Introduction
At the direction of Vice President for Campus Life Robb Flowers, our team was asked to perform an environmental space review of all campus buildings. Our charge was to review classroom, common areas and other frequently utilized spaces to consider occupancy based on social distancing guidelines appropriate for reopening during the Covid-19 pandemic. In addition, we examined areas used to enter, exit and move through buildings to access classroom and other spaces.
Our committee was also asked to consider the placement of hand sanitizing stations and to recommend the utilization of other articles such as disinfectant wipe stations, plexiglass barriers and signage designed to enhance the safety of students, faculty and staff utilizing space on campus and communicate essential information to them.
These efforts demonstrate the Colleges’ commitment to our campus community’s well-being in hopes of enhancing their confidence and feelings of security as they return to campus.
Understanding that a social distancing classroom layout would result in a reduction in classroom seating capacity, we were also asked to identify additional locations that might serve as temporary classroom space.
Team members participating in the review were: Glenn Brubaker, Chris Button, Janine DeBolt representing Sodexo, Robert Switzer representing Finger Lakes Health/Hubbs and Marty Corbett, team chair.
Vince Boisselle participated as the review lead and location expert for the Warren Hunting Smith Library and Dave McCandless participated as the review lead and location expert for Dining Services locations.
Situational Overview
Hobart and William Smith Colleges are residential liberal arts colleges serving approximately 1,700 students and employing approximately 650 faculty and staff. The campus occupies almost 200 acres with over 100 buildings situated on the property.
The advent of the Covid-19 pandemic led the Governor of New York State to issue Executive Order 202 “New York on Pause.” Executive Order 202 caused the closing of many businesses and services including institutions of higher education.
Executive Order 202 resulted in the residential closing of the Hobart and William Smith Campus and the cancelling of athletic, study abroad and other customary programs. The closing required the transition from a traditional academic classroom delivery model to strategies and platforms that facilitated remote learning for HWS students.
On April 26, 2020 the Governor of New York State announced a phased approach to reopening businesses and industry in New York State. Phase 4 will allow the reopening of Institutions of Higher Education.
Preparing for the phase 4 reopening, Hobart and William Smith Colleges must plan for a reopening that considers the health, safety and wellbeing of the campus community in the residential and academic

setting while identifying and implementing strategies and practices designed to prevent the contracting of and inhibit the spread of the Covid-19 virus.
Purpose of this Document
Guiding the use of space in administrative, academic and residential buildings on campus in the Covid-19 era will be a critical piece of the overall approach to restarting campus operations and welcoming students, faculty and staff back to campus. This document outlines the review of physical space, provides recommendations for space configuration, occupancy and safe usage by members of the campus community as well as guiding the operationalization of this plan.
Plan Operationalization
A number of the documents that constitute this plan will be directly utilized to implement it.
The space review tables (academic-classroom, residential/large residence halls and small houses- fraternity), building floor plans as well as the classroom fixtures (tables and chairs) spreadsheet are designed to be utilized together to guide those tasked with performing the re-configuration of space on campus to include classrooms, common areas, labs, studios, and many other spaces.
The space review tables provide pre-reconfiguration occupancy and proposed social distancing occupancy of classrooms and other space likely occupied or utilized by students, detail regarding reconfiguration of those spaces (computer labs, restrooms, common areas, etc.), ingress/egress changes, stairway flow and elevator information.
The floor plans provide a clear view of the placement of seating in classrooms, room occupancy, the location of signage for ingress/egress changes, stairwell flow, directional routing within some buildings for specific purposes (dining), and the locations of hand sanitizer and disinfectant wipe stations.
The classroom fixture spreadsheet ensures that seating and tables are identified for their originating location and what location excess items are designated for. For example; excess seating from Stern 103 may be designated for use in the proposed Vandervort Room classrooms. Based on the spreadsheet, classroom fixtures will be labeled to facilitate ease of return when classrooms are reverted to their original configurations.
A detailed instructional guide will be prepared for reconfiguration teams that will address in greater detail the following:
• The placement of room occupancy labels to be posted on doors. • Proper labeling of classroom fixtures for transport and return. • Placement of floor seating labels in classrooms to ensure social distancing seating configurations
are established and maintained. • Ingress/egress sign placement. • Stairway up/down only sign placement. • The application of “Do Not Sit” labels on multi seat common area furniture. • Placement of social distancing floor labels. • Use and application of signage and items designed to exclude restroom fixtures.

