DISTRICT GOVERNOR’S WELCOME
Welcome to the 2019 Cabinet Officer Forum. I appreciate the time and commitment you have given to participate in the Forum this weekend.
Most importantly, thank you for accepting a position on Cabinet for the 2019-2020 year
to assist in the administration and leadership of our District and Lions Clubs
International. We need to work cooperatively, in our teams and collectively, and also individually, to do the best we possibly can for our Clubs, our members and the District.
My theme for the year is “Shaping our Future Together – We Serve”.
In responding to the changing needs of our communities or addressing the challenges we face such as ageing and declining membership, it is vital to work together with shared
vision and goals. Together, we are responsible for shaping our future.
The goals for the District will centre around four key areas – Service, Membership,
Leadership and Lions Clubs International Foundation (LCIF):
• Service – to champion the global service framework; to promote our District and
National projects and foundations as well as service projects in our local
communities; to look for new and innovative ways to serve and engage young people
• Membership - to increase our membership base and retain our existing members to
enable us to expand our reach and serve more people
• Leadership – to support Lions to grow into Lionism with opportunities to increase
their knowledge and provide leadership pathways
• Lions Clubs International Foundation (LCIF) - to raise awareness of the purpose and
achievements of the foundation as well as raise funds to support the global service
framework, disaster relief and other humanitarian projects.
I am looking forward to working with you all to achieve positive outcomes for Q3 over
the coming year. Each of us will bring different skills, strengths and experience to the
table. We are going to be a great team. Let the journey begin.

DISTRICT GOVERNOR PROFILE – Donna Hedges
Donna was born and raised in Toowoomba, the eldest of four children to parents Joan and Dudley who still live in the family home of 65 years. After completing her
schooling at Harristown State High, Donna attended the Kelvin Grove Teachers’ College (now QUT) in Brisbane. Her career as a teacher and administrator spanned 40 years,
teaching in locations across the state – from Goondiwindi and Allora to Innisfail,
Townsville, Rockhampton and a number of schools in the Greater Brisbane region. Donna retired as a school principal in 2012.
Donna and Lion Kevin have been married for 47 years and have two adult children, Jason and Samantha, and eight grandchildren. Jason, an army officer, currently resides
in Canberra and Samantha, an exercise physiologist lives on the Gold Coast.
Donna joined Lions in June 1999 with the Brisbane Bunya Lions Club. Over the past 20
years, she has served in various roles and committees both at club and district levels, including club president, secretary, club branch liaison, 2009 district convention
secretary, cabinet secretary and member of the global membership team. She is a graduate of both the Emerging and Advanced Lions Leadership Institutes and has
completed the Guiding Lion training. Donna has received a number of awards in
recognition of her commitment to Lions.
For over ten years, Donna held the position of secretary of the Lions Medical Research
Foundation and is now an Ambassador for the Foundation. Donna has been involved with the LEOs since 1995 and is currently the LEO Advisor for the Mitchelton State
High School LEO Club.
Donna has given freely of her time to volunteering in the communities in which she has
lived, whether it be at a school, a church youth group, sporting clubs her children were involved in or with local community events and organisations. Last year, Donna
volunteered at the Gold Coast Commonwealth Games and was also a baton bearer for the Queen’s Baton Relay.
In her spare time, besides Lions, Donna enjoys going to the gym, and playing a most
important role in life – being a grandmother to her 8 grandchildren.

INTERNATIONAL PRESIDENT – Dr Jung-Yul Choi
The International President for 2019-2020 is Dr Jung-Yul Choi from the Republic of
Korea. He is a member of the Busan Jae-il Lions Club and has been a member for over
40 years. His career and life have been defined by the work ethic instilled in him as a child, along with the passion to bridge differences, connect people and embrace diversity
to create harmony for all.
International President Choi’s theme and key messages for the year will be:
“We Serve – Through Diversity”
[Diversity bridges all divides -- Diversify our Service and our Clubs – Paying It
Forward, the domino of good]
Global priorities for the year:
• Speciality clubs allow people to join a community focused on common pursuits and
interests – growing membership and helping our organization do even greater
good
• Members of all ages – our members should represent every culture, background
and generation. This year, we can strengthen our clubs by inviting young people
and seniors to join us in service. This multi-generational approach is critical to unifying people, leveraging skills and experience and making clubs a welcoming
place for all.
• Global Causes – our global causes give Lions around the world new opportunities
to expand their service and make an even bigger difference in their communities
• Service Journey – Learn, Discover, Act, Celebrate – these are the four phases of a
new set of resources for Lions to increase their service impact
• Supporting our Foundation – Campaign 100 is a three year effort to raise $US300 million – as we enter the second year of the campaign, we are encouraging
everyone to give what they can.

