INTRODUCTION

This reference document was prepared by the California Energy Commission (Commission) staff for use with the 1992 and 1995 ResidentilJl and NonresidentilJl Energy Efficiency Standards (Standards). It describes the boundaries of the 16 California climate zones and is to be used in conjunction with the Standards and with its companion documents, the 1992/95 Residential Manuals and the 1992/95 Nonresidential Manuals. Within this book, there are significant changes in some of the climate zone boundaries and corrections made of some erroneous descriptions in past editions of the Coli/omia Climate Zone. Descriptions. This book replaces publication number P400-81-041.

BACKGROUND

California's Building Energy Efficiency Standards contribute greatly to the conservation and efficient use of our energy resources through the establishment of base line packages of building features for both residential and nonresidential buildings. The standards are required , to be cost effective by Public Resource Code Section 25402 and are built on a number of analytical procedures and assumptions, not the least of which are those that define the nature and variability of climatic conditions throughout the state. These assumed conditions directly affect building energy use for heating and cooling.

The Commission (through a contract with Augustyn + Company) examined boundaries and weather tapes (for use with any of the approved annual energy use computer simulation programs) of the 16 climate zones in the state prior to the development of the 1992 revisions to the standards. A more complete history of the development of the current climate zones and the weather tapes can be found in the consultant's report (publication number P400-92­004). The changes to the climate zone boundaries that resulted from the consultant's report are:

1. A portion of the north coast, Bodega Bay to the old southern boundary of Climate Zone 1, which was in Climate Zone 3, is now in Climate Zone 1.

2. A portion of the East Bay/Delta area which was in Climate Zone 3, is now in Climate Zone 12.

3. A portion of Trinity County, which was in Climate Zone 11, is now in Climate Zone 16.

4. The Los Padres National Forest, which was in Climate Zone 4, is now in climate Zone 3.

5. A portion of the City of Chula Vista that was in Climate Zone 10, is now in Climate Zone 7 (as·is the rest of the city).

6. The boundary between Climate Zones 7, 8, and 10, at the northern end of San Diego County has been redefined at the eastern edge of Camp Pendelton.

7. Many typographical, grammatical and technical errors in the old boundary descriptions (mostly in the areas of Kern, Santa Barbara and Ventura Counties) have been corrected.

California has the most diverse set of climatic conditions of any state in the U.S., and perhaps of any region its size anywhere. The long Pacific coast line experiences a variety of weather conditions due in part to the differences between areas with coastal plains and areas where mountain ranges drop right to the beach. Along these coastal plains the marine influence diminishes as the distance from the ocean and the elevation increase. Portions of

the vast interior valley are strongly influenced by marine air, while other portions and other interior valleys are isolated from such tempering influences. The state's many ranges of mountains not only separate climatic regions but form, themselves, another climate.

The Commission and its contractor analyzed data from over 600 weather stations in the state and divided the state into 16 distinct and reasonably consistent climate zones based mostly on summer and winter mean temperatures. Within some climate zones, micro-climates are much more like another climate zone, but for considerations of ease of enfofcement and simplicity, the Commission kept climate zone boundaries fairly consistent with jurisdictional boundaries and avoided creating pockets within zones. The result is that each climate zone has reasonably consistent weather throughout and yet has logical, easily recognized boundaries.

This book contains fOUf sets of maps. The first set is one map on two pages, showing the entire state divided into the 16 climate zones. The second set includes county maps on one,

. two or three pages, showing all climate zones within each county. The third set is major metropolitan areas with more than one climate zone, showing nearly the exact location of demarcation between zones. The last set of maps is the 16 climate zones, one or two pages each, with each followed by a complete description of the climate zone boundary.

The last item in the book is a listing of climate zones alphabetically organized by city, county and various other locations in the state.

The maps are arranged in alphabetical order by county. The base maps were provided by Thomas Brothers. All base features are included and the climate zone boundaries in solid bold lines. Each map is on one or two pages except for Fresno,- Inyo and Riverside Counties, on three pages each, and San Bernardino County, on five pages. If the exact demarcation between two zones is unclear from any of these maps, consult the Climate Zone Boundary Description, found toward the back of this book.
