1.0 INTRODUCTION

This Section describes the Specific Scope of Work and Services to be provided for the installation of a once through heat recovery steam generator (HRSG) in the existing Amal Power Station for Petroleum Development Oman (PDO).

Section 2 describes the common requirements for the installation of the 4th HRSG Unit.

Sections 3 describe the functional requirements and Contractor's Scope of Work with respect to the installation of the HRSG and its BOP.

1.1 Objective

In order to meet the future steam demand in AMAL West field, the Company plans to install a Heat Recovery Steam Generator unit at AMAL Power Plant. The HRSG shall be installed at the back end of an existing GE Frame 9E Gas Turbine with a target net average calendar day per year steam production of 6,000 tonnes per day at a delivery pressure of 100barg and 80% quality. The net average calendar day per year load on the GT will be 85% Base Load.

The Contractor is responsible for conducting a site survey of the existing facilities at Amal Power Station and the Amal Steam Plant to confirm interfaces, and to ascertain for themselves any additions, modifications and extensions that may be required to install the HRSG.

The HRSG will not be fitted with supplementary firing,

The Contractor is required to manage all interfaces between Company, HRSG OEM, other Subcontractors, and other Vendors to obtain all additional information as required to complete the Works.

The Contractor shall be responsible for interfacing with the HRSG OEM during the execution of the project, taking into account the actual design, manufacturing, inspections, testing (including FAT), and delivery schedule for the packaged equipment being supplied by the HRSG OEM, such that the Contractor is fully aware of all factors, including delays, disputes, quality issues etc, that may impact performance of the Work. The Contractor shall also have the responsibility to ensure that all such factors are taken into account in the execution of the project and the Contractor takes reasonable measures to mitigate the effects such factors have on the performance of the Work.

1.2 Free Issued Material

With respect to this Project the following Material will be “Free Issued” to the Contractor:-

1 x Once Through type HRSG Package of which preliminary details are provided in

Attachment 1 for information only.

Company provided information in relation to the HRSG Package shall be treated as preliminary information as received from the HRSG OEM. This information is subject to review by the HRSG OEM during the detail design process and may result in changes. The Company shall not be liable for the accuracy or sufficiency in this information and providing such information shall not relieve the Contractor from their obligation to perform the Work in accordance with the Contract Specifications.

2.1 Once Through Heat Recovery Steam Generator (Free issued by the

Company)

The HRSG Package shall be free issued by the Company to the Contractor for installation by the Contractor with technical advisory assistance being provided by the HRSG OEM.

The functional requirements of the HRSG are noted below. Further technical details are provided in Nooter Eriksen‟s Technical Proposal 1902-09 which is provided by the Company as information in Attachment 1

The HRSG Package will be supplied and delivered DDP (Delivery Duty Paid) to Amal Site by the HRSG OEM. All Materials and Documents forming the HRSG Package will be delivered as per the delivery schedule set out in Attachment 2

The Scope of Work under this Contract, shall include the following specific responsibilities:-

1. Transportation: - The HRSG Package will be delivered DDP to the Amal Site loaded on truck in a number of separate consignments. The Contractor shall be responsible for off-load, re-loading transit/cargo insurance, and transportation of the HRSG Package consignments from the point of delivery to suitable storage facilities provided by the Contractor. Company shall provide unprepared location for the storage. The Contractor shall off-load consignments within 24 hours of their arrival at Amal Site. The passing of risks occurs when the goods are lifted off the delivery truck at the point of delivery. The Contractor shall take full responsibility for the care and custody of the HRSG consignments and the transfer to storage facilities provided by the Contractor. The Contractor and Company Site Representative shall jointly inspect each delivery received at Amal Site

to identify any material shortages or damage that may have incurred during

transport.

2. Installation: - The Contractor shall be responsible for the complete installation of the HRSG Package.

3. Interfaces Management:- The Contractor shall be responsible for the management of all interfaces between themselves and the HRSG OEM. This shall include design, materials, equipment, services, integration, installation, testing and commissioning etc of anything required, whether specifically mentioned or not, to complete the Work for the efficient operation of the HRSG Package being installed at Amal Power Station.

4. Co-ordination with HRSG OEM for Installation, and Pre-commissioning,

Commissioning, Performance Tests:-

The Contractor shall have the overall responsibility for co-ordinating the Installation and Pre-commissioning of all equipment supplied by the HRSG OEM with technical advisory assistance from the HRSG OEM.

Completion of Pre-commissioning shall not be deemed to have occurred until the requirements set out in Clause 7.1.5.2 and 7.1.5.2 of C4 – General have been completed to the satisfaction of the Company.

On completion of the Pre-commissioning the HRSG OEM will have the overall responsibility for coordinating Commissioning and Performance Testing (including Reliability Run and Acceptance Tests) of the HRSG Package, with assistance from the Contractor.

The Contractor shall allow for all required personnel to be available at Site to assist the HRSG OEM during the Commission and Performance Testing of the HRSG for a minimum period of 9 months after Completion of Pre-commissioning. Should there be a requirement for the Contractor to provide assistance after 9 months, this shall be in accordance with Unit Rates for Alterations & Day Works, Schedules A and D of C-5

The Contractors manning level during and after completion of Pre-Commissions shall be mutually agreed between the Company, HRSG OEM and the Contractor.

The Contractor shall only utilize the Camp for the purpose of accommodating personnel direct working on this Project. No sharing of the camp facilities with Other Contractors shall be permitted.

With 60 days on Completion of the Work the Contractor shall demobilise and reinstate the temporary areas allocated to the Contractor to a clean and tidy condition.

The Contractor however shall have overall responsibility for; site project management, Quality Assurance Systems, As-Built Documentation, Permit to Work System, Final Documentation, MMS Asset and Activity Registration, E-SPIR forms, CCMS requirements, Site HSE, Transportation at site, Accommodation and the Planning and Scheduling of Resources, to complete the Work in accordance with the Contract.

Prior to putting the HRSG into service the HRSG OEM will have overall responsibility for verifying the system integrity of the HRSG with its control system, with assistance from the Contractor, to ensure the HRSG is capable of stable operation, for both steady-state and transient conditions.

The HRSG OEM will remain responsible for the performance of the HRSG provided no material causes for the HRSG not meeting HRSG Guarantees can be attributed to the Contractor, otherwise the HRSG OEM shall be responsible for the HRSG not meeting HRSG Guarantees.

The Contractor shall be responsible for meeting the milestones set out in C5 – Schedule E, provided no material causes of the Contractor not meeting milestones can be attributed to the free issue of Material to the Contractor, otherwise the Contractor shall be responsible for not meeting milestones.

In accordance with the provisions of Clause 5.5 of C3, the following shall apply if the Company by reason of supplying free issue Materials causes a delay in the execution of the Work the Contractor will only be entitled to an extension of time to complete that portion of the Work that has been delayed. Compensation for delay in completing a portion of Work shall be limited to only the additional costs (if any) directly incurred by the Contractor resulting from a delay in the supply of free issue Material. In all causes the Contractor shall demonstrate to the satisfaction of the Company that the delay in the supply of free issue Materials has directly caused a delay in the Contractor completing a portion of the Work.

The HRSG OEM will responsible for the preparation of the Commissioning Plan and Performance Test procedures for the HRSG package.

The HRSG OEM shall have the overall responsibility for co-ordinating the Performance Tests with assistance from the Contractor.

The HRSG OEM will actually perform the Performance Tests on HRSG.

The Contractor shall take action to rectify any defective workmanship or Materials discovered during Commissions or Performance Testing for which the Contractor is

responsible on an urgent basis to ensure progress of the Commissioning or Performance Tests are not delayed. The Contractor shall bared the full costs of all such remedial work.

In pursuing the above responsibilities, the Contractor shall keep the Company well informed about all correspondence with the HRSG OEM, schedules for inspection, FATs. etc. and most importantly notify the Company well in advance for any delays, disputes, quality issues etc. in order for the Company to take necessary action.

The Contractor and Company Site Representative shall jointly inspect each delivery received at Amal Site

to identify any material shortages or damage that may have

incurred during transport.

