SPECIAL SPECIFICATION The following Specifications Clauses is to be read in conjunction with the General Specifications, Contract drawings and Contract documents. In the event of conflict with the provision of the General Specification, this Special Specification is to have preference. This Special Specification together with the relevant Clauses of the General Specification form the complete Specification for this project. Section 1 - Preliminaries and General 1.01 General

This Contract calls for the general supply of labour, materials and equipment for Cadangan Membina Pondok Pengawal Pusat Kompos DBKU Dan Tapak Semaian DBKU, Jalan Depo, Kuching Tenderers are advised to take all reasonable precautions and care to prevent loss or damages by accident or any other cause to the existing work / finishes including that of the Nominated Sub-Contractors. The Contractor is to maintain the site of the works in good condition and is to take all precautions to prevent nuisance of any kind on the premises.

1.02 Scope Of Work This Contract is for the supply of labours, materials, plants, transport etc., necessary for the Cadangan Membina Pondok Pengawal Pusat Kompos DBKU Dan Tapak Semaian DBKU, Jalan Depo, Kuching including all services and all other facilities and other associated works all in accordance with drawings and Specifications.

1.03 Definition of Terms “DBKU” means the Commission of the City of Kuching North or in Bahasa Malaysia “Dewan Bandaraya Kuching Utara” established under Section 4 of the City of Kuching North Ordinance, 1988, who for the purpose of this Contract is the Director of DBKU. “ Contractor ” shall mean the person or persons, firm or company whose tender has been accepted by DBKU and includes the Contractor’s authorised representatives, successors and permitted assigns. “ Superintending Officer ” means the person indicated by name or by office in the letter accepting the tender and his successor in office or any other person from time to time appointed in writing by the Director. “ Contract ” shall mean the agreement executed between DBKU and the Contractor together with the documents forming part thereof. “ Month ” shall mean Gregorian calendar month. “ Equivalent approved ” shall mean to be approved, selected or directed by the Superintending Officer. Words importing the singular also include the plural and vice versa where the context required.

1.06 Performance Security The Contractor is to enter a Contract and a performance security amounting to five percent (5%) of the Contract Sum.

1.07 Discrepancy Between Documents And Site The Contractor is to refer to the Superintending Officer before the work is carried out, and of any discrepancy found in or between Contracts and site.

1.08

Entirety Of Contract Any matter of construction and workmanship which are fairly and obviously intended, but which may not be definitely referred to in the Specification or drawings, and which are usual in sound building construction practice and essential to the works are to be considered as included in this Contract.

1.10

Orders Of Essential Materials The Contractor is to produce copies of the orders of essential materials to the Superintending Officer within 14 days of the signing of the Contract. Site The site is Pondok Pengawal Pusat Kompos DBKU Dilot 1085, Blok 7, MTLD, Sejingkat Dan Tapak Semaian DBKU, Jalan Depo, Kuching. No part of the existing premises and its surrounding are to be used for any other purposes such as temporary worker accommodation, cooking and washing or bathing.

1.11

Access To Works The Contractor will make his own arrangement for the access to the works.

1.12

Security The Contractor is to provide watchmen, temporary cover and adequate security as necessary or as required by the Superintending Officer to prevent injury to all persons and property, including the works, the work people and the public.

1.13

Protection Of Material On Site The Contractor is to prevent damage or loss by any cause in materials delivered for use in the works, including those of Nominated Sub-Contractors.

1.14

Time For Completion And Damages For Non-Completion On Time The whole of the works are to be completed to the satisfaction of the Superintending Officer in Four (4) months from the official date of commencement, which will be communicated in writing to the successful tenderer. If the Contractor fails to complete the works within the time stated in his Form of Tender or within any extended time fixed under the General Conditions of Contract the Contractor shall pay the sum stated in the Appendix A to the General Conditions of Contract as liquidated and ascertained damages during which the works shall remain incomplete.

1.15

Works Programme The Contractor is required to supply three (3) copies of his detailed programme to the Superintending Officer at the start of the job for his approval. On receipt of the approval to works programme, the contractor will be expected to adhere to the programme to ensure completion of works without delay. All changes to the programme must be approved by the Superintending Officer.

