"These three issues-ceasefire violations by resorting to heavy shelling and firing on BSF posts and civilian areas, civilian casu- alties and infiltration attempts by the militants under the cover of shelling and firing-mainly pertained to Jammu sector''. Expressing hope that the DG level talks will lead to "fruitful results'' and peace will prevail on the borders, Sharma said: "the peace and maintenance of ceasefire was in the best interest of both the countries as it will directly help the civilian popula- tion, which was living right up to the borders and have fields there, which fetch them their livelihood''. Sharma said if the peace pre- vailed on the borders, not only the people on both sides will be able to cultivate their crops right up to the Zero Line but schools and colleges would function smoothly and help students and small business of the people will also run freely. "Though, we expect Pakistan to respond to our peace talks, at the same time, we will not tolerate ceasefire violations, sniping incidents, targeting our civilian population. All this is not acceptable,'' the IG BSF said but added that it would be the BSF's endeavour to give peace a chance so that friendly atmo- sphere prevails on the borders. Hooda confirms life term to 6 Kumar, Lance Naik Lakhmi, Lance Naik Arun Kumar and Rifleman Abbas Hussain -- were held guilty by the SGCM which sentenced them to life imprison- ment in November last year. The incident came to light on April 30, 2010 when bodies of three youths were shown by Army as militants who were try- ing to sneak into the Valley from higher reaches of Machil in North Kashmir with arms and ammunition. It had later claimed that they were Pakistani terrorists. However, it was established by Jammu and Kashmir Police that they were unemployed youths Mohamad Shafi, Shehzad Ahmed and Riyaz Ahmed and residents of Nadihal in Baramulla district. They were apparently misled on the pretext of giving jobs and later shot dead. Police had chargesheeted nine people in July 2010 includ- ing six Army personnel but had to hand over the probe to the Army after it was assured of holding a detailed inquiry into the incident. Following the alleged fake encounter, a Territorial Army jawan and two others were arrested by police but the inci- dent led to widespread unrest in the entire Kashmir valley which left 123 people dead. Police had arrested three persons Abbas Shah, the Territorial Army jawan, Basharat Lone and Abdul Hamid Bhat-for alleged involvement in the encounter. These three people will stand for trial once the final report of the Army will be sub- mitted before the Chief Judicial Magistrate in Sopore. Only issue is PoK: Dr Jitendra “That means the area, which after 65-66 years, even after being part of Jammu and Kashmir, is under illegal posses- sion of Pakistan,” the minister told reporters here. Meanwhile, as reported exclusively by EXCELSIOR in its today's edition, Cabinet gave its nod to the adoption of the State Sponsored Social Assistance Scheme 'Ladli Beti' for its implementation in six selected districts of Jammu and Kashmir exhibiting low and declining child sex ratio viz Kathua, Jammu, Samba, Budgam, Pulwama and Anantnag. The Scheme 'Ladli Beti' has been launched to create a strong positive disposition towards the girl child and aims to reverse the alarming trend of declining child sex ratio. The scheme addresses the concerns of girl's right from birth to adulthood by providing financial security to the girls. Under the scheme, the State Government will contribute Rs 1000 per month towards the birth of every girl child with effect from 1st April 2015 for the next 14 years and on reaching 21 years of age the girl child would receive a sum of Rs 6.5 lakh. Girl child born to parents with annual income from all sources less than Rs 75000 per annum only will be eligible for the benefits under the scheme. The prescribed application form for the scheme will be available at the office of District Social Welfare Officer, Programme Officers, CDPOs and their Sub-ordinate offices. The Cabinet constituted a Sub-Committee to examine the proposed legislation name- ly the Jammu and Kashmir Wakafs Bill, 2015. The Sub- Committee comprises Minister for Horticulture / Haj & Auqaf as its Chairman, Minister for Industries & Commerce, Minister for Revenue, Minister for Social Welfare/ Forest, Ecology & Environment, Minister for Law, Justice & Parliamentary Affairs/ Relief & Rehabilitation as its members. The Sub-Committee will be serviced by the Revenue Department and will submit its report within one month. The Bill aims at consolidating the existing laws pertaining to Wakafs and Wakaf properties in the State. The Cabinet also approved the lease of 7 kanals and 7 mar- las land to New Kashmir Fruit Association at Fruit and Vegetable Market, Parimpora for construction of Cold/ Controlled Atmosphere Stores and allied