The Contractor shall have the overall responsibility for coordinating with the HRSG OEM for the timely utilization of HRSG OEM supplied personnel as per Table 4.1 “OEM Schedule for the provision of personnel to provide technical advisory assistance during the Installation and Pre-Commissioning of the HRSG Package” in Section 4.

Should the Contactor require additional HRSG OEM supplied personnel; the Contractor shall make a request to the Company. Such a request shall be made in writing by the Contractor within 14 days of becoming aware additional HRSG OEM supplied personnel are required. The Contractor shall provide any details and information as may be requested by the Company before making any decision to provide additional HRSG OEM supplied personnel. The final decision to provide additional resources, extend the number of days or increase the number of visits of HRSG OEM supplied personnel over and above that indicated in Section 4, will be at the discretion of the Company should this be necessary to progress the Work effectively.

The Contractor nevertheless shall remain responsible for the progress of the Work, hence shall be responsible for any delays and/or additional costs inured by the Company to extend the number of days and/or increase the number of visits of HRSG OEM supplied personnel required to complete the Work that can be attributed to the The Company shall make the final decision as to who is partly or wholly responsible for the HRSG package not meeting Contract performance, after taking into account all matters that are relevant.

3.0 INTERFACE POINT DEFINITION

3.1 Interfaces Point Definition

The Scope of Work includes all Design work, Materials and equipment required to interface with existing facilities that shall include, but not limited to, the interface areas identified below.

The HRSG OEM shall liaise closely with the Contractor, to ensure that all interfaces are designed and installed correctly and interface problems are eliminated.

HRSG OEM shall review and approve all interfaces with the Contractor.

3.2 HRSG Tie in Points

The HRSG Package Interfaces for tie-in points to the existing Amal Power Plant are:

Existing Flange on GT Exhaust Transition Duct.

Existing Flange on Exhaust Silencer Transition Duct.

Existing foundations designed for future T-piece containing Diverter Damper and

Guillotine Gate Valve.

From the existing Flange on GT Exhaust Transition Duct (FR9-H2) and Flange on Exhaust Silencer Transition Duct (FR(N-T1), Contractor shall remove existing Elbow Duct, Expansion Joint (EJ9-2P), Exhaust Stack transition duct (FR9N-T1) and HRSG OEM shall supply to Contractor to replace with T-piece containing, Diverter Damper, Guillotine Gate Valve, replacement GT Exhaust Expansion Joint, Exhaust Silencer Expansion Joint (at new position where FR9N-T1 connects onto Exhaust Silencer) and Gate Valve Expansion Joint for connecting to Flange on Transition Duct from HRSG inlet. Refer to Appendix-03 for an Elevation Drawing of the existing elbow duct and exhaust stack.

3.3 Mechanical / Process

3.4 Mark VIe Tie in Points

The terminal/tie-in points for hard wire signals exchanged between the HRSG DCS control system and HRSG IPS/FGS safeguarding systems to the Amal Power Station GTG Mark VIe Turbine Control System are:

The Contractor shall liaise with the HRSG OEM with regard to the exchange of signals between the GT Turbine Control System and HRSG Control and Safeguarding Systems. The necessary signals shall be hardwired by means of multi core and multi pair cables (for control & safeguarding signals) between the two systems.

Preliminary list of hard wired signals exchanged between GT Mark VIe Turbine Control System and HRSG Control and Safeguarding Systems are listed below. Final list shall be agreed between HRSG OEM and GTG Vendor during detailed design.

3.5 Electrical Cabling

The Contract Interfaces for the Electrical Systems are:

Junction Boxes for area lighting provided by the HRSG OEM.

Terminals for power and earthing cables to all motors supplied by the HRSG OEM. HRSG OEM shall be responsible for providing cable terminal box with terminals of sufficient size to allow Contractor to easily terminate the power and earthing cables.

Terminals for instrument cables to RTD‟s (used for winding and bearing temperature monitoring and protection) fitted to all motors supplied by the HRSG OEM. HRSG OEM shall be responsible for providing cable terminal box with terminals of sufficient size to allow Contractor to easily terminate the instrument cables.

RCUs shall be provided by Contractor (when applicable).

Earthing terminal or earthing boss on equipment that requires earthing and or bonding to the earth grid to be installed by Contractor. HRSG OEM is responsible for providing

all earthing materials required for earthing/bonding systems that are part of equipment being provided by the HRSG OEM.

Junction Boxes located within 1.5m of grade level (provided by HRSG OEM) for LED aviation warning lighting system provided by the HRSG OEM.

Terminals for 240V AC UPS supplies to equipment and or junction boxes provided by the HRSG OEM.

Terminals for 125V DC UPS supplies to equipment and or junction boxes provided by the HRSG OEM.

Terminals for 240V and 415V AC supplies to equipment and or junction boxes provided by the HRSG OEM.

All electrical cables, cable accessories, cable way systems and supports up to and including the interface points as defined above shall be the responsibility of the Contractor.

3.6 External Communications

The Contract Interfaces for external communication interface with Amal Steam Facility is:

FOC Patch Panel provided and installed by Contractor in the Amal Steam Facility Control Room, used to extend existing redundant Vnet/IP LAN to the HRSG Control Building. The HRSG OEM scope includes provision of any additional network switches and patch cords from network switches to FOC patch panels.

The Contract Interfaces for external communication interface with HRSG Control System is:

FOC Patch Panel provided and installed by Contractor in the HRSG Control Room. HRSG OEM shall provide all network switches, as required to extend redundant Vnet/IP LAN from the existing Amal Steam Facilities. The HRSG OEM scope includes provision of patch cords from FOC patch panel to network switches).

3.7 Amal Steam Control System Interfaces (Information)

The HRSG OEM is responsible for engineering the interfaces between the HRSG control system being, provided by the HRSG OEM, and the existing Amal Steam control systems. These interfaces include, but not necessarily limited to:-

Existing Distributed Control System used for the control and monitoring of the Amal

Steam Facilities.

The HRSG OEM will be responsible for fully integrating the HRSG facility into the existing Amal Steam DCS including BoP. The HRSG OEM shall also be responsible for the development and integration of HMI Graphics to enable operators to control and monitor the HRSG facility, along with other integrated systems, from existing Amal Steam DCS HMI‟s.

3.8 Instrument Protective System (IPS) (Information)

The HRSG OEM is responsible for engineering the interfaces between the HRSG Instrumented Protective System, provided by the HRSG OEM, and the existing Amal Steam Instrumented Protective System. These interfaces include, but not necessarily limited to:-

Existing Instrumented Protective System used for safeguarding the Amal Steam Facilities.

The existing Amal Steam Sequence of Events Recorder (SER) shall be configured to store; plant events, utility events, operator actions (overrides, manual trips) and IPS system failures, for the HRSG in the order of occurrence.

A new ESD/MOS Console, located in the HRSG Control Building, shall provide; Maintenance Override Commands, Maintenance Override Indications, ESD command and ESD indication for the HRSG. Further the existing Amal Steam DCS database and HMI graphic pages shall be updated.

The new ESD/MOS Console, located in the HRSG Control Building, shall provide; Operational Overrides to temporary override IPF inputs that would otherwise be in the tripped state prior to start-up of the HRSG. Further the existing Amal Steam DCS database and HMI graphic pages shall be updated.

Extend the existing Amal Steam ESD/MOS Console to provide ESD command and ESD indication for the HRSG. Further the existing Amal Steam DCS database and HMI graphic pages shall be updated.

3.9 HRSG Control System Interfaces

The HRSG OEM is responsible for engineering an interfaces between the HRSG control system, provided by the HRSG OEM, and other systems. These interfaces include, but not necessarily limited to:-

DCS communication interface in System/Marshalling Cabinet for Modbus TCP/IP

communication link from the HRSG Control Building fire detection panel.

DCS communication interface in System/Marshalling Cabinet for Modbus TCP/IP

communication link from the HRSG Instrument Air System.

DCS communication interface in System/Marshalling Cabinet for Modbus TCP/IP

communication link from the HRSG DC and AC UPS Systems. fuse failure device

DCS communication interface in System/Marshalling Cabinet for Modbus TCP/IP

communication link from the HRSG Control Building HVAC System.