All in accordance with clause 37 of Form of Contract. The defects liability period shall be twelve (12) months commencing from the date on which the Superintending Officer certified that the whole of the works have been practically completed.

1.17

Materials Of Malaysian Origin The material of Malaysia origin listed below must be used by the Contractor where application to the exclusion of foreign materials and the Contractor must allow for this special requirement in his tender. The Contractor will not be permitted to use foreign materials unless he proves to the satisfaction of the Superintending Officer that any of the materials listed below are not available or if available are not of an acceptable standard or are specified as such. 1. Cement

1.18 Temporary Light And Power The Contractor is allowed to make use of the existing lighting for the proper execution of works including the works of Nominated Sub-Contractors. Electric power is also available for normal use and the contractor will be charged accordingly.

Supply of fresh water for the satisfactory execution of the works ( refer to clause 1.26 of the General Specification ) shall be free from salt, oil, acid, alkali and organic.

1.20 Removal Of Rubbish and Construction Debris Allow for the cost of removing rubbish construction debris etc. at frequent interval during the progress of the works.

1.21 Propriety Materials Where materials are specified by reference to the name of any firm or propriety material and the reference is qualified by works such as “ or equal approved ” or “ or similar ”, the specification is to be read as in indication only of the class or quality required, materials of at least equal quality and function may be obtained from any other firm, subject to the approval of the Superintending Officer.

1.22 Contractor to Visit Site The Contractor is advised to visit the site and area of the works before submitting his tender and to familiarise himself with all aspects of the works and the conditions under which they are to be executed including existing features and services, means of access, storage area for materials and any other matter which may affect his tender. No claim on the ground of lack of knowledge or any such matter will be entertained by the Employer.

1.23 Dimensions Written dimensions are to be preferred in every cases to sealed dimensions and were written dimensions must be omitted, confirmation of scale dimensions must be obtained from the Superintending Officer or his authorised representative.

1.24 Contractor to Provide Everything Except where otherwise described the Contractor is to provide all labour and supervision, materials, plants, tools, transport decorative hoarding, store and all other things necessary for the execution of the works according to the true meaning and intent to the specifications, drawings or instructions, whether or not particularly referred to therein.

The whole of the materials are to be of a quality appropriate to and adequate for the work. Where so required the quality of any material is to be approved prior to its use, and any samples required are to be provided free of charge by the Contractor. Any materials rejected is to be removed at the Contractor’s expense.

1.26 Setting Out All wall setting out is to be approved by the Superintending Officer before any work is commenced. No such approval shall in any way limit the Contractor’s responsibility for the accuracy of the setting out. Any errors in setting out shall be made good at the Contractor’s own expense and to the satisfaction of the Superintending Officer.

1.27 Measurement On Site Exact measurements are to be taken on site where necessary to ensure the accurate fitting of work such as joinery and similar items.

1.28 Provisional Sum The work may be omitted in whole or in part, or any be carried out by some persons other than the Contractor’s or his Sub-Contractors and suppliers, and the Contractor shall not entitled to any allowance or profit in respect of the work so omitted.

1.29 Leave Works Sites Perfect The whole of the works sites are to be left clean, perfect and in good order on completion. Floors, wall and glass are to be thoroughly cleaned, iron mongery and all other moving parts are to be oiled and adjusted as appropriate, and any chipped or marked decoration are to be made good. All plants and surplus materials are to be cleared away on completion, all debris is to be cleared away as it arises and on completion, and all works and areas disturbed are to be made good.

1.30 Delay And Extension Of Time All in accordance with Clause 41 of the Form Of Contract.

1.31 Make Good Damages The Contractor is to make good all damages done to the existing infrastructure, buildings and fencings during the time of carrying out the works.

The Contractor shall make all necessary inquiries to ascertain the positions of underground services, including electricity and telephone cables, drain, water supply, main sewers etc.

