CHAP. 1 - APPLICATION

accommodation benefits awards in private room

1.1 Scope and application period

COLLEGIO UNIVERSITARIO DI TORINO RENATO EINAUDI (henceforth ‘Collegio’), Foundation ex art. 14 ss. c.c. registered to the Register of Legal Persons at the Prefecture of Torino and private-law entity with no profit-making purposes, as well as merit-based University College legally recognized and accredi-ted by Ministero dell’Istruzione, dell’Università e della Ricerca (MIUR) in accordance with DD.MM. nn. 672 and 673, announces a competition for the academic year 2020/2021 for qualifications and exams for

reserved to students who will be enrolled to universities courses belonging to the following groups:

• “Politecnico” group: students enrolling to courses offered by Politecnico di Torino;

• “Università” group: students enrolling to courses offered by Università degli Studi di Torino, Accademia Albertina di Belle Arti di Torino, Conservatorio Statale di Musica di Torino, Istituto d’Arte Applicata e Design (IAAD), Istituto Europeo di Design (IED), Scuola Holden di Torino and Scuola Superiore per Mediatori Linguistici Vittoria di Torino.

In the case of enrolment to a university coursethat involve also universities/institutions other than those in Turin, students can apply for admission provided that:• the student must attend lessons in one of the Turin universities/institutions for at

least one semester;• during the semester(s) spent in universities/institutions other than those in Turin,

students must leave their accommodation and follow the dispositions detailed in paragraph 2.7 MOBILITY AND ABSENCES FROM COLLEGIO.

The provided services are:

Sport activities: guests at Collegio Einaudi may do sport activities at a discounted price, thanks to the agreement between Collegio and CUS Torino.

Coaching and tutoring activities

Admission request can be presented

from 1st July 2020 to 3rd August 2020by using the Student’s Portal

available on the homepage of the official website of the Collegio.

The Admission request can be changed until the expiration date of application; after that date, it will not be possible to change what has been already declared.

Training activities: each student must sign a Personal Learning Program (henceforth “PFP”), along with the Housing Agreement upon admission at Collegio Einaudi as well as each following year in case of confirmation of the accommodation benefits;

Residential services: the accommodation benefits and the provided services are described within the Guida ai Servizi, that will be published on the official website by the end of this Call for Admissions;

Accommodation – of which minimum number available cannot be indicated at the moment of publication of this Call for Admissions –will be assigned to those students who:– have the requirements described in paragraphs 1.2.1., 1.2.2., 1.2.3– have not already been guests of the Collegio in the academic year 2019/2020 for a period longer than 5 months.

To proceed with the admission request, students need to register to the Student’s Portal, where they will be asked to upload a valid identity document.

When the admission request is concluded, students must upload necessarily (otherwise, the ad-mission request will be denied), in the section “UPLOAD DOCUMENTS BAM” of the Student’s Portal, the documents listed below:1. In order to be included in one of the contribution bands, it is necessary to request to a CAAF centre or INPS and within the closing date of the application period - the ISEE certifcation of year 2020 applicable to benefits to university’s rights; the Collegio will draw the ISEE value directly from INPS database to elaborate the ranking.Students who want to be inserted in the highest contribution band do not need to request the ISEE certification.The valid applications will be placed in contribution bands; for each one of the bands it will be drawn up a merit-based ranking: one for students enrolling at a degree programme within the “Politecnico” group”, and another one for students enrolling at a degree programme within the “University” group”.

After the application submission, there is no way to change the group from “Politecnico” to “Università” or vice versa; this means that students who want to change the degree program declared in the application, will be able to report this change only after the publication of the admission outcomes, and only if this doesn’t mean a change of the group. Students who belong in the ranking for a specific group and who will eventually enrol to a degree programme belonging to the other group, will lose the study place and will be excluded from the ranking.

In case of equal high school grade, the lower ISEE certification will prevail.For students placed in the VII contribution band, the ranking will be drawn up accordingly to the date and time of the online application for this Call; in case of a tie, it will be sorted.

There will be no round up for the weighted average: so even if the average is under 24/30 for only few decimals, the merit criteria will not be achieved, and the student will be excluded from the ranking.

Should the number of the ECTS overcome the required minimum (26 ECTS), it will be considered only the best ECTS in order to reach the merit criteria.

The ECTS gained from binational degree courses will be evaluated considering the European Credit Transfer and Accumulation System (ECTS) rating scale.

Moreover, it will be not considered neither the ECTS gained by languages exams, with no number mark (for which the only marks are “exam passed” or “eligible”), nor the extra exams (which doesn’t concern the achievement of the degree). However, exams other than those listed above, that are evaluated with “exam passed” or “eligible”, will be evaluated conventionally with 25/30 and will be considered for the weighted average calculation.

