Julia Brown, President, CAHR; Vice President, Access, Janssen Inc. Julia has been with Janssen Inc. for 12 years and is currently the Vice President of Government Affairs and Market Access.

Previous roles at Janssen include National Director of Government and Community Relations, Director of Health Economics and Reimbursement and Director of Government Relations, Ontario/Atlantic. Julia also serves as the President of the Canadian Association for Healthcare Reimbursement (CAHR) and been a member of the CAHR Board of Directors for nine years. She served as a Chief of Staff in the Ontario provincial government from 1997 to 2003 in the portfolios of Municipal Affairs and Housing, Management Board and Natural Resources. Julia has additional experience in the Federal Government, the not-for-profit sector and textile manufacturing and holds a B.A. in Political Science from Carleton University.

William (Bill) Dempster, Director, Educational Events, CAHR; CEO, 3Sixty Public Affairs As CEO of 3Sixty Public Affairs, Bill Dempster develops and implements high-impact government relations, policy and strategies for clients in the health

and life sciences sector. Bill draws on his business, legal, non-profit and government experience to help clients find mutually beneficial solutions to complex regulatory, reimbursement and policy problems. Previously, Bill was a member of the federal relations and health policy team at Pfizer Canada. His experience also includes working for a Member of Parliament, the United Nations and major Canadian law firms. Bill is fluently bilingual, and has degrees in history (King’s College, University of Western Ontario), law (Queen’s University), and a Masters of Arts in international affairs (Norman Paterson School of International Affairs, Carleton University). He was called to the Bar of Ontario in 2002.

Murray Aitken, Senior Vice President & Executive Director, QuintilesIMS Institute for Healthcare Informatics Murray is Senior Vice President and Executive Director, QuintilesIMS, which provides policy setters and decision makers in the global health sector with objective insights into

healthcare dynamics. He assumed this role in January 2011. Murray previously was Senior Vice President, Healthcare Insight, leading IMS Health thought leadership initiatives worldwide. Before that, he served as Senior Vice President, Corporate Strategy, from 2004 to 2007. Murray joined IMS Health in 2001 with responsibility for developing the company’s consulting and services businesses. Prior to QuintilesIMS/IMS Health, Murray had a 14-year career with McKinsey & Company, where he was a leader in the Pharmaceutical and Medical Products practice from 1997 to 2001. Murray writes and speaks regularly on the challenges facing the healthcare industry. He is editor of HealthIQ, a publication focused on the value of information in advancing evidence-based healthcare, and also serves on the editorial advisory board of Pharmaceutical Executive. Murray holds a Master of Commerce degree from the University of Auckland in New Zealand, and received an M.B.A. degree with distinction from Harvard University.

Courtney Abunassar, Market Access & Policy Research Manager, PDCI Her role includes managing reimbursement submissions and assisting on a variety of reimbursement submission

components, managing the annual publication of the C-MAP™ Canadian Drug Benefits Plans Reference Guide, coordinating payer advisory boards and payer research projects and performing research and analysis to support regulatory pricing submissions. Courtney performs project management, completes research and performs analyses to support a number reimbursement and policy-related projects, including market access assessments, budget impact analyses and reports, and research and writing support in the preparation of policy briefings and expert reports for patent litigation cases. Prior to joining PDCI in 2011, Courtney’s previous experience included strategic policy analysis and communications positions both with the federal government and not-for-profit health organizations. Courtney holds a Bachelor’s degree in Journalism and a Master’s degree in Public Administration with a specialization in health policy, both from Carleton University in Ottawa. She has also attained a Certificate in Population Health Risk Assessment and Management from the University of Ottawa.

Mona Sabharwal, VP, Industry and Regulatory Affairs, Rexall Prior to joining Rexall, Mona was the inaugural Executive Director of the pan-Canadian Oncology Drug Review (pCODR). In this leadership role, she had responsibility to implement and

operationalize a new national initiative, engaging a broad spectrum of decision makers and stakeholder, establishing a new standard for how pharmaceutical HTA is conducted in Canada and leading to pCODR’s successful launch in July 2011. In April 2014, she led the operational integration of pCODR into CADTH. Dr. Sabharwal has worked in drug technology assessment and formulary management, in both British Columbia and Ontario, for more than 15 years. Before

joining pCODR, she was the Senior Manager for Drug Programs Management with the Ontario Ministry of Health and Long-Term Care. In this role, she had operational oversight of the drug submission and evaluation process. Dr. Sabharwal is a registered pharmacist with experience in both community and hospital pharmacy practice. She has also conducted practice-based research focused on finding concrete ways to improve the delivery of pharmacist-based professional services.

