IPWEA NSW annual Engineering Excellence Awards aspires to endorse and recognise excellence of Local Government and Public Works Projects. This is achieved through inspiration, innovation, collaboration, development and completion of projects and technical management by our Members. Each project nominated for an award showcases the individual as well as team ambitions to improve the local communities in which we reside. Give your team and project the recognition they deserve.

All Councils throughout NSW are encouraged to nominate projects and programs irrespective of size. No project is too small or too big for the Engineering Excellence Awards.

You can submit different projects into as many categories as you’d like.

Besides from putting forward programs and projects, the Excellence Awards are the perfect opportunity to nominate and recognise inspirational, hardworking and passionate individuals in your organisation.

Why should you enter?

There are numerous benefits to submitting a nomination for the IPWEA NSW Engineering Excellence Awards; we encourage you to nominate your projects and programs in 2020. Whilst you may feel that many of the projects you undertake throughout the year are ‘mundane’ or ‘just routine’ they may in fact be an exceptional model of industry best practice and deserve to be recognised. Our Excellence Awards may contribute towards a fellow Engineer, Works Officer or Road Safety Officer undertaking projects that might not happen otherwise. IPWEA provides the platform for you to exhibit your talent and hard work.

The Minister for Local Government’s Award for Innovation in Local Government Engineering* *In 2016 the Minister for Local Government’s Award for Innovation in Local Government Engineering was introduced and has since been endorsed by the Minister for Local Government. Projects cannot be nominated in this category; however, all nominated projects are eligible and potential winners of the Minister’s Award.

Eligibility for Categories 1 to 8

IPWEA NSW Members are invited to nominate people and projects in the categories listed on page three.A nomination(s) must be endorsed by the Senior Divisional Manager/Department Head. Nominations may include planning, design, project management and process development/research, development of techniques or related innovations or achievements. Nominations may relate to a single engineering project or be part of a larger project or coordinated projects.

Nominations are judged on their merits and are not constrained by project size or council/organisation size. Award Winners will be announced at the Engineering Excellence Awards Gala Dinner on Thursday 5th November to be held at Crowne Plaza Hunter Valley as part of the IPWEA NSW 2020 State Conference. The Project Manager/Coordinator/Road Safety Officer must attend this event to potentially receive an award on the night.

A Project Manager may nominate the completion date as the date by which the brief was completed or the date by which the whole project was completed. These dates must be clearly defined and stated on the nomination form as they are most important in determining whether or not a nomination will be presented to the Judging Panel. If IPWEA NSW determines that the dates do not comply, the entrant will be advised at that stage.

No project is too large or too small with consideration being given to the size and resources of the council/organisations and its staff. Councils may enter as many projects as it wishes, however, an individual project can only be entered in one category.

The Judges have final discretion regarding the category in which an entry will be judged, but to assist the Judges, all entrants are requested to specify one preferred category for their nomination.

IPWEA NSW Members are encouraged to nominate outstanding colleagues in their team who deserve recognition for their hard work. Nominating passionate individuals for category 9 and 10 is the perfect way to acknowledge their contribution to your organisation.

Eligibility for Category 9 – The David Abbott Award (under 35)Category 9 is named after the late David Abbott, a dedicated engineer who mentored and inspired young engineers. This award is given to a Young IPWEA NSW member who has shown dedication in providing unceasing contribution in the delivery of public works excellence. To be eligible for this category, nominees should be considered inspiring, an asset to their team, show unwavering commitment to the company and to the community as well as possess the qualities of a future innovative leader for tomorrow’s generation.

Eligibility for Category 10 – Public Works Leader of the Year AwardCategory 10 is given to an IPWEA NSW Member who has shown leadership and commitment to their team, professional organisation and to their community. To be eligible for this category, a nominee should be a person who has proven skills, professionalism and knowledge that is seen as admirable, encouraging and inspiring to others. Nominees should be successful in cooperating with their team, people within their profession or from other professions in order to deliver public works that have prioritised their community’s needs and enhanced the quality of life.

Judging Panels

Projects and programs nominated in categories 1, 2, 3, 4, 5, 6 and 8 will be inspected during August 2020 by the following panel:• Metro Inspections: Geoff Fowler, Leon Patterson and Karl Schimke• Regional Inspections: Greg Moran, Bob Missingham and Wayne ConeAll submissions must be received by the closing date Friday 19th June. Submissions received after the closing date including submissions for projects which are not completed will not be inspected. Following the closing date for submissions, the IPWEA NSW Events Team will be in contact to arrange inspections. The Judges will meet the nominator at Council unless otherwise specified.For nominators in category 7, Members of the IPWEA NSW Road and Safety Panel will be remotely looking at and rating the projects by the following panel: • Terry Winning, Director Winning Traffic Solutions• Paul Yannoulatos, Technical Director Taylor Thomson Whitting• David Niven, Group Manager-Major Projects, Fairfield City CouncilFor categories 9 and 10, telephone interviews will be conducted in August with both nominator and nominee. An expected timeframe for a formal interview is up to an hour with the first phone call made to the nominator.

