Additional Scenarios Rules
Some or all of the following rules may be in effect during a scenario, as listed in the “Additional Rules” section.
50. CIVILIAN PANIC During the first 8 turns of war, the following rules applies to both sides:
1. Road movement in West Germany costs one additional Movement Point per hex.
2. City Terrain in West Germany costs one additional Movement Point per hex.
51. SURPRISE LEVEL
Which level of surprise could have been achieved by a major Warsaw Pact offensive in Central Europe is one of most debated subjects in the history of wargaming, probably second only to “what if Hitler conquered Moscow in 1941?”.
In Central Front, the Surprise Level may vary from “Strategic Surprise”, where NATO is literally caught with its pants down, to “No Surprise”, where NATO had several days to alert and prepare its forces.
Surprise level heavily influences NATO preparedness and initial deployment. Each scenario has its own surprise level, not decided by play balance considerations but by our evaluation of the most probable situation.
That said, Players are free to choose any Surprise Level they consider appropriate for the scenario being played.
Strategic Surprise
In a scenario of Strategic Surprise, NATO fails completely to interpret the signs of an imminent Warsaw Pact attack. NATO Units are still in barracks, HQ personnel is on leave or at home, reservists have not been alerted and the logistical network is not geared up for war.
1. The following NATO Units can be deployed within 3 hexes from their setup hex, in any desired Posture:

4. During setup, NATO cannot deploy Supply Hubs, Mined Bridges, Defensive Works or CAS Area Markers. Listed Supply Hubs and CAS Area Markers are kept aside and can be deployed later using the standard rules.
5. When playing with Strategic Surprise, the final Victory Level is adjusted one level in NATO favour (i.e., a Warsaw Pact Marginal Victory becomes a NATO Marginal Victory).
51.1.1. NATO Disorganization
1. For the first 14 Turns of war, the maximum length of the second segment for BR I Corps Supply Lines is
decreased from 6 to 4 hexes (see 30.1).
2. For the first 8 Turns of war, the following additional rules applies to NATO side:
a. Resupply Table rolls have an additional -2 die roll modifier.
b. Attrition Removal by Resting has an additional -2 die roll modifier.
c. Issue Time and Deploy Time for all Orders are increased by one Turn.
3. For the first 4 Turns of war, the following additional rules apply to NATO side:
a. Air Points Table rolls have an additional -2 die roll
modifier.
b. Any Ground Combat has an additional +2 Combat Modifier when NATO is defending, and an additional
-3 Combat Modifier when NATO is attacking.
Operational Surprise
In a scenario of Operational Surprise, NATO correctly interprets the signs of an imminent Warsaw Pact attacks but is unable or unwilling to quickly take all the political steps needed to face the incoming threat. Military personnel under direct NATO control is alerted, but no mobilization orders are issued, logistical services are not ready, and the final orders to move out come only a few hours before the Soviet juggernaut starts rolling.
1. The following NATO Units can be deployed within 10 hexes from their setup hex, in any desired Posture:

51.2.1. NATO Disorganization

No Surprise
In a No Surprise Scenario, NATO discovered Warsaw Pact preparations and correctly identified the possible start date of hostilities. Political counterparts in NATO countries acknowledged the incoming danger and authorized full-scale mobilization a few days before the war outbreak.
1. All NATO Units can be deployed within 15 hexes from their setup hex, in any desired Posture.
2. Units arriving as Reinforcement during the first 4 Turns are placed directly on map, within 10 hexes from a valid entry hex.
3. Assets arriving as Reinforcement during the first 4 Turns are considered in play since the start.
4. All remaining NATO Reinforcements arrive 4 Turns earlier than their regular schedule.
5. When playing with No Surprise, the final Victory Level is adjusted one level in Warsaw Pact’s favour (i.e., a Warsaw Pact Marginal Victory becomes a Warsaw Pact Substantial Victory).
52. IRON CURTAIN During the first Turn of war, crossing the border between Warsaw Pact and NATO countries costs 4 additional Movement Points, except on the following hex sides:
B5314/5414, B5218/5319, C5009/5110, C4521/4620
53. WG 7 PANZER
West German 7 Panzer Division is the strategic reserve for NORTHAG (NORTHern Army Group). Committing it to the BAOR Sector is a serious decision with unpredictable consequences.
1. Units part of the West German 7 Panzer Division and starting on map must be moved toward its concentration area near Minden by exiting from the North map edge.
2. A Unit exits map by moving it to any hex along the North map edge and expending 2 additional Movement Points.
3. If NATO is not able or does not want to exit some unit of WG 7 Panzer Division before the Event Phase of Turn D1 H03, the entire Reserve Group to which the Unit belongs is considered as committed (see 54.1).
4. During the Event Phase of any Turn, NATO may announce the commitment of one or more Reserve Groups from WG 7 Panzer Division.
5. For each committed Reserve Group, the Scenario result is shifted one level in Warsaw Pact favour.
6. When a numbered Reserve Group is committed, the 7Pz Assets Reserve Group is also automatically committed, with no additional adverse effects on the victory level.
7. When the first numbered Reserve Group is committed, WG I Corps also receives one additional Command Point
and one additional EW Point.
Committing a Reserve Group
1. Units of WG 7 Panzer Division are organized into the
following Reserve Groups:

54. US 8th DIVISION
US 8th Division must ensure front continuity with West German II Corps and US VII Corps, defending Southern Germany.
1. For the whole duration of the Scenario, at least three Combat Units and one Artillery unit from US 8th Division must remain South of hex row Cxx21.
2. If NATO cannot comply with the above condition during the End Phase of any Turn, the Scenario result is shifted by one level in Warsaw Pact favour when determining victory.
55. WG 11 PANZERGRENADIER
West German 33 Brigade “Celle” must ensure front continuity with the rest of 11 PanzerGrenadier Division defending the West German I Corps sector.
1. For the whole duration of the Scenario, all the units from WG 33/11PG Brigade must remain North of hex row Bxx08.
2. If NATO cannot comply with the above condition during the End Phase of any Turn, the Scenario result is shifted by one level in Warsaw Pact favour when determining
victory.

56. OFF-MAP MOVEMENT 1. A unit can move off-map by exiting and re-entering some
specific map edges.
2. A unit using Off-Map movement must expend 2 Movement Points to exit from the map edge.
3. The number of Turns needed for Off-Map movement is calculated by finding the exit area and intended entry area in the following table, and applying the following formula: Turns = ([highest Area Nr] – [lowest Area Nr]) +1

4. If the unit is using Tactical Movement Mode, the resulting number of Turns is further multiplied by 1.5, rounding down.

6. Once the Turns needed to reach the Entry Area have been calculated, the unit is placed adjacent to the intended Entry Area, and a corresponding Time Marker is placed under it.
7. Should the unit decide to change its route before entering the map, the Turns needed are recalculated using the original Entry Area as Exit Area, and the new intended
Entry Area.
8. An off-map unit cannot be used for any game function, except re-entering the map.
Example: During H06 Turn, a Warsaw Pact unit in Tactical Posture exits map from hex B5411 (Area Nr. 2) and plans to re-enter map at hex C5402 (Area Nr. 6). Time needed for the off-map movement is (6–2)+1 = 5 Turns. As the unit is using Tactical Movement Mode, the result is further multiplied by 1.5, giving 7.5 rounded down to 7. WP Player places a H03 Time Marker under the unit, and moves it near the C5401 – C5406 entry area.
57. GEOGRAPHICAL OBJECTIVES
A successful Warsaw Pact offensive should have achieved two main goals: occupation of main cities and control of key roads to ensure a constant supply flow to the front units.
Moreover, significant Warsaw Pact forces West of key water obstacles would have marked a total failure by NATO forces to defend the assigned sector.