infrastructure under Public Private Partnership (PPP) mode. It was also decided that apart from the lease deed, the Agriculture Production Department will sign a Memorandum of Understanding with the lessee regarding mutu- ally agreed modalities in respect of the proposed project. The revised Master Plan for Pahalgam, which has been named as 'Pahalgam 2032', was also approved by the Cabinet. The Plan has been prepared keeping in view the sensitivity of the local ecology and environ- ment and requirements for tourism and development. Among other things, the revised Master Plan also propos- es that an action plan for solid waste management, sewerage disposal and water supply be prepared for the entire local area of Pahalgam Development Authority including the existing village settlements. Pak heavy shelling kills civilian, injures 3 ers, one of them seriously. The Indian side gave appro- priate response to the shelling. Official sources told the Excelsior that Pakistan army started heavy firing with auto- matic weapons and Heavy Machine Guns (HMGs) at 11 pm last night in entire Sabzian sector targeting forward Indian posts of the Army followed by civilian habitations. The Indian side retaliated effectively, lead- ing to heavy exchanges. While exchange of firing continued till this morning, Pakistani troops started pound- ing civilian population with 120 mm and 82 mm mortars and heavy calibre weapons at about 8 am today when the people had started going to the fields. Several mortar shells fell close to the houses of the civilians and fields causing extensive damage to the property and killing one civilian besides injuring three others, one of them seriously. The civilian killed in the shelling has been identified as Abdul Hamid, 28, son of Qamar Din R/o Shahpur Kirni. The seri- ously injured was identified as Abdul Rashid, 27, son of Abdul Aziz, a resident of Danugam while two others injured includ- ed Abdul Aziz and Abdul Majid. Dead and injured were evac- uated from the site of shelling and firing by security and police personnel and admitted in the hospital. While Abdul Hamid was declared as brought dead, three others were being treated for splinter wounds they sus- tained in the mortar shelling. Sources said Pakistan side also appeared to have suffered extensive damage in retaliatory firing by the Indian Army but extent of the damage was not known. The shelling stopped at 2 pm, they added. This was for fifth consecu- tive day today when Pakistan army violated ceasefire along the LoC in different sectors in Poonch district. Sources said Pakistan army used 120 mm and 82 mm mor- tars, Rocket Projectile Guns (RPGs), Heavy Machine Guns and semi automatic weapons in targeting the Indian side includ- ing forward Army pickets and civilian population. The fresh spell of Pakistani shelling has created wave of panic among the civilians, who had just recovered from heavy shelling in Balakote sector of Poonch district, where six civilians were killed and over 20 others were injured on August 15 and 16. There were no casualties of the troops or damage on their side in firing and shelling, sources said, adding that the civilians remained confined to their houses after Pakistani shelling and firing during the day. Sources said some houses and cattle sheds in Sabzian have also suffered extensive damage in the Pakistani shelling. Meanwhile, senior officers of Army, police and civil admin- istration visited the villages worst hit by the shelling and took assessment of the damages. During past four days, Pakistan had only been resorting to firing but there was no shelling. However, today they resorted to heavy mortar shelling, sources said. Govt committed to rehabilitate 2014 flood victims: Mufti concern, compassion and cama- raderie was demonstrated on the streets of Kashmir on daily basis by the young volunteers during those difficult times. Sayeed said the September 2014 flood took lives and destroyed livelihood. "It demol- ished public and private assets and devastated the State econo- my," he said and added that while the flood shook every foundation in sight, it laid a new foundation of rebuilding a secure and stable Jammu and Kashmir. Sayeed said the State Government has got down to a time-bound plan of action for providing relief to the unin- sured flood-affected traders and destitute, to help them revive their livelihood. "Under the scheme, the shop- keepers whose turnover is up to Rs 5 lakh are being provid- ed Rs 1 lakh compensation, while as those whose turnover is less than Rs 10 lakh are given assistance of Rs 1.50 lakh by the Government. The uninsured traders whose turnover was more than Rs 10 lakh, are given cash assistance of Rs 2 lakh," he said and added that hundreds of shop- keepers and destitute have already been handed-over compensation under the scheme and the process is on. The Chief Minister said to tackle future threat