will be ready again for service aboutnext Thursday. Her old 14 tonboiler has been replaced by a new17-to- n boiler made at the HonoluluIron Works. It is expected that shewill go out in a few days on a trialtrip to Diamond Head and return totest the Dew boiler and the workingsof the machinery generally. Newpipes and a super-heate- r, have alsobeen added. The rotten timbers ofthe stern have been supplanted bynew and staunch ones thoroughlysalted. The extensive repairs to thetug cost the Government an im-mense sum, the boiler alone costing$8,000. During the interim in whichthe tug has been laid up, towingwas done by the steamers of theInter-Islan-d Steam Navigation Com-pany. And it is understood thatthat company hail with gladness theapproaching completion of the over-hauling and renovation of the tug.

Colonial Mail Service.The colonial mail will after the 1st

of January be delivered on board theMonowai, belonging to the UnionSteamship Company. The Mararoamay also be chartered for that ser-vice. The mail contract for servicewith the Spreckels Bros, will expirewith this month. S. F. Call.

that there are too many treesabout the dwellings of this city, noone walking our streets in the heat

the day would admit that theretoo much shade; and yet this

Some time ago the under-signed came home and found somefine trees on his premises had beenbutchered out of all shape or usefulness, because while shading thesidewalk, they might interferewith some of the innumerable wireswhich disfigure this city. OUR SCHOOL LAW.

The opening of the GovernmentEnglish schools recently recalls tomind the practical suggestion madeby a correspondent from Mauisome months ago, and upon whichthe late Legislature made someattempt to act. The suggestionwas in regard to the school ace ofpupils. The present law. comnel.

"which many parents try every pos-sible means to evade.

It is well known to all engagedin educational interests that someparents do all they can to remove

their children from school as soonas possible in order to obtain thesmall income they can earn. Thisclass of people care absolutelynothing for the education of theirchildren, and send them to schoolfor no other reason than that theyare compelled to do so. The childitself, seeing the utter indifferenceof its parents, makes no effort to

' advance unless aroused by the tactof its teacher. Consequently at theage of nfteen, oftentimes earlierthan that, the pupil leaves thoschool with totv little lrnnr!.irJof the English language.- Now. if the law was nmonrfpH

better work would be done,and better results would be accomplished,accompanied with less annoyanceto teachers and school agents insecuring steady attendance atschool. When parents once learnthat they cannot have their chil-dren removed from school untilthey have reached the standard,they will see that it is to their in-

terest to have regular attendanceat school, and it will bo an incen-tive to both parents and pupils tohave the latter reach the grade inquestion as soon as possible. Such!

There -- arrived at this port yesterdaymorning a vessel with a large cargo ofsugar from the Philippine Islands, uponwhich three different countries have someclaim, either in construction, ownership ornationality. It was the large steel barkFoohng Suey, built at Glasgow, Scotland,in 1888, nving the Hawaiian nag, ana owned by Charles Brewer of Boston. She hasa net tonnaze of about 1.000 tons, and hasa capacity for carrvine l00 tons of deadweight. On both bows the name of the vessel appears in letters of brass, under whichare the Chinese characters forming thesame name. She has lower masts and bowsprit of iron, a rounded stern, and a bridgesuch as is used on steamers, but seldomseen on American built vessels, extendingfrom the cabin house to a point a littleabaft the mainmast, around which an ironrailing has been placed, lo prevent the captain or officers from being swept into thesea while civme orders aunng neavyweather on lone vovazes. Judge McCully's Charge In the HookonlMurder Case.

The Supreme Court was occupiedthree days last week in the trial ofJohn Kamakaia and Keliihookano,with the murder of Hookoni (w.)Jthe jury bringing in a verdict ofguilty of assault and battery at 8:50of Saturday evening. The alleged;homicide occurred near DiamondHead at Waikiki last June, thewoman dying 6oon after an assaultcommitted on her by the defendants,both being nnder the influence ofliquor, and the deceased likewise.Being arraigned for sentence Monday morning, Mr. Justice McCullysaid:

It is two bottles of gin that hasbrought you to the bar of this Court forsentence to-di- t. They have been theorigin and the agent of the whole of it.They were a gift to you but they cost agood deal. 1 hey have cost in the firstplace the life of the woman Hookoni.your wne rvaraaKaia, a young woman orat least a woman in early middle lifewith, so far as we have learned, a fairexpectation of long life. I should eay on mere estimate not lessthan two hundred and fiftv dollars.They have cost you considerable counselfees and they are to cost each of you aterm of imprisonment. 1 don't knowwhether the three young women whowent out to your bouse to bathe and fishfeel any compunction for all the mischief they have wrought. It is a strangethin that they could not have gone tomake a visit on friends without takingtwo DOttiea ot gin with them. It hasnot appeared and we have uot tried tohnd out where they procured or boughttnose Dottles of gin, whether from alicensed or unlicensed seller of liquor. Ifmat man knows or could know he ouzhtto feel that he had contributed to yourcrime : he ought .to sutler in hia mindfor it; but I suppose he would take thissalvo to himself, they generally do, that,it ne had not sold it someone else would,lou tiawauans in late years have cotyour right of buying and drinkine liauorof all sorts, but it is a most iniuriousright that you have obtained. The mrvn their verdict have given you the bene--t of a doubt and their verdict is thathe woman did not come to her death byhe assault which you have committed

If they had been convincedthat the death of that woman resultedfrom your hands, notwithstandine thatit was aided by her condition of beingarunk they ought to have found that youwere guiltv of manslaughter in somedegree, but I cannot resist the conclu-sion that her death was accelerated andcaused by the assault that you Keliihoo--

Kano made upon her, followed up'by theassault by you Kamakaia. Immedi-ately following that assault she fell intoa condition of insensibility and remainedin that condition until she died. I havethat moral conviction and I think therewas ground for a legal conviction ofmanslaughter as the result of that . assault. It was a brutal one and termin-ated her life. At the same time it is tobe said that it does not appearthat you had an intention of killing her. I don't think that you had;it was the two bottles of gin that vouhad partaken of. The law provides thatan aseault and battery found under anindictment for murder or manslaughtershall have a penalty of imprisonment athard labor for not more than two years,or by a fine not exceeding five hundreddollars. It is a separate provision fromthe provisions of the Chapter on assaultand battery, and gives a higher penalty,and I think the law provides it for justsuch a case as this,, where the deathprobably results from an assault andbattery, but has not been found as bvthe jury. I regret very much that youare here, that a sentence must be im-posed upon you, for your appearance isrespectable, you seem to be men thatmay average well in character andstanding in the community, and youwould have done very well except forthe two bottles of gin, and I shall notgive the highest penalty of the law.

lhe Court imposes upon each of vouthe sentence of imprisonment at hardlabor for the term of eighteen months,and to pay the costs of court.the amountof which will be settled hereafter.

the above named vessel says:"On her last trip here her passage was

a long one. owing to the foulness of herbottom, bhe was accordingly dockedand overhauled at Sydney, when a Dating of seagrass and barnacles fully six orseven inches long was found on her hull.The removal of this had, as might beexpected, a material effect upon herspeed, and being also favored with goodweather, she made the run across in thesmart time of 3 days, 20 hours and 51minutes. Mr. G. McLane. the popularpurser, with the other officers of thesteamer.will be greatly missed here if sheis withdrawn from the San Franciscoservice."

Mrs. Martin, an English womanong resident m South Africa,writes entertainingly of some of herexperiences there. Ostriches, likeblackbirds, she says, arc very fondof anything that glitters. One ofthem tried to snatch one of herearrings, and the ear with it. Onanother occasion he was more suc-cessful. tunately for him, it was just thetime when ostriches were expensive, and his value was estimatedat 100, while the diamond wasworth only 90. The 10 savedhis life, and the diamond wasallowed to remain and perform thepart of an extra-goo- d millstone inhis interior.

Cost of Lighting Cities by Electricity.A table has been compiled show

ing what some American cities arepaying corporations for their electriclighting. Lafayette, Ind., comeslowest, with a yearly cost of $50.60per iight,and Tonkers is next lowest,paying $60 per night. Philadelphiais the highest, paying $177, with theexception of Boston, which pays atrifle less than 1 ner cent. rer nisrhtfor each light more than Philadel-phia. In 1889 Philadelphia paid itselectric light companies the sum of$164,780.30. New York paying atthe rate of $90 per light, paid thesum of $122,130. New York, however, had 1,357 lights as against1,045 of Philadelphia, and so saved

42,650.33 as compared with the latter city. If New York had paid thehigh rate of $177 charged in Philadelphia her expenditure would havebeen $240,189 instead of $122,130. IfPhiladelphia had secured the rate atwhich the electric light company inlonkers can profitably afford to furnish the light, the expenditure wouldhave been but $62,709 for 1,045lights, a saving of $102,080.33.