1.33 Insurance The following insurances are required to be taken up by the Contractor for the works:

a) Workmen’s Compensation Insurance

b) Insurance for the full contract value of the works against damage by all possible risks including Public Liability Insurance ( Contractor All Risk)

c) Any other insurances when deemed necessary for this purpose. The Contractors shall comply with all advice, recommendations and instructions of Dewan Bandaraya Kuching Utara appointed Insurance Consultant for the project. Such advice, recommendations and instructions shall include all matters pertaining to the terms and conditions of insurance and the extent of insurance coverage for the Contract.

The Contractor shall deposit with the Superintending Officer the policies and the receipts for the premiums paid for such insurance. In case of failure by the Contractor to effect to renew such insurances and pay the premium in respect of the Contract, the Superintending Officer may and will deduct the amount so expended from any money due to or to become due to the Contractor.

1.34 Specification The General Specification for building works is to be read in conjunction with drawings and Special Specification and apply to the whole works. Clauses occurring in the General Specification are not repeated in the Special Specification. However where the Special Specification contradicts the General Specification, the Special Specification shall have precedence over the General Specification.

SECTION 2 – CONCRETOR

2.1 Reinforced Concrete Unless otherwise specified, all RC shall be of Class A (1:1:5:3 mix) with minimum cube strength of 25 MPA at 28 days. All RC footings and floor slabs shall be laid on a blinding layer of lean concrete class C (1:3:6), 50mm thick generally, unless indicated otherwise. All concrete aprons, drains, etc shall be reinforced with minimum BRC No. 65 mesh reinforcement, unless otherwise specified.

2.2 Compaction The compaction of all concrete in this Contract shall be carried out by the use of an approved type of mechanical vibrator capable of expelling all air bubbles and securing maximum compaction. The concrete shall be well worked against faces of the shutters and the greatest care shall be taken to prevent any displacement or distortions of the reinforcement and also to adjust to their correct position all such bars of members of reinforcements as have to be adjusted after the work of correcting has commenced.

2.3 Concreting Slabs And Beams Placing concrete in the slabs may be carried out by working in bays, each bay having a suitable width as approved by the Superintending Officer. Form work for the bays must be fixed at the time of fixing reinforcement and in such a manner as to take the tamper to prevent any loss of concrete grout and to be removable without damage to reinforcement or concrete already placed. If concreting is carried out in alternative bays, the concreting to any immediate adjacent bay must be done within 36 hours but not less than 12 hours after the concrete in the alternate may has been placed. The contractor’s attention is drawn to Clause 3.30 of General Specification in respect of construction joints.

2.4 Construction Joints In case of emergency, construction joints in concrete work shall be formed and located at a position as directed by Superintending Officer

2.5 Curing Of Reinforced Concrete

All reinforced concrete shall be watered and kept continually wet for not less than 14 days after placing by means of wet sand, wet sacks or canvas or other means approved by the Superintending Officer. The concrete deck slab be cured for a period of 30 days. Watering shall be carried out during the nights and on Sundays and on holidays as well as it is essential that concrete be properly cured and any omission in curing will afford ample justification for the condemnation of work nor water cured.

The cost of any such covering protection and watering shall be deemed to have been included in the `Lump Sum’ tender, and any damage that may arise to concrete work from lack of proper protection in covering and / or watering shall be made good by the contractor at his own expense.

2.6 Mixing All concrete are to be mixed in a mechanical mixer and a clean platform provided to receive the concrete discharged from the mixer.

2.7 Aggregates Only clean and approved fine and coarse aggregates are to be used in the concrete works. Aggregates are to be stock piled on clean, hard surface and prevented from contamination or intermixing of the various grades of aggregates.

2.8 Cement All cement are to be of Ordinary Portland Cement of approved brands and properly protected and stored at least 300 mm above ground. Any cement found to be wet or showing signs of setting prior to use in concrete works will be rejected and removed off site forthwith.

2.9 Steel Reinforcement Provide all steel reinforcement as detailed in the drawings. Bending and fixing are to be in accordance with the General Specification. All steel reinforcement are to be cleaned to the approval of the Superintending Officer, prior to placing of concrete.