of floods, Government has initiated vari- ous measures including availing an assistance of Rs 1500 crore from the World Bank for flood management of major rivers. "In addition a separate Rs 400 crore plan has been formulated for flood management along River Jhelum," he said and added that special focus is being laid on construction of an alternate flood channel from Dogripora to Wullar at a cost of Rs 2200 crore. Seeking people's coopera- tion in avoiding such catastro- phes in future, the Chief Minister said the public must cooperate in removing obstruc- tions and encroachments from the flood channels, nullahs and rivers for which the administra- tion has already launched a drive across the State. Expressing solidarity with the victims, the cabinet remem- bered all those who lost their lives in 2014 flood fury. The call for shutdown evoked maximum response with all the shops and commercial establishments shut across the city including in downtown. The schools, colleges and other edu- cation institutes were also closed while the Government offices also witnessed thin or zero atten- dance. The public transport and inter-district bus service was also affected. The shutdown was also observed in other districts of the valley including in north Kashmir districts of Kupwara, Baramulla and Bandipora and also in southern districts of Anantnag, Shopian, Pulwama and Kulgam. The traders in Anantnag Town also staged protest against the Government's failure to rehabilitate the flood victims and business community of the district. The police, meanwhile, also detained several separatist lead- ers to prevent them from partici- pating in traders' rally. Police placed Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Mohammad Yasin Malik under house-arrrest. The second-rung separatists were also either placed under detention in their houses or in police stations. A senior police officer told Excelsior that the situation remained peaceful across the Valley and no incident of vio- lence was reported. Omar slams Govt for failing to provide succor to flood victims "Is this democracy that the people who are protesting for their genuine demand are being arrested? This Government is making mockery of everything", former Chief Minister said. Omar said that on one hand an impression is being created that there is no money for flood victims but "on the other hand luxury cars worth crores of rupees are being purchased for Ministers and legislators." The former Chief Minister said that the biggest beneficiary of floods of 2014 was PDP. "This Party (PDP) exploited the misery of common people who were victims of devastating floods to come to power and after assuming power forgot them," he said. Omar said that his sugges- tion to Chief Minister Mufti Sayeed to lead an all party dele- gation to New Delhi for build- ing pressure on Modi Government over release of rehabilitation package for Kashmir was never taken seri- ously. "It was six months before that I suggested Mufti sahib about all-party delegation under his command which should go to New Delhi to discuss why rehabilitation package for J&K flood victims was delayed and to build a pressure for its early release. But I have not heard anything about it from Government and reasons better known to Mufti sahab," the for- mer Chief Minister said. Omar accused PDP Government of sabotaging the talks process. "Peace is not holding at the LoC because we are not talking. The PDP Govt sabotaged the talks," he said. The opposition National Conference marked the day by holding a blood donation camp. Omar inaugurated the camp by donating blood and this was fol- lowed by blood donations by NC leaders and workers. J&K to shortly launch vibrant Skill & Entrepreneurship Development Mission to national GDP", the paper said. Sources said that in 2012 the J&K had set itself a target of skilling or up-skilling 9.1 lakh young men and women over the 12th Five Year Plan period. However, not much has been achieved in reaching the target even as more than half of the plan period is already over. As per the study conducted by National Skill Development Corporation, by 2022, the J&K would have excess supply of manpower in semi-skilled and skilled levels but there will be shortage in minimally skilled category and this shortage has to be bridged by skilling initia- tives. "Though the semi-skilled and skilled categories have sur- plus supply of human resources, they also need to be constantly up-skilled and also need to build skills for export considering the employability factor", sources said. Under the Skill & Entrepreneurship Development Mission, Skill Development Centres can be established in different areas of the State at the district, block or panchayat lev- els and the Mission after map- ping the resource of a particular area can mobilize and place the youth in various sectors of econ- omy where the relevant skills are