Tanya Potashnik, Director, Policy & Economic Analysis, Patented Medicine Prices Review Board (PMPRB) A career public servant, Tanya Potashnik possesses a breadth of knowledge in the area of pharmaceutical policy, market

dynamics and pricing in Canada and internationally. Prior to this role, Tanya served as manager and senior economist at the Board in charge of, among other things, the National Prescription Drug Utilization Information System (NPDUIS) initiative. Tanya has also held various policy and management positions in the Federal Government and the BC Ministry of Health. Tanya received her Bachelors of Arts from the University of Winnipeg in Economics and Business and received her Masters of Arts from the University of Victoria in Economics. Since January 2013, Tanya has served as Director of the Policy and Economic Analysis Branch at the Patented Medicine Prices Review Board where she is responsible for leading the development of strategic policy advice, economic analysis and management of stakeholder relations for the Board.

Mark Legault, Director, Market Access & Strategic Pricing, Pfizer Canada Mark is responsible for pricing at Pfizer Canada Market Access Team located in Kirkland, Quebec. He was previously Senior Policy Advisor within

Pfizer Canada Health Policy & Strategy practice. He obtained a Bachelors degree specialized in political science and Masters degree in Public Administration and Public Policy from Concordia University in Montreal, Quebec and later worked in the field of primary market research conducting studies for government, industry and non-for-profit organizations. Mark has been part of the EVIDEM project from its inception.

Joan McCormick, Principal, Price Regulation Consulting, QuintilesIMS Since joining Brogan Inc. in 1992, Joan has been assisting major pharmaceutical companies in preparing pricing submissions to the Patented Medicine Prices

Review Board (PMPRB), gaining extensive experience in the operation of the Canadian pharmaceutical market. Joan now leads the Price Regulation Consulting Team for QuintilesIMS providing analysis, advice and training. Joan obtained her bachelor’s degree in Life Sciences from Queen’s University in Kingston, and her Master’s in Business Administration from the University of Ottawa. Wayne Critchley, Senior Associate, Health & Life Sciences, Global Public Affairs Wayne Critchley is Senior Associate with Global Public Affairs’ Health & Life Sciences practice, providing counsel to leading biopharmaceutical and

medical device corporations and associations along with other health policy stakeholders. Wayne has a long track record of success as a senior executive with more than 20 years of experience in government departments, boards and agencies dealing primarily with issues that impact the pharmaceutical sector. He served as Executive Director of the Patented Medicine Prices Review Board from 1990 to 2005 and as a Vice President of the Canadian Agency for Drugs and Technologies in Health in 2009. Prior to 1990, Wayne occupied several senior positions in the Competition Bureau. His private sector experience includes providing high-impact strategic advice and counsel to the innovative life sciences sector as a partner in one of Canada’s leading law firms and he is widely recognized as an expert in pharmaceutical pricing, reimbursement and market access. Wayne is regularly called upon to write and present on Canadian pharmaceutical issues. When off-duty, Wayne serves as Chair of the Board of Directors of the Canadian Organization for Rare Disorders. He also served as President of the Canadian Club of Ottawa from 2012-2013.

Erich Hartmann, Practice Lead for Intergovernmental Affairs, The Mowat Centre Erich has a deep knowledge of intergovernmental affairs and federal fiscal issues. Previously, Erich spent 13 years in the Ontario Public Service at the Ministry of

Finance in a number of policy and management roles, most recently serving as Manager of Federal-Provincial Relations. Erich holds an MPA and a BA (Hons) from Queen’s University.

Ondina Love, Co-Chair, Health Action Lobby Group (HEAL) and CEO of the Canadian Dental Hygienists Association Ondina has worked in association management for more than 30 years; the past 20 years in health care associations. She is currently

the CEO of the Canadian Dental Hygienists Association (CDHA), the sixth largest regulated health profession in Canada. She also serves as Executive Director of the Canadian Foundation for Dental Hygiene Research and Education. As well, she is currently co-chair of HEAL (Organizations for Health Action), a coalition of 41 national health organizations dedicated to improving the health of Canadians. Prior to that, she was the Executive Director of the Canadian Association of Speech-Language Pathologists and Audiologists for 10 years (2001-2011). She also held various positions with the Canadian Nurses Association from 1996-2000 and served as Executive Director of the Canadian Nurses Foundation. Prior to working in health care, she worked for 11 years with two national sports associations, as Executive Director of the Canadian Rhythmic Sportive Gymnastic Federation and Marketing Director of Squash Canada. Ondina is an active volunteer and has served as President of the Beacon Learning Centre leading the building of a new school, President of the Canadian Society of Association Executives National Capital Region, past member of the boards of the Victorian Order of Nurses and Cyrville Parks and Recreation.

