Project OverviewContribute to the improvement of the business environment through the introduction
of a Culture of Excellence and Quality in Public Administration.
More specifically:
✓ Improve the business environment of Cabo Verde, by improving the
performance of key organisms of Central, Local and Private Administration;
✓ Define and implement the CAF Resource Center to ensure the promotion
and continuity of CAF;
✓ Train public administration human resources with technical skills to
implement CAF.

• CAF Resource Center created with the National Directorate of Public Administration (DNAP)
through Law Resolution No. 97/2020 of Official Bulletin No. 81, of July 9, 2020
• Advisory Board of the CAF Resource Center created by Resolution No. 97/2020
• CAF Training for Consultants (21 participants) and External Feedback Agents (20 participants)

• OUTPUT 2: CAF Implemented in the institutions
• CAF E-learning training held for 21 top-level managers
• Launching Workshop "Implementation of CAF in Cabo Verde: A contribution to improving the
business environment"
• 3 CAF Training sessions for Self-Assessment Teams, 2 in Praia and 1 in Sal, for 59 employees
• Awareness Session on Gender Mainstreaming held in partnership with ICIEG and UN Women
(16 participants)
• Study on Gender Integration in the self-assessment grid of the CAF model carried out. The new
grid includes 21 new examples
• Administrative Modernization Law integrated into the CAF Self-Assessment Grid with 13
references

Main Results• OUTPUT 2: CAF Implemented in the institutions
• Self-assessment - carried out in 7 institutions, given that the DGA + DGCI merged into DNRE
• Improvement Plan - implemented in 6 institutions (DNICE didn’t proceed by option)
• An average implementation rate of 69.5%, equivalent to 12 structural improvement
actions and 60 quick-wins fully implemented
• Growth in the implementation of the Administrative Modernization Law in 10.5% with an
implementation rate of 68.3%
• Training and Technical Assistance to the 7 institutions
• 50 technicians were trained in Process Management
• 20 technicians trained in Communication
• 20 technicians were trained in Strategic Planning
• 20 technicians were trained in Quality Management Systems
• 20 technicians were trained in Innovation Management Systems
• Six Process Manuals prepared with a total of 21 key processes
• Seven Communication Plans developed
• Strategic Plan of the Chamber of Commerce of Sotavento 2020-22 elaborated

Impact Study
• An Impact Study was elaborated by a private external company on "CAF
Implementation in Public Administration Institutions to Improve Service Delivery
for an Enhanced Business Environment in Cabo Verde".
• The purpose of the impact study was to assess the organizational changes and
improvements in the seven institutions that implemented CAF and to analyze
results-based evidence, in order to generate lessons for future developmental
interventions.
• Five core areas were identified: Impact on the Business Environment; Impact on
the Implementation of the National Administrative Modernization Act (LMA);
Impact on Institutions; Impact on Sustainability; and Impact on Gender.

Main conclusions of the Impact Study
• In short, results-based analysis on the impact study concludes for a general accomplishment of the relevant milestones of the CAF project in Cabo Verde.
• Participant organizations, leaders and CAF-quality teams were satisfied with the activities and considered CAF relevant, resulting on several positive impacts.
• CAF-CV Resources Center activities are also considered relevant to guarantee the process continuity and other public organizations dissemination.