required. "Many States have achieved milestones in the skill development only by way of providing an umbrella organiza- tion to coordinate the entire skill development activities", the Concept Paper said. Pointing out around 32 courses that can be offered immediately for skill develop- ment of youth, the Concept Paper said, "there is need to have full time Mission Director and District Administrative set up needs to be created/con- ceived with necessary manpow- er and infrastructure support to make the Mission fully vibrant and functional", adding "there is requirement of framework doc- ument for inter and intra sec- toral modalities for skill and entrepreneurship development". Stressing on coordination of all the existing schemes of the State and Central Governments related to skill development and entrepreneurship in the State, the Concept Paper said, "this will reduce any multiplicity of efforts as well as resource investment done in the name of skill development and entrepreneurship by various departments". Court allows NIA’s plea on test The investigating agency, in its plea, contended that Bhat was giving inconsistent statements during his interrogation which is hampering the probe in the case. “Accused Showkat Ahmed Bhat.. Presently in police cus- tody of NIA at Delhi and his statement is having no consisten- cy on various occasions/points which is hampering the leads in the investigation of the instant case. “The polygraph test of the above accused is required to be conducted to get concrete leads regarding larger conspiracy in the interest of the case,” the NIA said. It further said that Bhat is showing his consent to undergo the test and necessary orders may be passed for conducting the test by an expert at CFSL at Lodhi Road here. “It is therefore prayed before this court that necessary order may be passed to the prosecuting agency (NIA) for conducting the polygraph test of accused Showkat Ahmed Bhat by an expert at CFSL/CBI, CGO Complex Lodhi Road, New Delhi on September 8 for the purpose of investigation during his police custody,” the agency said. It also sought direction to the Director of CFSL for conducting the polygraph test on Bhat. The NIA also said that during custodial interrogation of arrest- ed accused Mohammad Naved, a Pakistani national,certain facts have come to light regarding the larger conspiracy behind the Udhampur terror attack which includes the entire network of conspirators, supporters, financers, facilitators and han- dlers of Naveed. It said that Bhat had facilitat- ed Naved and three other LeT operatives “by transporting them from near the Indo-Pak border till the place of their hideout in district Pulwama (Jammu and Kashmir).” The NIA said that during Naved’s interrogation it has emerged that Bhat was part and parcel of the larger conspiracy hatched by LeT to wage war against the country. “Accused Showkat Ahmed Bhat possesses the knowledge of intricate details of the conspiracy being furthered by the senior functionaries of the LeT, who are operating from Pakistan and var- ious parts of State of Jammu and Kashmir,” the agency said. “During the custodial exami- nation of the accused, certain facts regarding larger conspiracy behind the instant terror act which includes but is not limited to the entire network of conspira- tors, supporters, financers, facili- tators and handlers of arrested accused Mohammad Naved and other co-accused persons came to light which needs to be further verified/ strengthened by con- ducting the polygraph test of accused person Showkat Ahmed Bhat,” it said. 36-year-old Bhat was brought here yesterday for a “sci- entific analysis” of his state- ments. A resident of Pulwama in south Kashmir, Bhat was arrest- ed on September 1 by NIA which is probing the case in which two Lashkar-e-Toiba terrorists from Pakistan attacked a BSF bus at Samroli in Udhampur and killed its two personnel. One of the attackers identi- fied as Mohammed Noman alias Momin was killed in retaliatory fire, while another Mohammed Naved was captured alive by vil- lagers and handed over to police. Bhat was taken in custody by Jammu and Kashmir police immediately after the terror strike on August 5 and was booked under Sections of Unlawful Activities (Prevention) Act and Arms Act. NIA said Bhat was allegedly involved in transporting a group of four LeT terrorists— Mohammad Naveed, Zhargham alias Mohammed Bhai,Abu Okasa and Noman from Baba Reshi in Baramulla district to south Kashmir soon after they had infiltrated India from PoK. Sharma said though allissues pertaining to theInternational Border in thecountry and others related mat-ters would figure in the DGlevel dialogue, "I presume that70 to 80 per cent issues will per-tain to International Boundaryin Jammu as majority of cease-fire violations, civilian killingsand infiltration attempts weretaking place in Jammu sectorright from Akhnoor to Kathua.

