PGBA-4 is the forth flight of PGBA with essentially no changes that would invalidate previous materials and parts assessments by McDonnell Douglas and Teledyne Brown Engineering. The MIUL has been updated as necessary for minor changes, and the impact of these changes has been assessed (see attached document). Materials and Parts Verification Requirement: 1. The materials and parts used in the design of the payload hardware must accurately reflect the as -built

hardware. (5.3.1.5.2) 2. Payloads which connect to ISS fluid systems shall use fluids that meet the requirements specified in SSP 30573.

(5.3.1.5.2A, 13.1) Payloads which connect to ISS fluid systems shall meet the fluid system cleanliness levels specified in SSP 30573. (5.3.1.5.2B, 13.1)

3. Surface Cleanliness - Payloads shall conform to Visibly Clean-Sensitive (VC-S) cleanliness requirements as specified in SN-C-0005. (10.1B) Payload design shall allow external surfaces to be cleaned with solvents and equipment available at the launch site (lint free cloths/swabs, isopropyl alcohol, demineralized water, etc.). Visibly clean “SENSITIVE” is the baseline level for all payloads. (10.1A)

4. Stress Corrosion Cracking - Metallic materials (especially those considered to be structure members, such as payload structures, support bracketry, and mounting hardware, and those whose failure could result in a critical or catastrophic hazard), which have a high resistance to SCC according to the criteria of MSFC-SPEC-522 shall be used preferentially. (13.1, 13.1.1) Note: All materials used in fracture-critical structures must have a documented audit trail that assures only materials specified by the drawing have been used. (13.4)

5. Materials Compatibility - The use of materials, chemicals, and fluids which could create a toxic or hazardous situation for the crew, or which could contribute to the deterioration of hardware in service, shall be given special consideration as to adequate containment and compatibility. (13.1, 13.1.2)

6. Flammability, Nonmetallic Materials - Payload materials shall be nonflammable or self-extinguishing per the test criteria of NHB 8060.1. (13.1, 13.1.3, 14.1.1)

7. Toxic Offgassing - All flight hardware located in habitable areas shall meet the toxicity offgassing acceptance requirements of NASA-STD-6001, Test 7. (13.1, 13.1.4)

8. Galvanic Corrosion - Payloads using ISS fluid systems/EXPRESS Rack fluid systems shall use internal materials that are compatible according to MSFC-SPEC-250, Table III, or that will not create a potential greater than 0.25 V with the ISS system internal materials due to a dissimilar metal couple. (5.3.1.5.2C, 13.2)

9. Fungus-Resistant Materials - Payloads that are intended to remain on-orbit for more than 1 year shall use fungus-resistant materials according to the requirements specified in SSP 30233, para. 4.2.10. (13.3)

Description of Verification Method: 1. Verify by inspection that the materials used in the design of the payload hardware accurately reflect the as -built

configuration. 2. Verify by test that all payloads, which connect to ISS fluid systems, use fluids that meet the physical and

chemical requirements specified in SSP 30573, Section 4. The verification shall be considered successful when the test results show the fluids used in the payloads comply with the physical and chemical requirements specified in SSP 30573. Verify by test the fluid systems cleanliness levels. The verification shall be considered successful when sampling tests per SSP 30573, Section 4 show that fluids in the fluid system hardware comply with cleanliness levels specified. Verify by analysis that all payload materials in contact with the fluid coolant are compatible with the fluid and do not support microbial growth, or that MUAs have been approved for the usage. An analysis shall be performed to determine the compatibility of the fluid coolant with the payload materials it contacts. The verification shall be considered successful when the analysis shows the payload materials in contact with the fluid coolant are compatible with the fluid coolant.

3. Verify by inspection that the payload exterior and accessible interior surfaces are in accordance with VC-S cleanliness requirements as specified in JSC SN-C-0005. An inspection of the cleanliness documentation shall be performed to show the exterior and accessible interior surfaces meet the VC-S requirements. The verification will be considered successful when the inspection shows the payload exterior and accessible interior surfaces meet the VC-S cleanliness requirements specified in JSC SN-C-0005. Verify by analysis that all payload equipment exterior and accessible interior surfaces are capable of being cleaned with solvents and equipment at the ISS launch sites and on-orbit. A compatibility analysis shall be performed to determine if the payload exterior and accessible interior surfaces can be cleaned with solvents and equipment at the ISS launch sites and on-orbit. The verification shall be considered successful when the analysis shows the payload exterior and accessible interior surfaces are capable of being cleaned with solvents and equipment at the ISS launch sites and on-orbit.

