In my message last fall in The CanadianMover, I wrote about the tangible value ofmembership in the Canadian Association
of Movers. Over the last six months, CAM,through its Board of Directors and staff, hasbeen focused on establishing the CertifiedCanadian Mover Program as a standard ofperformance for CAM members. I believethis program is a tool professional moverswill use to distinguish themselves from less-than-professional competition, and con-sumers will use to identify professionalmovers in order to get a high-qualitymove.
The Office of Consumer Affairs atIndustry Canada began this initiative inSeptember 2002, with the formation of acommittee of industry stakeholders. Thegoal of the committee was to generateguidelines for movers in their relation-ships with consumers, and a checklist forconsumers to help them select a profes-sional mover.
That goal was achieved in earlyMarch 2004, after much negotiationamong the parties involved and inputfrom CAM’s members. Industry Canadahas just published Good-Practice Guide-lines for Movers and Consumer Checklistfor Choosing a Moving Company. You’llfind copies of these documents in thisissue. Through its participation on thiscommittee, CAM has formed a workingpartnership with the Canadian Council ofBetter Business Bureaus to assist in arbi-trating disputes.
At the same time that these programswere being developed, CAM developedits Certified Canadian Mover Programbased on CAM’s Code of Ethics and theprinciples in the Guidelines and Check-list. These principles guide movers in:
• Communications with the consumer• Provision and use of estimates • Service delivery to the customer• Settlement of claims• Management of facilities
Dans le dernier numéro de Le déménageurcanadien, je disais que les avantages con-crets constituent une valeur pour les mem-
bres de l’Association canadienne desdéménageurs. Au cours des six derniers mois, leconseil d’administration et le personnel del’ACD ont concentré leurs efforts sur la mise surpied du Programme de certification des démé-nageurs canadiens qui établit des normes dequalité pour les membres de l’ACD. Je penseque le programme est un outil de choix pour lesdéménageurs professionnels qui veulent se dis-
tinguer des concurrents moins conscien-cieux et pour les consommateurs quicherchent le déménageur professionnel leplus susceptible de leur assurer un démé-nagement satisfaisant.
L’initiative de ce projet revient auBureau de la consommation d’IndustrieCanada qui, en septembre 2002, a forméun comité composé de représentants del’industrie. L’objectif du comité consistaità dégager des lignes directrices sur lesrelations des déménageurs avec les con-sommateurs et à établir une liste de vérifi-cation pour aider les consommateurs àchoisir un déménageur professionnel.
Après de nombreuses séances de négo-ciation entre les représentants de l’indus-trie et après consultation auprès desmembres de l’ACD, l’objectif a été atteintau début de mars 2004. Industrie Canadavient de publier les Lignes directrices surles bonnes pratiques pour les déménageurscanadiens et la Liste de vérification desconsommateurs pour choisir une entre-prise de déménagement, dont vous trou-verez une copie dans ce numéro. Dans lecadre de sa participation à ce comité,l’ACD a formé un partenariat de travailavec le Conseil canadien des bureauxd’éthique commerciale et apporte son sou-tien dans le règlement des différends.

The Canadian Association of Movers’national-office staff has devoted muchof its time over the last year to the
development of the Certified CanadianMover Program (CCMP) and to providinginput to the Industry Canada committeeresponsible for the development of Good-Practice Guidelines for Movers and the Con-sumer Checklist for Choosing a MovingCompany. Together with CAM’s Code ofEthics, these two documents are cornerstonesof our program.
We received input from CAM membersacross the country in the devel-opment of the CCMP. We haveused information gatheredthrough that process, along withinput from consumers and mov-ing-industry stakeholders, inbuilding the program.
The Canadian Association ofMovers — board of directors,members and staff — developedthis program to benefit moversand consumers alike. It isintended to be simple in its con-cept and to work within CAM’sresources. It relies on the ongo-ing good performance of amover to maintain programmembership.
This changes CAM’s role inseveral significant areas. CAMmust:
• monitor information thatmembers provide, in order toensure that it is complete,accurate and up to date;
• provide current informationto members and consumersas to who is (and who is not)a Certified Canadian Mover;and
• record all complaintsreceived, and ensure that anyagainst members areresolved.