The Collegio will carry out an accurate check on the declarations produced and will carry out with every means at its disposal, also making use of the tax register, all the investigations it deems appro-priate, requesting information and possible assessments to the Tax Police, the State Financial Admi-nistration, the Municipalities, to the Companies and to the Cadastral Offices.The applicant loses the benefits obtained if the non-truthfulness of the content of the declarations emerges. Untruthful declarations are punished according to the Penal Code and the special laws on the subject (art. 75 and 76 of the Presidential Decree of 28 December 2000, no. 445).

The selected applicants will receive a communication on the Student’s Portal regarding the assignment of the accomodation benefits where payment methods and acceptance procedure will be indicated. Failure to comply with these procedures will be interpreted as a rejection of the accomodation benefit, which will then be assigned to students on the waiting list.Eligible students in reserve/waiting list will be able to check their waiting list position in the published rankings; this position will refer to the specific ranking list (e.g.: freshmen of the “Politecnico”, fresh-men of the “Università” group and by contribution band).Students whose application will result not valid will have the possibility to view the exclusion motiva-tion within the published ranking.

The admission outcomes will be published on Collegio web site and on the Student’s Portal

by 31st August 2020

1.3.1 Assessment of the truth of declarations

After appropriate checks of the ranking list by the Collegio, students in waiting lists could obtain the accomodation benefit in case of new places will become available. The validity of the waiting lists is 30/06/2021. The assignment of the study place will be announced through the Student’s Portal.Freshman

Should a specific contribution band (form the I to the VI) run out of candidates of one of the two groups, awards not assigned in this contribution band/group will be automatically assigned within the same group to the following (higher) contribution band (should the contribution band VII run out of candidates, the awards will be assigned to the students of the contribution band VI, and so on).

1.3.3 Waiting lists and related criteria

During the months of October 2020 and February 2021, Collegio will update the waiting lists by asking to the candidates their willingness to keep on staying on the waiting list. In order to maintain their position in the waiting lists, the candidates have to fill out a form on the Student’s Portal.Those candidates, who will not participate to the waiting list update, will be automatically considered as withdrawal candidates and will be deleted from the waiting list.

CHAP. 2 -ACCOMODATION BENEFIT AWARD

2.1 Acceptance of the accomodation benefit and reuquired documents

In order to accept the accommodation benefit, selected students have to:

pay the 1st instalment and the deposit and upload the receipt of payment in the OTHER DOCUMENTS area of Student’s Portal, within the deadlines stated here at paragraph 2.3-ANNUAL FEE AND CONTRIBUTION BANDS;

Non-payment of the 1st instalment and of the deposit or non-signing of the Housing Agreement within the above-mentioned deadline will result in rejecting the award, which will be assigned to another student.The assignment of a specific Residence Hall of the Collegio will be made based on the preference expressed in admission application and on the accommodations available. A descending order of merit will be respected in order to assign the accommodations. It will not be possible to switch of Re-sidence Hall after the assignment or during the academic year. A possible relocation to another Resi-dence Hall will be possible only after the publication of the Call of Confirmation of the following year.

Collegio reserves the right, even after the signing of the housing agreement, and for objective rea-sons, to change, during the academic year, the room initially assigned and also the Residence hall of first assignment.

During the academic year, students who obtain the Master degree or 5/6-years Master degree are required to fulfil the appropriate form available in the Student’s Portal and to upload in the OTHER DOCUMENTS area: a transcript of record or a self-declaration – according to D.P.R. 445/2000 – to certify the achievement of the degree title and details ofall the exams completed .Collegio could require the mentioned documents in paper at any moment, if deemed necessary.

2.2 Students with special needs

In the respect of safety norms and conditions, the application to this Call by disable students, must include appropriate health documentation to be uploaded through the Student’s Portal. Collegio reserves the right to verify - also through health advice - the condition of functional self-sufficiency with respect to the the rooms’ structure and the usability of the shared areas. It is highlighted that the accommodations awarded by this Cal are individual rooms, therefore it is not possible to host any companions. At the end of the application call, applicants wil be contacted for a preliminary interview.

2.3 Annual fee and contribution bands

Students will be placed in the contribution bands according to the ISEE attestation (attestazione ISEE per Prestazioni Agevolate per il Diritto allo Studio Universitario) issued from January 2020.The student’s family unit is made up of the components who make up the family registry at the date of the DSU’s presentation (Dichiarazione Sostitutiva Unica) which must be completed to obtain the ISEE certificate.Students will be placed in the contribution band VII if not owning the ISEE certificate certificate. Below table includes the annual fee valid for the academic year 2021/21 and the students’ contribution for each contribution band:

INDEPENDENT STUDENT

The parents of the student with a different residence, who are not legally separated and/or divorced, are in any case part of the same family unit unless both of the following requirements are met:

a) residence outside the home of the family of origin for at least two years compared to the date of the application for registration for the first time in their course of study, in accommodation not owned by one of its members or for which no member enjoys a real rightb) income from employment or similar fiscally declared, for at least two years (2018 and 2019), not less than €6.500,00 or declared or assimilated received in the tax years 2018 and 2019, as well as any other income component exempt from tax.