2.10 Form Work Provide and construct all form work in accordance with the drawings and General Specification.

2.11 Concrete Finish All exposed surfaces of concrete to walls and floor slabs are to be finished fair and smooth and as specified in General Specification Clause 3.35 and 3.36.

SECTION 2 – CONCRETOR (Cont’d) 2.12 Concrete Aprons

All concrete aprons shall be 100mm thick reinforced with BRC No. 65, laid to fall on 100mm thick compacted hardcore and rendered while concrete is still green. The aprons are to be laid in alternative bays not exceeding 3,250mm long (10’ 7.5”) with expansion joints between each bay and against the ground floor beams formed with 13mm fibreboard for the full depth of the concrete and with the top 19mm depth filled with approved mastic jointing compound. The expansion joints are to be finished level with top of the rendering.

2.13 Items Cast In All items cast into concrete shall be accurately positioned and firmly supported until the concrete has set and shall subsequently be protected from damage.

SECTION 3 – PLASTERER AND PAVIOR

3.1 Plastering And Rendering All brick walls are to be plastered internally and rendered externally in cement and sand (1:3) mortar to a total thickness of 16mm in 2 coats, all in accordance with Clause 10.09 and 10.11 of the General Specifications.

3.2 Samples Samples for all flooring and walling materials specified are required to be submitted for approval or manufacturer, colour, pattern, size and quality to the Superintending Officer before laying.

SECTION 4 – STEEL AND IRONWORKER

4.0 As General Specification with the following additional clauses:-

4.1 Protection All metal work to be thoroughtly cleaned of all rust, scale and grease and to be adequately protected throughout the construction of the building against rust and other deterioration and given a coat of self etching primer soon after fixing in place or prior to delivery.

4.2 Bolts, Nuts And Washers Provide all bolts, nuts and washers are required and required and to sizes indicated.

4.3 Welding Welding of mild steel members shall be with fillet welding conforming to BS 639. The welding shall be deposited evenly and the finished surface shall be even without cavities and under-cutting.

SECTION 5 – CARPENTER AND JOINER

5.1 TIMBER

Timber for Carpenter’s and Joiner’s work is to be one of the types noted below unless otherwise specified or approved in writing by the Superintending Officer and is to be the best of its kind and equal to a sample to be approved by, and deposited with, the Superintending Officer.

(a) For structural purposes (posts, beams, struts, rafters, joists, etc.,):- Belian, Selangan Batu, Penyau, Kapur Bukit, Keruing, Keruntum, Red

(b) For other carpentry (plates, studs, noggings, battens, sawn wall boarding etc.,) and flooring:-

All timbers as at (a), and also including Meranti (Dark Red, Red, Yellow or White)

(c) For joinery (doors, windows frames, wall boarding, fittings, skirtings,

etc.,):- All timber at (a) and (b) except Penyau and Keruing), and also including Jongkong and Ramin.

5.2 DEFECTS

All timber is to be sawn die square with the slope of the grain not exceeding one in eight, and is to be free from sap wood, twists, splits, cracks, large, loose or dead knots, large resin pockets, waney edges, live or extensive insect attack or other defects except to such extent as may be permitted by the Superintending Officer where the strength, durability or appearance of the work will not be affected.

5.3 SEASONING Timber for structural purposes and other carpentry is to be adequately seasoned before use so as to prevent undue shrinkage, distortion or splitting, and any timber which subsequently develops before the end of the Defects Liability Period such defects so as, in the opinion of the Superintending Officer to affect unduly the strength, durability or appearance of the works is to be replaced at the Contractor’s own expense. If fully seasoned timber is not available the Contractor is to use only those type of timber which are less liable to develop seasoning defects, but fully seasoned timber is to be used whenever available. Timber for joinery is to be well seasoned before use for a period of at least 3 months, either before or after delivery to site, and the Contractor is to allow for programming his work accordingly. Any seasoning defect occuring before the end of the Defects Liability Period and which, in the opinion of the Superintending Officer affects the works adversely is to be replaced at the Contractor’s own expense.