4. Verify by analysis that no stress corrosion susceptible materials per MSFC-SPEC-522 are used, or that Material Usage Agreements (MUA) have been approved for their use. The analysis shall compare the materials and parts list and the drawings with the materials listed in MSFC-SPEC-522. The verification shall be considered successful when the analysis shows that no stress corrosion susceptible materials per MSFC-SPEC-522 are used, or that MUAs have been approved for their use.

5. Verify by analysis or test that hazardous materials are compatible with their containment system materials of construction per the requirements of NSTS 1700.7, ISS Addendum, paragraphs 209.1a and 209.1b, and/or are compatible with their use environment. Verify by analysis or test that sample materials are compatible with their containment system. An acceptable test method is NASA-STD-6001, Test 15. Verify by analysis or test that the nominal/planned release of materials to the cabin does not constitute a hazard or could be detrimental to other materials in the cabin.

6. Verify by inspection that the materials used in the design of the payload hardware accurately reflect the as -built configuration. Verification of payload hardware flammability shall be by inspection. The inspection shall determine whether the payload materials either meet the flammability acceptance criteria of NASA-STD-6001 per the worst-case use conditions of NSTS 1700.7, ISS Addendum, or that sufficient justification documentation (such as MUAs) for flammable materials used in quantities as noted in NSTS 1700.7, ISS Addendum, has been presented and approved to allow their use. The verification shall be considered successful when the inspection shows that the payload materials are either nonflammable or self-extinguishing per NHB 8060.1, or that sufficient justification has been approved for their use.

7. Verification of toxic offgassing by payload hardware shall be by test. A test shall be conducted on all payload hardware per the conditions and criteria of NASA-STD-6001, Test 7, to determine the suitability of the payload nonmetallic materials and assembled articles used in crew compartment environments with respect to toxic offgassed products. The verification shall be considered successful when the test results show the payloads in habitable areas meet the toxic offgassing acceptance criteria of NASA-STD-6001, Test 7.

8. Verification of dissimilar metals compatibility shall be by inspection or analysis. The inspection shall compare the materials and parts list with the materials listed in MSFC-SPEC-250, Table III. Verification shall be considered successful when the inspection of the materials and parts list shows that the internal materials used in the integrated rack aqueous fluid systems are compatible according to the table specified. Analysis shall be performed on materials not listed in MSFC-SPEC-250, Table III. Verification shall be considered successful when the analysis of the materials shows that the internal materials used in the integrated rack aqueous fluid systems do not create a dissimilar metal couple greater than 0.25 V with the ISS aqueous fluid system.

9. Verify by inspection that payloads which are intended to remain on-orbit for more than 1-year uses materials that are non-nutrient per the requirements of SSP 30233, par 4.2.10. If a fungus-nutrient material must be used, verify by inspection that it is treated to prevent fungus growth, or that its usage satisfies the requirement. Inspection of design drawings and materials lists shall determine whether fungus-resistant materials have been used as required. Verification shall be considered successful when the inspection shows fungus-resistant materials are used as required.

Required Verification Data / Submittal Dates: 1. Certificate of Compliance (COC) with the requirements. The COC must include the concurrence of an ISS

Program-approved Materials and Processes organization (e.g., the Materials and Processes organizations of NASA field centers which participate in the Materials and Processes Intercenter Agreement) [submit L-4.5 months].

2. Analysis and test reports to support rack level analysis of nominal/planned release of materials [submit L-7 months].

3. Analysis and drawings to support rack-level analysis of flammability [submit L-7 months].

Description of Reverification Requirements: 1. On-orbit subrack payload changeout: Same as the “Description of Verification Requirement” identified above. 2. Payloads remaining on-orbit past the original period of certification of the safety features or inhibits must

perform a re -verification of the activities as identified in the “Description of the Verification Method” identified above. This is the reverification requirement for safety features as per NSTS 18798B, MA2-98-135. It covers not only items that are limited operating life items (i.e., batteries, seals, etc.) but also items such as micro-switches, PRVs, etc., that perform the safety control function for a payload hazard.

Required Reverification Data: 1, 2. Same as “Required Verification Data” identified above. Data Submittal Dates: L-6 months / L-9 months / L-9 months.

PGBA MP-ER-001 Submittal 1. Verify by inspection that the materials used in the design of the payload hardware accurately reflect the as-built

configuration.