2. For a hex to count for the Victory Points total, a Warsaw Pact Unit must have been the last to occupy or pass through it, and Warsaw Pact must be able to trace a Supply Line of any length starting from a Supply Source to the hex in question.
3. At the beginning of any Turn, Warsaw Pact wins a Decisive Victory if it has 6 or more Combat Regiments West of hex row B18xx and North of hex column Bxx16, and able to trace a Supply Line.
4. At the beginning of any Turn, Warsaw Pact wins a Decisive Victory if it has 3 or more Combat Regiments on the West bank of River Rhine and able to trace a Supply
Line.
58. WINNING THE WAR (Optional)
These optional rules completely ignore whining and unmanly arguments about unbalanced play or unwinnable scenarios. The only thing considered is the actual political and military objective each side would have had in a NATO – Warsaw Pact conflict in Europe.
Warsaw Pact
Warsaw Pact has only one victory condition and that is breakthrough. If Soviet forces cannot break into the rear lines, killing NATO is irrelevant. The war will either deteriorate to nuclear, or NATO reinforcements and air forces will kick Red Army back to East Germany.
Whatever the war starts early or late, whatever NATO preparation level is, the only objective is to get to the Rhine and knock out West Germany. Anything and everything else is a loss.

1. Warsaw Pact wins a Total Victory if at the end of any Turn it is able to trace at least two completely distinct supply
lines from any East German hex to the West map border.
2. Western Theater Commander can also claim Total Victory in front of his superiors if, at the end of any Turn, he has not yet crossed the map but there are no NATO forces that could reasonably prevent him from doing so.
3. With any other result, Western Theater Commander has failed.
NATO
In 1985, NATO strategy has been redefined. The objective now is to win a conventional war by using the layer cake to defeat the Soviet first echelon and start to write down the second. Ground is still important as the more is given up the more must be taken back to restore the border, but it is no longer a trip wire, nor is limited retreat unthinkable.
Most important though is to destroy or incapacitate enough of Warsaw Pact forces to give the NATO reserves from USA and France the opportunity to completely defeat and drive the Red Army out of West Germany, preferably without the use of nuclear weapons.
1. NATO wins a Total Victory if all the following conditions are fulfilled at the end of any Turn:
a. All the Combat Units belonging to Soviet 1st Echelon have been destroyed, have two or more Attrition
Points or are unable to trace a valid Supply Line.
b. At least half of the Combat Units belonging to Soviet 2nd Echelon and already on the map have been destroyed, have two or more Attrition Points or are unable to trace a valid Supply Line.
2. AFCENT Commander can also claim a Total Victory if, at the end of any Turn, at least half of the Soviet Combat Units available at start or arrived as reinforcement have been destroyed, have two or more Attrition Points or are unable to trace a valid Supply Line.
3. With any other result, AFCENT Commander has failed.

Campaign 1 – July is the Cruellest Month
On June 8th, 1985 General Secretary of the Soviet Communist Party Mikhail Gorbachev is deposed by a military coup. A State of Emergency Committee, formed by Kremlin hardliners and presided by Andrei Gromyko, takes power in Soviet Union.
Tension between the two Blocs increases sharply, reaching alarming levels after mass protests in several Warsaw Pact countries are suppressed by local Soviet forces. Interpreting these events as a covert attempt by capitalist forces to bring the Socialist System to its knees, the new Soviet Politburo decides to play all its remaining cards and starts mobilizing Class II and III Divisions.
NATO diplomatic attempts to defuse the conflict receive reassuring answers about Soviet Union’s desire for peace, not supported by any change in Warsaw Pact’s troop movements.
In the end, the last supporters of the diplomatic approach surrender to the harsh reality when faced dozens of satellite photos irrefutably showing Warsaw Pact Armies moving in attack formation toward the German Inner Border.
On July 23rd, 1985 Transfer of Authority to NATO finally takes place, and SACEUR immediately issues a GENERAL ALERT order. A few hours later, Warsaw Pact divisions smash into NATO covering forces.

Northern Front First Echelon
1. Northern Front units in the First Echelon can be set up as follows, at WP Player discretion:

Campaign 2 – One Minute to Midnight
Following June 1985 military coup in Soviet Union, tension between the blocs keeps on increasing despite several attempts by both sides to defuse the situation.
In July, Soviet Union’s State Emergency Committee decides to reaffirm the Brezhnev’s Doctrine by brutally crushing a Polish national strike and leaving hundreds of dead civilians in Danzig and Stettin.
Media and popular pressure force Western countries to declare an embargo on Soviet Union. The Kremlin reacts by denouncing “a perfidious attempt by capitalist powers to strangle the Socialist Countries” and by mobilizing Category II and III Divisions.
In a matter of days, DEFCON is raised to level 2 and several NATO countries begin the mobilization process.
To show NATO determination, a Task Force centered on British Carrier HMS Invincible is dispatched to Norwegian Sea. On July 23rd, NATO and Soviet forces in the area are involved in increasingly severe confrontations. At 2014 ZT, a Soviet P-270 Moskit missile armed with a 200Kt nuclear warhead sinks the HMS Manchester, killing more than 300 seamen. The Britons react on similar terms, with a Buccaneer nuclear strike on Soviet destroyer Kulakov.
From that moment on, the situation goes out of control. On July 24th, 1985 Warsaw Pact forces launch a major offensive against West Germany, with unrestricted chemical and nuclear warfare. A fully mobilized NATO reacts on similar terms, and the worst nightmare of 20th Century becomes true.

Northern Front First Echelon
1. Northern Front units in the First Echelon can be set up as follows, at WP Player discretion:
a. On map B, in any East Germany hex East of hex row B40xx
b. Entering from hexes B5405 – B5412, with a delay of one Turn.
c. Entering from hexes B5401 – B5404, with a delay of
two Turns.
d. Entering from hexes B3027 – B4027, with a delay of two Turns.
e. Entering from hexes C5401 – C5406, with a delay of two Turns.
2. Warsaw Pact must announce the placement / entry area for all its units during the setup phase. The decision cannot be changed later and must be followed.
3. Units in the Northern Front First Echelon can be placed in any valid Posture.
Northern Front Second Echelon
1. Northern Front units in the Second Echelon may enter the map from one of the following routes, at WP Player discretion:

Chemical and Nuclear Weapons
1. Both sides may use Chemical and Nuclear weapons since the start.
2. Rules 26.1, point 2 and 3 and 27.1, point 2 are ignored when playing this scenario.
Victory Conditions
Determining victory in a nuclear scenario is difficult, not to say futile. Apart from the dubious advantage of controlling acres of Chernobyl-like landscape, the winner could find himself labelled as the worst mass murderer in the history of humanity, with dire consequences on future relationships with other countries. From a military point of view, nuclear weapons allow creating huge gaps in enemy lines within seconds, leaving little or no space for traditional tactical and strategic planning.
In the end, in a nuclear war only a decisive victory could somehow justify the price paid for obtaining it.
64.8.1. Short Campaign
1. At the beginning of any Turn, Warsaw Pact wins a Decisive Victory by controlling at least 8 of the following hexes: B1925 (Kassel), B2203 (Bad Oeynhausen), B2217 (Beverungen), B2303 (Minden), B2406 (Rinteln), B2710 (Hameln), B2713 (Bodenwerder), B3507 (Hannover), C2006 (Wetzlar), C2112 (Bad Neuheim), C2118 (Hanau), C2222 (Aschaffenburg), C2307 (Giessen), C2704 (Marburg).
2. In Order to count for victory, a Warsaw Pact Unit must have been the last to occupy or pass thru the hex, and Warsaw Pact must be able to trace a Supply Line of any length starting from the hex in question.
3. Any other result is considered a NATO Decisive Victory.
64.8.2. Long Campaign
The use of optional rule 57 - Winning the War is strongly advised for the long campaign. Alternatively, Players may agree to use the following, less extreme victory conditions.
1. At the beginning of any Turn, Warsaw Pact wins a Decisive Victory by controlling at least 10 of the following hexes: B1022 (Korbach), B1412 (Paderborn), B1909 (Detmold), B1916 (Brakel), B1925 (Kassel), B2007 (Lemgo), B2203 (Bad Oyenhausen), B2217 (Beverungen), B2303 (Minden), C0504 (Koblenz), C0625 (Mannheim), C1014 (Wiesbaden), C1206 (Limburg), C1216 (Russelsheim), C1321 (Darmstadt), C1714 (Bad Homburg), C1716 (Frankfurt), C2006 (Wetzlar),
2. In Order to count for victory, a Warsaw Pact Unit must have been the last to occupy or pass thru the hex, and Warsaw Pact must be able to trace a Supply Line of any
length starting from the hex in question.