DCS interface in System/Marshalling Cabinet for Modbus TCP/IP communication link

from the HRSG Medium Voltage Auxiliary Switchboard Metering equipment.

DCS communication interface in System/Marshalling Cabinet for H1 Foundation

Fieldbus field cables from field instrumentation used to control and monitor HRSG

BOP Equipment supplied by the Contractor (eg Service Water System)

DCS interface in System/Marshalling Cabinet for conventional hardwired I/O signals

used for the control and monitoring of HRSG BOP Equipment supplied by the

Contractor.

The Contractor shall be responsible for providing to the HRSG OEM a full list of all signals to be exchanged between field equipment and the DCS to allow the DCS to control (as appropriate) and monitor HRSG BOP Equipment supplied by the Contractor. The Contractor

shall also provide Functional Logic Diagrams and Control Loop Configuration Diagrams for

the Service Water System.

3.10 Fire Gas and Smoke (FGS) Detection System (Information)

The HRSG OEM is responsible for providing an interfaces between the FGS detection System, provided by the HRSG OEM, and the HRSG Control Building Fire Detection Panel being provided by the Contractor. These interfaces include, but not necessarily limited to:-

Terminals in FGS System/Marshalling Cabinet for voltage free signal(s) from HRSG

Control Building fire detection panel.

3.11 Asset Management System (Information)

The HRSG OEM is responsible for engineering the interfaces between Instrumentation provided by the HRSG OEM and Instrumentation provided by the Contractor with the existing Amal Steam Asset Management System. These interfaces include, but not necessarily limited to:-

Existing Asset Management System (AMS) used for the configuration of and providing

diagnostic and maintenance data on instrumentation and valves as part of the Amal

Steam Facilities.

The existing AMS shall be configured to include all HART and H1 Foundation Fieldbus devices associated with the HRSG and BOP.

3.12 PI Data Historian System (Information)

The HRSG OEM is responsible for engineering the interfaces between the HRSG DCS, IPS, and FGS systems, provided by the HRSG OEM, and the existing PI Data Historian System. These interfaces include, but not necessarily limited to:-

Existing PI Data Historian System used for collecting and storing critical production

and performance data for the Amal Steam Facilities.

The existing PI Data Historian System shall be configured to collect and store critical production and performance data associated with the HRSG and BOP to the PI data historian. The actual data and frequency in which it is collected and stored shall be agreed with Company before implementation.

3.13 Control, Instrumentation and Communication Cabling

The Contract Interfaces for the Control, Instrumentation and Communication Cables Systems are:

Wiring terminals/communication ports in junction boxes (provided by the HRSG OEM) for interconnecting control, instrumentation and communication cables.

Wiring terminals for field cabling from DCS/IPS/FGS System/Marshalling Cabinets to junction boxes.

Wiring terminals for field cabling from Field Interface Boxes (Interposing/Isolation Panels) to junction boxes, field devices and/or System/Marshalling Cabinets.

All instrument, control and communication cables, cable accessories, cable way systems and supports up to and including the interface points as defined above shall be the responsibility of the Contractor.

3.14 Civil

Civil work is not included in HRSG OEM‟s scope however, HRSG OEM shall supply all data and information required in order to engineer and design the civil works. The HRSG OEM will review the civil drawings and other civil documents prepared by the Contractor for equipment being provided by the HRSG OEM.

3.15 Digital Surveillance System

The Contract Interfaces for the HRSG Instrumented Protective System is:

Existing Milestone Systems XProtect Digital Video Management System (DVMS) used to provide CCTV surveillance of the Amal Steam Site.

The Digital Video Management System for the HRSG Site shall be designed and integrated into the existing Amal Steam Digital Video Management System as one system.

3.16 Access Control System

The Contract Interfaces for the HRSG Access Control System is:

Existing Access control system (ACS) used for access control into buildings for the Amal Steam Plant.

The Access Control System for the HRSG Control Building shall be designed and integrated into the existing Amal Steam Access Control System as one system.

3.17 6.6kV System

The Contract Interfaces for the 6.6kV System is:

Outgoing terminals on the existing spare 6.6kV feeders on the Medium Voltage Unit Auxiliary Switchboards (MVUAS-1 and MVUAS-2) associated with GTG Units 1 and 2.

The Contractors scope of work shall include making any necessary modifications/changes to the existing 6.6kV feeders on the existing Medium Voltage Unit Auxiliary Switchboards (MVUAS-1 and MVUAS-2), including but not limited to wiring of; permissive control signals, electrical interlocks, protection intertripping signals and configuration and setting of the protection relays.

4.0 INTERFACE / LIAISON REQUIREMENTS

4.1 Coordination with HRSG Package OEM

The HRSG Package will be supplied with its own instrumentation and necessary hardware including impulse tubing, cabling, cable glands, cable trays and junction boxes necessary to complete the instrument hook-up within the HRSG. It is Contractor‟s responsibility to ensure that the HRSG is installed and pre-commissioned in accordance with HRSG OEM requirements.

The Contractor‟s scope shall include the following;

Contractor shall review HRSG OEM documentation.

Coordinate and manage interface meetings with HRSG OEM.

Contractor shall be responsible for thwe installation, hook-up & wiring of loose supply instruments (if any) supplied by HRSG OEM. In such cases impulse tubing, cabling, cable glands, cable trays, junction boxes, cable accessories etc, necessary to complete the hook-up shall be supplied by Contractor.

Contractor shall be responsible for the overall integration of all instruments into DCS/IPS/FGS.

Contractor‟s scope shall also include functional testing of all instrument loops after installation and liaison with the HRSG OEM for the same.

4.2 Coordination with MAC

The Contractor„s scope of work includes adequate coordination between himself and the

Main Automation Contractor (MAC) which is Yokogawa. Contractor shall arrange interface meetings and review meetings for MAC to ensure smooth flow of information among both parties and for expediting.

The Contractor shall advise the MAC (at least 90 days in advance) when the site will be available to the MAC to start his work. Any slippage in this coordination shall be to the Contractor‟s account. It must be noted that any claims by the MAC for compensation for delays in the availability of site for his work and consequent wastage of Manpower shall be borne by the Contractor.

4.3 Coordination with GTG OEM

Contractor to engage the GTG OEM to assist in the loop checking and commissioning of the signals exchanged between the HRSG DCS control system and HRSG IPS/FGS safeguarding systems to the Amal Power Station GTG Mark VIe Turbine Control System.

4.4 Use of Vendor Representatives

The Contractor shall provide at least 90 working days notice for the required attendance of Vendor representatives for the Company free issued materials listed below.

The Contractor shall be responsible for all costs associated with any extended stay beyond the estimated period and / or for any additional visits by the Vendor representatives, if the reasons are attributable to the Contractor.

4.5 Interfaces with Existing and Other Facilities

The Scope of Work includes all Design work, Materials, equipment and labour required to interface with existing facilities, that shall include, but not limited to, the interface areas identified below.

The Contractor shall liaise closely with the Company's Site Representative, to ensure that all interfaces are designed and installed correctly and interface problems are eliminated.

For piping interfaces between this Contract and existing piping systems and/or piping systems being installed or provided by others, including the HRSG OEM, all fittings such as nuts, bolts, washers and jointing materials shall be provided and the jointing shall be carried out under this Contract.

The Contractor shall design interfacing pipe work such that no forces are transmitted beyond the terminal point into Work provided by others or to existing systems.

For all cable termination‟s between this Contract and existing cable systems and/or cable systems being installed or provided by others, including the HRSG OEM, all cable accessories, including but not necessarily limited to, nuts, bolts, washers, crimps, lugs, ferrules, cable markers, cable glands, earthing, shrouds, supports etc to complete, shall be provided under this Contract.

The Contractor shall design interfacing cabling such that no forces are transmitted beyond the terminal point into Work provided by others or to existing systems.