Overall Judging Criteria (applicable to all categories)

• Submissions should be concise and professional however; judging will be on the merit of the project and not only of the submission

• The project should demonstrate the skills and professionalism inherent in local government and public works activities and clearly indicate the extent of involvement in the project by the IPWEA NSW Member

• Submissions should be in sufficient detail to allow judges to fully comprehend the project prior to visiting the site or reviewing it as a panel

• It should add to the body of knowledge in either local government or public works activities

• It may be a new idea or technique or it may be the further development of an established methodology

• Where applicable, the project should demonstrate cooperation with others in the organisations and therefore be a total council/organisations project

• It should demonstrate cooperation and engagement with the community and an interpretation of community needs and aspirations as well as identifying the extent of community benefit e.g. local only, regional or potential wider community benefit and whether it is likely to be for the short, medium or long term

• An organisations capacity to tackle a project will be taken into account when comparing projects – as will the extent of involvement of the initiating organisation in carrying out the project. With an area such as road safety, a project should be able to indicate how council took ownership of the project

• How the project improves the amenity of the area such as new or improved public facilities and/or visual improvement to the built environment

• How and to what extent the project enhances the image of public works professionals in the community

CATEGORY 1

DESIGN AND CONSTRUCTION OF A LOCAL GOVERNMENT/PUBLIC WORKS PROJECT

The three divisions of category 1 were introduced to ensure Councils of all sizes can be acknowledged for works that are within the capacity of the individual Councils from both the ability to fund the project and have engineering expertise to carry out the project.

• 1A: Projects less than $500,000 This subcategory makes provision for small projects costing less than $500,000. This enables small projects which may not compete with major projects, to be recognised. Projects can be considered from any Design and Construction activity carried out by a Council.

• 1B: Projects greater than $500,000 but less than $5 million This subcategory was introduced to acknowledge large scale projects that are within the capacity of all Councils and be able to distinguish between works of a medium sized nature and a major works up to the value of $5 million.

• 1C: Projects greater than $5 million (State Governments and Alliance Partners encouraged to participate) This subcategory is for the Design and Construction of major multi-million dollar projects in excess of $5 million. These projects can be submitted by individual Councils or in conjunction with State or Alliance Partners.

CATEGORY 2

NEW OR IMPROVED TECHNIQUES INCLUDING; INNOVATION AND/OR INTRODUCTION OF

TECHNIQUES OR OUTSTANDING MANAGEMENT INITIATIVES OR OUTSTANDING ACHIEVEMENT

IN ASSET MANAGEMENT

This category is to make the industry aware of any improved techniques and innovations that have been developed by individual Councils. Projects are sought from any Council that has pioneered new and developing ongoing ideas and processes that will assist Councils to be more effective and efficient in the delivery of Services.

CATEGORY 3

INNOVATION IN WATER SUPPLY AND WASTEWATER

The Innovation in Water Supply and Wastewater Award seeks to recognise innovations in water supply and wastewater. Nominations must reflect efficiency and demonstrate a cost saving. Nominations must be made for any of the following types of projects involving water and/or waste water.

• Operations• Maintenance• Capital Works• Management• Design and/or construction

CATEGORY 4

WORKPLACE HEALTH AND SAFETY

The Workplace Health and Safety Award seeks to recognise outstanding achievement in the approach adopted during the project in any of the following areas;

• The basis of any WH&S Management Plan developed for this project

• During the project were there• Any serious accident?• Lost work time?

• Were these accidents or lost time measured as part of the project performance?

• Are there any WH&S practices that evolved from this project that can be introduced• In future projects?• Into any initiatives by SafeWork?

The Award also seeks to recognise new or improved Workplace Health and Safety initiatives, policies or procedures which can demonstrate significant reductions in lost time through injury and which can be beneficially replicated in their organisations.

CATEGORY 5

EXCELLENCE IN ROAD SAFETY ENGINEERING

The following criteria should be followed:• Raise the profile of road safety management

among engineers in local government/public works

• Continue recognition of engineering contributions to road safety achievements

• Encourage implementation of road safety engineering programs

• Encourage adoption of road safety audit process (especially the focus on design audits)

• Reward innovation in engineering treatments that have road safety benefits

• Encourage evaluation/assessment to demonstrate road safety benefits

The Judges will be cognisant of:• Good applications of road safety engineering

principles• The establishment of sound policies, practices and

procedures• A high-level commitment/funding of road safety

engineering approach, including links to council strategic plans

• Examples of demonstrable road safety benefits• Examples of innovation in analysis, design,

implementation leading to road safety benefits• Modifications and/or improvements to practices to

procedures (e.g. in design or traffic management) arising from road safety examinations and/or evaluation (e.g. what has been learnt from results of road safety audit programs)