"These three issues-ceasefireviolations by resorting to heavyshelling and firing on BSF postsand civilian areas, civilian casu-alties and infiltration attemptsby the militants under the coverof shelling and firing-mainlypertained to Jammu sector''.

Expressing hope that the DGlevel talks will lead to "fruitfulresults'' and peace will prevailon the borders, Sharma said:"the peace and maintenance ofceasefire was in the best interestof both the countries as it willdirectly help the civilian popula-tion, which was living right upto the borders and have fieldsthere, which fetch them theirlivelihood''.

Sharma said if the peace pre-vailed on the borders, not onlythe people on both sides will beable to cultivate their crops rightup to the Zero Line but schoolsand colleges would functionsmoothly and help students andsmall business of the people willalso run freely.

"Though, we expectPakistan to respond to our peacetalks, at the same time, we willnot tolerate ceasefire violations,sniping incidents, targeting ourcivilian population. Following the alleged fakeencounter, a Territorial Armyjawan and two others werearrested by police but the inci-dent led to widespread unrest inthe entire Kashmir valley whichleft 123 people dead.

Police had arrested threepersons Abbas Shah, theTerritorial Army jawan,Basharat Lone and AbdulHamid Bhat-for allegedinvolvement in the encounter.

These three people willstand for trial once the finalreport of the Army will be sub-mitted before the Chief JudicialMagistrate in Sopore.

While exchange of firingcontinued till this morning,Pakistani troops started pound-ing civilian population with 120mm and 82 mm mortars andheavy calibre weapons at about8 am today when the people hadstarted going to the fields.Several mortar shells fell closeto the houses of the civilians andfields causing extensive damageto the property and killing onecivilian besides injuring threeothers, one of them seriously.

The civilian killed in theshelling has been identified asAbdul Hamid, 28, son of QamarDin R/o Shahpur Kirni. The seri-ously injured was identified asAbdul Rashid, 27, son of AbdulAziz, a resident of Danugamwhile two others injured includ-ed Abdul Aziz and Abdul Majid.

Dead and injured were evac-uated from the site of shellingand firing by security and policepersonnel and admitted in thehospital. While Abdul Hamidwas declared as brought dead,three others were being treatedfor splinter wounds they sus-tained in the mortar shelling.

Sources said Pakistan sidealso appeared to have sufferedextensive damage in retaliatoryfiring by the Indian Army butextent of the damage was notknown.

The shelling stopped at 2 pm,they added.

This was for fifth consecu-tive day today when Pakistanarmy violated ceasefire alongthe LoC in different sectors inPoonch district.

Sources said Pakistan armyused 120 mm and 82 mm mor-tars, Rocket Projectile Guns(RPGs), Heavy Machine Gunsand semi automatic weapons intargeting the Indian side includ-ing forward Army pickets andcivilian population. The freshspell of Pakistani shelling hascreated wave of panic among thecivilians, who had just recoveredfrom heavy shelling in Balakotesector of Poonch district, wheresix civilians were killed and over20 others were injured onAugust 15 and 16.

There were no casualties ofthe troops or damage on theirside in firing and shelling,sources said, adding that thecivilians remained confined totheir houses after Pakistanishelling and firing during theday.

Sources said some housesand cattle sheds in Sabzian havealso suffered extensive damagein the Pakistani shelling.

Meanwhile, senior officersof Army, police and civil admin-istration visited the villagesworst hit by the shelling andtook assessment of the damages.

During past four days,Pakistan had only been resortingto firing but there was noshelling. However, today theyresorted to heavy mortarshelling, sources said.

Govt committed to rehabilitate2014 flood victims: Mufti

Theuninsured traders whoseturnover was more than Rs 10lakh, are given cash assistanceof Rs 2 lakh," he said and

added that hundreds of shop-keepers and destitute havealready been handed-overcompensation under thescheme and the process is on.

The Chief Minister said totackle future threat of floods,Government has initiated vari-ous measures including availingan assistance of Rs 1500 crorefrom the World Bank for floodmanagement of major rivers. "Inaddition a separate Rs 400 croreplan has been formulated forflood management along RiverJhelum," he said and added thatspecial focus is being laid onconstruction of an alternateflood channel from Dogripora toWullar at a cost of Rs 2200crore.

Seeking people's coopera-tion in avoiding such catastro-phes in future, the ChiefMinister said the public mustcooperate in removing obstruc-tions and encroachments fromthe flood channels, nullahs andrivers for which the administra-tion has already launched adrive across the State.

Omar slams Govt for failing toprovide succor to flood victims

"Is this democracy that thepeople who are protesting fortheir genuine demand are beingarrested? This Government ismaking mockery of everything",former Chief Minister said.

Omar said that his sugges-tion to Chief Minister MuftiSayeed to lead an all party dele-gation to New Delhi for build-ing pressure on ModiGovernment over release ofrehabilitation package forKashmir was never taken seri-ously.

"It was six months beforethat I suggested Mufti sahibabout all-party delegation underhis command which should goto New Delhi to discuss whyrehabilitation package for J&Kflood victims was delayed andto build a pressure for its earlyrelease. J&K to shortly launch vibrant Skill &Entrepreneurship Development Missionto national GDP", the papersaid.