4.6 As-Built Documentation

Installation of the HRSG will be a brown field development and as such there are a number of existing facilities and other new facilities forming part of this or other developments which may impact on the design and execution of the Work. The Contractor shall be responsible for obtaining from the Company and/or Other Contractors all information required to execute the Work, in particular interfacing with existing or other new facilities. Company and/or Other Contractors information can include; approved construction drawings, marked up “As-Built” drawings, As-Built drawings or existing drawings with no status. The Contract shall be responsible for the site verification of all information provided by the Company and/or Other Contractors.

4.7 Co-ordination and Sequence of Construction

The co-ordination and sequence of construction work shall be carried out in such a manner that promotes safe construction methods, giving maximum clearances to any live conductors, and minimizing the number and duration of power outages on existing substation busbars and equipment.

5.0 WORK BREAKDOWN

5.1 General

The equipment provided shall be capable of starting, running reliably, efficiently, and delivering Steam in accordance with the specified criteria and ambient conditions. This Section provides additional detail of the Contractor's scope related to the facilities and equipment provided. Particular technical design requirements with which the systems must comply are stated in the relevant Sections of Document C6. The adequacy of the overall system design to meet these requirements is the responsibility of the Contractor.

5.2 Layouts

The Overall Plot Plan (Sketch Drawing 001) shows an indicative layout for the equipment being installed as part of the HRSG Installation project.

The Contractor shall be responsible for the actual layout of plant supplied under the Contract and for ensuring that all spacing requirements applicable to the equipment, and requirements for equipment spacing in accordance with SP-1118 - Power Station Specification and SP-1127 - Plant Equipment Layout, specifications as applicable are met.

Due consideration shall be given to vehicle movement and maintenance access for mobile equipment, including mobile cranes of sufficient capacity for unit maintenance.

Hot air from coolers and exhausts, or vented fuel gas shall not be drawn into the turbine or generator air intakes or into building/compartment ventilation or air conditioning systems.

Adequate access for maintenance for all equipment installed in open air (with or without sunshade) shall be provided.

Suitable concrete paved areas for equipment laydown and personnel access shall be provided around the unit. The extent of paved areas shall be subject to Company approval.

No plant equipment shall be located closer then 3m from the edge of any road.

5.3 Common Mode Failure

The entire plant shall be designed to minimise common mode failure. An unitisation philosophy shall be adopted for all systems and devices to ensure the risk of a unit trip due to common mode failure does not occur.

5.4 Future Considerations

The Contractor shall note all requirements for future expansion and additions to the facilities and shall therefore include for all necessary provisions in the Detailed Design under this Contract.

5.5 Plant Design and Management System

The Contractor shall develop a comprehensive Plant Design and Management System (PDMS) design database from the start of the Detailed Design. All large bore, small bore piping along with structures, foundations, and equipments shall be built in to the PDMS software. For existing and company supplied material the PDMS design database shall be provided by the Company.

The final project database shall be completed in all respect and shall seamlessly interface with the PDMS design database for the GTG and HRSG. The complete system shall be handed over to the Company as part of the final Contract documentation. Necessary resources for carrying out the PDMS design shall be deployed by the Contractor.

5.6 Equipment Alignments

The Contractor shall be responsible for ensuring proper alignment of all equipment being installed under this Contractor, including free issued Material, to the Company‟s satisfaction, including any remedial work that may be required. Alignments are to be carried out by the Contractor under the supervision of Vendor/Manufacturer and Company Representative(s). The Contractor shall include for all costs associated with the alignment, inspection, testing and Vendor liaison for all equipment and the attendance of third party supervision.

5.7 Relief Valves

Contractor shall ensure that all Relief Valves (RVs), prior to installation, are calibrated and appropriate certification provided, in the Company‟s RV workshop.

5.8 Company Provided Commissioning Spares

The Contractor shall verify the Company has ordered sufficient Commissioning Spares from the OEM‟s supplying Material that will be free issued by the Company. It shall be the Contractors responsibility to advise the Company in sufficient time should the Contractor believe there are deficiencies in the make-up and quantity of the Commissioning Spares to progress the Work effectively. At the discretion of the Company, the Company may alter the make-up and quantity of the Commissioning Spares should this be necessary to progress the Work effectively.

5.9 General Scope of Work

The Scope of Work comprises and not limited to of Detailed Design, Procurement of Materials (except Material free issued by the Company), Fabrication, Installation, Construction, Testing, Pre-Commissioning and Commissioning , Pre start-up audit of the associated work for the following main elements:

Each box shall be provided with a strong lock and six keys. The tools supplied under this Section shall not be used during the erection/commissioning of the Plant. The Contractor shall include in their technical submission during the Tender stage a full list of all lifting equipment, maintenance tools and site testing equipment necessary to maintain the Material supplied under this Contract

24. Spares as required for commissioning and testing of the whole Plant, with the exception Spares for the HRSG Package which shall be supplied by the Company.

25. Provide a list, including prices, for the first year of operational spares, including lubricant greases, insulating oils and chemicals. These will be ordered separate by the Company. The company has the right to the selection and timing for ordering these.

26. All above ground piping and buried drain pipe work including the fabrication thereof to complete the Work. All piping shall maintain minimum continuous slope with no pockets to prevent the pooling/collection of water in the piping.

27. Pipe racks carrying pipes for Steam, Boiler Feed Water, Utility Water and Blow Down as required to complete the work.

28. Overflow interconnection piping from HRSG blow down pit to the existing Amal Steam blow down pit. Overflow connection piping shall maintain minimum continuous slope with no pockets to prevent the pooling/collection of water in the piping.

29. Collection of all material test certificates from Company stores for Company supplied items. (The Contractor shall note that the certificates may be required by the Contractor for establishing the WPS.)

30. Supply of nuts, bolts, washers and locks as per requirement found during the Detailed Design. Contractor shall note that some bolts and nuts are supplied by the Company for the company supplied items. Remaining items shall be supplied by the Contractor complying with Company standards.

31. Tie-ins to existing system as defined in Section 3 and subsequently in the Detailed Design Drawings prepared by the Contractor‟s Detailed Design Consultant..

32. Demolition work, if any.

33. Related electrical and instrumentation work as described in this document and as per Detailed Design Drawings to be developed from the FEED drawings as set out in the C6.

34. Commissioning the HRSG BOP equipment supplied by the Contractor.

35. Contractor shall ensure completion of SAP PM, E-SPIR, MCPs minimum three months ahead of the substantial completion.

36. CCMS, As built Mark up drawings shall be completed and original copies (filed and indexed) shall be made available at site for reference purpose at the end of pre commissioning. The contractor shall ensure that any further changes taking place during the commissioning phase shall be captured in the as built mark up drawings.

37. Supply and installation of all insulation materials unless otherwise explicitly stated the same will be provided by the HRSG OEM in Nooter Eriksen‟s Technical Proposal 1902-09.

5.9.1 Civil Work

The Scope of Work includes the design, supply and installation/construction of all Civil Works necessary for the safe and reliable operation of the HRSG and BOP being installed at Amal Power Station.

The Contractor shall provide permanent erosion control facilities, as required, for ditches and slopes, such as riprap, headwalls, rock surfacing and slope pavement.

Buildings shall provide protection and environmental conditions appropriate for their function and as specified in the standards and herein. Wind and earthquake loading shall be in accordance with Uniform Building Code (UBC) and Company Standards.

The design shall take account of all applied loads, including dead, live, impact, thermal, dynamic, settlement, movement, seismic and other loading conditions where appropriate. Temporary loads during maintenance and erection shall be considered.

All necessary civil works required for access to, and within, the facility shall be provided.

The Contractor shall be responsible for providing all the required Works and services necessary for the satisfactory construction, operation and completion of the project.

The Scope of Work of the Contractor related to Civil shall include, but not limited to, the following:

1. A topographical survey has been undertaken and the information is provided for information only.

2. A soil investigations have been carried out for the existing power station. The soil investigation reports are enclosed for information only. The Contractor shall have soil investigations carried out specific for this project in sufficient detail to ensure all foundations, and specifically the HRSG exhaust stack foundation, are properly designed with regard to the site soil conditions. Any soil investigation shall be executed by a Company approved consultant; foundation excavations shall be inspected by a qualified geotechnical engineer.

