Editorial
It’s fantastic to be back after a restful holiday period and we are feeling renewed and rearing to go full steam ahead into 2015. The CRC is looking forward to a busy year with lots of courses and events to organise as well as the normal hustle and bustle of visitors and tourists coming into see us. We have, as you may already know, moved into our new temporary home in the Shire Council Chambers (at the rear of the Shire office building) until the renovations of the old CRC building are complete. You will see our brightly coloured flags leading visitors and clients from Johnston street along the path to the entrance of the CRC, where there is lots of parking and easy access into the building. We hope you drop in for a visit to check out new home.
We are very lucky in Kulin to have a variety of service providers regularly visiting our town on a weekly,
fortnightly and monthly basis. Some of these services are well known and well supported while others are less known. For a full list of service providers visiting our town turn to page 4.
Please note a change of venue for Yoga and Kids Yoga classes; All yoga will now be held in the main area of the
Kulin Memorial Hall. Please see advertising in this edition for the dates and times of all classes. At long last our 2015 Kulin Phone Book is ready for purchase. We have two size options to choose from; A4
(Plain) $5, A4 (Bound) $10 and A5 (Plain) $3.50 and A5 (Bound) $7 The Kulin CRC is running two new community programs. Firstly we have a community book club which will meet
once a month starting on Thursday the 19th of Feb (see full details inside) and secondly; a walking group which will meet each Monday morning for a brisk or leisurely walk (walk at your own pace depending on your physical fitness and intention) leaving from the Kulin Discovery Zone BBQ area at 6am. For more details see inside this edition of the Kulin Update or contact the CRC.

Camp Kulin has had another successful, fun and very busy
January camp series which has produced some very
interesting statistics………..
44 volunteer camp counsellors contributed 2,992 hours of
their time (that’s nearly $75,000 worth of time) to provide
13,860 minutes of activities for 110 campers from all
around the state. The program included teambuilding and
leadership activities, skunk, gaga dodge ball, giant human
foosball, group challenges, low ropes elements, sensory
walk, Quiz Night Tanya Style, My Kitchen Rules, talent
show, drumming, swimming, waterslide, excursion to Tin
Horse Highway and Jilakin Lake, capture the flag and lots
more.
Our campers learnt things like perseverance, confidence,
trust, respect, self esteem, leadership, communication,
expressing opinions, initiative, listening, problem solving,
acceptance of others, positive and safe risk taking, dealing
with fear, conflict resolution, goal setting and patience.
Campers came from Perth, Merriwa, Kulin, Kondinin,
Williams, Wickepin, Narrogin, Kukerin, Corrigin, Bruce
Rock, Wongan Hills and Bremer Bay to attend camp. Our
camp counsellors came from right across WA, with 3
travelling from interstate (Darwin and Brisbane) at their
own expense to volunteer at Camp Kulin.
Food wise, we made our way through over 74 kgs of
lasagne; 28 kgs of cheese; 645 bread rolls; 2,464 pieces of
bread; 180 chicken burgers; 320 sausages; 40kgs of salad
ingredients; 20 kgs of cold meats; 12 jars of jam; 8 jars of
vegemite; 12 kgs of cereal; 50 litres of milk and much
more.
Over 2,000 emails and messages were sent to ensure
everyone got to camp, and camp counsellors spent over 32
hours travelling to and from Kulin to Perth over the course
of the 4 weeks. One busy month!
We have barely had a chance to look at the feedback from
our campers because it has been so hectic, but the letter
below was one that stood out to us, from a boy who has
been getting into lots of trouble with gangs -
“What I can say is that you have helped another boy (me)
to not only see everyone else differently but everything
else. If not for your kind hearted soul I wouldn’t have had
the chance to come to Kulin and be taught new things,
even things that can help me with life skills.
Before this camp, I was having some family problems, and
coming to this camp made me see clearly how to resolve
problems and apologise when at fault. Things have been
taught to me (respect, trust, honesty, loyalty,
commitment) and I will know better than to start problems
and how to end them.
Also being taught those skills I now know that the problem
at home was caused by me, and that when I get home I
need to apologise to my mum and give her a big hug.
Camp Kulin is an extremely amazing place filled with fun
and skilful things to do and learn.
You made me enjoy every second of the day, especially
gaga. I was lucky for you to bring me to Kulin, so from the
bottom of my heart thank you so much.”