CABINET POLICY – GENERAL
District Governor
The District Governor is the District’s Executive Officer, elected at the annual District Convention to serve a one-year term, and is accountable directly to the Lions Clubs
International Board of Directors. The District Governor, as an International officer of
Lions Clubs International, is responsible for carrying out the duties as stated in the International Constitution and By-Laws.
The District Governor sits on the Council of Governors, comprising District Governors from all Australian Districts, and a Council Chair, elected from the previous year’s

District Cabinet
The District Cabinet is the body of individual Lions elected in accordance with the
District Constitution, or appointed by the District Governor, to assist him/her carry out his/her responsibilities to Lions Clubs International, and to assist, promote and co-
ordinate the community service efforts of Lions, Leo and Lioness Clubs throughout the District. The District Cabinet is the deliberative body assisting the District Governor in
the formation of administrative plans and policies affecting Lionism within the District.
Support for District Officers
Where a District Officer feels the need for advice, he or she should seek assistance from:
• if a Zone Chair – the Region Chair
• if a member of the Global Action Team – their coordinator
• a member of the Management Team or other appropriate Cabinet member, or
• the District Governor.
Should a Cabinet Officer or other Lion become aware of a situation that may cause
detriment to the organization, and they consider it cannot be resolved or confirmed without investigation or mediation (eg potential fraud, bullying, conflict within a club)
they should provide a verbal or written report to the Region Chair or District Governor outlining
• the facts of the matter
• any evidence they may have
• names of people affected
• possible outcomes from the issue, and
• any other relevant information

If a matter is raised with the District Governor or Management Team (either directly by the Lion or jointly with the Region Chair), they may appoint a Lion to assist resolve the
issue. This Lion will:
• thoroughly investigate the situation
• formulate a concise submission which covers both sides of any argument or
controversial matter.
• present these findings and a recommendation to the appropriate person(s) for
decision.
District Committees
District Cabinet Chairs have the right to form their own Committees. Such committees shall not undertake any specific duties until:
• the Chair has consulted with the District Governor, and
• the Chair has received the approval of the District Governor and/or Cabinet.
Communication
Clear communication between all Cabinet Members and the District Governor is of the
utmost importance. It is also vitally important that good communication is maintained
with Clubs and with specific Club Chairs.
To ensure an appropriate flow of information, we ask that any emails or other correspondence from a District Officer
• relating to District Lions business, visits or activities with bodies outside the
District be copied to the Cabinet Secretary.
• to a Club be copied to the Zone Chair and Cabinet Secretary
If the Cabinet Secretary or District Governor writes to a club, they will copy in the Zone Chair
When addressing Clubs, please do not to use abbreviated terms (acronyms) such as MD
for Multiple District, PDG for Past District Governor or LCIF for Lions Clubs
International Foundation as they are a source of confusion to newer members. Please give their full titles, unless you have explained them, or the audience is clearly
comfortable with the term
Reporting
There is no expectation of a District Officer, other than a Zone Chair, or someone acting on behalf of a Zone Chair, who attends a Club meeting to complete a report on the
conduct of that meeting. However, if you choose to, (or if you are a Zone Chair), you
will find the report in the log-in tab of the District website

(https://201q3.lions.org.au/field_officer_reports). When you have completed the report, please email it to [email protected] and the Cabinet Secretary will forward it on as
appropriate
The Monthly Membership and Activity Reports are key documents on how well the District is operating. The Cabinet Secretary may ask the assistance of Zone Chairs to
follow up clubs that need a reminder on the importance of ensuring that their input to
these reports is accurate and up to date.
Your portfolio reporting obligations are covered later in this manual.
Finance
No District Officer shall commit the District to any financial or other commitment without the prior approval of the District Governor and/or Cabinet
Appeals from outside Lions
District Officers should report to the DG any instance where a Club or Clubs has been
approached to conduct a fund raising appeal / project on behalf of an organisation (excluding fundraising appeals from an approved District 201 Q3, Multiple District 201
or Lions Clubs International program / project). Such fund raising appeals / projects
require the approval of the District Governor or Cabinet before proceeding.

