SUMMARY OF THE ISSUE

The City submitted a funding application to the Province of British Columbia, through the BikeBC Program, for a cycle faci lity along Salton Road, from Marshall Road to King Road, and a pedestrian/cycle bridge over Highway No. 1 in the amount of $5. 75M (Report ENG 013-2015 -Attachment "A"). The Bike BC Program approved a grant to a maximum of $1 .0M or 50% of the total eligible cost. Report ENG 049-2016 recommends that the grant be utilised with the construction of the pedestrian/cycle bridge over Highway No. 1 and cycle facility .

BACKGROUND

UDistrict Project Background (Planning)

In 2011, the City and the University of the Fraser Valley (UFV) began collaborating to create the UDistrict Vision which was formally endorsed by Council in May 2012. In early 2015, both UFV and the City decided to turn the vision into a detailed plan for the university and surrounding neighbourhood. The City would complete a Neighbourhood Plan for the area, while UFV would undertake an Abbotsford Campus Master Plan. The project was envisioned as a four-stage process. Planning staff are currently nearing the end of Stage 2 (Choices and Direction). The UDistrict is one of the four mixed use Urban Centres identified in the 2016 Official Community Plan (OCP).

A Background Report was prepared which examined the baseline conditions for the neighbourhood. A needs assessment was conducted for the campus as part of this report, and projected student growth was used to forecast building requirements for the next few decades. The UDistrict project was officially launched in April 2015 with a media announcement and two open houses. The launch event was complemented by an online survey which was open to the public for two weeks. The input received from the community was used to create seven guiding principles which were used to inform the design process in Stage 2.

Stage 2 (Choices and Direction) - Resulted in two growth concepts being prepared for the Neighbourhood Plan, each one representing an approach to realizing the seven guiding principles. Residents, stakeholders, students, and faculty were asked to provide input on the draft concepts during an open house (held on October 15, 2015) or through an on line survey. The design elements focused on questions about community and campus integration, and the types of land use, mobility choices, and open space arrangements that could be implemented in the UDistrict. Specifically, the public was asked to indicate their preference for a new pedestrian/cycle bridge over Highway No. 1 or upgrades to the existing McCallum Interchange in order to improve mobility within the neighbourhood. Participants overwhelmingly supported the concept showing the pedestrian/cycle bridge (81 % of respondents) , citing a strong desire to support safe walking and cycling conditions in the UDistrict. The feedback was summarized into an Engagement Report which was presented to Council.

The next step is to finalize the Transportation Assessment and Parking Study, and to undertake a comprehensive Economic Feasibility Assessment to test the viability of the proposed new land uses. A draft plan will be presented to Council in February 2017. Should Council authorize staff to proceed with the draft plan, the information will be presented to the public in early spring in one last round of public engagement.

BikeBC Program (Engineering)

The Ministry of Transportation and Infrastructure (MoTI) announced that it is providing $6.0M in the BikeBC Program to communities this year ($18.0M over three years) to enhance and expand cycling infrastructure such as bike lanes, multi-use paths and trails and cycling/pedestrian bridges. The City is committed to advance alternative modes of travel, such as walking/cycl ing, and applied to the BikeBC Program for funding.

The City received $1 .0M of the $5.75M, through the Bike BC Program, towards the construction of a dedicated cycling facility on Salton Road, from Marshall Road to King Road, and a pedestrian/cycle bridge over Highway No. 1. The revised budget is now at $3.9M.

DISCUSSION

As discussed in Report ENG 013-2016, the Salton Road corridor is ideally situated to include a cycle facil ity and pedestrian walkways. The pedestrian/cycle bridge will connect the bicycle network over Highway No. 1. This link will connect the high population areas north of Highway No. 1 to the UDistrict neighbourhood and its associated services south of Highway No.1 .

The project cost for the pedestrian/cycle bridge at Salton Road over Highway No. 1 was reviewed by staff in order to deliver the bridge and cycle facility construction for $3.9M. This was achieved by reducing impacts to private properties, reducing bridge design options, phasing the implementation of a cycle facility along Salton Road and by delivering the project through a design/build procurement process. The first phase will include a 2.6 m wide cycle facility along Salton Road , maintaining existing road width and on-street parking on one side. As the UDistrict and areas north of the freeway develop and traffic volumes increase along Salton Road, bicycle safety will be improved by widening the cycle facility to 4.0 m and adding a sidewalk on the east side. The cost estimate to deliver the project for $3.9M is included as Attachment "B".

It is recommended to inform the public and the Transportation Advisory Committee regarding the proposed cycle facility and bridge construction through a Public Information Meeting in the new year and report back to Council.

FINANCIAL PLAN IMPLICATION

The Salton Road Pedestrian/Cycle Overpass project is included with the City's approved 2017-2021 Financial Plan. With the provincial grant of $1 .0M, the City is funding the balance totaling $2.9M.

This project supports the Council Strategic Plan cornerstones as follows:

• Vibrant Economy - supports economic development by the movement of goods services and people.