Sources said that in 2012 theJ&K had set itself a target ofskilling or up-skilling 9.1 lakhyoung men and women over the12th Five Year Plan period.However, not much has beenachieved in reaching the targeteven as more than half of theplan period is already over.

As per the study conductedby National Skill DevelopmentCorporation, by 2022, the J&Kwould have excess supply ofmanpower in semi-skilled andskilled levels but there will beshortage in minimally skilledcategory and this shortage has tobe bridged by skilling initia-tives. "Though the semi-skilledand skilled categories have sur-plus supply of human resources,they also need to be constantlyup-skilled and also need to buildskills for export considering theemployability factor", sourcessaid.

Under the Skill &Entrepreneurship DevelopmentMission, Skill DevelopmentCentres can be established indifferent areas of the State at thedistrict, block or panchayat lev-els and the Mission after map-ping the resource of a particulararea can mobilize and place the

youth in various sectors of econ-omy where the relevant skillsare required. "Many States haveachieved milestones in the skilldevelopment only by way ofproviding an umbrella organiza-tion to coordinate the entire skilldevelopment activities", theConcept Paper said.

Pointing out around 32courses that can be offeredimmediately for skill develop-ment of youth, the ConceptPaper said, "there is need tohave full time Mission Directorand District Administrative setup needs to be created/con-ceived with necessary manpow-er and infrastructure support tomake the Mission fully vibrantand functional", adding "there isrequirement of framework doc-ument for inter and intra sec-toral modalities for skill andentrepreneurship development".

Stressing on coordination ofall the existing schemes of theState and Central Governmentsrelated to skill development andentrepreneurship in the State,the Concept Paper said, "thiswill reduce any multiplicity ofefforts as well as resourceinvestment done in the name ofskill development andentrepreneurship by variousdepartments".

Court allows NIA’s plea on testThe investigating agency, in

its plea, contended that Bhat wasgiving inconsistent statementsduring his interrogation which ishampering the probe in the case.

“Accused Showkat AhmedBhat.. Presently in police cus-tody of NIA at Delhi and hisstatement is having no consisten-cy on various occasions/pointswhich is hampering the leads inthe investigation of the instantcase.

“The polygraph test of theabove accused is required to beconducted to get concrete leadsregarding larger conspiracy inthe interest of the case,” the NIAsaid.

It further said that Bhat isshowing his consent to undergothe test and necessary orders maybe passed for conducting the testby an expert at CFSL at LodhiRoad here.

“It is therefore prayed beforethis court that necessary ordermay be passed to the prosecutingagency (NIA) for conducting thepolygraph test of accusedShowkat Ahmed Bhat by anexpert at CFSL/CBI, CGOComplex Lodhi Road, NewDelhi on September 8 for thepurpose of investigation duringhis police custody,” the agencysaid.

It also sought direction to theDirector of CFSL for conductingthe polygraph test on Bhat.

The NIA also said that duringcustodial interrogation of arrest-ed accused Mohammad Naved, aPakistani national,certain factshave come to light regarding thelarger conspiracy behind theUdhampur terror attack whichincludes the entire network ofconspirators, supporters,financers, facilitators and han-dlers of Naveed.

It said that Bhat had facilitat-ed Naved and three other LeToperatives “by transporting themfrom near the Indo-Pak bordertill the place of their hideout indistrict Pulwama (Jammu andKashmir).”

The NIA said that duringNaved’s interrogation it hasemerged that Bhat was part and

parcel of the larger conspiracyhatched by LeT to wage waragainst the country.

“Accused Showkat AhmedBhat possesses the knowledge ofintricate details of the conspiracybeing furthered by the seniorfunctionaries of the LeT, who areoperating from Pakistan and var-ious parts of State of Jammu andKashmir,” the agency said.

“During the custodial exami-nation of the accused, certainfacts regarding larger conspiracybehind the instant terror actwhich includes but is not limitedto the entire network of conspira-tors, supporters, financers, facili-tators and handlers of arrestedaccused Mohammad Naved andother co-accused persons cameto light which needs to be furtherverified/ strengthened by con-ducting the polygraph test ofaccused person Showkat AhmedBhat,” it said.

A resident of Pulwama insouth Kashmir, Bhat was arrest-ed on September 1 by NIA whichis probing the case in which twoLashkar-e-Toiba terrorists fromPakistan attacked a BSF bus atSamroli in Udhampur and killedits two personnel.
