Information Feedback
Some focus points
• Detect the main treaths – define the intel needs
• Improve skills in use of VMS/AIS
• Stronger coordinated efforts on analyses
• Move Manpower to Intelligence work – collection and analyses
• Strong committed cooperation with tax and custom on analyses

Cod hidden as
haddock
Suggestion for Agencies
• Boost up activity by giving priority for this work -
• Full time for at least one intelligence operator in all agencies for international cooperation = also to be the International intelligence “task force”
• And “Look to Canada” – (10 % of staff working on intelligence by
2017)

Use of informants (HumInt)
• Where, Who, When can information be obtained according to the on going fish crime activity
• Info to be controlled by other sources and evaluated = then information becomes intelligence
• Cheapest way to success = informants • Intelligence can lead to good operative control at
the right moment, the right place with right capacity
• Gives intelligent use of resources
18/02/2014 23 Intelligence work Directorate of Fisheries,
Norway - by Tor Glistrup
Use of informants
• Create network and run it also amongst the businessmen
• Must be seen as proper and important work
• Find the right communicative persons for this
• The ”honest” businessmen meets the challenges from crime as much as we = “make them our allied”

CONCLUSION
Intelligence work – the basic metode for combating of crime in fisheries
”Bring the operatives together”
Give them a task
Be sure on the effect
Who is doing the intelligence work for the world community on IUU ???
• Agencies ?
• RFMO s ?
• NGO s ?
• Could it be coordinated?
• Should there be created an international analysing team – manned from agencies after specific needs and requests
18/02/2014 Intelligence work Directorate of Fisheries,
Norway - by Tor Glistrup 28
Cooperation on Analyses
• Black listed vessels company and their owners
• Suspected IUU- companies and their vessels activity
• Traffic – analyses related to specific fishing and transport vessels operation
• Analyses related to flow of fish from ses to market
”Its realy not the fish –
its all about the money”
– so bring in tax and
customs services and
go for this !
