On average, over the 6 week baseline period, CMU

demand is 10MW. During the test, the CMU turns down

demand to 5MW. The DSR Test proves 5MW of DSR

capacity.

What is a DSR Test? A DSR Test is taken by DSR providers to prove that a CMU can achieve its stated capacity. The date and Settlement Period of the DSR Test is chosen by the Capacity Provider. The demand / generation during the test period is compared to the average demand / generation of the CMU over a DSR baseline period to reach the DSR test result, as demonstrated in the two examples below:

2. The DSR Baseline Methodology

16 data points are used in calculating the DSR baseline: The first 6 data points are the same settlement period on the same day of the week as the test date for the last 6 weeks. The remaining 10 data points depend on whether the DSR Test takes place on a working, or non-working day. If the DSR Test takes place on a working day, the relevant data points are the last 10 working days. If the DSR Test takes place on a non-working day, the relevant data points are the last 10 non-working days, as shown in the examples below: N.B. Settlement periods where a Capacity Market Warning is in force are ignored.

3. The DSR Test Process for Unproven DSR CMUs

1. Request a DSR Test via the EMR

Delivery Body Portal, following the process steps outlined in this

guidance document. 2 Working days notice must be given.

2. Inform National Grid Control

Room and request metered data from EMR Settlements Body.

4. Send the metered data to Delivery Body within 5 working

days of receiving the request. The ‘clock’ stops if there are any issues with the data, or it has not been submitted by the

Capacity Provider.

5. Perform DSR Test analysis. Inform the

Capacity Provider of the outcome of the DSR Test via a DSR Letter within 5 working days

of receiving the data from EMRS.

7. Upload DSR certificate to

the EMR Portal, or arrange re-test with Capacity

Provider.

6. Confirm result or request new DSR Test

within 2 working days of receiving the DSR Letter. The result of a re-test will hold, even

if lower than the capacity proven in the first test.

3. Provisionally confirm whether DSR Test can take place. Under the Rules, the control room can cancel

DSR Tests at any time up to 4 hours ahead of the DSR Test. Preferred times to avoid: • Saturday and Sunday: 14:00 – 16:00

• Weekdays: 22:00 – 07:00

Step 1 – Decide the date and time of the DSR Test. • DSR Tests cannot be scheduled during the Prequalification Assessment Window.

• The DSR Test must take place at least one month prior to the start of the Delivery Year.

• It is advisable that the Metering Assessment and (if required) a Metering Test is completed before the

DSR Test.

Step 2 – Log on to the EMR Portal as Main Admin. • Log in here.

• If you have not yet registered onto the EMR Portal, or experience issues logging in, please contact the

EMR Team at emr@nationalgrid.com.

Step 3 – Click on ‘My EMR’ then ‘My CMUs’. • This takes you to a list of all your CMUs. Find

the relevant CMU by entering the CMU ID into the search box at the bottom of the table.

Step 4 – Click “EDIT AFTER PQRD DATA” and navigate to the DSR Test tab. Step 5 – Enter the date of the DSR Test into the “Settlement Date” field using the pop-up calendar. • DSR Tests cannot be scheduled during the Prequalification Assessment Window

Step 6 – Enter the Settlement Period of the test into the “Settlement Period” field.

• The National Grid control room has advised that preferred times to avoid due to more acute operational difficulties with managing the system are:

• A DSR Test which takes place outside of these hours is less likely to be cancelled by the control room.

Step 7 –“Other Info” • If the components / MPANs of the CMU have changed since Prequalification, please notify us of

the MPANs you would like to test here.

• If the CMU is a clone, please enter the relevant CMU ID(s) here also.

• Entering the location(s) of the CMU components(s) will be helpful for the control room and may increase the chance of the DSR Test being approved.

• Your location will not be shared with the control room without your consent so please state if you are happy for the Delivery Body to share this information with the control room.

• Please contact the EMR Team at emr@nationalgrid.com for more information.

Step 8– Click ‘Submit’.

