• Many camps were poorly managed by organisations with little funding and low expertise
• Documented cases of humanitarian aid workers sexually abusing and coercing people in the camps

Group was established
• Producing the second edition of the Camp Management Toolkit in 2004
• Since then, the CM Toolkit has been ordered/downloaded by over hundred organisations and used in more than a dozen of conflict or natural disaster situations