5.4 SEASONING All timber required for the works is to be purchased as soon as possible after the Contract is signed and is to be delivered to the site or to the Contractor’s wood-working shops and properly stored under cover and stacked to the satisfaction of the Superintending Officer.

5.5 WROT TIMBER Wrot timber shall be sawn, planed, drilled or machined to correct size and shape. All size for wroth timber given in the Drawings are finished sizes and not nominal sizes. The Contractor is deemed to have allowed for scantling in the tendered rates.

5.6 WOOD PRESERVATIVE All timber for Carpenter’s work, except Belian and Selangan Batu, is to be treated before fixing with creosote or other approved wood preservative unless required to be painted. Treatment is to be either by brush in two coats, or by immersion to the approval of the Superintending Officer. Surfaces subsequently cut are to be re-treated. This clause applies to all carpentry timber, including studding, noggings, ground, bearers, etc., Exposed carpentry timber is to be treated with approved clear wood preservative instead of creosote.

5.7 FINISHES Wroth faces are to be sanded to perfectly smooth surfaces with slightly rounded exposed arises before receiving decorative finishes. Timber for joinery with natural finish, varnished or polished finish is to be selected to match and colour and be void of other defects.

5.8 NAILS, BOLTS, ETC All nails, screws, bolts and other fastenings are to be of a suitable type and size ad in sufficient number. Where necessary to avoid splitting, holes for nails are to be prebored of a diameter not exceeding for-fifths that of the nail. Holes for bolts are to be bored from both surfaces of the timber, and are to be of a diameter equal to 11/16 times that of the bolt. Washers are to be used under all nuts and bolts heads. Nuts are to be brought up tight but not so as to crush the timber. Timber connectors shall be as specified and the teeth or rings are to fully embedded in the timber. Where fixing with cups and screws is specified the cups are to be brass turned or of heavy pressed pattern.

5.9 GLUE/SILICON/PUTTY SEALER Glue is to be approved resin-based or synthetic resin-based adhesive of appropriate type, and is to be used in accordance with the Manufacturer’s instructions.

5.10 CARPENTRY FRAMING Joints in carpentry timber are to be accurately formed and of appropriate type to transmit the loading and resist to stresses to which they are subject. Abutting surfaces in timber exposed to the weather are to be thickly coated with priming paint immediately before assembly, unless required to be glued.

Joints in plates, heads and cills of partitions and similar members are to be halved 150 mm long or, at angles, for the width of the member. Joints in purlins, ridges and similar members are to be scarfed for a length equal to twice the depth of the member, and tightly wedged. Rafters or joints trimmed around openings are to be correctly framed with tusktenon joints and dovetailed housings. Studs in partitions are to be stud-tononed at head and cill or as detail.

5.11 PLUGGING Plugging for fixing carpentry or joinery to brickwork or concrete is to be with wood plugs cut with a slightly twisted taper to fit tightly into the joint or mortice into which they are driven, or dovetailed where cast in-situ or built in. Wood plugs are to be treated with wood preservative. Alternatively, for screwed fixings, “Rawlplugs” or similar fibrous plugs may be used.

5.12 PLYWOOD All plywood shall be of approved manufacture, termite proof, with Red Meranti Veneer facing and with minimum thicknes of 4mm and thereafter upwards as specified. All plywood shall be of Marine quality. Wherever used plywood shall be finished with moulds or beadings and no sawn plywood sections along either grain shall be exposed. It shall be treated with wood preservative as specified for wrot timber.

5.13 DOORS AND WINDOWS

All timber doors and windows shall, unless purpose made proprietary acticles of approved brand, be constructed with stiles and rails mortices, tenoned, glued and pinned together to receive panels or sheathing as shown in the drawings. All doors and windows when hung are to perfectly vertical and accurately filling their openings. The maximum permissible gap below or above doors shall be 3 mm. All plywood sheathed doors shall have at 13 mm kapor bukit edging throughout.

5.14 FIXING FRAMES Door and window frames are to be fixed to brick reveals with metal holdfasts and to thresholds with dowels. Where against concrete columns or walls, frames are to be screwed at 1 metre centres to plugs cast or driven into the concrete, with screw heads sunk and pelleted if exposed.