The MIUL has been compared to the as-built hardware and accurately reflects the as-built status of the PGBA4 payload. PGBA has flown on three previous missions, STS-77, STS_83 and STS-94. The MIUL was originally prepared for STS-77, reviewed and approved for flight by McDonnell Douglas (Now Boeing Spacehab Huntsville). The MIUL was updated as needed for flight STS-83, submitted to TBE (Spacehab) for review, and approved for flight by TBE (David Ezell, TBE).

The MIUL was again updated for flight STS-112 (PGBA4 – this submittal). Minor changes include the replacement of power and data connectors with ‘like’ connectors using the EXPRESS pin arrangements (same materials), and replacement of various metallic components (non-fracture critical brass fittings were replaced with stainless steel parts of the same function). No new non-metallic materials were added.

2. Verify by test that all payloads, which connect to ISS fluid systems use fluids that meet the physical and chemical requirements specified in SSP 30573, Section 4. The verification shall be considered successful when the test results show the fluids used in the payloads comply with the physical and chemical requirements specified in SSP 30573.

N/A: The PGBA-04 payload does not connect to the ISS fluid system. PGBA contains its own internal water circulation system, which is NOT connected to ISS.

Verify by test the fluid systems cleanliness levels. The verification shall be considered successful when sampling tests per SSP 30573, Section 4 show that fluids in the fluid system hardware comply with cleanliness levels specified.

N/A: The PGBA-04 payload does not connect to the ISS fluid system. PGBA uses a 10% ethanol-water mixture. The ethanol is dissolved in the water coolant system, which is a proof and leak-tested, sealed, pressurized coolant circulation system. The use of alcohol in this application eliminates potential bacterial contamination, and acts as a gear pump lubricant. The use of alcohol in this sealed application is approved.

Verify by analysis that all payload materials in contact with the fluid coolant are compatible with the fluid and do not support microbial growth, or that MUAs have been approved for the usage. An analysis shall be performed to determine the compatibility of the fluid coolant with the payload materials it contacts. The verification shall be considered successful when the analysis shows the payload materials in contact with the fluid coolant are compatible with the fluid coolant.

N/A: The PGBA-04 payload does not connect to the ISS fluid system. See above.

3. Verify by inspection that the payload exterior and accessible interior surfaces are in accordance with VC-S cleanliness requirements as specified in JSC SN-C-0005. The PGBA-04 payload will be cleaned prior to shipment to KSC, and will be re-cleaned prior to handover. At that point, a certificate of cleanliness will be signed and provided at handover. All surfaces are cleaned using approved cleaning agents, provided by Hangar-L or SSPF (typical citrus cleaner, and historically isopropyl alcohol). “KSC ISS-Utilization” personnel (a.k.a. Jeannie Ruiz and colleagues) ALWAYS re-clean, and re-verify cleanliness at handover, prior to moving the payload to the launch pad.

All PGBA accessible exterior and internal surfaces are compatible with the listed and approved cleaning agents. The materials compatibility analysis is on file. Most surfaces are metal (anodized aluminum or steel), with some polycarbonate surfaces (light box, plant chamber box, LCD screen frame, LED lenses and lens covers / holders), and Teflon-insulated wire harnesses. These non-metallic surfaces are all compatible with the approved and customary solvents. See attachment 2 – Materials Compatibility Analysis for PGBA materials exposed to cleaning agents or chemicals in potential contact during laboratory work at Hangar L, SSPF or during payload integration at the pad.

NOTE: Critical items include Polycarbonate (LCD screen frame / cover, lamp box lid, plant chamber lid).

4. Verify by analysis that no stress corrosion susceptible materials per MSFC-SPEC-522 are used, or that Material Usage Agreements (MUA) have been approved for their use. The analysis shall compare the materials and parts list and the drawings with the materials listed in MSFC-SPEC-522. The verification shall be considered successful when the analysis shows that no stress corrosion susceptible materials per MSFC-SPEC-522 are used, or that MUAs have been approved for their use.

The stress corrosion assessment is listed in the updated MIUL for PGBA-04 (ISS.12A). There are only A-rated materials in the PGBA-04 fluid system (pressurized system). All safety-critical structures (PGBA locker replacement shell, mounting brackets, faceplate, pressurized systems) use A-rated materials. There are some B-rated materials in non-critical (neither structural nor pressurized components) applications. These materials were previously approved for flight in an independent review by McDonnell Douglas (STS-77) and Teledyne Brown Engineering (STS-83, STS-94).