• Clicking “Save” will not generate a notification to the Delivery Body, please ensure you select Submit.

Step 9 – Automatic system notification is generated. • Main Admin(s) of the relevant company and National Grid Delivery Body will receive notification

that a DSR Test request has been submitted (Reminder: the request must be submitted, not just saved for this notification to be sent.)

Actions taken by the Delivery Body and EMR Settlements Body (EMRS): • The Delivery Body will inform the National Grid control room of the test time and date. The control

room can cancel the test at any time up to 4 hours ahead of the test.

• The Delivery Body will request the relevant metered data from EMRS.

• EMRS provides data to Delivery Body within 5 Working Days. The ‘clock’ stops if there are any issues with the data, or it has not been submitted correctly.

• The Delivery Body will analyse the metered data and provide the Capacity Provider with a DSR Letter within 5 Working Days of receiving the data from EMRS.

• The Capacity Provider has 2 working days from receiving the DSR Letter to request a re-test.

• Please notify the Delivery Body via telephone or email if you would like to re-test the CMU. The Delivery Body will then reject the active DSR Test request in the system and you will be able to re-submit the request.

• The outcome of a re-test will be conclusive, even if a lower capacity is proven.

• The Delivery Body will issue a DSR Test Certificate within 5 working days of issuing the DSR Letter, unless a re-test is requested.

• The DSR Test Certificate will be uploaded to the portal by the Delivery Body.

4. Taking a DSR Test prior to Prequalification

To apply to the Capacity Market as a Proven DSR CMU: • A DSR Test can be requested via the EMR Portal as per Section 3 of this document.

• DSR Tests can be taken at any time of the year except during the Prequalification Window.

• Following the DSR Test, a DSR Test Certificate is issued to the Applicant. The capacity as shown on

the DSR Test Certificate will be the Proven DSR CMU capacity. • It is advisable that Proven DSR Applicants complete a Metering Assessment and (if required) a

Metering Test before requesting a DSR Test:

• Proven DSR CMUs can defer the Metering Assessment until after Prequalification, but if the CMU subsequently fails a Metering Test, it will no longer be classified as Proven. In this case, a new DSR Test would need to be undertaken.

• See our Metering Assessment guidance document for information, or contact the EMR team at

emr@nationalgrid.com if you would like to discuss taking a DSR Test prior to Prequalification. Prior to Prequalification only, the Capacity Provider or Applicant may provide historic information that identifies three Settlement Periods in which a DSR Baseline can be calculated and the CMU delivered a positive DSR volume. The Proven DSR capacity will be the lowest of the three DSR calculations. • Contact the EMR team at emr@nationalgrid.com for more information on this process.

5. Joint DSR Tests

A Capacity Provider may nominate more than one DSR CMU for a Joint DSR Test: • The CMUs must belong to the same Applicant or Capacity Provider.

• No Joint DSR Test may take place during the Prequalification Assessment Window.

• The deadline for taking a Joint DSR Test is one month before the relevant Delivery Year.

Follow the process steps outlined in Section 3 of this guidance document for each of the CMUs you wish to jointly test: • Ensure that the test date and time are the same in each submission.

• State that you would like to request a Joint Test in the “Other Info” box, and state which CMUs you

would like to jointly test.

6. Data used in DSR Test Assessment

The data used to assess CMUs for DSR Tests is the same metered volume data that has been submitted to EMRS by the Capacity Provider: If you have any queries, guidance on metered data can be found in WP195 or you can contact EMRS at contact@emrsettlement.co.uk.

Metering Data Pathway Comment

BMU This pathway should already be set up and be in operation. You are not required to take any further action to provide additional data.

HHDA This pathway should already be set up and be in operation. You are not required to take any further action to provide additional data. If the flows have not been set up, please contact your Supplier to ensure they have instructed their HHDA to report this data to EMRS. Please be mindful that EMRS usually receives this data 5 Working Days after the Settlement Date.

Self - submission Please make sure you have submitted the data for the DSR Test date and sufficient data for the 6 week DSR baseline.