majeure partie de son temps à mettre sur pied leProgramme de certification des déménageurscanadiens (PCDC) et à conseiller les membresdu comité d’Industrie Canada qui ont préparé lesdocuments intitulés Lignes directrices sur lesbonnes pratiques pour les déménageurs canadi-ens et Liste de vérification des consommateurspour choisir une entreprise de déménagement.Le PCDC est fondé sur ces deux documentsainsi que sur le code d’éthique de l’ACD.
Pour mettre sur pied lePCDC, nous avons consulté lesmembres de l’ACD partout aupays et nous avons tenu comptedes commentaires des consom-mateurs et d’intervenants de l’in-dustrie du déménagement.
L’Association canadienne desdéménageurs, c’est-à-dire sonconseil d’administration, sesmembres et son personnel, a crééce programme pour qu’il profiteautant aux déménageurs qu’auxconsommateurs. CAM adopted a new code of ethics at the Annual General Meetingin November 2002 and revised and simplified it in November 2003.The Code sets the standard of ethical behaviour for CAM membersin their dealings with consumers, each other and the Association.
Code of EthicsMembers of the Canadian Association of Movers, working
toward their common goal of fostering high standards of ethicalconduct within the Association and throughout the industry, promiseto follow this guide to professional conduct:
• They will act with fairness and honesty toward clients, beingconsiderate of their needs.
• They will honour the terms of contracts.• They will maintain professional integrity and personal
honour.• They will provide efficient, reliable, high-quality service.• They will ensure that services are provided in a safety-con-
scious environment.• They will foster the continuance of competitive practices.• They will promote education in the industry, to improve ser-

The level of consumer complaintsabout movers has concerned allstakeholders in the Canadian
moving and storage industry: reputablemovers, consumer associations, tradeassociations and government. Toaddress these concerns and to act as acomplement to legal protectionsalready in place, the Office of Con-sumer Affairs, Industry Canada formeda working group of mov-ing-industry profession-als, consumer grouprepresentatives and gov-ernment officials todevelop good-practiceguidelines for reputablemovers, and an associatedconsumer checklist. It ishoped that the existenceof the Good-PracticeGuidelines for CanadianMovers and the ConsumerChecklist will assist movers in identify-ing and adhering to high standards andwill aid consumers in selecting rep-utable, ethical and professional movers.CAM’s Code of Ethics, the Good-Prac-tice Guidelines for Canadian Moversand the Consumer Checklist are thecore elements on which CAM’s Certi-fied Canadian Mover Program is based.(Complete information for the Programcan be found on CAM’s website atwww.mover.net.)
Good-Practice Guidelines forCanadian Movers
Canadian movers wishing to ensurecontinued good relations with their cus-tomers agree to: • Provide customers with a pamphlet
that outlines customer and moverrights and responsibilities, moverliability for loss or damage, optionalprograms available, limitations on
liability and additional costs associ-ated with each level of liability. Thepamphlet should be written in plainlanguage and be easy to understand.Where local-move customersrequest an estimate by telephone,movers shall agree to offer to pro-vide the pamphlet by mail, fax, oremail.
• Provide written estimates of coststhat describe the ship-ment and the cost of allservices requested by thecustomer. The estimateshall be on company let-terhead, stating the name,telephone number andaddress of the company,a full estimate of thenumber of boxes to bemoved, the size andvalue of items, includingthe cost per hour or flat
rate, terms of payment, and timingof services to be provided. The esti-mate should be signed by both thecompany representative and thecustomer.
• Abide by the terms of the estimateas provided to the customer, incompliance with all applicable law.
• For long-distance moves, tag allgoods and prepare, prior to the ship-ment leaving the residence, adescriptive inventory of the goodsto be moved that shall be presentedfor signature to the customer or hisauthorized representative who ispresent at origin for loading andagain at destination as the goods areunloaded. A copy of this descriptiveinventory shall be provided to thecustomer prior to shipment. Anyexisting damage to goods shall benoted in the inventory.