3. Contractor shall check the elevation of the existing grade, buildings, piping supports and respective pipe elevations with respect to the existing bench mark(s) and cross check the same with the elevations indicated on FEED Drawings. If any discrepancy is discovered this shall immediately be brought to the attention of the CSR.

4. The area reserved for the HRSG has already been graded and finished with stone chippings. The Contractor shall ensure that on completion of the Work, that gentle slopes in the surface of the finished grade are maintained to avoid ponding of water. The Contractors scope of work shall include for any additional rainwater drainage systems, which may include open drains, trenches, pipe / box culverts and gullies to divert water and prevent flooding. The Contractor shall submit a scheme for the drainage system and the flood protection Works for review.

5. The existing perimeter and internal security fencing shall be modified as indicated on the plot plan drawings. All fencing materials, including gates, shall be galvanised.

6. Tarmac roads with 6m wide carriageways with proper turning radii for the trucks shall be provided as indicated in the Plot Plan, Sketch Drawing 001. The width of roads shall be

suitable to take the largest expected vehicles and equipment and the pavement shall be designed for maximum expected imposed loads which can be expected from vehicles transporting the various items of plant and equipment. Road edges shall be provided with kerb stones. The kerb stones shall be lowered at frequent intervals to allow drainage of surface water. To avoid stone chipping being washed onto the tarmac surface, galvanised grating shall be provided where the kerb stones have been lowered.

7. Construction of a 6m wide graded access road, extending from the existing tarmac access road outside the drains tank/vent stack area, to a point 50m before the standing/turning area at the blow down pit. The 50m section of access road from this point to the standing/turning area shall be tarmac.

8. Construction of a kerbed and channelled hard standing/turning area at the blow down pit sufficient in size to allow vacuum tanker trucks to turn around while one is in position pumping out the contains of the blow down pit.

9. The construction of a kerbed and channelled off plot tarmac parking area adjacent to the entrance gate to the HRSG plot area as indicated on the Plot Plan, Sketch Drawing

001. Sunshades shall be provided for minimum 8 vehicles.

10. Construction of a 6m wide tarmac access road, extending from the existing tarmac access road that provides access to the Amal Power Station and 132kV Switchyard south to the new tarmac off plot tarmac parking area adjacent to the entrance gate to the HRSG plot area as indicated in the Plot Plan, Sketch Drawing 001.

11. Road crossing guards shall be provide where OHL‟s and pipe racks cross the internal roads within the power station. The crossing guards shall be placed on both sides of the OHL crossing or pipe rack crossing. verifying

12. Blow down Pit with security fencing as indicated on the Plot Plan. The capacity of the blow down pit will be determined by the HRSG OEM during detailed design. The Contractor shall be responsible for the civil design of the blow down pit, taking into account its location and elevation. The Contractor shall be responsible for stabilizing the surrounding ground should it be necessary to position the blow down pit below surrounding grade. Hard standing shall be provided around the blow down pit. Type B security fencing shall be provided to give minimum 3m clearance around the blow down pit. In addition the Contractor shall include for any rainwater drainage systems, which may include open drains, trenches, pipe / box culverts and gullies to prevent surface

runoff water entering the blow down pit by diverting it away into the natural course of

existing drainage systems.

13. . The Contractor shall submit a scheme for the drainage system.

14. All necessary reinforced concrete foundations and civil works, including but not limited to, the following:

a) HRSG Package and BOP,

b) Hard standing heavy duty reinforced concrete paving for crane access.

c) Mesh reinforced concrete grade slabs for maintenance access around the HRSG and auxiliary equipment foundations. Such hard standing shall enclose all auxiliary equipment and HRSG foundations within one slab. Suitable construction and expansion joints shall be provided in the grade slab.

d) Rotating equipment foundations shall not be laid on any rock layer. In case of rock layers, suitable soil replacement shall be provided.

e) All foundations and concrete works, except fence post foundations, shall be provided with a protective coating system as detailed in C6-18,

f) The Contractor shall submit to the Company for approval a detailed method statement for the concrete pouring and curing processes,

g) If required all excavations in rock shall be carried out using a rock breaker. Blasting shall not be permitted,

h) Tanks/pits below grade shall be designed to resist uplift due to ground water. The Contractor shall provide suitable surface protection and drainage around such buried pits to ensure surface water is kept away. Vessels, including foundations and supporting brackets and foundation bolts, installed in pits shall resist any upward buoyancy force should the pit fill with water,

i) Foundations for instrument air compressors, dryers and receiver,

j) Foundation for plant water systems,

k) HRSG Unit Auxiliary Transformers. Note Oil Containment Pits or Bunds shall be provided for all oil filled transformers,

l) Foundations for all steel structures,

m) All steel work, including steel work embedded in concrete, steel support structures, steel pipe racks, steel platforms, rails, stand-off supports, grating, door frames, steel tank covers, holding down bolts, shims, packing plates, and fencing materials etc, shall be galvanised as per BS EN ISO 1461 with the exception of steel structures in outdoor substations the mean weight of the zinc coating shall not be less than 610gm/m2 and the mean coating thickness shall not be less than 86 microns.

n) Structures shall be designed such that they are fabricated prior to galvanising. No welding, cutting, drilling of galvanized structures, supports, brackets etc shall be permitted at site without written approve of the Company. In such cases where approval has been given, Fosroc GALVAFROID or equivalent shall be applied, in accordance with manufactures recommendations, to the exposed unprotected areas of the steel.

o) Equipment installed on the roof of buildings shall be mounted on concrete plinths without affecting the building roof water-proofing system.

p) Air intakes of roof mounted make-up air handling systems shall face away from the prevailing winds and shall be enclosed by way of sturdy removable screens, to further protect them from wind blow dust. The removable screens shall be provided with facilities to allow personnel easy access for maintenance. The height of the removable screens shall match the parapet wall.

q) Any room, building or compartment where there is a risk of over pressurisation should an electrical explosion occur, however unlikely, shall be fitted with pressure relief vents in accordance with IEEE Std 979 and NFPA 68

r) Sunshades in accordance with SP-1283, shall be provided for all rotating equipment, storage tanks, instrument air systems, service water pumps, and other equipment as required. Suitable lifting beams shall be provided.

s) All outdoor enclosures shall be provided with sunshades to prevent exposure to direct solar radiation and water collection.

t) Sunshades or temperature controlled compartments shall also be provided where the Contractor is unable to guarantee the equipment temperature reached under site conditions, taking solar heating into account, will be less than the maximum temperature allowable under the Contract

u) A monorail shall be provided for the instrument air package suitable to take mobile hand operated lifting gear, rated to safely lift the heaviest piece of equipment, to facilitate installation and maintenance.

v) The Contractor shall also be required to provide any lifting equipment required for maintenance of equipment if it is required, e.g. HVAC equipment installed on roof of buildings lifting equipment is required to lower makeup air units, condenser units filters etc to the ground. This is usually limited to a derrick and chain block.

w) Sunshades in accordance with SP-1283, including proper oil containment bund, shall be provided for the storage of lube/hydraulic oil drums. Facilities shall also be provided to store drums on their sides.

x) Sunshades shall be provided for all exposed cables and motors to prevent exposure to direct solar radiation.

y) All civil Works associated with the lighting for the safe operation and maintenance of the Plant, including security lighting around the HRSG is included in the Scope of Work

z) Construction of HRSG Control Building complete with all finishes and services like plumbing and drainage, septic tank and soak-away pits, air conditioning, small power and lighting, fire fighting and fire alarm panels.

aa) The supply and erection of all light fittings and lamps necessary to complete the lighting installation and these shall be included in the prices quoted for the supply and erection of fittings.

bb) All excavations, removal of surplus material from the site and making good and tidying the site on completion.

cc) Contractor to note that SP-1143 “Specifications for earthmoving and construction equipment” overrules the HSE SM chapter 5 Clause 3.1 with respect to requirement for air conditioning i.e. all earthmoving and construction equipment irrespective of their purchase date shall be equipped with air conditioning as per the requirements of SP-1143.

dd) If there is insufficient room to install all air conditioning compressor units on walkways, the Contractor shall install the compressor units on cantilevered concrete aprons that are incorporated into the main structure of the building at the floor level.

ee) Contractor shall hand dig slit trenches to verify there no obstructions are present for the proposed trench routes developed during Detailed Design. In case of any obstructions, the trenches shall be rerouted in consultation and approval from the CSR

ff) Contractor shall prepare marked up „As-Built‟ drawings progressively as the work proceeds, including the correction of elevations and co-ordinates of structures and supports

gg) Before starting excavation for any foundation, all the foundations in the station area shall be marked on the ground and made available for Company / Consultant‟s inspection.

hh) Wherever new foundations are to be constructed near existing foundations, the feasibility of construction of new foundation shall be studied before starting any construction activity and during excavation proper shoring shall be provided to avoid any disturbance to the soil supporting the existing foundations.

ii) Water tanks located on the roof shall be insulated and installed under a sunshade to ensure temperature of the water delivered does not exceed the a maximum safe water temperature of 41 deg C.

jj) Water distribution piping shall be insulated and protected from direct sunlight to ensure temperature of the water delivered does not exceed the a maximum safe water temperature of 41 deg C.