Janet Yale, President & CEO, The Arthritis Society (Canada) Janet previously served as executive vice president at TELUS, and president and CEO of the Canadian Cable Television Association, along with other c-

suite roles in private, public and not –for-profit organizations. Currently Janet chairs the Arthritis Alliance of Canada and the Ontario Trillium Foundation, and sits on the boards of CARE Canada, Samara and the Ottawa Art Gallery. Janet is a recipient of the Queen Elizabeth II Diamond Jubilee Medal.

Andrew Casey, President and CEO, BIOTECanada Andrew Casey became president and CEO of BIOTECanada in August, 2012. In his role as President & CEO of BIOTECanada Andrew is responsible for the strategic

operations of the Association representing Canada’s biotechnology sector. As the head of BIOTECanada, he is the lead spokesperson for Canada's biotechnology industry communicating on the industry's behalf with government, regulators, international bodies, media and the Canadian public.

Suzanne Grant, Co-Founder, Chief Executive Officer, iBIONICS As Co-Founder and Chief Executive Officer of iBIONICS, Suzanne pulled together an exceptional team possessing big ideas, big heart and big capability. This diverse group of

materials scientists, physicists, surgeons, engineers, business analysts, neuroscientists, life science and global business builders, illustrators and communicators is making things happen – and fast. Beyond the internal team, iBIONICS is supported by foundations, investors, partners with multiple universities from Melbourne to Montreal, and has secured their first hospital partner for the Diamond Eye first in human trial. Suzanne says of the movement to return sight to the blind: "It takes a village, and another village, and another village." This initiative has come together like bees to honey. "There are plenty of people out there who want to make a difference, and they are showing up as advocates, as advisors, as part of our core team, as partners, as connectors. The collaboration is magical." Suzanne’s background ranges from SME, technology to non-profit. As a Canadian Forces engineering officer she founded the Rwandan Orphans Charity Campaign (during her off-duty hours). With the help of a Canada-wide network of volunteers, they delivered 18,000 kg of relief supplies directly to 1,600 orphans. Suzanne later bootstrapped a multimillion-dollar strategic communications agency and publishing house in a frontier market. She partnered with the Queen of Qatar to found the Spirit of Empowerment, a catalyst movement for professional Arab women in the Arabian Gulf. Within weeks of executing her strategy to engage the Gulf's technology community with the first technology incubator in the Middle East, multinational R&D partnerships at QSTP rose by 900%. Suzanne has worked with celebrities like Serena Williams, The Scorpions, Apple co-founder Steve Wozniak, and Tim Sebastian, award winning TV journalist and novelist. Suzanne has appeared on Global News, Rogers and Al Jazeera TV, and has partnered with BBCWorld and CNBC Arabia

Mark Fleming, Director, Federal Affairs & Health Policy, Janssen Inc. In this role, Mark is responsible for representing Janssen and Johnson & Johnson federally with elected officials, bureaucrats and other key national decision makers.

Mark’s leadership in the biopharmaceutical industry has spanned more than 25 years, including roles in government affairs, health policy, strategic pricing and senior sales and marketing responsibilities at both Janssen and Eli Lilly Canada. Mark trained as a pharmacist, graduating from the Faculty of Pharmacy, University of Manitoba in 1980. He went on to practice as the Director of Pharmacy at the Churchill Health Centre in northern Manitoba. While in Churchill, Mark researched, wrote, photographed and published a book titled Churchill, Polar Bear Capital of the World which was in print for 22 years, selling more than 14,000 copies in Canada and around the world. Mark has held a number of leadership roles within Janssen and with industry associations including Vice-Chair, National Affairs Committee, Rx&D; former Vice-Chair, Biologics Committee, Rx&D; and former co-Chair, Subsequent Entry Biologics Task Force, BIOTECanada. He is a volunteer leader in his community and is Chair of the Terry James Honour the Volunteer Youth Scholarship Awards.

Dr. Lesia M. Babiak, Exec. Director, Worldwide Government Affairs & Policy (Canada); Chair, Government Affairs Council Johnson & Johnson Lesia Babiak currently holds the role of Executive Director, J&J

Worldwide Government Affairs & Policy, responsible for Canada. In that role, she chairs the cross sector J&J Canada Government Affairs Council. She also holds responsibilities for the Government Affairs Group of the Diabetes Care Franchise in Canada. She has been with Johnson and Johnson since 2000. She has been active in a number of committees and boards including: Chair, BIOTECanada Health Advisory Board; member of various industry association committees and boards in the Life Sciences area including those within Rx&D and MEDEC; Chair, Ukrainian Care Center Board and a member of the Alliance Hospice Board. Previously, she served with Ministry of Health in Ontario as the Associate Director with the Drug Programs Branch. For a period of five years her responsibilities included leading on a number of clinical initiatives and process redesign work and interfaces with key Ministry stakeholders such as the OMA, OPA and the industry. In 1995, Lesia served as a Health Advisor with the Canadian International Development Agency (CIDA). Her work focused on assisting Eastern European universities to revise their pharmacy curriculum, towards a more clinically oriented curriculum. During that time she served as the Medical lead for the Help us Help the Children Project. In addition to leading the Medical Committee she was active in a number of the outreach ‘road trips’ to the orphanages of Ukraine. Prior to that, she worked for seven years with another life sciences company in a variety of Clinical Research positions. These included Head, Clinical Therapeutic Areas and Head, Pharmacoeconomic Research. She began her professional career working clinically at the Ottawa General Hospital. Lesia is married to Dr. Peter Jacyk, a General Practitioner with an active practice in the west end of Toronto. He is also the lead physician of the Metro West Family Health Organization. Lesia and Peter have

