In order to coordinate district activities and to minimize traveling time (by the candidates) between coffee hours, meetings, etc., we have prepared a tentative schedule for your consideration. Please try to confine your activities to these dates as much as possible.

INSTRUCTION FOR ALL MASTERS OF CEREMONIES DEMOCRATIC PUBLIC RALLIES
The success of your rally depends to large extent upon the manner in which you conduct it. The following should be observed in order to make your rally a success.1. PRELIMINARIES:
Be there half an hour before the rally starts. Musicians are scheduled to arrive same time. Periodically interrupt musicians (after each number is completed) to announce that this is a Democratic public rally and when it will start. Attempt to encourage people to gather around. Draw up a crowd before first speaker.
2. START:Begin on time. Other rallies or coffee hours are being conducted. Failure to start on time will cause unnecessary delays at the other rallies and coffee hours.
3. OPENING STATEMENT:Make brief opening statement plugging the Democratic Party.
4. TIME ALLOTTED FOR EACH SPEAKER:5 minutes — Presidential, Congressional, Mayoralty.4 minutes — Council (at large), Council (district).This rule above all should be adhered to strictly. People do notremain at rallies for more than 2 hours. In fairness to all candidates, have a watch on you, and each candidate should be timed.30 seconds before time is up, signal candidates either by a knock, a bell or some other noticeable method. If after the allotted time candidate has not concluded, walk up to him, stand there with him and whisper to him that his time is up. This should get him.
5. PARTY SPEAKERS:When party speakers are to appear, confer with them and place them in whatever position you deem most advantageous.
6. OTHER HELPFUL HINTS:Do not be too far away from microphone. As soon as candidate completes his talk, be only two or three steps away from microphone and prepared to take over. Neither should your next speaker be too far away from microphone. Advise him to be close to microphone.
7. INTRODUCING CANDIDATES:At the most, this should not be more than 15 seconds. You can say a lot in 15 seconds, if you are familiar with candidate’s background. Try to familiarize yourself with each candidate's background. Ask candidate for help upon his arrival. Above all, announce his name correctly and the office which he seeks.
8. OBSERVANCE OF SPEAKERS' SCHEDULE:Obtain copy and follow strictly. No deviations, please. Late candidates go to bottom of list.

September 9, 1960RALLY RULES
1. Candidates allowed to speak. Only candidates who have fully paid their assessments will be allowed to speak at the rallies. Candidates who have paid their assessments cannot yield their place to those who have not paid; however, candidates who have paid may have people who are Not Candidates speak for them.
2. No speeches for others. All candidates should speak for themselves and will not be allowed to speak tor other candidates except in the case of the Presidential race where there is no contest. (Note: This rule has been established to prevent factions from developing and to prevent "plunking" during Lae Primary Campaign.)
3. Late Candidates. Candidates have been placed in groups speaker schedules. Late candidates will be dropped to the bottom of their group.
4. Starting Time. All rallies will start promptly at 7:30 P.M., unless otherwise indicated.
5. Speaking Time. All candidates, except Presidential, Congressional, and Mayoralty candidates will be allowed to speak for four (4) minutes.
Presidential, Congressional, and Mayoralty candidates-will be allowed to speak for five (5) minutes.
6. Music. Music will be provided by musicians hired by theCampaign Headquarters from 7:00 P.M. to 7:30 P.M. Up to 7:00 P.M.,candidates may use their own musical troupes; thereafter only music by musicians hired by Campaign Headquarters will be allowed, if any.
7. Master of Ceremonies. All Masters of Ceremonies will beselected by the Campaign Committee.
The Master of Ceremonies must not favor any candidate or candidates in their introductory remarks over other candidates.
Candidates should confer with the Master of Ceremonies as to what they want to be stated in their introduction.
The Master of Ceremonies must time candidates and give candidates a warning when their time is up. This can be done by tappingthe platform with a stick, waving a hand, etc.
Should a candidate refuse to heed any warning when his time is up, the Master of Ceremonies is authorized to take away the mike.
8. Party Speakers. Where party speakers are to appear, confer with them and place them in whatever position you deem most advantageous .
9. Other Questions. All questions as to procedure during the rallies will be decided by members of the Campaign Committee. Should there be no member of the committee available, the Master of Ceremonies will decide all questions,
10. Assessment. Part of the assessments will be held by Campaign Committee for promotion of coffee hours and any type of specialrallies. All such promotional functions will be open to all candidates who have paid their assessments. Expenses for promotions will be within the budget. All expenses incurred by such promotion will be paid for by the Democratic Campaign Committee after prior approval.