• Examples of technology transfer of good road safety engineering practice, including promotion and training

• Recognition of needs of all road users (i.e. including elderly, pedestrians, cyclists)

Nominated projects should not be:• Examples of standard treatments such as

roundabouts, speed humps, guard rails etc.• Traffic management initiatives without

demonstrable road safety benefits• Straightforward conduct of road safety audits on

existing roads

CATEGORY 6

ENVIRONMENTAL ENHANCMENT PROJECT OR INITIATIVE INCLUDING RECOVERING,

RECYCLING AND REUSING

This category seeks to recognise environmental projects or initiatives that:• Create or will lead to significant improvement to

the natural environment• Reverse or regenerate a degraded or degrading

natural environment (land, air or water)• Utilise waste or stormwater harvesting for

beneficial reuse including drought proofing• Utilise or encourage strong community

involvement in environmental projects• Show outstanding achievement in waste

avoidance and resource recovery• Introduce new or improve existing recycling

schemes• Recycle and reuse old buildings for new purposes

(adaptive reuse)

Projects should display achievements in one (or more) of the following areas: • Prevention/avoidance of waste• Materials selection• Recovery of resources• Litter control and reduction• Education/Training programs for project managers,

supervisors, contractors and subcontractors• Waste planning; either as part of an Environmental

Management System or a Waste Management Plan

Information that needs to be included:• Anticipated and actual amounts of waste (tonnes)

which are avoided, reduced, reused or recycled• Actual amounts of salvaged, recycled and/

or recycled content materials purchased/used (tonnes)

• Any estimated cost savings• Identification of any barriers that were overcome in

completing this project• Practices that have evolved from this project that

will be carried over to future projects• Reasons for undertaking a project of its type

CATEGORY 8

MULTI-DISCIPLINARY PROJECT MANAGEMENT

The Multi-Disciplinary Project Management award will be presented to a Project Manager who has successfully completed a project worth over $500,000 within the past two years that involves 3 or more different disciplines, i.e. Architects, Landscape Architects, Electrical Engineers, Urban Designers, and Civil Engineers etc.

The award recognises the Project Manager who managed the project best integrating multi-disciplines through both the Design and Construction phases.

Judging criteria will include:• Innovation• Proof of successfully integrating the different

disciplines to achieve a project of excellence that has a superior outcome than the contribution by any one individual discipline

• Proof that the project was constructed at or close to “on time” and “on budget” or better

• Proof of the process used to integrate the various disciplines by providing Project Management agendas, minutes, photos and any other evidence of close collaboration

CATEGORY 7

LOCAL GOVERNMENT EXCELLENCE IN ROAD SAFETY

This category is to make the industry aware of projects being delivered by road safety practitioners highlighting innovative, cooperative approaches to local or regional issues with demonstrable results able to be used by other jurisdictions.

There are 4 categories in which to provide appraisal of the project: • Innovation

Ideas applied successfully or a new way of doing something

• Cooperation The project demonstrates cooperation between council and the community

• Achievement The project demonstrates in a measurable way how it takes an active role in road safety

• Suitability The project is to identify an area of real need and show suitable outcomes

THE DAVID ABBOTT AWARD

This Award was created in memory of David Abbott, a dedicated Engineer who mentored and inspired young engineers. It is an award for an under 35 individual IPWEA NSW Member to recognise and encourage their continuing contribution in the delivery of public works excellence.

The key issues that the panel will consider are: • Leadership • Developing Relationships • Character, Behaviour and Image • Interpreting the Community Needs • Use of sound engineering Practices and Principles • Skill and Professionalism • Articulation of Ideas • Body of Knowledge • Excellence in Public Works • Industry Commitment • Team Dynamics • Cooperation with Others • Innovation and Ingenuity • Working within a Team Environment A nomination shall be supported by a detailed description of achievements in the Public Works arena and a Supervisors/Managers reference (max 2000 words)

CATEGORY 10

PUBLIC WORKS LEADER OF THE YEAR

This award has been created to recognise the performance of an individual IPWEA NSW Member for leadership in the delivery of public works excellence.

The key issues that the panel will consider are: • Leadership (commitment, developing relationships

and team dynamics) • Skill and Professionalism (management of time,

budgets, people and resources, character, behaviour and image)

• Body of Knowledge (knowledge transfer, advancing the cause of the public works profession and use of sound engineering practices and principles)

• Interpreting the Community Needs (quality of life benefits, enhanced amenity, environmental sustainability and conversation)

• Cooperation with Others (within the professions, within other professions, working within a team environment)

• Excellence in Public Works (innovation and originality, ingenuity and commitment to professional organisation)

A nomination shall be supported by a detailed description of achievements in the Public Works Leadership that are considered worthy for this award (max 2000 words)