All Work not expressly called for above, but necessary for the complete and proper installation, maintenance and operation of the equipment and accessories, shall be performed by the Contractor, at no additional cost to the Company and shall be deemed to be included in the Scope of Work. The Contractor shall ensure the adequacy of the completed Work in every way to perform the required functions.

The Contractor shall be responsible for the design of the Works and calculations are to be submitted in respect of all Works with full details of the loading, foundation bearing pressures and structural design of the main members of buildings, floors and foundations, etc.

5.9.2 Mechanical Work

5.9.2.1 General

The Contractor‟s scope includes, but is not limited to, carrying out Detailed Design and all mechanical work including procurement (except for the Company supplied Material) for the installation, construction, hook-up, testing, pre commissioning and commissioning of the HRSG and its BOP in accordance with the approved Detailed Design drawings .

The Contractor shall field verify all the dimensions prior to fabrication that may, so be required, and shall not deviate from the design without a Field Change Instruction. Any transitions required to match pipe or fitting‟s internal diameters are included in the Contractor's Scope of Work and shall be deemed to be included in the Contract Price.

The Contractor shall make all precautions to avoid damage to the existing facilities while carrying out the Work. In the event of any damage to the existing facilities, the Contractor shall make good the same (at his own cost) to the satisfaction of the Company Site Representative. All construction activities shall be planned without disturbing the daily operation of the facilities.

The Contractor shall be responsible for performing all checks and testing prior to Pre-commissioning. Any fault found during testing and checking, shall be reported to the Company and upon receipt of Company approval the Contractor shall take corrective action. All isolation, draining, venting, supply of spades and blinds, flushing and purging required for the project Work is included in the Contractor‟s scope. Isolation, draining and purging as and when required shall be executed in close co-operation with the Company‟s Construction and Operation Field/Site staff. Nitrogen if required for purging shall be provided by the Contractor.

The Contractor shall be responsible for the assembly/erection, welding and structures etc to achieve the complete assembly of the HRSG.

Contractor shall prepare and submit for approval to the Company a Material Selection Report covering all Material being supplied and installed under this project.

5.9.2.2 Site-Run Piping

The Scope includes the site running of small bore piping and associated supports required for completion of the Work.

All routes for piping 11/2

inch NB and below to be developed during Detailed Design shall be

routed to suit the site conditions. This routing work shall be carried out at the Contractor‟s expense.

5.9.2.3 Tie-ins Between Equipment

The Contractor shall carry out tie-ins as per drawings to be developed during Detailed Design. The Contractor shall carry out dimensional checks on the flange positions of installed equipment prior to fabrication of interconnecting piping. Any subsequent modification previously overlooked by the Contractor shall be carried out at the Contractor‟s expense.

5.9.2.4 Hook-up of Rotating Equipment

The Contractor shall be responsible for the hook-up of piping connections to rotating equipment (found if any, during DD) in accordance with the relevant codes and for ensuring that the hook ups do not disturb equipment alignment and do not exert excessive loads on the equipment nozzles. The Contractor shall carry out alignment of rotating equipment to the Company‟s satisfaction prior to welding out any piping connections.

Final alignment checks shall be carried out by the Contractor and witnessed by the Company on the completed installation. The Contractor shall be responsible for any remedial work necessary to achieve final alignment to the Company‟s satisfaction. All alignment checks to be recorded by the Contractor.

5.9.2.5 Pipe Supports

The Contractor‟s Scope includes supply, fabrication and installation of all pipe supports, details to be developed during the Detailed Design.

Construction of pipe supports, plain cement concrete and reinforced cement concrete work for pipe support foundation pedestals etc. including fixing of insert plates as required, valve operating platforms, pipe crossovers and supporting structures of all types.

The Contractor shall check grade levels, piping levels and pipe support co-ordinates for correctness prior to fabrication and installation. The Contractor shall verify the support locations and cross check civil drawings with piping drawings prior to installation of supports to avoid any conflict. The Contractor shall be responsible for any corrective modifications at his own cost.

5.9.2.6 Vent and Drain Connections

The Contractor shall include for the supply, fabrication and installation of vent and drain connections at piping high and low points in accordance with the relevant piping class as per DEP 31.38.01.15 (and as illustrated in DEP 31.38.01.10 Appendix 1).

5.9.2.7 Isometrics

The Contractor shall check all isometrics developed during Detailed Design for discrepancies, interference/clashes and/or dimensional errors with respect to safe conditions prior to fabrication. The Contractor's Scope includes notification to Company and rectification of errors by marking-up on the drawings and subsequent fabrication / installation / construction as per corrected piping isometric drawings.

5.9.2.8 ASME Code Stamping

The Contactor shall be responsible for “S” Code Stamping for the complete field assembled HRSG in accordance with ASME 1.

5.9.3 External Coating and Painting / Insulation

The newly installed carbon steel pipe-work shall be blasted and painted in accordance with SP-1246 Part 5.

The Contractor shall colour code the pipes in accordance with the requirements of SP-1166.

The Contractor shall include in his Scope the provision for the application of one final coating layer to valves compatible with Vendor paint system.

For all Company supplied equipment, the Contractor shall include touching-up of any transportation damage.

5.9.4 HRSG Control Building

A separate reinforced concrete HRSG Control Building shall be provided to accommodate, but not limited to, the following equipment as indicated in Sketch Drawing 05.

1. DCS Operator Work Station

2. IPS/DCS Engineering Work Station

3. Redundant DCS Controller panels with Conventional I/O and Foundation Field Bus Interface Modules,

4. DCS field wiring interface panels,

5. Instrumented Protection System panels

6. ESD/MOS Console

7. Colour Printer (HP Colour Laser Jet )

8. Network Communication panel,

9. Fibre optic patch panels,

10. Computer Furniture, including Server Cabinets, Computer Desks and Chairs for 4 operators

5.9.5 Electrical Systems

5.9.5.1 General

The electrical Scope of Work includes all work necessary for the safe, efficient and reliable operation of the HRSG being installed this project. The Scope of Work shall be executed in full compliance with the Technical Specifications, applicable Sections of Document C6, Company Standards (SP‟s, DEP‟s etc), drawings & documents enclosed, and international standards.

The extent of the Scope shall include items listed below, together with any additional

equipment detailed in Document C6, and anything that is considered necessary for the safe

and reliable operation of the HRSG and electrical interconnections.

Any requirements stated for the provision of spare capacity for future equipment, shall mean

the physical quantity of spare remaining as a percentage of the total quantity required under

the Contract to complete the Work once the Contract has reached Completion.

5.9.5.2 HRSG Medium Voltage Unit Auxiliary Switchboard

Each Medium Voltage Unit Auxiliary Switchboard provides a single 6.6kV supply to the 6.6kV HRSG Unit Auxiliary Switchboard (HRSG-MVUAS).

The HRSG- MVUAS shall consist of two bus sections.

In normal operation the bus section circuit breakers shall remain open.