5.15 IRONMONGERY All ironmongeries are to be type approved by Superintending Officer and is to be fixed with screws to match.

Ironmongery is to be fixed before painting is carried out; handles, plates, escutcheons, etc, are then to be removed, and refixed after painting has been carried out.

Inronmongery is to be oiled ad adjusted as required, and left in perfect working order. Screws or ironmongery damage or scratch during fixing are to be replaced at the Contractor’s expense. The Contractor shall allow 1 ½ pairs of hinges for a leave of door.

5.16 PROTECTION

Joinery fitting, floors, nosings, etc., are to be covered up and protected as necessary.

5.17 GYPSUM BOARD AND TIMBER BOARD PARTITION WALL Gypsum board and Timber Board Wall shall be on 50mm x 50mm hardwood nogging at 600mm centres bothways. Ceiling sheet shall not be affected by insect, termites, sunlight or steam and shall not split on rot. It shall not burn ad shall have a zero ‘Early Fire Hazard Indices’ to the various test carried out in accordance to AS 1530 Part 3 – 1982. The partition wall sheet shall be stacked on a level seating under cover and kept dry prior to fixing and shall be cut on site with kwikrip cutter, 6 point hand saw or by ‘score and snap’ method. Partition wall sheet shall be fixed to hard wood noggings with galvanised nails no further than 300mm apart and at least 10mm from the edge. Jointing methods shall be as recommeded by the Partition Wall Manufacturer and approved by the Superintending Officer.

5.18 RECESSED OPENING Where Air-Conditioning diffuser stiles, return air grilles and recessed light fittings etc., occur provide recessed openings in suspended ceilings including all aluminium frame to suit.

SECTION 6 - GLAZIER 6.1 GLASS GENERALLY

Glass shall be of approved manufacture and shall comply to B.S. 952. The glass shall be the best of its respective kinds and shall be free from blemishes, bubbles, waves and other defects. All glass shall be delivered in proper packings with maker’s name, type of glass and thickness or weight of glass attached to the outside of the packings.

6.2 SAMPLES Samples of all glass, not less than 100mm square, shall be submitted to the Superintending Officer for approval before ordering.

6.3 STORAGE AND HANDLING All glass shall be carefully handled and all chipped glass will be rejected for use. Glass shall be properly stored under cover and shall be kept dry during storage. Glass becoming moist from condensation or other causes shall be gently wipe dry with non-abrasive cloth and thoroughly aired.

6.4 GLAZING QUALITY All glass to be used shall be of “Selected Glazing Quality”

6.5 GLASS LOUVERS Glass louvers shall each be 150mm wide of approved make and shall be cut of the lengths required. All glass louvers shall have all arrises ground down smooth.

6.6 GLAZING Glass shall be cut to the required sizes with a small clearance and shall be fixed with aluminium beads or slotted into rebates of frames and retained in position with an approved non-hardening glazing compound and neoprene gaskets etc.

6.7 CLEANING ON COMPLETION On completion, all glass shall be clean both sides and any broken, cracked or defective pane shall be replaced to the satisfaction of the Superintending Officer.

6.8 MIRRORS These shall be polished plate grass mirrors and shall be from an approved Manufacturer. Glass mirrors shall be of the sizes shown on the drawings or at least over the wall where the wash hand basins are and shall each be in one complete sheet, complete with cover trims etc.

SECTION 7 - PAINTER 7.0 As General Specification with the following additional clauses :- 7.1 Generally All to be as the General Specification Section 14, in so far in applicable All paints are to be “ICI” or approved equivalent and fungus resistant 7.2 Metal Work

Prepare and apply 1 coat of zinc chromatic primer, 1 undercoat and 2 finishing coats of oil gloss paint to all exposed metal work.

7.3 Stopping

All cracks and open joints where occuring must be filled with ‘polyfilla’ plastic stooping 7.4 Cleaning On Completion

The entire of the works is to be thoroughly cleaned of dirt, paint drops, etc and left clean and perfect on completion to the satisfaction of the Superintending Officer.

