    SUPPLEMENTAL SITE SURVEY SUMMARY SHEETFOR

    DERP-FUDS PROPERTY NO . J09CA076900CAMP M cQUAIDE MILITARY RESERVATION

    SITE NAME : Camp McQuaide Military ReservationLOCATION: Camp McQuaide is located in California on the central coast at Monterey Bay inSanta Cruz County, six miles west of the City of Watsonville (Figure 1 and 2) .SITE HISTORY: During 1942, the War Department acquired 407.80 fee acres, 380.50 leasedacres, and 244.00 permit acres from private individuals. Total acreage acquired was 1032.30.The site was used as a coast artillery training center (the Coast Artillery Seacoast ReplacementTraining Center). Later, the property was used for a disciplinary barracks, housing prisonersand guards. The improvements were constructed between 1941 and 1942, and includespermanent buildings, 354 tents, roads and utilities distribution systems. In 1946, 380.50leased acres and 244.00 permit acres were terminated. In 1947, the War AssetsAdministration assumed accountability for 407.80 acres, in which 300.00 acres werequitclaimed to the Central California conference Association of Seventh Day Adventist. TheAssociation is now using the site for the Monterey Bay Academy, a boarding school with awork-study program, for high school age students. General Administration Services appears tohave transferred the remaining leased acres to the Federal Aviation Administration sometimeafter 21 May 1981.SITE VISIT: On 22 January 1991, Mr. Roger Norris and Mr. Michael Kingsley of the EarthTechnology Corporation visited the site, Camp McQuaide. At the Monterey Bay Academy,Mr. Steve Barnes, Business Manager, and Mr. Robert Wisdom, Plant Manager, providedmaps and a guided tour of the Academy grounds. Mr. Wisdom identified the DOD builtstructures indicated on Figure 3. All of the DOD built buildings remaining on the campus arestill in use. This includes two munitions-storage bunkers. Two foundations for coastaldefense guns remain near the beach. DOD installed underground storage tanks (USTs) remainin four locations (Figure 3). The DoD storage tanks were removed by the Sacramento Districtfollowing the approval of the initial Preliminary Assessment. No further Department ofDefense Actions are recommended for initiatition under the FUDS CONJHTRW program.The outlying areas of the military reservation include Sakae Nurseries on the North, thecultivated fields of Bonadelli Farm on the South, and Sunset State Beach with adjoining inland

    Because Camp McQ uaide was used a s a coast artillery training center, posssibility existed thatthere are chemical burial site(s) located at Cam p McQuaide . The St . Louis District performeda records search and found that chemical warfare material was never used or stored at the site.Therefore, the previously proposed OE project recommendation is deleted. A RAC isenclosed.In the process of attempting to obtain site closure for the UST sites, the California RegionalWater Quality Co ntrol Board and D TSC requested an additional preliminary assessment shallbe conducted. The preliminary assessment, draft dated Septem ber 1997, found that intrusivesampling may be w arranted at the form er vehicle wash rack, incinerator and at suspectedlandfill site. The Prelim inary Assessment records search indicates an area w here waste wasspoiled; howeve r, it is not clear whether the area actually served as the post landfill site.CAm GO RY OF HAZARD: CONIHTRW, HTRWPROJECT DESCRIPTION: The proposed HTRW project consists of soil and ground watersampling at the former vehicle wash rack, incinerator, and at the suspected landfill site.The C ONIHTRW removal project is complete.AVAILABLE STUDIES AND REPORTS:1 California Interim Survey and Analysis Repo rt, U .S .     1. During 1942, the War Department acquired 407.80 fee acres, 380.50 leased acres,and 244 .00 perm it acres from private individuals. Total acreage acquired was 1 ,03 2.3 0.2 . T he site was known as Camp McQuaide Military Reservation, California. It islocated 6 miles west of Watsonville in Sa nk Cruz Coun ty. The site was used as a coastartillery training center (the Coast Artillery Seacoast Replacement Training Center). Later 21the property was used for a disciplinary barracks, housing prisoners and guards. Theimprovements were constructed between 1941 and 1942, and included three permanentbuildings, 354 tents, roads, and utilities distribution systems.3. In 1936, 38 0.5 0 leased acres and 244.00 permit acres were terminated. In 1947 , theWa r A ssets Administration assumed accountability for 407.80 acres, in which 300. 00 acreswere quitclaimed to the Central California Conference Association of Seventh DayAdventists. The Association is using the site for educational purposes. Th ere is noindication if restoration was required, but the United States Government does have recapturerights to 'the site. It appears that General Administration Services transferred the remainingleased acrcs to the Federal Aviation Administration some time after 21 May 198 1.

    Based on the foregoing findings of fact, the site has been determined to be formerly used bythe DO D . There fore, it is eligible for the Defense Environmental Restoration Pr ogra m forForm erly U sed D efense Sites, established under 10 U.S.C. 2701 et seq.