• Provide customers with a bill of
lading at the time of pickup thatclearly delineates critical customerservice details, such as the termsand amount of payment and thedate of delivery.
• When charges are based on weight,determine the weight of each ship-ment by the use of a certified scaleat origin and if requested, furnishevidence of that weight to the cus-tomer. When the actual weightexceeds the estimated weight bymore than 10 per cent, the moverwill, upon request, perform a “re-weigh” of the shipment and fur-nish evidence of the re-weigh to thecustomer.
• Make reasonable efforts to fulfil thearrangements made for servicing ashipment, including the perfor-mance of pickup and delivery asagreed upon. Keep customersadvised of any service delays andprovide them with information as towhen service may be expected to beperformed. This should include pro-viding the customer with the com-pany contact name and telephonenumber.
• Ensure the customer receives acopy of the bill of lading or invoiceon delivery, with a clear descriptionof charges and services provided.
• Acknowledge, in writing within 30days, the receipt of a written loss ordamage claim or delay claim, andagree to thereafter pay, decline,make a firm compromise offer oradvise the claimant of the status ofthe claim and any reason for a delayin making a final disposition within120 days of receipt of any docu-mented claim for loss or damage, orfor any documented claim for delayin delivery beyond the dates shownon the bill of lading, when the claimis filed by the customer within 60days (long-distance moves) or 30days (local moves) after delivery.
• Promptly and fairly attempt toresolve disputes concerning loss ordamage claims to household goods,through in-house complaints-han-dling and external dispute-resolu-tion processes as appropriate andavailable. In terms of guidance onwhat constitutes a fair dispute

Consumer Checklist forChoosing a Moving Company
Much of the stress that comes withmoving can be relieved by hiring theright people to do the job. When choos-ing a moving company, it is wise to dosome research about moving compa-nies before making a selection, and toask your family and friends for thenames of companies they recommend.It is also useful to call organizationssuch as the Better Business Bureau fora list of suggested movers. You maywant to find out if the mover is a mem-ber of an association of movers or acertified reputable mover program. It isa good idea to ask at least three moversfor estimates and check references, sothat you will have a better idea of youroptions.
Start with these questions• Does the company know about and
agree to abide by the terms of theGood-Practice Guidelines for Cana-dian Movers? Does the companyprovide you with a pamphlet thatoutlines customer and mover rightsand responsibilities, written materialregarding mover liability for loss ordamage, optional programs avail-able, limitations on liability andadditional costs associated with eachlevel of liability?
• Is the company insured? Ask them toprovide you with the insurance com-pany’s name and policy number.
• Does the company have their ownequipment, or will a subcontractoror another company be providingthe service? Which company? Whatis their record like? Get references.
• Who will be providing services atthe end of the move, such asunpacking, claims settlement, andstorage? Is it the same as the origi-nal company, an affiliated van line,or someone else?
• If your belongings will be leftovernight in a moving van, will thevan be kept in a secure facility? Besure to use a company that usesvehicles designed for householdgoods moving and storage.
• Whose storage facilities will beused — the company’s or a thirdparty’s? It’s a good idea to visit andcheck the company’s offices, stor-age facilities and vehicles beforeyour move.
• Does the mover have a workers’compensation board certificate? Ifnot, you may end up paying for anyemployee injuries incurred duringthe move.
Ask for an estimate• For a long-distance move, a rep-
utable mover will want to inspectyour belongings to help prepare acompetent quote. If a companysays the inspection isn’t necessaryor wants to provide a quote overthe telephone, you’re probably bet-ter off dealing with someone else.Make sure that everything thatneeds to be moved is shown to themovers during the estimate, andfind out how much it will cost ifyou need to add any items on theday of the move.
• When asking for an estimate, besure to give the mover precise infor-mation about the locations of yourold and new residences. Notify themovers of obstacles, such as stairsor elevators, that will require specialnavigation. To avoid being chargedmore later on, give the movers asmuch information as possible.