Older people and people with
disability in the Wheatbelt will get
extra support to stay in their own
homes thanks to a $19,500 boost from
the Commonwealth and Western
Australian Governments.
The funding is part of a $12.4 million
commitment to the Home and
Community Care Programme (HACC)
across Western Australia to build on
existing services, or to deliver new
ones.
Federal Member for O’Connor Rick
Wilson said the funding would be
shared across eight Wheatbelt
locations; Quairading, Corrigin, Lake
Grace, Kukerin, Bruce Rock, Kulin,
Pingelly and Wickepin.
“We know that older people in the
Wheatbelt prefer to stay independent
and in their own homes for as long as
possible,” Mr Wilson said.
“This funding will give Wheatbelt
residents better aged care options in
their homes and support services in
their area to help them to do just that.
This includes services like nursing,
social support, respite care, domestic
assistance, and transport - without
which many people would not be able
to continue to live at home.”
The funding is part of a $288 million
investment by the Commonwealth
and Western Australian governments
in the HACC programme across the
state this financial year. This is $21.6
million more than last year.
The Commonwealth Government will
contribute $174.8 million to the
programme, with $113.2 million to be
provided by the Western Australian
Government.
“We are committed to ensuring that
older Australians have the support
they need to continue to live at home,
where possible,” Mr Wilson said.
“The HACC programme provides
critical services that help people stay
independent in their homes for
longer.”
The extra funding means that older
people, as well as people with
disability, will be able to receive the
critical care they need while being
able to maintain their independence
and connection to the Wheatbelt.
Funding boost for Wheatbelt home support services
The Williams Gateway Expo is one of
eight community groups and
organisations to share in $6600
through the Road Safety Community
Grants Program.
The organisations were allocated the
joint funding for events and projects
that incorporate road safety messages
and initiatives.
Member for Wagin Terry Waldron
MLA said he was pleased that a local
event was awarded a road safety
grant.
“Safety on our roads is paramount,
and I am pleased that the organisers
of the Williams expo have been
supported in their efforts to assist,”
Mr Waldron said.
“I recognise that there are several
major issues that can affect WA
drivers, although country drivers
particularly need to be aware of
driving long distances and
subsequent fatigue,” he said.
He said the State Government had
allocated $360,000 from the Road
Trauma Trust account to the grants
program, for this financial year.
Road Safety Minister Liza Harvey MLA
said: “Road safety is a shared
responsibility and these grants
encourage community groups to
participate in a range of road safety
initiatives.”
“The start of the year is a good time to
reflect. We did have a bad year on the
roads last year and I hope every
motorist reflects on their own
behaviour,” Mrs Harvey said.
“The Government will remain
relentless in reducing road trauma
through safer roads, enforcement and
education,” she said.
Mr Waldron said that although the
rate of fatalities had dropped by 25
per cent since 2008, there was no
room for complacency.
“I encourage local groups and
organisations to apply for future
funding,” Mr Waldron said.

Williams Gateway Expo shares in $6000 to encourage road safety

Nominations are now open for the prestigious 2015
Western Australian Heritage Awards.
Local Member Terry Waldron MLA is encouraging people
to nominate worthy candidates or projects for
recognition.
Mr Waldron said the Heritage Council’s awards identified
the outstanding contribution of owners, volunteers,
professionals and organisations that were committed to
promoting and conserving our cultural heritage.
“In 2014, a number of regional nominations were
acknowledged including one that was based in the Wagin
electorate,” Mr Waldron said.
“The joint ‘Kulin Open Doors’ and ‘Kulin by Night’ project,
was one of last year’s award winners.”
This initiative was described on the Heritage Council
website as providing ‘a unique regional heritage tourism
product’. It was a collaborative effort between the Kulin
Bush Races committee, the Shire of Kulin and Scooplight
Theatre.
“Kulin’s history was presented through a series of
theatrical performances and was presented to tourists and
visitors to complement the Kulin Bush Races weekend,” he
said.
According to Heritage Minister Albert Jacob MLA, these
awards are now in their 23rd year and showcase the
excellent work being done to revitalise State Registered
heritage places, setting standards in interpretation,
heritage tourism and conservation.
Mr Waldron said volunteers, professionals and
organisations whose passionate and committed work had
assisted to conserve and restore WA’s heritage sites
deserved to be awarded.
Nominations close on Friday, February 20, 2015 and the
winners will be announced in April this year.

With the Shire of Kulin’s leadership
retreat at Camp Kulin a previous recipient
of Grants for Women funding, Member
for Wagin Terry Waldron MLA is
encouraging local proponents to apply for
the initiative’s latest round.
Mr Waldron said Western Australia’s
community organisations and local
governments were invited to apply for up
to $5000 for projects supporting women’s
economic independence and leadership.
He said funding was now available under
the State Government program for WA-
based projects.
“These are fantastic grants. They are
making a difference,” Mr Waldron said.
“One example is the Camp Kulin
leadership retreat which enabled
participating women to develop
leadership and communication skills, and
to build self-confidence.”
Other previously funded projects include
Yorgas Going Forward, a one-day forum
run by the Armadale Noongar Corporation
and featuring advice and presentations
from Aboriginal businesswomen.
“This Government is committed to
breaking down the barriers women
continue to face in terms of leadership
and financial independence,” he said.
“I encourage any group or organisation to
apply for the Grants for Women program,
which enables organisations to develop
tailored solutions to the unique challenges
faced by women in their communities.”
The State Government is delivering a
number of initiatives to improve the
status of women in WA. This includes the
Being Board Ready Guide encouraging
women into leadership roles, scholarships
for women to participate in mentoring
and entrepreneurial development
programs and increased support to
Women in Technology WA.