5. Verify by analysis or test that hazardous materials are compatible with their containment system materials of construction per the requirements of NSTS 1700.7, ISS Addendum, paragraphs 209.1a and 209.1b, and/or are compatible with their use environment.

Materials compatibility evaluations are performed on a mission-specific assessment by analysis and test. The compatibility report is on file (Carla Goulart, BioServe). All primary, secondary and tertiary levels of containment (as applicable) are compatible with the material to be contained. This verification is primarily controlled by PGBA-unique and PGBA generic hazard reports, and verified with the PSRP and Payload Safety Engineer assigned to PGBA by the PSRP. This verification item 5 in MP-ER-001 appears redundant, and should be eliminated, as its primary control is not EXPRESS, but PGBA hazard reports.

Verify by analysis or test that sample materials are compatible with their containment system. An acceptable test method is NASA-STD-6001, Test 15.

See above. All materials of all levels of containment are tested or analyzed. These types of analysis have been performed on 21 previous missions by BioServe, and all data is on file. Adequate materials compatibility has been documented for all missions. Tests and analysis include exposure tests to 1.5 times the planned mission duration per approved PGBA hazard reports.

Verify by analysis or test that the nominal/planned release of materials to the cabin does not constitute a hazard or could be detrimental to other materials in the cabin.

N/A: there is no nominal release of materials from the PGBA payload. PGBA is a greenhouse, growing plants. As such, PGBA utilizes ISS / NSTS cabin air as an oxygen and carbon dioxide source, and produces oxygen (day) and carbon dioxide (night) in VERY SMALL QUANTITIES in return. The metabolic rate of these processes is very low given the small growth area and light levels. The release of oxygen or carbon dioxide is very small (1/100 to 1/1000 of an astronaut), and negligible when compared to the respiration rate of a human being. The release of gaseous oxygen, carbon dioxide and air humidity at cabin atmosphere levels (21% O2, < <0.1% CO2, <80% r.H.) is not a hazard.

6. Verify by inspection that the materials used in the design of the payload hardware accurately reflect the as-built configuration. Verification of payload hardware flammability shall be by inspection. The inspection shall determine whether the payload materials either meet the flammability acceptance criteria of NASA-STD-6001 per the worst-case use conditions of NSTS 1700.7, ISS Addendum, or that sufficient justification documentation (such as MUAs) for flammable materials used in quantities as noted in NSTS 1700.7, ISS Addendum, has been presented and approved to allow their use. The verification shall be considered successful when the inspection shows that the payload materials are either nonflammable or self-extinguishing per NHB 8060.1, or that sufficient justification has been approved for their use.

A flammability assessment has been performed and is listed / rationalized in the MIUL. Wherever possible, A-rated materials have been used. A few selected materials are B- or U-rated. Their use has been rationalized, and they were approved for flight on STS-77, STS-83 and STS-94, by independent review through McDonnell Douglas and Teledyne Brown. The flammability assessment was reviewed for STS-77 by McDonnell Douglas (now Boeing Spacehab) in Huntsville, and for STS-83 / STS-94 by Teledyne Brown Engineering, David Ezell.

The updated MIUL has been compared to the as-built hardware for STS-112. The hardware has been inspected for the proper rationale used in the MIUL for flammability assessment and rationale for use of material.

7. Verification of toxic offgassing by payload hardware shall be by test. A test shall be conducted on all payload hardware per the conditions and criteria of NASA-STD-6001, Test 7, to determine the suitability of the payload nonmetallic materials and assembled articles used in crew compartment environments with respect to toxic offgassed products. The verification shall be considered successful when the test results show the payloads in habitable areas meet the toxic offgassing acceptance criteria of NASA-STD-6001, Test 7.

The PGBA payload assembly has been offgas tested at MSFC per NASA-STD-6001, test 7 / NHB8060.1C, for mission STS-77. The tests were performed in conjunction with the FGBA payload. Tests data (see attachment 1) therefore contains offgas data for BOTH payloads (FGBA and PGBA). Since then, many years have passed. Since both PGBA and FGBA were new at time of test, and offgassing from new foams, cleaning solvents, adhesives, have since ‘aged’, the actual PGBA offgas data by time of flight STS-112 will be MUCH LESS than those values given in Attachment 1. Some components were replaced with ‘like-items’ for STS-112 (such as new labels, connectors). As they replace items of same material, no impact on offgas data. The PGBA payload passed the test, with a SUMT100 of 0.064221125, with a max. unit limit of 7.7 units (A-rated). Please note that this rating is for PGBA and FGBA, we only fly PGBA. Given the similarity of PGBA and FGBA, sound engineering judgment would indicate that the actual PGBA values are approximately ½ of those listed in Attachment 1.