Scope of Review
The committee was tasked with reviewing physical space on campus to determine occupancy in a social distancing environment. Our review encompassed all buildings on campus to include residential as well as administrative/classroom. To accomplish our mission, members of the committee physically examined all buildings on campus, reviewed building floor plans and attempted to identity additional locations that could be converted to classroom use.
Our review considered classroom space, common areas, elevators, restrooms and other spaces likely used or occupied by students, faculty or staff. Building ingress and egress was evaluated along with stairwell and hallway flow to determine those locations that could be restricted to one way (entry or exit) or, in the case of stairways up or down only.
Working with Dining Services we reviewed dining spaces for swipe-in flow, food selection flow, dining occupancy and grab-and-go locations.
The 2020 Task Force report described the library as “the heart of a university.” With that in mind our committee reached out to Vince Boisselle, the Colleges’ Librarian, regarding a plan for the library. Through this consultation and understanding the unique characteristics and qualities of the library, a library specific plan is being developed by the Colleges’ Librarian and will be submitted independently.
Cleaning, disinfecting and sanitation were only considered as it relates to the number and location of hand sanitizer stations and disinfectant wipe/cleaner stations located throughout campus buildings. Disinfectant wipe/cleaner stations were placed based on the need for self-service disinfecting in locations such as classrooms, computer labs, etc.
What was not reviewed?
Athletic facilities to include locker rooms, exercise space, practice facilities, spectator areas, auxiliary areas and office space were not included in our review.
General staff office space on campus that is subject to the “Reopen New York Phase II Guidelines” were not examined. Determinations for the use of general office space, copier/work areas and conference rooms should be made by department supervisors based on the phase II guidance provided by the State of New York and consultation with appropriate senior staff. Global Recommendations
This section includes recommendations the committee felt were important to and impact the use of space on campus even though the recommendation may not be space specific.
Some recommendations listed in this section regarding the occupancy and use of physical space were overarching, impacting multiple locations on campus and not specific to individual buildings.
1. The use of cloth face coverings should be mandatory on campus (health exemptions excepted) as a means to make the social distancing effective.
2. Hand sanitizer stations should be available in all campus buildings and in locations recommended in the 2020 Task Force Report.
3. Self-service disinfectant wipe/cleaner stations should be available in all classrooms, computer labs, offices and restrooms on campus. Disinfectant wipe/cleaning stations placed in these locations will provide students, faculty and staff the ability to disinfect commonly used surfaces and fixtures before and/or after use. While it would be preferable to have housekeeping staff disinfect desks and other surfaces and fixtures between use, staffing levels coupled with time and class schedules make this unrealistic.
4. Individual staff and faculty office space should be self-regulated for social distancing. Because most faculty/staff office space generally ranges between 135 and 200 square feet, our committee recommends that occupancy not exceed two to three persons, dependent on the office layout and ability to effectively socially distance in the space.
5. Faculty office hours should be virtual whenever possible, or by appointment when in person as a means to avoid the congregation of students outside faculty offices in building hallways.
6. Comprehensive educational programming around social distancing, access to buildings, keeping to the right when utilizing hallways and stairways and the proper use of PPE’s should be prepared and implemented.
7. Most buildings including residence halls/houses should restrict visitors. Locations that have traditionally been open should be closed to the general public (Bristol Field House, Library, etc.).
Individual Building/Space Review and Recommendations
This segment consists of an introduction outlining our review process and decision making factors, and tables (contained in the appendices) outlining space evaluation within administrative/classroom and residential facilities addressing the following:
• Building ingress/egress restrictions (if any) • Stairwell up/down restrictions (if any) • Elevator occupancy • Classroom occupancy • Bathroom Occupancy • Common Space reconfiguration recommendations • Additional instructional-student utilized space (ie: dressing rooms, music practice rooms, small
lab space, conference rooms, etc).
Added to the appendix section are floor plans for most buildings, marked up to show the following:
• Building ingress/egress restrictions (if any) • Stairwell up/down restrictions (if any) • Elevator occupancy • Classroom occupancy • Bathroom Occupancy • Additional instructional-student utilized space • Hand sanitizer station locations