The supplies to the A and B bus sections shall be from the separate Medium Voltage Unit Auxiliary Switchboard, MVUAS-1 and MVUAS-2 associated with GTG Units 1 and 2 respectively. Incomer 1 supplies the A bus section and Incomer 2 supplies the B bus section.

The HRSG- MVUAS shall be used to supply power the High Pressure HRSG Feed Water Pumps and the 6.6/0.433kV HRSG Unit Auxiliary Transformers

Under normal operation Incomer 1, Incomer 2 and Bus Section circuit breakers shall be mechanically interlocked to prevent more than two circuit breakers being closed at any time.

5.9.5.3 HRSG Unit Auxiliary Switchboard

The HRSG-Unit Auxiliary Switchboard-1 (HRSG-UAS-1) shall consist of two bus sections.

In normal operation the bus section circuit breaker shall remain open.

The supplies to the A and B bus sections shall be from the separate 6.6/0.433kV HRSG Unit Auxiliary Transformers, HRSG-UAT-1-1 and HRSG-UAT-1-2. Incomer 1 supplies the A bus section and Incomer 2 supplies the B bus section.

The HRSG-UAS-1 shall be used to supply power to low voltage loads associated with HRSG-1, including building services, 240V AC UPS, 110V DC UPS, diverter damper hydraulic units, guillotine gate valve, sealing air systems etc.

The HRSG-UAS-1 shall be fitted with an automatic changeover system that can detect loss of incomer supply and make circuit breaker switching operations to restore supply via a healthy bus section.

Fresh air Make up AHU-1 and Fresh air Make up AHU-2 shall be supplied from separate bus section of HRSG-UAS-1.

Battery Room Exhaust Fan 1 and Battery Room Exhaust Fan 2 shall be supplied from separate bus section of HRSG-UAS-1.

5.9.5.4 Auxiliary Transformers

The Scope for Transformers shall be as specified in Section C6-08 and shall include the following:

a) Unit Auxiliary Transformers

5.9.5.5 Switchgear

The Scope for MV and LV switchgear shall be as specified in Section C6-09 and shall include the following:

a) 6.6 kV Medium Voltage Unit Auxiliary Switchboards,

b) 415 V Low Voltage Unit Auxiliary Switchboard,

c) Other Low Voltage switchboards as required.

5.9.5.6 UPS Systems

The Scope for UPS systems and batteries shall be as specified in Section C6-14 and shall include the following;

a) 110 V DC UPS System consisting of 2x100% batteries, 2x100% chargers and one DC distribution switchboard,

b) 240 V AC UPS System consisting of 2x100% batteries, 2x100% charger/inverter with static transfer and maintenance bypass switches, and 2 x AC distribution switchboard.

c) 48 V DC power supply required for the SCADA system shall be derived from the 240V AC UPS system. It shall consist of 2x100% 48 V DC switch mode power supplies and one 48V DC distribution switchboard.

5.9.5.7 Protection Settings

Protection study for the project including relay co-ordination and setting calculations shall be carried out by the Contractor through a Company approved Protection Consultant and shall be submitted for review and approval by the Company.

A draft package prepared as per Company format / procedures shall be made available for review at least three months prior to the scheduled date of commissioning. The Contractor shall provide all the necessary inputs and supporting data required to carry out the Relay Coordination verification. The Contractor shall submit manufacturer‟s catalogues and instruction manuals for each type of protection relays used. Further, the relay soft files along with three nos licensed copies of the relay setting and configuration software tools shall be submitted.

5.9.6 Communication Systems

5.9.6.1 General

The Scope of Work for the communications systems includes, but not limited to:

1. Supply of 4 sets of Company approved handheld transceivers (walky-talkies)

2. Survey of the communications installations at the Company sites where work is required.

3. Detailed design of the Fibre Optic Cabling (FOC) System, and Local Area Networks (LAN). The design shall be in compliance with the Company‟s requirements as stated in this document and all other applicable specifications.

4. Testing of all communications equipment and materials supplied under this contract, prior to dispatch from the Contractor‟s premises.

5. Documentation of FO cable routes and complete fibre optic system, as described in C6 Technical Specifications.

6. Pre-installation testing of Fibre Optic cables.

7. Supply and installation of any additional Telecom cabinets and Fibre Optic Patch/Termination Panels as required.

8. Supply, installation, jointing and termination of FOC systems and related materials and equipment, as required, in accordance with document C6-15, SP-1114, SP-1265, SP-1266, SP-2002, SP-2004 and other applicable Company standards.

9. All underground FOC shall be installed in HDPE ducts

10. Installation of HDPE ducts and conducting all the required work as specified in SP 2004.

11. Installation/blowing/pulling, jointing and termination of the ducted underground fibre optic cable and related materials and equipment at and between all the required locations as specified in document in accordance with SP-2004.

12. Post-installation testing and commissioning of the individual installed fibre optic cable drums as specified in SP 2004.

13. Supply, installation, jointing and termination of FOC and related materials and equipment.

14. Provision of spares.

15. Commissioning of all communications links to existing systems.

5.9.6.2 Telecommunication Contracting Arrangements

5.9.6.2.1 Interfaces with Other Contractors and the Company

The entire Fibre Optic Cabling (FOC) System, and Local Area Networks (LAN) work shall be carried out by the Contractor through a Company approved Telecommunications Subcontractor. The Contractor shall enter into an agreement with a Company approved Telecommunications Subcontractor to carry out the work defined in this Scope of Work Section (C4) and referred in Section C6 and other Specifications. The Contractor shall at the request of the Company, provide a copy of this agreement to the Company for approval to confirm that it correctly details the Scope of Work for the Telecommunications Subcontractor, including quantities and all technical requirements. The Contractor shall not be given the approval to start the Work unless the agreement is in place and approved by the Company.

5.9.6.2.2 Telecommunications Subcontractor

The Telecommunications Subcontractor shall work in close co-ordination with the Contractor to complete this scope of work. Appendix 1 of C6-15 provides a high level interface matrix.

All work shall be carried out under the guidance and technical support of the Telecommunications Subcontractor. It is the Telecommunications Subcontractor‟s responsibility to ensure the quality of the installation by providing all necessary technical information / method statements, diagrams to facilitate the Work and supervise the installation.

5.9.6.2.3 Other Telecommunications Contractor

A separate Other Telecommunications Contractor will be appointed by the Company. The Other Telecommunications Contractor will witness all the commissioning tests of the Contractor. The Contractor shall make the fibre optic cable available to the Other Telecommunications Contractor for testing. If the tests show any irregularities, macrobends, microbends or excessive losses, as defined in SP-2004, then the Contractor shall rectify all the damages at his own expense until it meets the standards, and the Other Telecommunications Contractor accepts to take over the FOC from the Contractor. Refer to Appendix 2 of C6-15 for high level interface matrix.

The Contractor shall be responsible for conducting a site survey of the existing facilities at Amal Power Station and the Amal Steam Plant to ascertain for themselves what additions, modifications and extensions, as required, that need to be made

5.9.6.2.4 External Communications Services to the Amal Steam Facility

The HRSG will be connected to the following external communications services via fibre optic cable communication links to provide LAN data interface for:

DCS Control System Interface,

Instrument Protective System,

Assets Management System,

PI Date Historian System ,

Primary and backup SCADA data communications,

IP addressable voice and data communication links from the HRSG Control Building (2 data lines & 2 phone lines),

Digital Surveillance System ( including Access Control System, Intruder Detection System and IP addressable CCTV cameras),

5.9.6.2.5 External Communications Services to Amal Power Station Facility

The HRSG will be connected to the following external communications services via fibre optic cable communication links to provide LAN data interface for:

Primary and backup SCADA data communications,

5.9.6.2.6 Internal Communications Services

The following internal communications services will be provided for the HRSG:

Control Network communications equipment including network switches, structured cabling, Cat 6 cable, fibre optic cable, patch cords, marshalling boxes, termination and installation materials as required. The FOC work will be carried out in accordance with SP-2004. The fibre optic cabling associated with the HRSG LAN will be at least 24 cores compliant with SP-2002.