23 January 2015: Federal Member for O’Connor Rick
Wilson MP has welcomed the news Western Australian
farmers can now apply for loans for debt restructuring as
well as productivity enhancement activities under the
second and final round of the Farm Finance concessional
loans scheme.
Mr Wilson said this is great news for the farmers of
O'Connor, “I’ve being working hard to make sure this
scheme was accessible for WA farmers. The previous
criteria were too difficult for farmers affected by drought

“The changes to the scheme to include farmers who do
not farm within the Bureau of Meteorology (BoM) rainfall
deficiency areas to apply for a concessional interest rate
loan with a debt restructuring component is very welcome
news, particularly for some businesses in the eastern
Wheatbelt who were not able to apply previously.
“Expanding the Farm Finance concessional loans to
include debt restructuring, in addition to productivity
enhancement, or a combination of these two purposes is
the sort of flexibility farmers had been calling for and will
provide another option for Western Australian farming
businesses experiencing drought conditions.
“This will help farm businesses in the short-term to
improve their financial capabilities and profitability into
the future.”
The total loan amount available has also increased to $1
million, with the productivity enhancement activity
component remaining at between $50,000 and $400,000.
Farm businesses must be in at least one of following
industries including broadacre, pastoral, horticulture,
dairy, intensive agriculture and aquaculture, and be based
in WA, to apply for the FFCLS.
“I echo the words of Minister for Agriculture Barnaby
Joyce in urging all farmers not to self-assess but to talk to
the experts about their options and eligibility - there are a
range of state and federal programmes available to assist
farmers doing it tough now,” Mr Wilson said.
FFCLS loans are interest-only at the concessional rate, with
principal repayment at the end of the loan term.
Applications for the FFCLS close on 30 April 2015.

Just when Kulin youngsters Sam and James Ellis thought their second CSBP cricket clinic at the WACA couldn’t get any better, they had a lucky meeting with Australian pace-bowler, Ashes hero and Western Warrior Mitchell Johnson. “It was awesome. He was just doing some kind of training and we went past him and he said g’day to us,” said Sam. “We were playing this game where we had to hit the ball and go around the oval and we saw him doing some running and we said hi to each other,” added James. The brothers were among almost 50 rural WA youngsters who took to the hallowed WACA ground to get cricketing tips from Western Warriors fast bowler Simon Mackin, batsmen Will Bosisto and John Rogers and Western Fury pace bowler Gemma Triscari. “It was a lot of fun. We had cricketers teaching us different things about playing better. We did some throwing and we learnt how to bowl and bat and we got some autographs as well,” said James. “I learnt not to throw the ball so hard at the stumps and throw it to the person backing up the stumps. We also had a game where all the kids and parents played and I hit a six and a four and made about 10 or 12 runs, so that was good,” said Sam. On top of meeting Mitchell Johnson, making the day even more special was that the boy’s dad, Doug won one of 10 $500 CSBP cricket packs for the fledgling Kulin Kondinin Junior Cricket Club. Each pack contains 20 cones, four mitts, one Pugg net, a set of stumps, one catch-it mat and a sports bag.
“I’m just trying to start up a junior cricket club in Kulin this year, so to win all of that gear was fantastic, we don’t really have a lot of equipment right now,” said Doug. “I’m keen for anyone who is interested, including parents, to get involved. I want to encourage kids to come to training, learn some cricket skills and have some fun and then we can have some games with kids from surrounding towns.” 2015 is the eleventh year that CSBP has been sponsoring country cricket and the annual cricket clinics are part of their ongoing commitment to regional sport. “It’s great that Doug and the boys won the cricket pack. Sport really brings people and communities together and if we can get a junior Kulin Kondinin cricket team up that would be fantastic,” said CSBP’s Kulin Area Manager, Maree Heenan. “It turned out to be a pretty good season for growers in Kulin, they were working hard to get the crops harvested and then they started spraying. So the
cricket clinics were a good opportunity for them to relax, catch up with other growers and just get away from the farm and work for a day.” CSBP’s cricket coaching clinics are held every year and are open to the children and grandchildren of CSBP customers.