• It is helpful to make an inventory ofeverything you want moved, fromthe basement to the attic, and ensurethat special arrangements are made
for specific goods (e.g., electronics,appliances, pianos).
• Be sure to get estimates and all otherassurances in writing, including thedelivery date, as well as the fullname of the person you spoke with.
• The estimate should be on companyletterhead, stating the name, tele-phone number and address of thecompany, a full estimate of thenumber of boxes to be moved, thesize and value of items, includingthe cost per hour or flat rate, termsof payment, and timing of servicesto be provided. If items are beingmoved out of the country, be sure toobtain the name and address of themoving agents who will be han-dling your move at the destination.
• For a local move, the estimateshould provide the number of hoursthe move will take to complete.Make sure the estimate is dated andincludes the date of the move.Don’t sign a contract unless thesedetails are spelled out in writing.
• Don’t be afraid to negotiate.Beware of a price that is muchlower than others. This could be anindicator of substandard service orhigher charges to come later.
• Beware also of movers who offer toforgo the Goods and Services Tax(GST) or who accept only cash pay-ments. These may be indicators ofan unscrupulous mover and onewho is unlikely to pay claims, letalone deliver your goods.
Get the details • Who is responsible for packing?
Ask about liability if you pack theitems yourself.
• Can boxes from other places like agrocery store be used?
• Should all owner-packed boxes besealed and labelled?
• Are any licences or customs docu-ments required, e.g., at border cross-ings? And who will prepare them?
• Are there special seasonal rates orany other factors that may affect thecost of the move? It can be lessexpensive to move between Octo-ber and June, or at mid-month.

• What are the terms and conditionsof protecting your goods under themover’s replacement-value protec-tion policy, including coverage forthose goods you packed yourself? Isthere a deductible, and if so, howmuch is it?
What is replacement- value protection?
Even with the best mover, you needto know how you can protect yourself:• First check with your insurance
agent/broker to find out if yourexisting household policy providescoverage during the move, and ifso, what the deductible is. Makesure that your policy provides youwith “all risks” coverage, becauseany less coverage leaves youexposed.
• Then check with the moving com-pany for the cost of replacement-value protection. This means thatthe moving company agrees to belegally liable up to an amount thatrepresents your estimate of thevalue of your property beingmoved. Often that amount is arrivedat by multiplying each pound ofweight of your shipment by $10 —but that is just a rule of thumb.Make sure that the total amount of
declared valuation is enough toreplace all of your furniture andpersonal effects. Make sure that youget replacement-value protectionand NOT depreciated value only.
• Ask the moving company for writ-ten material that explains howreplacement-value protectionworks.
• Ask the moving company for infor-mation on how to make a claim andwhat the time limit is for making aclaim.
• Identify the difference of liabilitybetween owner-packed and mover-packed cartons and special-careitems (e.g., glass, marble, and other“at owner’s risk” items that are notpacked professionally).
• If you don’t buy replacement-valueprotection, the moving company isusually liable only up to 60 centsper pound for any article that isdestroyed or lost. (For a typicaltelevision set, that’s about $30.)
• Be sure you have adequate pro-tection either through your owninsurance policy or through themoving company’s replacement-value protection policy.
Making the best of your moving day• Be ready when the movers arrive.
Have everything ready to go, as youwill be charged an hourly rate for
the time the movers wait. • Make sure both your origin and
destination locations are ready. Ifyou are moving to an apartment,book the elevator in the apartmentbuilding and notify your landlord orbuilding manager of the arrival timeof your movers. Arrange for streetparking if needed.
• For long-distance moves, the Good-Practice Guidelines for CanadianMovers stipulate that all items mustbe tagged and listed by the mover,with a copy of the inventory sup-plied to you for your records. Besure to keep a copy of this invento-ry. When you arrive at your newdestination, check off each piece,and note any changes to the inven-tory prior to signing it. Otherwise,your mover may decline your claimfor lost or damaged items.
