TheInstitutd’EtudesEuropéennes:ACentreofExcellenceattheHeartofEurope(IEE)

TheULB’sseculartraditionsoffreeenquiryandacademicexcellencearereflectedinits Institutd’EtudeEuropéennes

(IEE),oneoftheoldest“JeanMonnetCentreofexcellence”.Withitshighlyselectiveinternationalrecruitingprocess,

and its numerous multidisciplinary research networks research networks, the IEE occupies a unique and central

positionwithintheinternationalEUstudiescommunity.Sinceitsfoundingin1963,theIEEhasstoodoutasoneofthe

leadinginstitutesfocusingonEuropeanandinternationalissues.Tosustainanddevelopitsenviablereputation,the

IEEhas continued toinvestedconsiderableeffortsin researchandinnovation,notablyby successively creating and

nursing its 5 constituent research units: “European Law”; “European Politics”; “European History & Culture”;

“EuropeanPolitics”and“theEUintheWorld”.

The cosmopolitan composition of the IEE’s research-, academic-, and student-bodies illustrate its’ remarkableopenness; its’ continued dynamism, and its’ international attractiveness. Its 100-head strong international Faculty

includesnationals from 15 countries;many ofwhom areleadingmembersof trans-national research networks. If

TheIEEofferssevenMAprogrammesineitherEnglishorFrench.Theacademicqualityandvarietyofitsgraduateand

frommorethan50countries;andsinceitsbeginningstheIEEhasseenover4000graduates.

Furthermore,overthepast11yearstheIEEhasalsodevelopedan interdisciplinaryPhDSchoolinEUstudiesand is

formallyaccreditedbytheFrench-speakingBelgianauthorities.AswiththeIEE’sotheractivities,itsdoctoralteaching

is embedded in a series of international networks of excellence, ranging from the Jean Monnet Programmes of

ExcellencetotheErasmusMundusJointDoctorateprogramme.Ithassince2004leadtheGARNETPhDSchool(within

the EU’s 6th FP); and since 2009 coordinates the ErasmusMundus GEM PhD School (Globalisation, the EU, and

Multilateralism” ) rooting its international cooperation with BostonUniversity, Shanghai Fudan University, Waseda

University-Tokyo,theUnitednation’sUniversity-CenterforRegionalintegrationStudies,ITAM-Mexico,Universitéde

Genève,UniversityofWarwick,andLUISSGuidoCarli-Rome.AllPhDstudentsarewelcomed into thedepartment’s

formalresearchgroups.

Asaresult,the Institutd’EtudesEuropéennes(IEE)attheUniversitéLibredeBruxelles (ULB)hascometobewidelyrecognizedasaninternationalcentreofexcellenceinhighereducationandresearchinEUstudies.TheIEEisalsoin

constantdialoguewiththeBrussels-basedcommunitiesofpolicy-makers.Asasuccessfulplatformforpluralisticand

critical debatesonEurope, the institutehas established itself asa prominent arena and a respected voice in the

ongoingdiscussiononthestateandfutureofEuropeanintegration.

termsofreferencingwithintheinternationalscholarlydebateontheEU .

GR:EEN–GlobalRe-OrderingthroughEmergingEuropeanNetworks

GR:EEN(GlobalRe-ordering:EvolutionthroughEuropeanNetworks),aEuropeanCommissionFP7competitionfunded

project, will study thecurrentandfuturerole of theEuropeanUnion inanemergingmulti-polarworld througha

programme of stock-taking, multi-disciplinary research and complementary activities. Based in the University of

Warwick’sCentrefortheStudyofGlobalisationandRegionalisation,theprojectconstitutesaconsortiumofsixteen

internationalpartners from variousdisciplines andoutlooks.Theprojectwill runover four years, commencing1st

March2011,andwillinvestatotalof€10millionintoitsresearchquestions.Dividedintotenresearchworkpackages,

theprojectaimsatanunderstandingoftheprospectivedirectionsoftheemergingglobalgovernancestructuresand

Europe’splaceinthem.Analysiswillfocusontheextantactorsfromthe20thcentury,the21stcenturyrisingpowers,

the increasingly influential non-state actors (from civil andnon-civil society) andthenew transnational regulatorynetworksofpublicandprivatepolicymakersandregionalagencies.Themainobjectiveofthisprojectwillattemptto

offerbothempiricalandtheoreticalinsightintohowwemightsecurereformandinnovationintheglobalorderand

therolethatEuropeaninsightsintogovernmentalinnovationmightplayinthatreformprocess.

