CANADA MARKET BRIEFING:Compensation Planning Update for 2017September 1, 2016
Highlights
The compensation market in Canada continues to be conservative. With core inflation steady at around 2.1%, the average increase for 2017 will be 2.2%, down slightly from the 2.4% forecast this time last year but flat relative to the increases that were actually implemented in 2016. Quebec shows the highest forecast increases for 2017 at 2.5%, while Alberta (1.3%) and Newfoundland & Labrador (1.4%) are noticeably below the national average which bucks the trend of recent years.
Some 30% of organizations who have already made decisions about their 2017 increases have decided to freeze their salary ranges (although most will still be granting actual increases and moving people within their ranges). This is up from 25% last year and 21% the year before, possibly indicating a move away from annual adjustments for some companies in a sustained low inflation, low growth economy.
The financial sector can look forward to larger adjustments (2.5%) than the industrial sector (2.2%), while the public sector (1.8%) is expected to receive below average increases. Within the broader industrial sector, the sub-sectors of high technology (2.6%) and also pharmaceutical (2.7%) will do well while oil & gas (1.0%) and mining (1.7%) will do less well.
The size of the organization does not have a noticeable impact on the level of increases being provided nor does the level of job within the organization. Executives/Senior Managers will be receiving the same % increases as the professional and support staff, and there is no recognizable difference between unionized staff and non-unionized staff.
Overview of the analysis
In July, Hay Group conducted its annual compensation planning update for the upcoming year. Organizations were surveyed with an online questionnaire for their forecasts for base salary policy and base salary actual for the next twelve months. Six hundred and ninety-nine organizations responded: 461 industrial, 117 financial and 260 organizations from the broader public sector (note some organizations report operations in more than one sector).
We have provided the results including and excluding 0% increases (salary freezes) and any decreases. As not all participants provided information for all employee levels, data published are based on the actual responses for each question. Some 23% of respondents have had their proposals “approved” while 77% remain as proposals.
Participating organizations are grouped into sector markets based on the following definitions.
Industrial sector: Industrial sector organizations include basic resources, chemicals, construction and materials, consumer durables, fast moving consumer goods, high technology, industrial goods, leisure and hospitality, media, oil and gas, pharmaceutical and medical supplies, retail, services, telecommunications, transportation, and utilities.

Financial sector: Financial sector organizations include banks, insurance, and financial services.
Private sector: Private sector organizations include publicly traded, privately owned, mutual, and co-operative organizations.
Broader public sector: Broader public sector organizations include government, crown corporations, and not-for-profit organizations that provide some form of public administration services.

The average increase in salary range is 1.9% amongst those organizations who will be changing their ranges for 2017; however, since close to 30% of organizations will not be moving their ranges at all, the overall average range adjustment is 1.4%. There is less difference in terms of the actual salary adjustments (rather than salary ranges) when we exclude the freezes (0% increases) as about 10% of organizations anticipate an absolute salary freeze.

Although times may be difficult in Alberta this year, that province has benefited from above average increases for most of the past decade. In the 10 years from 2006 – 2015, Alberta benefited by averaging 0.7% above the national average, and Newfoundland & Labrador also benefited by an average of 0.5% per year. By way of comparison, Ontario averaged 0.2% below the national average and the Atlantic provinces were lower at 0.4% below the national average.