The Company‟s Telecommunications Contractor or their subcontractors will supply and install two telephones for installation by the Contractor in the HRSG Control Building

The HRSG Control Network shall be implemented as follows:-

LAN communications equipment including, switches, routers, structured cabling, Cat 6 and fibre optic cabling, marshalling boxes/distribution frames as required. The Contractor shall be responsible for the structured cabling and termination of the cables on the IDF & Fibre Optic Patch/Termination Panel. The FOC work shall be carried out in accordance with SP-2004 and the FOC shall be installed/blown in HDPE ducts. The Control Network shall be a redundant network using fibre optic cable.

Provision of internal site telecommunications system, except the supply of telephone hand sets and fax machines which will be provided by Company. The Contractor shall provide all conduits, cabling, telephone sockets, and other materials as required, to provide one telephone located each control room, one telephone located each switchgear room, one telephone located each compartment, and one outdoor telephone located near to the HRSG high pressure feed water pump skids. The Contractor shall install and connect the internal telecommunications wiring for the telephone hand sets and fax machine up to the Telecoms cabinet IDF and UTP patch panel.

The Contractor shall liaise and co-operate with Company Telecommunications and their subcontractors so that installation of telecommunications wiring can be coordinated with the relevant Contractor activities

The DCS network shall deploy Cisco routers and switches and be compliant with Company Trust Domain and DACA standards.

The DCS Data network shall be implemented by CISCO certified engineers having at least CCNP, CCIP and CCDP CISCO approved certification.

5.9.7 Control and Automation Systems

5.9.7.1 Instrument Cables

All cables shall be appropriately selected from the Company List of Approved Vendors and shall be in accordance to the Company‟s standards (SP-1090). The Company has developed detailed technical specifications for XLPE insulated instrument cables. The Contractor shall comply with all requirements when using XLPE cables.

5.9.7.2 IPF Valves

All safeguarding (IPF) valves shall be tight shut off (TSO). Valves shall comply with the requirements noted in the Specification. All IPF valves shall be procured from a Company approved Valve Automation Centre (VAC). Electric actuated and non IPF duty may be excluded from the VAC scope of supply.

5.9.7.3 Inter-System Cables

Hardwired I/O between system cabinets from DCS to other cabinets (e.g. DCS, IPS, IFB, CMS Marshalling etc.) inside control buildings shall be via system cables type E-56/54 or E-30/28 with Radikor Boards. For System Cabling, DEP 32.37.20.31 (SP-1091) shall be referred.

5.9.7.4 Calibration

The Contractor shall include for workshop pre-calibration/calibration of all conventional instruments supplied by them. The Contractor shall test and calibrate (where applicable) control valves, pressure regulators and shutdown valves. Control and shutdown valves shall be leak tested. Additional stroke tests shall be carried out for the control and shutdown valves. The Contractor shall supply all fittings required to perform these tests.

The Contractor shall check complete instrument loops for systems and sub-systems including Company supplied items.

The Contractor shall provide all tools and equipment necessary for the Work. All test equipment shall be calibrated and valid calibration certificates shall be submitted for approval prior to receipt of test equipment at Site. Any modification required to achieve proper functioning of the total instrument loop is deemed to be included in the Contractor‟s scope.

The Contractor shall maintain a complete record of all tests carried out.

5.9.7.5 Hook-Ups (Process, Electrical / Pneumatic)

The Contractor shall supply all installation material and install all instrumentation and actuated valves. The Work shall include all process, electrical and pneumatic hook-ups of field instruments.

The Contractor shall perform all activities necessary for instrument installation in accordance with the Project specific Instrument Installation drawings/Hook-up drawings to be developed during the Detailed Design. Hook up drawings shall be in accordance with Company SP-1206. If this SP does not include drawings related to any of the hookups, Shell Standard drawings to be used.

The hook-up drawings and the instrumentation installation details indicate the standard schemes with indicative quantity of material. The contractor shall estimate the quantity of material such as tubes, fittings, cable trays, channels, structural steel, interconnection wires, cable glands, cable ties, cable tags, cable tiles, ferrules, lugs, crimps, cable clamps, nuts and bolts etc., based on the actual requirements and supply the material accordingly.

5.9.7.6 Loop and Functional Testing

The Contractors scope of works includes full loop and functional testing, as required for all equipment being installed under this Contractor, including free issued Material.

5.9.8 Condition Monitoring System

The Condition Monitoring System for the HRSG rotating plant shall be supplied by the HRSG vendor and the scope of the EpC contractor is to install the system and provide all necessary wiring from field instruments and filed junction box to the condition monitoring system at the control room.

5.9.9 Instrument Air Systems

A 2 x 100% Instrument Compressed Air System shall be provided for the Instrument and Service air requirements for the HRSG in accordance with the requirements of Section C6-04. The Instrument Compressed Air System shall be provided as shown on Sketch Drawing 007 – Block Diagram Instrument and Service Air with a designed capacity to cater for the following requirements:-

Instrument air requirements for the HRSG and BOP,

Service air requirements for the HRSG and BOP,

Provision of 25% additional capacity.

5.9.10 Plant Water Systems

The scope of supply includes a complete Service Water System in accordance with Section C6-05 and as shown on Sketch Drawing 018 – Block Diagram Service Water.

The scope of supply shall include but not limited to the following:

1. One (1) ground mounted FRP service water storage tank with filling connection piped in close proximity of internal road boundary and fitted with male quick release connection for filling via tanker truck. The tank shall be complete with manhole, level gauge, overflow, drain and outlet connection with all necessary valves and fittings. The minimum nozzle size shall be 2” NB.

2. One (1) roof mounted HRSG control building service water storage tank with filling connection piped to the plot boundary and fitted with male quick release connection for filling via tanker truck. The tank shall be complete with manhole, level gauge, overflow, drain and outlet connection with all necessary valves and fittings. The minimum nozzle size shall be 2” NB.

3. Two (2) 100% duty/standby service water transfer pumps in SS316L construction.

4. One (1) Pressure Blader Tank

5.9.11 Drains and Containment Facilities

All lube oil drains shall be taken to appropriate containment pits for disposal via vacuum truck

All waste water, rain water and drainage water that can be contaminated with oil including water wash shall be shall be taken to appropriate containment pits for disposal via vacuum truck.

Facilities shall be provided to enable drains to be cleaned out.

All buried pipe work used for waste water drains shall utilise glass fibre reinforced epoxy (GRE) pipes in accordance with DEP 31.40.10.19-Gen.

5.9.12 Digital Surveillance System

The Digital Surveillance System and Access Control System for the Alam HRSG shall be provided with the following functionality/facilities:

1. As a minimum PTZ Cameras shall be strategically positioned in all the Control, Electrical and Switchgear rooms as indicated below:- 2 no required

Battery Room - 2 no required

Switchgear Room - 2 no required

Auxiliary Room - 1 no required

Passage - 1 no required

C & A Room - 1 no required

2. As a minimum the Contractor shall provide four PTZ Cameras strategically positioned around the main plant areas, perimeter and entrances to the HRSG Installation The number of cameras shall be increased if the required area of coverage demands additional cameras.

3. Access control system (ACS) with magnetic card readers for the new HRSG Control Building inline with existing Amal Steam access control system.

5.9.13 Reinstatement

The Contractor shall clean up the working strip and all working areas used during the course of the construction work and shall restore the lands Any excess soil on the working area resulting from the excavation of supports, etc. shall be levelled to the satisfaction of the Company Site Representative.

5.9.14 Fire fighting Systems

Mobile and portable fire extinguishers shall be supplied to cover the total plant as per Specifications.

5.9.15 Type Tests and Special Tests

Specification C6-21 sets out the requirements for type tests and special tests of equipment to be supplied under this Contract. The requirements for type tests and special tests will be waived at the discretion of the Company if certification from a Company approved internationally recognised testing authority is made available for equipment of identical design and rating.

If requirements for type tests and special tests are not waived, all costs for such tests specified in the Contract specifications shall be deemed included in the Contractor price.

If after Contract award the Contractor is not able to produce type test certificates for equipment as set out in C6-21, acceptable to the Company at its discretion, from an approved internationally recognised testing authority the Company shall have the right to request that such tests be performed at the Contractors expense.