Management Team (District Executive) The District Executive provides the financial, administrative and legal leadership for
Cabinet and the District.
Global Action Team
The Global Action Team is led by the District Governor and contains three teams:
• Global Membership Team (GMT) Promotes ideas, tools and strategies to assist
clubs increase our membership by recruiting new members, engaging and
retaining existing members and starting new Clubs and Club Branches.
• Global Leadership Team (GLT) Helps people grow into Lionism by promoting
International and Multiple District learning activities, and arranging and
delivering local leadership and Lions Information Sessions.
• Global Service Team (GST) The Global Service Team will champion the service
framework of Lions Clubs International (LCI) as well as promoting our National
and District service projects/foundations to maximize impactful service, action
and growth. They also provide support to Clubs when recording service hours
Each team comprises of a Coordinator, and team members geographically dispersed in each region
The Region GST, GMT and GLT member will work with the Club Service Director,
Membership Chair and First Vice President (as Leadership Chair) respectively. The
Zone and Region Chairs will also identify areas for their attention
Region and Zone Chairs
The Zone Chairs provide a link between the District and Clubs. They host the District
Governor’s Advisory Committee (Zone Meetings), to allow Clubs to share ideas, assist
each other with challenges, discuss projects and identify opportunities to work and play together. Together with the Region Chairs, they assist Clubs with any questions or
issues that may arise.
They provide a flow of information between the Clubs and the District Cabinet and between Clubs and the Region Global Action Group.
Region Chairs work with, and support, Zone Chairs and the Region Global Action
Group in the performance of their role.
Service Portfolios
We have a number of service portfolios, who work with Clubs and the GST to promote
international, national and district priorities. In some cases, the portfolio chair will encourage Clubs to support the cause (eg by running an activity and/or financially). In
other cases, they will encourage Clubs to participate in a District or national activity within their portfolio (eg Youth of the Year or Australia’s Biggest Barbeque)

Marketing and Communications Sub-Committee
We say that Lions is the best kept secret in the world. This sub-committee will be
responsible for promoting who we are and what we do in the community - ensuring information flows within and from our District to promote/publicise Lions projects and
events through social media, district and club websites, the district newsletter, press
coverage etc.

CABINET MEETINGS ;
The Meetings
There will be four cabinet meetings during the year, on dates to be determined by the District Governor and Management Team. We will notify you of these as early as
possible.
Reporting
You will provide a report on your portfolio(s) to the Cabinet Secretary by a date which he will advise prior to each meeting. He will then collate and circulate all reports
electronically. If you do not get your report to him by that date, you will be responsible
for promulgating it to Cabinet Members. It is important to take the time to read reports before attending the cabinet meeting
Reports for the first Cabinet Meeting will set out your goals for the year, and at the
second and third Cabinet Meetings you will report progress since the last report. The
report for the fourth Cabinet Meeting will cover your year’s activities and will be collated into a report to be presented to the annual convention (with updates for activities
occurring following the report’s submission).
Social aspects
District pays for morning/afternoon teas & lunches for District Officers
The host Club will organise a social activity for the Saturday evening. District Officers,
their partners and local Lions are welcome to attend. Costs are at the expense of the persons attending.
On Sunday morning, the host club will arrange an outing for partners, at the expense of
those attending.
Partners are welcome to attend the Sunday lunch at their expense
What to wear to cabinet meetings
You can order District shirts and jackets using the form at
https://201q3.lions.org.au/resources. They are a District, not a Cabinet, shirt, so others in your club may care to order them (especially the jackets, which may complement their
club polo shirt).
It is not compulsory to wear a District shirt - please wear what you feel is comfortable.
Smart casual is suitable for Saturday evening function unless otherwise advised.