• Disinfectant wipe station locations
The space review tables along with the building floor plan diagrams provide an easy to follow guide that will allow staff to operationalize this plan for each building to include; classroom seating reconfiguration and occupancy, common space evaluation and reconfiguration, placement of signage for ingress/egress and stairway directional restrictions, placement of signage for room occupancy limits, placement of social distancing signage, placement of hand sanitizer stations and disinfectant wipe/cleaner stations.
Building review considerations
Each building was examined for the feasibility of controlling ingress and egress as a means to limit passing contact between persons. Similarly, stairways and hallways were examined to evaluate one-way or up-down only designations. Not all buildings were suited for ingress/egress control or hallway stairwell restrictions. The number and location of entrance/exits, size of entrance/exits, general flow of persons within buildings, number, location of and access to stairways, width of stairways and hallways and accessibility (ADA requirements) were all considerations used to determine the feasibility of implementing control and restrictions to building access and interior movement.
Several buildings that do not contain classrooms and only required the placing of hand sanitizer stations and disinfectant wipe stations, while mentioned in the administrative-classroom table, do not have floor plans in appendix 2. These buildings are; Admissions, The Counseling Center, Henry House, Hubbs Health Center, Poole Sports Dome and Residential Education.
Albright Auditorium, while listed in the administrative-classroom table, is not depicted in a drawing as well as 400 Pulteney St., The E-Sports House.
Classroom Configuration
Reconfiguring classroom occupancy required the committee to research and implement a formula for computation of the usable classroom space while implementing social distancing. The Center for Disease Control (CDC) consistently refers to six feet (6’) as the social distancing benchmark. The World Health Organization recommends social distancing by maintaining a distance of 1 meter (3 feet) between people. The American College Health Association recommends the use of face coverings while maintaining “6 feet of physical distancing” (ACHA, May 7, 2020, p.5). Finally, the Commission on Independent Colleges and Universities in New York (CICU) recommend “social distancing in classes with over 10 people” and “seating at least 6 feet apart” (CICU, April 2020, p.55). New York State guidance recommends 6 feet of social distancing or the use of a face covering.
Generally, social distancing at 3 feet is equivalent to 9 square feet of space and 6 feet is equivalent to 36 square feet of space per person. Despite the fact that the WHO recommends 3 feet as a social distancing guideline, all other guidance lists 6 feet as the best practices standard.
As a means to provide social distancing consistent with the guidance provided by the CDC, ACHA, CICU and New York State, classroom seating calculations were set to provide 36 square feet of space per student (6’ by 6’ area) after ensuring 8 to 9 feet of area between the wall of the instructional area to the first student seat to ensure adequate instructional space. Space per student = room square footage, divided by 36 and then adjusted for instructional space. Each classroom was then reconfigured using our

formula for calculation and a resulting seating grid overlaid on each classroom floor plan using the CAD drawing software.
After reviewing and preparing classroom floor plans based on 36 square feet represented by squares on classroom drawings, the State of New York required 6 foot circles be used to represent seating. All classroom drawings were then changed from squares to circles. It should be noted that circles represent 28.3 square feet of space and not 36 square feet. However, the circles were superimposed over the seating squares on the drawings resulting in no reduction of space per seat and no increase in classroom occupancy.
Some locations such as rooms utilizing stadium seating configurations (Albright Auditorium, Sanford Room, Geneva Room, Froelich Hall, Fish Screening Room and the Deming Dance Theater) required additional on-site work to ensure that seating configurations allowed for the appropriate social distancing
In addition to calculating classroom occupancy, most classrooms, with the exception of some computer labs and science labs, were configured with seating facing forward in one direction. While this seating arrangement may be inconsistent with group learning and project based student interaction, this layout was necessary to maximize space and reduce the potential for virus transmission.
Classroom seating occupancy based on 6 foot social distancing will result in surplus seats and tables that may need to be removed. Excess seating and tables will be utilized in other existing and proposed classrooms on campus as needed. Whenever possible, tables and chairs will be recycled for use within the building they are currently utilized in. As seating and tables are moved they will be labeled to identify the building and classroom they originated from as well as their new designated location. This will allow for easier reconfiguration of classrooms for the fall semester and reconstitution of classrooms if or when social distancing requirements are relaxed or lifted completely. Project manager Janine DeBolt will manage the classroom inventory in an Excel spreadsheet that will become a part of this plan as we operationalize the reconfiguration of the classroom space.
While our team endeavored to set the proper classroom configuration and social distancing occupancy, variations of floor plans and other factors could lead to minor configuration or occupancy changes at the time the plan is operationalized.
Common Area Review
Common areas were evaluated and recommendations made for 6 foot social distancing reconfiguration based on the repositioning of seating and tables, the removal of some fixtures and the use of restrictive seat labels to be placed on some multi-seat furnishings. Common area reconfiguration will be implemented based on the guidance provided in the table and during an on-site review of the furnishings at the time of reconfiguration.
Restrooms
Restrooms were examined and occupancy determined by space (square footage) as well as available fixtures (sinks, toilets, urinals and showers) and an occupancy number determined. At the time of building reconfiguration, fixtures in these restrooms will be removed from service as appropriate to facilitate proper social distancing through the placement of signage and barrier tape. Fixture exclusions