DiscursiveAnalysis:MappingtheEU’sinternationalDiscourse

Thepost-doctoralfellowwillcoordinateabroaderresearchprojectcalled“TheEUasaGlobalDiscursiveActor”.The

projectstudies theimpactofEU discourseoncontinuityandchangesinworldpolitics.More specifically,it targets

threegoals:1)IdentifythespecificitiesofEUdiscourseonanumberofissue-areas(trade,environment,humanrights,

security,etc)whencomparedtoothersignificantactorsinworldpolitics,includingEUmemberstates,non-EUwestern

countriesandregionalorganizations;2)Assessthereception,interpretationandintegrationofEUdiscoursesonnon-

Europeanactors,includingintergovernmentalorganizations,transnationalnon-stateactors,andemergingcountries;

3)Explore theimpactofEU discoursescommunicatedtonon-EUactorsonbehavioursanddiscoursesof European

actorssuchasEUinstitutionsandEUmemberstates,throughmechanismslikefeed-backloops,rhetoricalentrapment

and the quest for internal coherence . Thesegoals will be pursuit through a mix a qualitative and quantitative

methods,includingprocess-tracing,lexicometricanalysis,andcomparativecasestudies

DetailedFunctionDescription:

The 2011/12 academic year marks the launch of an 'Integrated Research Project, linked to the 7th Framework

Programme called GR:EEN. As part of this multi-year research project focused on "Global Re-Ordering Evolution

throughEmergingEuropeanNetworks "theIEE-ULBischargedwithamultidimensionalresearchagendacoveringa

broadrangeofissuescentredonaseriesofquestionsrelatedto" theEUandGlobalGovernance:Multilateralismin

anEmergingMultipolarWorld "

WithintheframeworkoftheaforementionedprogrammetheIEE-ULBseekstohireaPost-DoctoralResearchfellow1.

SaidpersonwouldbehirebytheGR:EENprojectandbasedattheIEE-ULBinBrussels.Thehiredindividualwillbe

directlyresponsibleforpartofthescientificagendaincludedintheproject’sprogramme.TheResearchFellowwillbe

involvedintheconception,realization,productionandpromotionofthepromisedscientificdeliverables.

Thewithheldresearcherwillbefullycommittedtotheprogramme(intermsofworkinghoursandscientificoutput)

andwillshareintheresponsibilitiesassociatedwiththecompletionGR:EENprogramme.Theresearcher’staskswill

include:

- The organisation of one or two focused scientific workshops on the themes covered by the associated

researchagenda.Theseinternationalworkshopsaimtobringtogether9-12leadingscholarsontheissuesat

hand.Theresearcherswillalsobeafullandactivememberofsaidconcertedresearcheffort

- Organise a Case-Study Integrated Forum (CSIF), a public event understood as a research and out-reach

platformaimedatconfrontingresearchersandpolicy-makersengagedwiththecoveredtopics

- Produce a minimum of one peer-reviewed scientific publication on the researcher’s own topic(s). The

individual’s own research interests andexpertise areexpected to liewithin the above described research

agenda.

- Ensurethefollow-upandultimatepublicationofaneditedvolumebornfromtheresearchaccomplishedwith

theassociatedworkshops.

- FosteringInternationalLinkagesandheightentheInternationalprofileandpresenceoftheIEEanditsGR:EEN

participation

- Asa full staffmember,thewithheldcandidatewill alsobeencouragedto fully integratethecommunityof

researchersattheInstitutd’EtudesEuropéennes,thusparticipatingintheInstitute’sbroaderactivities
