We are pleased to inform you that the Pump Installation work permitted for the Anahola Well B (Well No. 0818-02) is complete and acceptable. This certificate of pump installation completion allows you to continue pumping your well for reasonable & beneficial water use.
Please continue to use your water use reporting form.
To protect Hawaii's natural ground water resources for the benefit of all, the following requirements apply to the use of your well:
1. If the well is not in use it must be properly capped.
2. If the well is to be abandoned then the landowner must cause a licensed contractor to apply for a well abandonment permit in accordance with §13-168-12(f), HAR, prior to any well sealing or plugging work.
3. In the event that the well operator and/or landowner changes, the Commission shall be notified prior to the change.
4. In the event the benchmark in the concrete base of the well is altered in any way, an updated version of the Well Elevation page of the Well Completion Report Part I shall be submitted to the Commission. If a licensed surveyor had estimated the original benchmark elevation then a licensed surveyor must establish the new benchmark elevation. The Well Elevation portion of the Well Completion Report Part I can be obtained by contacting Commission staff or at www.hawaii.gov/dlnr/cwrmlforms.htm.

5. Your approved pump has a capacity of200 gpm at a head of270 ft. In the future, pump replacements of equal or lesser capacity will not require an additional permit from the Commission, but will require the submission of a Well Completion Report Part II by the licensed pump installer. If the pump replacement is greater than the existing pump, you will need to apply for a new pump installation permit.
6. The landowner shall cause the well operator to maintain the installed meter or other appropriate means for measuring and reporting withdrawals and water levels, and appropriate devices or means for measuring chlorides and temperature. These data shall be measured monthly and reported to the Commission on a monthly basis, on forms provided by the Chairperson (attached), in accordance with § 13-168-7, HAR. 7. The proposed use shall not adversely affect existing or future legal uses of water in the area, including any surface water or established instream flow standards. The authorization to drill a well and/or install a pump shall not constitute a determination of correlative water rights. The landowner and well operator are notified that the quantity of water taken from the well and/or the pump capacity could be reduced by the Commission in the future.
Because ground water in Hawaii is a public trust, and adverse effects at one well may affect other water resources, any violation of the above conditions or any other provision of the Hawaii Administrative Rules may be subject to fines of up to $5,000 per day. The Commission needs your help and asks that you to do your part in utilizing this shared resource. We prefer to work with you in meeting the goal of protecting our ground water resources together.

We have reviewed the "Geohydrologic Evaluation of Wastewater Disposal in the Vicinity of the Anahola Wells, Kauai" and concur that "it is very probable that the residential area will lie down gradient from the D.O.W. wells". The evidence presented seems to indicate that use of septic tanks with drainage pits will not present a hazard to the wells.
However, we recommend that the 1000 foot radius, no-disposal zone, be kept as an added precautionary measure.

The Department of Hawaiian Home Lands (HHL) has proposed the construction of up to 90 residential house lots on lands mauka of Kuhio Highway at Anahola (see map). The actual numger of lots has been reduced to provide adequate water pressure as noted on the' map. The HHC has requested a variance from Chapter 11-63 Wastewater Systems Section 11-62-31 (a)(l)(A) to permit the use of individual septic tanks and drainage pits. Additionally, the Department of Water (D.O.W.) of Kauai County has requested that no wastewater disposal occur within a 1000 foot radius of its Anahola wells. The proposed drainage pits would be located mauka of the Underground Injection Control line (UIC line), which is Kuhio Highway.
The project is located on former agricultural lands containing deep, residual soils which overlie the lavas of the Koloa volcanic series. Surficial weathering extends to as deep as 75 to 100 feet. This weathering has resulted in a uniform textured silty clay soil extending to a C horizon depth of at least fifty feet in most locations.
Wells 90 A and B (see table attached) of the D.O.W. are constructed with solid casings extending t~ elevations of minus 25 feet of a well entry submergence of about 40 feet below the water table.
A third well is proposed for the same site. To preclude any surficial contact between the wells and any wastewater disposal systems, the D.O.W. has established the no-disposal zone of a 1000 foot radius around its wells. Alth..o-Ugh_no._.\i~ have been drilled elsewhere in the vicinity, it ia,very prob~ble)that the residential area will lie down gradient -fiom--the D.O.W. wells. The surface runoff from the development is directed away from the wells.
Sugar cane culture remains on the lands mauka of the residential site and the well site. The most recent chemical analysis of the Anahola water supply contains no evidence of fertilizers in the water table as might be found in non-artesian aquifers (see attached analyses). Because these cane fields overlie the potable recharge areas up-gradient from the D.O.W. wells, it must be concluded that the well design, in combination with soils and hydrologic features, are effective in precluding surficial contamination of the drinking water supply by the agricultural practices in the recharge area.

Based on the findings of this investigation, it is concluded that there is no evidence, either in the field of from past land use pra~ices, which might indicate that the use of septic tanks with' drainage pits would present a hazard to the D.O.W. Anahola wells. Further, the location of the residential area both down slope and down gradient from the wells precludes direct contact of wastewaters for both the wells and the tributary aquifer. Drainage pits, up to 30 feet in depth, will not have direct contact with fresh bedrock. A field investigation has indicated that weathering of the underlying Koloa lava is deep and extensive.
