bartlesville Council No. 41 has earned a plaque and 3 extender bard for having donated at least $4,000.00. There are several Councils in OK that are getting very close to the $1,000.00 level in order to earn their triangular plaques. Hopefully, they will reach that level in 2011. We would urge every companion and Council to give as generously as they can to the great cause as it may help you or a member of your family, now or in the future. The Masonic Temple Association, incorporated under the state laws of Oklahoma, is in a “hold” situation and receiving no contributions pending resuming efforts to build a York Rite Temple. ADULT LEADERSHIP AWARD

MICHAEL BRANSON This award is given to a Companion for their Adult Leadership for contributions

and work in the Masonic Youth Bodies, Order of Rainbow, Job’s Daughters, and Order of DeMolay.

Companion Branson is a member of Frontier Lodge No. 48 in Stillwater. He belongs to Stillwater Chapter No. 14, Stillwater Council No. 50, and St. John’s Commandery No. 8. Companion Branson has served as Worshipful Master of his Lodge.

Michael has been a main-stay of youth leadership for over a quarter of a century. He started out as a DeMolay in Stillwater Chapter, earning the honor of Chevalier, along with serving in various Chapter and State leadership roles. After becoming a Mason, Mike became an adult advisor to the Stillwater Chapter. During that time, they experienced exceptional growth and won many individual and team awards for ritual work, both within the state of Oklahoma and at the national ritual competition at the Frank Marshall Tournament in Arlington, Texas. Companion Branson's leadership continued as he was selected to be the district governor for Creek District in Oklahoma, serving under three executive officers over a span of 20+ years. He is responsible for leading one of three districts; organizing events and district meetings around the state. He has also-served as President of the State Advisors Board for the Oklahoma DeMolay Association and was selected as State Dad by the members of Oklahoma DeMolay. Mike is an active member of the Court of Chevaliers. Mike Branson has always made a point of maximizing the relationship between the three Masonic youth bodies. He ensures that all the young men attend Rainbow for Girls and Jobs Daughters installations and functions, and invites the young ladies to all the chapter and district events as well. Companion Branson is a fine example of adult leadership of the youth organizations of Oklahoma. His position as adult leader in DeMolay has encouraged many young men to pursue membership in Freemasonry and the York Rite bodies, thus keeping our chapters, councils and commanderies young and revitalized for the future.

GLENN H. KINSLEY

Companion Kinsley was greeted in 1990. He has served Woodward Council as Illustrious Master nine times, most recently in 2010. He is a member of the Council of Thrice Illustrious Masters of Oklahoma and a member of the Order of the Sword and Trowel. He has served the Grand Council as Grand Conductor of the Council in 1995-1996, District Deputy Grand Illustrious Master for District 1 in 1997-98 and in 2005-2006. During 2010 Companion Kinsley's leadership caused membership to be increased. A field day was held in Woodward at which ten (10) new Companions were greeted, of which five (5) are Woodward members. A Woodward Companion was greeted at the Grand Master's Field Day in Shawnee. Additionally, two Companions affiliated for a total membership increase of eight (8) members. Net of reductions the total membership increase for Woodward Council in 2010 was seven (7) or 14%. The Cryptic Mason Medical Research Foundation is the principal charity of Cryptic Masonry (CMMRF). Companion Kinsley's support of the CMMRF resulted in Woodward Council members donating $641.50 or $11.06 per member to further the mission of this Foundation. These donations represented 26 % of the amount received by the CMMRF from Oklahoma Councils during 2010. Companion Kinsley has an outstanding Masonic service record.