• For a local move, you should makean inventory of goods to be moved,and supervise the loading andunloading or arrange for someoneelse to supervise. If goods are dam-aged or lost, make sure it’s noted onthe inventory, and notify the moverquickly. Normally, claims must bemade within 30 days for localmoves and within 60 days for long-distance moves.
• When the loading has been com-pleted, do a walk-through of yourpremises to ensure that everythinghas been loaded and nothing is leftin closets, behind doors, in attics orgarages.
• Take any personal, important docu-ments with you. Back up your com-puter data, and take the data and thecomputer with you.
• Take all of your valuables (e.g.,jewellery, prescriptions, artwork)with you, and make special arrange-ments for perishables (e.g., food,plants) that may be affected by heator cold. Make appropriate arrange-ments for your pets.
• When the unloading has been com-pleted, do a walk-through of yourpremises and all hallways and path-ways into your premises, as well asthe moving vehicle, to ensure thateverything has been unloaded.

The case historyYou know the story:• It’s the day of the move.• The movers arrive late.• The crew is too small.• So is the truck.• The driver is intimidating and in a
hurry.• Calls to the mover’s office are
being taken by voice mail.• Damage is done to the furnishings
and the home as the crew rushes tocomplete the job.
• Customer-service failure followscustomer-service failure.
The deck is stackedAs the reader knows, some moves,
particularly inter-city moves requiredby a job change, come as bad news tofamilies. One partner might have tofind a new employer, the real estatemarket is tight, kids have to leavegreat friends (in their minds at thetime, possibly the only friends theywill ever have)…the list goes on. Witha pessimistic outlook on the need forthe move, such clients might approachthe move itself with resentment oranger. The moving company could bea target for some of that negative feel-ing. A bad moving experience adds tothe frustration caused by an uprooting.
Great expectations lead togreat disappointment
Many moving-company customer-service reps promise a perfect move.They assure clients with such declara-tions as: “The fine print in the contractis just a detail; don’t worry about athing. We’ll take care of everything.And if anything goes wrong, just callthis number and leave a message onthe answering machine.”
Tales of woe find a willingaudience
Such promises build great expecta-tions which can be shattered by eventsbeyond the control of the movingcompany: bad weather, mechanicalfailure, human error. Stuff happens.
Then the customer begins to panic.That answering machine can’t solvetheir problems, or even give themcomfort that someone is really goingto check it. The panic becomes anger;the anger becomes rage. The only wayto deal with it is to tell someone. Any-one. Everyone.
Service-quality-tracking data showthat an angry customer will tell 12 to18 people about their problem in thefirst 24 hours after a problem if it isnot resolved. On the flip side, happycustomers will share the good wordwith only two to four acquaintances.
So, what are you going to do toprotect your customers, your reputa-tion and your people from the down-side of a problem event?
Underpromise and overdeliverMake sure that the people in your
company who have customer-contactresponsibilities are realistic and makeonly commitments they can keep.Build in a margin for error. (WestJethas the best on-time record in theCanadian airline industry, because itplans and communicates arrival timeswith a margin for error built in.Ground crews are trained to make surethe plane takes off on time, too!)

Know what customers want. Anintensive study conducted on servicequality in a broad range of businessesidentified five key customer expecta-
tions (in short form, “RATER”) thatprovide a measurable basis for realsatisfaction:
Reliability — the confidence andcommitment to do what you said youwould do, on time, on budget;
Assurance — the sense that comesfrom communicating with your peoplethat they have the will and the skill toconduct business professionally andrespectfully;
Tangibles — the positive reactionthat comes from physical appearanceof the people, equipment and literaturethat defines your business;
Empathy — the sense that yourpeople care about customers; and
Responsiveness — resolution ofissues and meeting of commitmentswithout delay.
Have a receptionist, not a‘deceptionist’
I think there is a special place inhell for the inventor of voice mail.Yes, it has saved us the money weused to spend on people who exclu-sively answered our phones, and itsometimes calms our customers,spouses and colleagues. However,when the costs of potential lost busi-ness, hurt feelings, broken promisesand the sense of outrage that comesfrom talking to a machine during aperceived crisis are taken into consid-eration, voice mail will surely be oneof the most-expensive money-savingdevices ever invented. High techneeds high touch.