• Complete Community - advances and promotes alternative transportation options, such as walking and biking, supporting a healthy and active community.

• Fiscal Discipline - receiving a grant will reduce capital cost of the project to the City.

• Organizational Alignment - this project supports the Official Community Plan, Neighbourhood Plans and Master Plans making walking, cycling and transit delightful.

SUBSTANTIATION OF RECOMMENDATION

The City of Abbotsford is committed to advancing alternative modes of travel, such as the Salton Road pedestrian/cycle bridge and cycle facility, as part of its vision. One of the goals of the updated OCP is to achieve a 25% target for alternative transportation; currently the City is estimated to be at 7% to 8%. This shift in travel mode will support the environment and reduce

3. THAT the Mayor and Corporate Officer be authorized to execute all documents related to this matter.

SUMMARY OF THE ISSUE

The Province of BC -Cycling Infrastructure Program is accepting applications for funding under the BikeBC Program to encourage transportation cycling by accelerating the development of new cycling infrastructure. An example BikeBC application form is included as Attachment 'A'.

The City of Abbotsford is wishing to submit an application for the Cycle Path on Salton Road and the Cycling/Pedestrian Overpass over Highway #1 , under the BikeBC Program, or other Provincial program. A Bicycle Network map for the City showing the location of this project is included as Attachment 'B'.

BACKGROUND

On February 12, 2016, the Ministry of Transportation and Infrastructure announced that it is providing $6 million in BikeBC funding to communities this year to enhance and expand cycling infrastructure such as bike lanes, multi-use paths and trails and cycling/pedestrian bridges. The funding is part of BC on the Move, the Government of BC's 1 0-year transportation plan.

BikeBC is the province's cost-sharing program that helps communities build cycling projects to encourage cycling and walking for commuting, recreation and tourism. BC on the Move committed $18 million over three years to the BikeBC program. Last year the program provided $6.14 million for 26 projects in 25 communities throughout the province.

The deadline for applications is April 8, 2016.

DISCUSSION

The City of Abbotsford is committed to advancing alternative modes of travel such as cycling/pedestrian as part of its vision for the City and the progress being made on the City's updated Official Community Plan.

In review of potential candidates and criteria for the funding program, the City is recommending that the following application be submitted to the BikeBC Program as a two part plan:

A. Cycle Path on Salton Road and Cycling/Pedestrian Overpass over Highway #1, included as Attachment 'C', estimated at 5.75 million

The City of Abbotsford is in the final stages of developing the UDistrict Neighbourhood Plan and the Abbotsford Campus Master Plan in conjunction with the University of the Fraser Valley. The UDistrict is a key growth area that will support a compact transit/cycling/pedestrian oriented university village with a projected population of 5600 and 350,000 fe of commercial/business park development.

A key concept of the UDistrict Neighbourhood Plan is to make walking, cycling and transit use more delightful. This requires a plan that assures travel by foot, bike and transit is convenient , available and enjoyable in the UDistrict and throughout Abbotsford.

As part of developing the UDistrict Plan as well as the City's overall bicycle network, it was identified that a critical cycling and pedestrian link is necessary to connect the high population areas located north of Highway #1, to the UDistrict neighbourhood and its associated services, on the south side of Highway #1. The preferred corridor to make this connection is along Salton Road, between Marshall Road and King Road. Both Marshall and King Roads are in the City's Bicycle Network system.

The UDistrict also includes the 7000 seat Abbotsford Centre, which attracts patrons locally and from across the region . Improved cycling and pedestrian access to the Centre will enhance both the customer experience and access efficiency at events, while reducing parking demand and traffic congestion.

The Salton Road corridor is ideally situated to include bicycle lanes and a pedestrian walkway. This project would involve the installation of a bidirectional, on-road Cycle Path on Salton Road, separated from vehicle traffic, and a Cycling/Pedestrian Bridge over Highway #1. This project will promote commuter and recreational cycling, thereby reducing roadway congestion , capital infrastructure needs, reliance on single occupancy vehicles and greenhouse gas emissions, and will provide a safe cycling environment for the community.

B. Partial project funding : Cycling/Pedestrian Overpass over Highway #1 at Salton Road , estimated at $4.9 million

A second proposal for partial funding of the Plan will also be presented for Provincial consideration, which will only include the Cycling/Pedestrian Overpass over Highway #1. If full funding of the Plan is not possible, the construction of a Cycling/Pedestrian Overpass over Highway #1 to the UDistrict area would still accomplish some of the project goals of connecting the Bicycle Network across Highway #1.

The City is recommending that an application be submitted to the BikeBC program and/or other Provincial program, for funding consideration. A cost estimate for the Plan is included as Attachment 'D'.

FINANCIAL PLAN IMPLICATION

The BikeBC program will assist local governments in expanding their cycling network by funding up to 50% of eligible cost-shareable capital work; however, the City is submitting an application for funding up to 100% from other Provincial grant programs.

The City's share of the cost, if any, will be funded from a combination of: reserves, reprioritized capital projects, Development Cost Charges Reserves, Community Works Funds and other funding sources, if required .