7.5 Material

All paints, distempers and other materials are to be of an approved brand or brand good condition, delivered to site in unopened drums or packages, and are to be strictly in accordance with the Manufacturer’s instructions. All materials for success coats of the same process, including primers and sealers, are to be obtained from same Manufacturer.

7.6 Approval And Inspection

No painting or decoration is to be carried out until the Superintending Officer’s approved has been obtained and each coat is to be inspected and approved before the subsequed coat is applied

7.7 Workmanship Generally

All painting or decoration is to be carried out by skilled workmen according to the current practice and in accordance with the Manufacturer’s instruction. All materials are to be applied by brush or spray unless otherwise specified or approved. The correct type and size of brush is to be used according to the surface and items to treated and to the materials being applied. Brushes are to be well cleaned after use. All materials are to be thoroughly surred before use after the removal of any skin and to be strained as necessary to remove all lumps. Opened cans are to be re-sealed not in use. Each coat of paint shall be thoroughly dry before the next is applied and successive a of paint are to slightly differ in tints.

7.8 Workmanship Generally (Cont’d) Each coat of oil paint is to be lightly rubbed down with glass paper and dusted off the next is applied. Where two finishing coats are applied the first is to be rubbed sufficiently to remove the gloss. No painting or decoration is to be carried out externally during wet humid or weather or on surfaces which are not thoroughly dry. No finishing coats are to be applied until all dust and rubbish has been removed from the area.

7.9 Finished Quality

All finished paint work and decoration is to be of uniform finish and colour, free from blemishes, brushmarks and tackiness. Edges of paintwork are to be accurately cut in to line, and disfigurement of adjacent surfaces to be avoided. Painting of sashes etc, glazed with putty is to overlap the putty onto the glass to finish exactly on the sight line of the rebate. All bolts handles and other surface ironmongery and all cover plates and removable fittings, are to be removed before painting or decoration is carried out and subsequently replaced.

7.10 Surface Preparation For Plaster

Plastered rendered concrete brick and similar surfaces are to be prepared for decoration as follows: (a) Cracks and other imperfections are to be pointed or cut out and made good. (b) Surface is to be allowed to dry out for as long as possible and in no case less

than 7 days for distempers, cement paints and plastic emulsion paints, or less than one month for oil paints.

(c) Any efforescence is to be removed by dry brushing followed by a damp cloth. This is to be repeated until no further efforescence appears within 48 hours.

(d) Surface is to be rubbed down to remove all plaster nibs and other irrregularities, and brushed down to remove dust.

For surface to be finished with cement paint, surface is to be well wetted immediately before the finish is applied, and allowed to dry partially until it no longer shines.

7.11 Surface Preparation For Metal Work Metal surfaces are to be prepared for decoration as follows:

(a) All dirt and grease is to be removed by wiping or washing (b) All rust, scale or loose priming paint is to be removed back to base metal by wire

brushing or chipping as required (c) Surface is to be rubbed down to remove all irregularities (d) Bare patches in metalwork delivered printed are to be brought forward with the

appropriate primer before receiving the treatment specified.

7.12 Surface Preparation For Woodwork Surfaces of woodwork are to be prepared for decoration as follows:-

(a) All dirt, grease etc, is to be cleaned off (b) Surface is to be rubbed down with glass to remove all projecting fibres, particular

attention being paid to mouldings. All dust is to be removed

For woodwork to be painted ( not varnished or polished) the following addition treatment is required :- (c) All knots and resin pockets are to be scraped and given two thin coats of pate

knoting consisting of shellac dissolved in methylated spirits, free from resin. (d) After priming all crack, nail holes, open joints and other imperfections are to made

good with hard stopping consisting of paste white lead and gold size stiffenx with whiting. Linseed oil putty is not to be used.

7.13 Sealers And Primers

All surfaces to be oil painted are to be treated with the appropriate sealer or primer, as follow :-

(a) Plastered, rendered, concrete, brick, asbestos cement and similar surfaces apply

one coat of alkali – resisting primer. (b) Hardboard fibreboard, etc apply one coat of plaster primer (c) Plastic surface etch with abrasive paper and white spirit (d) Steel and iron surface apply one coat of red lead primer or zine chromate prime

Edges are to be printed first and allowed to dry and than the whole surface primed.