Make sure your customers can con-tact a person — on a hot line if needbe. And not just anyone. It must be aperson who knows how to deal withanger and frustration on the other endof the line, and who can calm and

Ledéménagement peut obliger l’autreconjoint à chercher un nouvel emploi,peut avoir lieu alors que le marché del’immobilier n’est pas favorable, peutcontraindre les enfants à quitter leursamis (les enfants ont souvent l’im-pression qu’ils n’en auront plusjamais)… et quoi encore. Quand le clientdéménage à contrecoeur, i l peutéprouver du ressentiment et de la colère.Dans de tels cas, l’entreprise dedéménagement peut devenir une cible dechoix pour exprimer ses sentimentsnégatifs. Une mauvaise expérience dedéménagement ajoute à la frustrationcausée par le déracinement.
Les grandes attentes mènent àde grandes désillusions.
De nombreux représentants du serviceà la clientèle des entreprises de démé-nagement promettent un déménagementparfait. Ils rassurent les clients en leurdisant par exemple : « Le texte en petitscaractères dans le contrat n’est queformalité. Ne vous inquiétez pas, nous
nous occupons de tout. Si tout ne sedéroule pas à votre goût, vous n’avez qu’àtéléphoner à ce numéro et à laisser unmessage sur le répondeur. »
Les mauvaises nouvellescourent vite
Puis l’inévitable survient. Desévénements indépendants de la volontédes entreprises de déménagement, commele mauvais temps, des bris mécaniques oul’erreur humaine viennent décevoir lesgrandes attentes. Des choses qui arrivent.
C’est là que le client commence àpaniquer. Le système de messagerievocale n’est d’aucun secours pour réglerses problèmes ni même lui garantir quequelqu’un va vraiment faire quelquechose. La panique se transforme encolère, puis en rage. La seule façond’exprimer sa frustration c’est d’en parlerà quelqu’un, à n’importe qui et à tout lemonde.
Selon les résultats d’enquêtes menéessur la qualité du service, le client dont leproblème n’est pas réglé rapidementracontera son histoire à entre 12 et 18personnes dans les 24 premières heuressuivant l’événement. Par contre, lesclients satisfaits n’en parleront qu’à deuxou trois personnes de leur entourage.

Je pense que l’inventeur de lamessagerie vocale n’a pas toujours la cote.Bien sûr, les systèmes de messagerievocale permettent aux entreprisesd’économiser le salaire d’une personnedont la seule fonction était de répondre autéléphone et, bien sûr, ils réussissentparfois à satisfaire les clients, les conjointset les collègues. tomer-service people have the skills todeal with customers. Anyone with cus-tomer contact can and will destroygood will if they are not willing andable to communicate effectively withcustomers. customer• Listening and asking questions to
resolve problems• Making recommendations and con-
firming mutual action plans• Overcoming obstacles• Confirming understanding and

There are many ways to build theseskills, and investment made here willgo much further in building your repu-tation and profitability than buyingadvertising and making commitmentsyou can’t deliver on.
Be clear/walk the talkMake sure that everyone in your
organization knows that satisfied cus-tomers are the best advertisers youcould ever have. And don’t send mixedmessages. If customer satisfaction isimportant, don’t reward the biggestsale and ignore the best move. Focusyour organization on customer satis-faction, and make it real by focusingyour actions on employee satisfaction.After all, it takes dedicated employeesto create dedicated customers.
Make it soJust like the commander of the
Starship Enterprise, be sure that, whenyou do encounter a problem, you takepersonal responsibility to not just fixthe problem, but make it right in theeyes of the customer and youremployees. A small investment inmaking it right for the customer canbecome a major step to ensuring good-will over time. And don’t be too busyto call the customer to make sure
things are okay. Do it before they callsomeone else.
If you and your organization areable to focus on customer satisfactionas a principle for business success,then you can say, as Dickens’ protago-nist did in A Tale of Two Cities, “It isa far, far better thing that I do,than I have ever done”!2 ■