8. Verification of dissimilar metals compatibility shall be by inspection or analysis. The inspection shall compare the materials and parts list with the materials listed in MSFC-SPEC-250, Table III. Verification shall be considered successful when the inspection of the materials and parts list shows that the internal materials used in the integrated rack aqueous fluid systems are compatible according to the table specified. Analysis shall be performed on materials not listed in MSFC-SPEC-250, Table III. Verification shall be considered successful when the analysis of the materials shows that the internal materials used in the integrated rack aqueous fluid systems do not create a dissimilar metal couple greater than 0.25 V with the ISS aqueous fluid system.

Not applicable, as PGBA does not use the ISS fluid system.

9. Verify by inspection that payloads which are intended to remain on-orbit for more than 1 year uses materials that are non-nutrient per the requirements of SSP 30233, par 4.2.10. If a fungus-nutrient material must be used, verify by inspection that it is treated to prevent fungus growth, or that its usage satisfies the requirement. Inspection of design drawings and materials lists shall determine whether fungus-resistant materials have been used as required. Verification shall be considered successful when the inspection shows fungus-resistant materials are used as required.

Not applicable, as PGBA-04 does not use the fluid system.

Summary of analysis and test reports

Planned Releases All operational modes of PGBA have been reviewed and at no time during its continuous operations in both the orbiter middeck and in the EXPRESS Rack will there be any planned release of materials, with exception of respiratory gas exchanges of plants with cabin air, at cabin air concentrations, at peak exchange rates of 0.01 to 0.001 times those of one human being.

Nominal Releases PGBA will of course evolve gasses over its lifetime, just as any other payload, with non-metallic materials. The offgas characteristics of PGBA were determined via a Toxic Offgassing test run, with test results printed on February 29, 1996 (See attachment 1, MSFC). The payload was subject to the NHB8060.1C test 7 procedures, with a max. unit limit of 7.7 See attached MSFC test report in Attachment 1. These data are still valid for STS-112. Pre-launch cleaning of flight hardware will be accomplished using a citrus-based solvent or similarly approved cleanser, as provided by Hangar-L or SSPF.

Determination PGBA nominal/planned release of materials falls within acceptable parameters.

Materials Compatibility All materials compatibility issues have been reviewed and incorporated into the PGBA payload hazard reports. These have been previously signed by the PSRP for STS-77 (baseline) and will be re-baselined without changes for new documentation references at the PGBA Phase 3 reflight review on January 23/24, 2002.

The hazard reports verify: 1. All levels of containment within PGBA (plants, water, nutrient solution, chemicals such

as Barium Hydroxide, Activated Charcoal, Potassium Permanganate, Titanium Dioxide catalyst, coolants fluid).

2. All fluids contained and approved per the HMST (Hazardous Materials Summary Table – V1 Letter).

3. Only approved fluids loaded at quantities and qualities less than or equal to those listed in the HMST (JSC Toxicology V-2 letter at L-1 Day Handover).

4. Compatibility tested for 1.5 times the nominal mission duration, to account for potential delays in the payload’s return.

Those hazard reports are: 1. STD-PGBA Offgas test, mercury, battery electrolyte, flammability. 2. PGBA-7 Containment of fluid samples (excl. coolant fluid).

Determination: PGBA is capable of safely containing all materials. All controlling hazard reports, analyses, the SVTL, and the HMST are on file and can be requested if necessary. All materials have been previously approved, and offgas test results are attached.

PGBA4 Submittal MP-ER-001 – item 3: The MIUL and all associated documents (offgas, flammability assessment, stress corrosion assessment) have been provided to MSFC / EXPRESS for review. We are awaiting concurrence from the MSFC / EXPRESS assigned independent review of our submittals. Once obtained, we will forward a letter of approval / concurrence, and the MUA once issued.