CURRENT ISEE (ISEE corrente): should the income significantly change, it is possible to declare a Current ISEE valid at the moment of application or during the academic year in order to update the DSU income data already declared. The student contribution will be calculated on the basis ofthe CURRENT ISEE for the instalment/s related to academic year 2020/2021 subsequent/S to the date in which the CURRENT ISEE has been presented.

Modalities of payment (bank transfer, MAV or similar) will be specified to the students near the in-stanlment deadline.

Following the payment of the 1st instalment, it is required a deposit of 200€, regardless of the con-tribution band. The deposit will be refunded according to the conditions available in Housing Agree-ment.

Non-payment of the 1st instalment and the deposit within the above-mentioned deadline will result in rejecting the award, which will be assigned to another student.

2.4 Housing Agreement

The legal relationship between Collegio Universitario di Torino Renato Einaudi and the students is regulated by a Housing Agreement, according to the Italian law (D.L. 68/2012, art. 13 co. 5).

Each student must sign the Housing Agreement upon the awarding of the benefit; a signed copy of the contract must be sent with the modalities communicated at a later stage.

Each student of Collegio must sign a Personal Training Program (henceforth “PFP”), along with the Housing Agreement, for each year spent in Collegio Einaudi, as required by the Italian law (art. 4, 1. V of D.M. 673/2016).The PFP aims to offer integrative, transversal and interdisciplinary education, aiming to train respon-sible adults, having attention to the common good.Each student can choose his own path within the Annual Learning Plan (PFA) prepared by Collegio. As per the above mentioned Ministerial Decrees, the minimum hours of training provided for each student are as follows: if a student is attending the 1st, 2nd or 3rd year of university studies, he/she will have to attend 70 hours of training activities, while if a student is attending the 4th or higher academic years, he/she will have to attend 25 hours of them. In order to confirm the accommodation benefit for the following year, students have to attend the PFP and fulfil the final survey (prepared and sent by MIUR) focused on the skills acquired during the academic year.

2.5 Personal Formative Program and

Diploma di Collegio

In case of late payment of the 2nd and 3rd instalments (or of a share part of them), arrears will be applied as follows:

Arrears could be paid by bank transfer or in cash. In case of non-payment of the arrears, Collegio will utilize to the student’s deposit.The amounts received as arrears during the academic year 2020/21 will be used to finance institutio-nal activities of the Foundation during the year 2021.

2.6.1. Partial refund on the paid student contribution

2.6 Final check-out by the end of the academic year

In case of early withdrawal from the Housing Agreement, the following refund will be applied:

Students who, after the signature of the Housing Agreement, wish to leave the Collegio before ente-ring the Collegio, will receive the refunds according to the deadline of 30/09/20.The above-mentioned refund will be done only in case the withdrawn student has successfully com-pleted the minimum hours of PFP according to the “DISCIPLINARE PFP” in force and in case he hasn’t chosen the withdrawal from the Housing Agreement.In case of international transfers for the refund, the student will be charged with additional fees (ap-plied by the respective banks).

The deposit return will be done only in case of:- the student has successfully completed the minimum hours of PFP according to the “DISCI-PLINARE PFP” in force;-there are no damage to the furniture during the final check-out;-the terms and the deadlines of this Call implying a deny of the refund would have been observed.

The deposit return will be provided by the end of the month following the refund request submitted through the Student’s Portal according with the deadlines above-mentioned Students wishing to leave Collegio Einaudi before Christmas holidays or before the payment of the 3rd instalment have to notify it as scheduled:

- By December 1st, 2020 for those students leaving Collegio Einaudi within Christmas holidays.- By February 15th, 2021: for those students leaving Collegio Einaudi by April 5th, due date to pay the 3rd instalment

Regarding peculiar agreements stipulated either with national and international institutions in the high university education field or with legally recognized foreign universities every year – with the specific resolution made by the Board of Directors – the Collegio establishes the number and the type of the rooms to be reserved to each agreement for the next academic year, specifying if students belonging to the agreement have to made the PFP or not.The selection of students to whom the study place of the Collegio must be assigned occurs according peculiar merit-based criteria defined by the affiliated organizations according to its own admission procedure.

The accommodation benefit will be confirmed by those students interested applying for the Confirmation Call, if they will comply with the conditions set into the future Confirmation Call for the following academic year.

The Admission Call for a. y. 2020/21 has been approved in the Italian version by the Board of

Directors of the Foundation. Thus the Italian version prevails in case of any possible inaccuracy

in the English translation.