are noted on the appropriate table under additional information and occupancy is also listed on the floor plans.
Single use and gender neutral restrooms designed to be occupied by one person were not reviewed for occupancy. If no restroom information appears in the table for a specific building it can be assumed that the restroom(s) are single use.
Additional Space
Some additional areas within academic-classroom and residence halls/houses were examined and included in this report. Examples of these areas are: music practice rooms, conference rooms (if utilized by students and not in traditional office areas), art studio space, performing arts spaces, dressing room spaces, areas frequented by students for various services (Career Center, Center for Community Engagement and Service learning, etc.) and specialized educational space (psychology labs, dark rooms and computer labs). Recommendations were made in these areas for social distancing reconfiguration of the spaces frequented by and commonly utilized by students and those recommendations can be found in the appropriate table listed under additional information. Office space in these locations was not reviewed.
Elliott Arts Center
Studio Space:
Sketching and painting studios currently have an occupancy listed as 25. These classrooms cannot be reconfigured in a grid format due to the unique manner in which subjects or items to be sketched, painted or photographed must be displayed. It will be necessary for the faculty and students working in the studios to ensure that they practice appropriate social distancing. Based on the size of the studios SD Occupancy has been preliminarily set at 16.
Woodworking Shop
The woodworking shop consists of three work tables of various sizes along with a number of woodworking power tools (saws, planers, sanders, etc.). These woodworking tools and tables cannot be moved to accommodate social distancing. Our recommendation is that it will be necessary for the students, faculty and shop techs to ensure that social distancing is practiced when students are working in the shop. SD occupancy has preliminarily set at 9.
Metal Shop
The metal shop presents similar challenges as the woodworking shop. Our social distancing recommendation for the metal shop mirrors that of the woodworking shop. SD occupancy has preliminarily set at 6.
Ceramic Area
The ceramic area is situated between the woodworking shop and metal shop and consists of two clusters composed of three 36” X 74” work tables, two approximately 36” X 80” work tables placed end to end and a 23 foot wall mounted surface with two computer stations situated on one end. There are approximately 16 stools in this space. SD occupancy has preliminarily set at 14.

Davis Gallery
Due to the changing nature of gallery displays it will be necessary to set social distancing occupancy based on individual events.
McDonald Theater
Because each performance in the McDonald Theater has unique space and layout needs and the seating is generally moveable to accommodate those needs. Because of this performance seating will need to be configured for social distancing on a performance by performance basis.
Science Buildings
Science buildings, and in particular lab spaces, posed unique challenges as we worked to determine occupancy. Labs consisted of fixed fixtures or tables that did not lend themselves to movement within the room based instructional needs, etc.
We utilized information from 25Live as well as on site reviews as a means to determine the appropriate occupancy. Additionally, on most building plans the non-moveable fixtures (hoods, counters with experiment stations, etc.) did not appear on the room drawings making it difficult to convey exactly where students would be placed to accomplish social distancing. It is our expectation that some adjustments will need to be made to the occupancy in these labs after consultation with department chairs or individual professors.
Stadium Seating Locations
Some classroom/seminar locations in campus are configured in a stadium seating format. These locations include Albright Auditorium, Sanford Room, Geneva Room, Froelich Hall, Deming Dance Theater, Fish Film Screening Room.
To establish social distancing occupancy we utilized recommendations from the Sasaki Architecture Company as well as on site reviews. Sasaki recommended leaving three seats vacant between seats in areas with stadium seating. Sasaki recommended staggering seating by one seat in successive rows. However, our measurements revealed that this configuration did not result in the appropriate 6’ social distancing from row to row. As a result we were required to calculate seating for every other row. This significantly reduced the amount of seating in stadium seating classrooms. For example Froelich Hall had an occupancy of 125 and a social distancing occupancy of 20, less than 25%.
Exceptions to the above calculation occurred in the Geneva room and Sanford room. The Geneva room was calculated for two seats between occupied seats based on the distance between seats. However, it was necessary to calculate seating for every other row.
The Sanford room, while in stadium seating configuration, does not have fixed seating and the placement of the desktop allowed for each row to be utilized.
To properly set stadium seating locations barrier tape will be used to block rows and “do not sit” signs will be affixed to seats excluded from use. The Sanford room seating will be marked similar to classrooms with a chair location marker placed on the floor.
Dining Locations