Attachment 2 – Environmental Compatibility The PGBA-04 payload will be cleaned prior to shipment to KSC, and will be re-cleaned prior to handover. At that point, a certificate of cleanliness will be signed and provided at handover. All surfaces are cleaned using approved cleaning agents, provided by Hangar-L or SSPF (typical citrus cleaner, and historically isopropyl alcohol). “KSC ISS-Ut ilization” personnel (a.k.a. Jeannie Ruiz and colleagues) ALWAYS re-clean, and re-verify cleanliness at handover, prior to moving the payload to the launch pad. Attachment 3 – Materials Usage Summary for STS-112 / ISS.9A. PGBA-04, the configuration flying on STS-112, has been updated to new ISS requirements. The majority of the PGBA components are unchanged from previous flights on STS-77, STS-83 and STS-94. The changes are minor, and do not invalidate offgas, flammability or stress corrosion assessments and approvals from previous missions.

Changed Item Description Electric Connector Change-out

The main power and data connectors were replaced with like units that meet the new EXPRESS pin assignments. Connectors use steel chassis with Silicon rubber inserts. New connectors air same manufacturer / same materials as old ones, only new pin assignments and different geometry. Program provided. All A-rated materials.

Labels After three successful flights and no problems with on-orbit flight operations, Human Factors engineer required label changes to enhance the usability of the payload. Existing labels were replaced with labels of same material and size, but with greatly enhanced choice of words, which will make the autonomous operation of PGBA even more successful. No new materials.

Circuit Breakers Four of the 5 existing circuit breakers were removed to streamline the PGAB operations. This removed non-metallic materials. No new materials, actually less materials than before.

Muffler Addition Designed by Boeing as Government Furnished Equipment (GFE) from A-rated materials only. Fully enclosed 6061 T6 aluminum box with foam core for sound suppression. No electric wiring, only airflow passageway. Johnson Engineering under contract to Boeing certified all materials as A-rated. No issues. Same design flown on STS-100 and STS-110 for CGBA. The GFE mufflers are attached with Velcro to the payload. The Velcro strips are all << 4” in length and widely separated from each other. The GFE-supplied flammable white Nylon Velcro was replaced with flame -retardant beige Velcro.

Captive Fasteners The original PGBA mounting used non-captive GFE fasteners for the interface between PGBA and the Payload Mounti9ng Panel. The new requirement requires captive fasteners provided by the PD to allow on-orbit removal of PMPs. The fasteners were selected from EXPRESS-recommended fasteners, manufactured from certified materials from approved vendors. They are fracture critical, and are uniquely tracked by other PVP requirements. They are metallic, from MSFC-A-rated materials with re4spect to stress corrosion.

Nomex Covers The 0.5” Pyrell foam used within PGBA as a vibration isolation foam was originally uncovered and contained within the PGAB double locker shell. Since flight crew now gains access to the PGAB interior space, the exposed Pyrell foam was covered with Nomex for beautification. This reduces greatly the risk of flaking / tears in the Pyrell foam. It has no impact on the flammability assessment, as the entire shell acts as a flame barrier with respect to the vibration isolation foam. It only reduces wear and tear on the foam. Same Nomex used by Spacehab and on all CGBA units for the CGBA ‘sleeping bag’ payload wrap.

Video cameras The existing 1995 video cameras were replaced with a smaller, updated video camera assembly of newer date (2000). These cameras are single board miniature high-resolution cameras. The new cameras are actually only ¼ of the size, thereby greatly reducing the amounts of non-metallic materials such as circuit board assemblies. Commercial of the Shelf Units, same materials as before, just fewer amounts.

Brass Fittings All non-stressed brass fittings listed in the earlier PGBA MIUL were replaced with Stainless Steel fittings. The original brass fittings were used in the PGBA atmosphere treatment system. The rated pressures of 600 to 3000 psi, versus the actual dead head pressure of the miniature compressor of 14 psi led to the approval of these brass fittings on previous flights. To avoid further discussions and additional cost and continued re-justifications of the use of brass fittings, the fittings were replaced with their stainless steel replacement units. The MIUL was updated. The parts are tracked in hazard report PGBA-13 (pressurized system).

Liquid Coolant System The original PGBA unit used a single water pump to drive a split coolant system. This

resulted in performance limitations. With the implementation of the new CGAB water circulation pump on STS-106, this pump design is now also implemented into PGBA. The pump assembly is only ¼ of the size of the old PGAB pump design (Same manufacturer, same design), but two pumps are used to drive each coolant system with its own pump. The net total is fewer components. The new pump is also used on all CGBA payloads, and features stainless steel pump heads, and a brush-less DC motor. The DC motor driving the new pump head is actually the same motor as the old PGBA pump; therefore no new non-metallic materials were added.

