Actions 1 – 7 have already been completed. The Final Report will be submitted on or before the deadline of 31

st March 2020.

No. 58 Sri Lanka Consultant - Sustainable Fisheries / Sustainably Certified Seafood 2017 July 33 months Seafood Exporters’ Association of Sri Lanka (SEASL) 2020 Mar Sri Lankan longline fishery improvement project (FIP) The Sri Lankan longline FIP was launched by the SEASL at the Seafood Global Expo in

Brussels in April 2017. In May the SEASL signed a Memorandum of Understanding (MoU) with the Ministry of Fisheries and Aquatic Resources to improve the biological and ecological status of Sri Lanka’s longline tuna and billfish fisheries. The MoU also bound the parties to develop and implement national and international fishery specific management measures to improve and maintain the biological and ecological status of each fishery. An internal assessment of the status of the fishery against the Marine Stewardship Council’s (MSC) Fishery Standard was conducted with officers and staff of the MFAR, the Department of Fisheries and Aquatic Resources (DFAR), the National Aquatic Resources, Research and Development Agency and the Ceylon Fisheries Harbour Corporation in September. The outcome of the internal assessment provided members of the FIP with an indication of current status of the fisheries and identified actions to be implemented to improve the fisheries towards becoming ‘sustainably managed’ fisheries by December 2021.

Over the past three years the FIP has designed, raised investment for and implemented the following actions to improve the status of Sri Lanka’s longline fisheries for yellowfin and bigeye tuna and swordfish A review and update of the Sri Lanka National Plan of Action for the Conservation and

Management of Sharks (SLNPOA – Sharks 2018 - 2023) The research and development of a local observer protocol to enable the DFAR to

collect verified catch data and other scientific data for tuna and tuna-like species from < 24 multiday fishing vessels, in accordance with IOTC’s Resolution 11/04 On a Regional Observer Scheme

Facilitated a training programme on the IOTC’ stock assessment methods and harvest strategy evaluation and conducted research on the application of non-conventional stock assessment methods to assess the impact of Indian Ocean fisheries on the yellowfin tuna stock.

A pre-assessment (PA) of the fisheries against the MSC’s Fisheries Standard was conducted by MSC approved consultants in December 2018. The fisheries achieved a score equivalent to a conditional pass of the MSC Standard, but the fisheries failed the PA overall. The longline FIP is rated as ‘A – advanced progress’ by fisheryprogress. org

No. 57 Sri Lanka Consultant - Sustainable Fisheries / Sustainably Certified Seafood 2014 Apr 57 months Seafood Exporters’ Association of Sri Lanka (SEASL) 2020 Mar Sri Lankan blue Swimming crab fishery improvement project (FIP)

The Sri Lankan blue swimming crab (BSC) FIP was initiated by the National Fisheries Institute Crab CC (NFI CC) and members of the SEASL in May 2013. An assessment of the fisheries in the Palk Bay and Gulf of Mannar (see No.50 below) was used to formulate a FIP Scoping Document. The Scoping Document set out the key improvements necessary to improve the biological status of the stocks; to reduce the fisheries’ ecological impact and to improve the management of each fishery. A Steering Committee comprising representative of fishing communities, seafood companies and the regulatory authorities was formed to oversee the implementation of the FIP in March 2013. Economic equity and social responsibility throughout supply chains for BSC products have subsequently been added as key objectives of the FIP alongside biological and ecological sustainability and effective management. Since April 2014 the FIP has conducted six annual stock assessments in each fishery using a novel, length-based approach to estimate spawning potential. The members of the FIP have developed a harvest strategy and harvest control rules and tools for each fishery. Undergraduate students from three local universities have conducted 18 non-target species studies and assessed the ecological impact of BSC fisheries on critical marine habitats using a geographic information system. The FIP has continues to drive improvements to the management of the fisheries at the local and national level. Initiatives include the introduction of a regulation for BSC fishing, an export schedule for BSC products and the declaration of district level fisheries management areas and fisheries management committees. A PA of the fisheries against the MSC’s Fisheries Standard was conducted by a MSC approved Conformity Assessment Body (CAB) in 2017. The fisheries achieved a score equivalent to a conditional pass of the MSC Standard, but the fisheries failed the PA overall. New information and data was submitted to the CAB in March, with the aim of improving the scoring guidepost the fisheries failed in 2017 and the scores for the two fisheries overall. In January 2019 the Sri Lankan blue swimming crab fisheries in the Palk Bay and the Gulf of Mannar became the first fisheries in Sri Lanka and the only blue swimming crab fisheries in South and South East Asia to be ‘eco-recommended’ by the Monterrey Bay Aquarium’s Seafood Watch programme, as ‘sustainably managed fisheries’.

enhance the management and enterprise development capacity of 11 fishermen’s cooperatives in the Poonakary area. An assessment of the management capacity and assets of the fifteen FCS was completed. Thereafter management assistance was provided through the Provincial Department of Cooperative Development and provisions were made to employ clerks in all societies for six months to achieve a level of ‘functional fishermen’s cooperatives’.

Subsequently further technical assistance and individual grants of up to US$1,500.00 were made to six fishermen’s cooperative to commence fisheries related micro enterprises i.e., buying and selling members’ catch, fuel stations and dry fish processing.

Key tasks included the design, implementation and analysis of a study of gillnet selectivity for bottom-set crab gillnets (ongoing) and a length based spawning potential assessment (completed). Guidance is also being given to facilitate information dissemination and consultation among fishing community organisations in the districts of Kilinochchi, Jaffna and Mannar and facilitate these organisations’ participation in SLBSC FIP Steering Committee Meeting in March 2015 (completed).