We examined dining areas from a strict space perspective, Saga, Café, ABP and Grab and Go locations were reviewed. The Saga dining hall and Scandling Café presented unique challenges for reconfiguration. A dining specific plan is being prepared by Dave McCandless that will outline in detail the dining services reopening.
Saga
Entry, swipe flow, queuing for serving and reconfiguring seating for social distancing in Saga were all considered. Queuing for swipe-in while accounting for social distancing resulted in no more than 45 persons in line at any time. This presents significant challenges getting students swiped, into sage and then queued again in the serving line and will require supervision in the queuing area. Additionally, this may result in greater use of the grab and go location in the Wasey Lounge area.
The current floor plan for Saga is configured for social distancing to seat approximately 388 persons. However, this is a preliminary estimate, is based on the extensive use of plexiglass table dividers. This configuration must be reviewed and confirmed by Dave McCandless as his original estimate for the space was 288.
Café
Entry/exit, queuing at serving stations and seating were reviewed at the Café. Café seating will consist of the currently used tables with one seat per table.
ABP
Located in the Library Atrium will be order and pick-up only.
Grab and Go
Locations are listed on building specific plans and are as follows:
• Wasey Room Lounge (Scandling 2nd Floor) • Cellar Pub (Coxe Hall Basement) • Winn-Seeley Gym • Rees First Floor (Kitchen area)
Proposed Classroom Space
We were asked to evaluate locations on campus that were not traditionally used as classroom space but could be utilized as or converted to classroom space. We examined the following locations which are similar and include many of the locations mentioned by the 2020 Task Force Report and we thank them for their recommendations. Some locations are more viable than others based on a lack of technology and other factors. Decisions must be made on a case by case basis.
There were also several locations listed by the Task Force that after our review our team did not recommend for conversion to classroom space. We based our decisions on location, occupancy, fire code requirements and the potential use of the space for other needs.
Those locations are as follows:

McDonald Theater (GC-117)
Use for theater productions would preclude configuring the space as a classroom.
Cellar Pub
Being used as a grab and go location by dining services.
Williams Ensemble Hal (GC-119)
Finger Lakes Institute Room 302
This is the third floor of FLI. There is no fire escape precluding the use based on fire code.
Dance Studio (GC-104)
This is a large space and the floor wound need to be covered making its use impractical.
Centennial Center Room 101
We believe this location is too small for classroom use with occupancy at 5

Small Houses
Based on the NYS Department of Health Interim Guidance, we were unable to designate small houses, Odell’s Village units and fraternities as family units for planning purposes.
As a result, common Space in small houses will be reviewed and reconfigured for social distancing in the field at the time this plan is operationalized. As in other residence halls multi seat furnishings will be labeled as ‘do not sit’ or removed as necessary. Most small houses have only one common area. Small houses with more than one common area will be noted below.
Small houses with multi person restrooms were entered on the small house-fraternity table so the restroom fixture exclusions can be noted and addressed.
By their original design as single family homes, small houses do not lend themselves to ingress/egress and stairway directional control and none has been recommended.

Hand sanitizer stations will be positioned at the entrance of all small houses and Odell’s Village units and kitchens will be provided with disinfectant wipes.
It is also recommended that appropriate signage outlining the use of masks and proper social distancing while in other areas of campus be posted within all small houses.