Plant Chamber Lid Closure

The plant growth chamber lid was originally attached with 28 individual non-captive cap screws. Since the flight crew gains access to the chamber for plant harvesting, the stainless steel non-captive screws were replaced with stainless steel captive screws. No new non-metallic materials.

Computer Disk The previous Solid State Disk (SSD) of PGBA was only 40 MB big (Sandisk). The new Sandisk Solid State Disk holds 300 MB, and is less than 1/6 in size. It is a commercial off the shelf Sandisk. Same type of solid-state memory assembly, but much fewer components and much smaller. Same as CGBA payload or any digital camera (Compact Flash). Less material than before.

Summary The materials changes have resulted in fewer non-metallic components, and fewer stress-corrosion prone materials. As such, all changes have enhanced the safety of the payload, and removed questionable items criticized by previous reviews through McDonnell Douglas and Teledyne Brown Engineering. Sound engineering judgment seems to indicate that this is good.

Attachment 4 – Materials Usage Summary by Teledyne Brown Engineering for STS-83 (David Ezell).

PGBA General Description The Astro-PGBA is a facility to support the growth of plants in a microgravity environment. The Astro-PGBA is developed by a consortium of interest led by BioServe Space Technologies, a NASA Commercial Space Center located at the University of Colorado. Astro-PGBA supports plant growth by providing light, atmosphere control (gas composition, temperature, humidity), nutrient delivery, and data acquisition (including video and plant performance data). Astro-PGBA was flown on the Spacehab 4 mission (STS-77) prior to MSL-1.

Figure 2. The PGBA uses a double-middeck locker sized aluminum enclosure module (locker replacement). External heat rejection is accomplished through forced convective cooling to cabin air. All control interfaces are on the front panel. The payload will be opened on ISS for access to the plant chamber, plant harvesting and re-seeding. The hinged faceplate can be rotated into the open position by opening the 4 NSTS locker latches.

Astro-PGBA occupies two standard middeck locker spaces, and will be mounted in the orbiter middeck for ascent and descent. Following on-orbit activation of the EXPRESS Rack, tow of the storage lockers will be removed from the EXPRESS and transferred to the Orbiter middeck. Astro-PGBA will be removed from the Orbiter middeck, installed in the space acquired by the removal of the middeck lockers, and interfaces with EXPRESS-provided power and signal interfaces. Astro-PGBA will be returned to the Orbiter middeck prior to module closeout. The unit is a reflight from Spacehab-4 mission with the exception that a Barium Hydroxide canister was redesigned for mass savings. Barium Hydroxide is used for carbon dioxide removal, which is produced by the plants during the night cycles. JSC safety has approved the use of all filter systems to keep a controlled atmosphere in the plant growth chamber.

Stress Corrosion Cracking Assessment The Materials Identification and Usage List (MIUL) identified several Table III alloys per MSFC-SPEC-522 that were utilized in the design of the Astro-PGBA. The PGBA unit is mounted in the middeck in a double-locker replacement unit during ascent and descent, and is transferred to the EXPRESS rack for on- orbit operations. The double-locker and the PGAB containment structure are all built from A-rated and certified materials. There are no major structural items that, if they failed, would cause a safety hazard. Below is a brief description of those alloys that were identified as being less than highly resistant to stress corrosion and acceptance rationale. • Aluminum 2023-T3 honeycomb structure used as a base plate for the internal structure. This is an error in the

MIUL; the actual material used was Al6061-T6, an acceptable material. • Aluminum 2024-T3 corners and face sheets in the plant chamber. The face sheets are internal false wall

deflector sheets, separating the upstream and downstream internal air circulation. They are not under a sustained tensile load. The corner brackets are not loaded; they are used only to "square up" the chamber. No tensile load to induce stress corrosion and these parts are non-structural.

• Thermal Control/Water system utilizes several unidentified alloys in the pump system. This pump is used to provide water to the plants. No safety hazard to the crew or other hardware exists if this water system should fail.

• Atmosphere Control System uses brass parts in a non-structural application. System is used to circulate air through plant growth chamber. No safety hazards if parts should fail.

Toxicity Assessment The Astro-PGBA unit was offgas tested prior to flight aboard the STS-77 mission, which was the Spacehab-04 mission. The unit passed with a T value of 0.064221 when tested with the FGBA, and the results were reported in memorandum EH42B(96-0047), which is attached.

Flammability Assessment The Astro-PGBA is a self-contained plant growth chamber. It was necessary in the design of this chamber to utilize some non-metallic materials that either are flammable, or no flammability data exists in the NASA materials database. These materials and acceptance rationale is listed below.