(e) Galvanised or zine surface either apply one coat of calcium plumbate primer or etch with proprietary solution and apply one coat of zine chromate primer, etching solution is to be kept away from plaster, and is to be well washed off and the metal dried before priming.

(f) Copper aluminium and lead surface : etch with abrasive paper and white spirit. (g) Coated soil pipes etc apply one coat of aluminium printer (h) Woodwork apply one coat of an aluminimum primer or in the case of coarse grain

timber, one coat of white lead bsaed primer thinned 10 per cent with white spirit. Two coates of primer are too be applied to end-grain surfaces.

No scaler or primer is required on surfaces to be distempered or emulsion painted unless otherwise specified.

7.14 Priming Joinery

All joinery to be painted is to be primed before delivery to the site or in the case of joinery prpare on site as soon as possible after preparation, s urfaces subsequently out or damaged are to be re-primed. All hidden faces of joinery, including the back of boarding, frames, skirtings, architraves, etc and bottom edges of doors are to be primed before fixing. Approved clear wood preservative is to be used instead, where adjacent faces have polished or natural finish.

7.15 Priming Metal Work

All steel and ironwork to be painted, except plumbing pipe-work and electrical condition to be primed before assembly or fixing, including laps, ends for building in, and or concealed parts

7.16 Nail Heads In Wall Linings Etc

Head of nails, or pins in hardboard, fibre-board and similar linings to be distempered emulsion painted are to be spotted with one coat of primer and one undercoat of oil before the lining is decorated.

7.17 Varnishing

Woodwork is to be prepared for varnishing as described above, particular attention paid to cleanlines of the timber where clear varnish is required. Brushes and contains are to be kept scrupulously clean. Formation of froth and air-bubbles is to be avoided.

7.18 Wax Polishing

Woodwork is to be prepared for wax polishing as described above, particular being paid to cleanlines of the timber. Polish is to be an approved proprietary polish, applied in two coats each coat well worked in and polished.

7.19 Wood Preservative All unexposed timbers are deemed to be treated with approved wood preservative 7.20 Water Tank

Sectional steel water tanks are to be wirebrushed internally and externally before creation to remove all rush, scale or loose paint, and bare patches are to be made good approved black bituminous paint. After erection the interior of the tanks is to be painted with two coats of “Asphaltene” other approved non-toxic bituminous paint and the exterior is to be painted with coats of approved black bituminous paint.

7.21 Painting Systems

Unless otherwise described paint systems shall be as follows and to Manufacturer’s recommendations :-

a) External Painting

Prepare and apply one coat sealer and two (2) coats of weathershield on plastered surfaces

b) Emulsion Paint

Prepare and apply one coat sealer and two finish coats of emulsion paint (1 coat thin with 20% water and 2nd coat, thin with 10% water) on plastered surfaces.

SCHEDULE OF RATES (Rates to be filled in by Tenderer)

PREAMBLES

This is a Lump Sum Contract. This Schedule of Rates shall only be used for ascertainment of prices for variations. Unless otherwise stated, the rates so set in by the tenderer shall deemed to include the cost of all preliminaries, all plants, equipment, labour, materials, transport, supervision, erection, insurance, taxes, overhead, attendance, profit and everything necessary for the completion and maintenance of each item of work in conformity with every aspect of the condition of contract, specification and drawings. All rates in this schedule shall be filled in and submitted together with the Tender. All rates and prices shall be in Malaysian Ringgit. The rates so set in shall be subjected to agreement with the Supervising Officer to ensure that they are reasonable and such agreement shall form part of the Contract. The rates entered in this Schedule shall provide for compliance with all the provision of the conditions of contract, specification and drawings. The Contractor is advised not to insert absurd and unrealistic rates. When called upon to prove and substantiate his rates, it shall be the duty of the Contractor to do so, failing which he will be considered not to have submitted a bona-fide Tender. All rates entered by the Contractor will be scrutinized before acceptance of Tender.