a young daughter Arianna. Peter has two older daughters, Natalie and Nicole, both of whom are lawyers, currently active in the health care arena. Amongst her community involvements, Lesia has chaired the Ukrainian Art Song Project and saw through the successful launch of the works of three composers – Stestenko, Stepovij and Lysenko. Lesia graduated from Wayne State University and University of Toronto with a PharmD and BscPharm respectively. She also holds an MBA from the University of Western Ontario.

Farzad Ali, Director, Access - Health Economics and Outcomes Research for Oncology & Innovative Portfolio, Pfizer Farzad is a pharmacist and a health economist.

He joined Pfizer in 2000 as an Outcomes Research Manager. In this role, he led economic evaluations and put in place disease management initiatives in the area of hypertension and anti-infectives. In early 2009, Farzad was appointed the Director of the Heath Economics & Outcomes Research department where he led a team of health economists and epidemiologists assessing the cost-effectiveness of Pfizer’s portfolio of medicines including oncology, while ensuring evidence dossiers are built to better meet the needs of the payers and health technology assessment (HTA) bodies. Farzad has published on several health technology assessment (HTA) related topics. He is a long standing member of the International Society of Pharmaco-economics and Outcomes Research (ISPOR) as well as the Health Technology Assessment international (HTAi). Farzad was appointed in 2009 to the Ontario Ministry of Health’s Drug Innovation Fund review panel. He sits on the Canadian Agency for Drug and Technologies in Health (CADTH) Scientific Working Group and is on the Conference Board of Canada’s Advisory Committee for Sustainable Healthcare. He is currently the Director of Access for Oncology, Vaccines and Innovative products for Pfizer Canada.

Stephen Long, Senior Associate, Health and Life Sciences, Global Public Affairs Stephen brings his deep subject matter knowledge and practical experience to further enhance

Global’s service offering on key public policy issues for health and life sciences sector clients in both Western Canada and nationally. As Senior Associate, Steve principally focuses on health policy development, including pharmacy regulation, health technology assessment (HTA), and product reimbursement. Prior to joining Global, Steve held progressively-senior pharmacy leadership positions in hospitals, government and community pharmacy. As Director of Pharmacy, he held operational and practice leadership responsibility within the Calgary Health Region. As Executive Director, Pharmaceutical Funding and Guidance at Alberta Health, he directly supported the Health Minister in policy creation and implementation of the Alberta Government’s pharmaceutical strategy including expanded pharmacy services reimbursement and drug price and listing agreement policies. Throughout his career, Steve has met challenges by listening and communicating in an open and transparent manner to offer solutions which meet the needs of patients and other stakeholders. Reporting to the Vice President, Health and Life Sciences and the Vice President, Public Affairs, Steve is based in Global’s Calgary office. Steve maintains his registration as a pharmacist with the Alberta College of Pharmacists. He attained a Bachelor of Science and Bachelor of Science in Pharmacy from the University of Alberta, a Residency in Hospital Pharmacy from the Ottawa General Hospital and his Masters of Business Administration from the University of Calgary.

Matthew Brougham, Independent Consultant, Brougham Consulting and LASER Analytica Matthew specialises in the scientific, economic and financial analysis essential for efficient and equitable resource allocation. He has applied this expertise to the

health sector (in particular, drug plan management), tax and transfer policy, transport, and fisheries management and has been an analyst/advisor/consultant and/or decision maker at public sector agencies since 1988. His professional background includes senior government positions in New Zealand and Canada, including Vice President of CADTH (Canada's health technology assessment agency) and Chief Executive of PHARMAC (New Zealand’s universal drug plan). Matthew holds science degrees in Zoology (University of Otago, NZ) and Natural Resource Management (Canterbury University, NZ) and a post graduate diploma in Health Economics (University of Tromso, Norway). His continuing professional education has focused on evaluation techniques, and business management and leadership. Matthew currently consults in the field of health economics and health technology assessment for Brougham Consulting Inc. and LASER Analytica. His clients range from pharmaceutical manufacturers to governments and their agents.