Shell Assembly (Double-Locker) Double sided 950 Scotch tape (no data) is used to adhere uncoated Pyrell foam (material code 05733, rated "x" for flammability) to the aluminum sides of the shell assembly to isolate the internal payload components from the shell. When the outer containment shell is installed, the Pyrell is sandwiched between metal with no ignition sources. No particles that are unintentionally generated by the Pyrell can escape after the outer containment shell is installed.

Structure Faceplate The connector backshells are all metallic. The circuit breakers and switches are a Mil-Spec plastic with metal contacts. There are LEDs at the front of the faceplate that are covered with a polycarbonate lens and are spaced one inch apart.

Plant Chamber Structure An adhesive Masterbond EP21LV is used to bond metal-to-metal surfaces together in the honeycomb structure. Obviously this adhesive is sandwiched between metal surfaces. Lexan 9034 is used in the chamber, but is not near any ignition sources.

Root Tray Assembly Small tray in which the plants are potted. Primarily Lexan 9034, but no ignition sources. Norprene (material code 89838 “X” -rated for flammability) is used to transport water into tray, no ignition sources. Norprene is a polypropylene and offers excellent flexibility, low offgassing and biocompatibility.

Air Plenum and Blower The blower fan is made from a material Ultramid A3XG5, which is polyamide with 50% fiberglass. No ignition sources. This is a commercial fan assembly with UL, CSA, VDE approvals.

Plant Chamber Electronics The plant chamber is enclosed in a metallic housing. All electronics components are enclosed in this housing.

Humidity Control System The humidity control system is enclosed in a metallic housing. Norprene tubing is used to transport water, all wiring is Teflon insulated. A polyethylene reservoir stores water for use within the plant chamber.

Temperature Control Electronics Sensors are embedded in aluminum structures (heat exchangers). All switches solid-state relays. All items are heat sunk.

Carbon Dioxide Removal System BaOH is contained in a protected aluminum cartridge. The BAOH has a 40 µ filter. If it leaked, the BaOH would go to the plant growth chamber, which is a totally contained unit. A hydrophobic Millipore filter allows air to pass.

Ethylene Removal System Photocatalytic unit contains UV-lamps. Enclosed in a polycarbonate body. No containment except for outer shell. This is the 4th flight of this system (Astroculture, WCSAR).

Water Containment System The plant chamber uses a hydrophobic Millipore polypropylene filter to allow air to pass, but to contain potential water within the plant growth chamber. No ignition sources.

Atmosphere Control System, Norprene tubing utilized in system to transport water. No ignition sources.

Atmosphere Control Electron9ics All wiring is Teflon insulated. Contained in metallic housing.

Nutrient delivery System Polypropylene nutrient packs supplied by NASA Ames. Commercial micropumps remote from ignition source.

Video System Miniature cameras installed inside metallic sealed light box.

Light Box Assembly Considered a sealed metallic container. No propagation paths. All wiring is Teflon insulated. Mercury vapor lights are commercial GE compact fluorescent lamps. Containment approved by JSC PSRP.

Computer Assembly Enclosed in Aluminum 6061T6. No propagation paths.

Power Assembly Mounted to metal faceplate, DCDC converters are in a metal housing.

Wire Harness All wiring is Teflon insulated (200°C). All connectors are potted with either RTV 3140 or RTC 3145.

These verification requirements had as a source, ICD based interface requirements and safety requirements, which were based on the payload form 1230s and unique Payload Hazard Reports. Most STS-95 payloads, including CGBA, had safety verification requirements that were associated with materials. Again, all of STS-95 verification requirements, including those safety based CGBA requirements associated with materials (including toxicity, flammability, stress corrosion cracking, hazardous sample containment, etc.) were closed by the standard Boeing verification process. With regard specifically to the MIUL submitted by BIOSERVE to address the flammability hazard control, the Boeing assessment of this MIUL, which is documented in Boeing document MDC 98W5732, the "STS-95 Verification Assessment Report", dated October 1998, is as follows: "An MIUL has been submitted for the GEFA, BPCS and computer assembly. All non-metallic materials were shown to be "A" rated or appropriate rationale was provided. A note of additional info.: The MIUL for the GEFA included one item (PTFE Membrane) for which the flammability rating is shown as "U"; this material, in nearly the same thickness, has been tested and included in MAPTIS as Material Code 60162."
