    Highlights of the Railway Budget 2016-17 

    Railway Budget of India also referred as Rail Budget is the Annual Financial Statement of the state

    Indian Railways, which handles rail transport in India. It is presented every year by the Minister of

    Railways, representing the Ministry of Railways, in the parliament.The Railway Budget is presented every year, a few days before the Union budget of India.

    This year, the railway budget will be presented by Suresh Prabhu.

      Three pillars of the strategy i.e. Nav Arjan – New revenues, Nav Manak – New norms,

    By 2020, long-felt desires of the common man to be fulfilled i.e, reserved accommodation on trains

    available on demand, time tabled freight trains, high end technology to improve safety record,

    elimination of all unmanned level crossings, improved punctuality, higher average speed of freight

    trains, semi high speed trains running along the golden quadrilateral, zero direct discharge of human

     waste.

    Financial Performance 

      2015-16- Savings of Rs. 8,720 crore neutralizing most of the revenue shortfall, expected OR 90%;

      2016-17- Targeted Operating Ratio (OR) – 92%, restrict growth of Ordinary Working Expenses

     by 11.6% after building in immediate impact of 7th PC, reductions planned in diesel and

    electricity consumption, Revenue generation targeted at Rs. 1,84,820 crore.

    The Juvenile Justice (Care and Protection of Children) Act, 2015 Passed

    The Juvenile Justice Act, which allows children aged 16 to 18 years and in conflict with law to be tried as

    adults in cases of heinous offences, finally comes into force on January 15, 2016.

    The Act, was passed by the Rajya Sabha in the winter session of parliament, received President Pranab

    Mukherjee’s assent on December 31, 2015. 

    The Ministry of Women and Child Development has passed orders stating that the Juvenile Justice (Care

    and Protection of Children) Act 2015 will be enforceable from January 15, 2016.

    Under the Juvenile Justice Act 2015

     

    Juveniles between 16 and 18 years of age, who are found guilty of committing heinous offences

    through a preliminary inquiry by the Juvenile Justice Board, will be sent to a children’s Court that

    can pronounce the child guilty.

      Such Juveniles can be detained in a place of safety until they reach the age of 21.

      If still not found to have been reformed by 21, they can be sent to jails housing adults.

      It specifies imprisonment up to seven years and fine up to Rs. 1 lakh for giving a child any

    intoxicating liquor, narcotic, drug, tobacco and psychotropic substances.

    Odd-Even scheme LaunchedThe ambitious odd-even scheme, set to roll out from January 1, will have out of its ambit CNG-certified

    vehicles, two wheelers, cars being driven by women drivers and those carrying the differently abled,

    Chief Minister Arvind Kejriwal said. Violators would attract a penalty of Rs 2,000, he said. The car

    rationing scheme would be applicable from 8 AM to 8 PM on all days except Sunday and on cars with

    NCR and other states’ registration number plates, Kejriwal said. Cars being driven by a woman alone or

    even while being accompanied by children up to the age of 12 would be exempted while cases of

    medical emergencies would be treated on “basis of trust”, the CM said.

    Urban development minister M Venkaiah Naidu announced the first list of 20 cities to be developed as

    Smart Cities, with Bhubaneswar topping the list and Pune and Jaipur coming in second and third

    respectively.

    The others on the list include Surat, Kochi and Ahmedabad.

    These cities will be developed to have basic infrastructure through assured water and power supply,

    sanitation and solid waste management, efficient urban mobility and public transport, IT connectivity, e-

    governance and citizen participation.

    These are the 20 cities named in the first list

    Bhubaneswar, Pune, Jaipur, Surat, Kochi, Ahmedabad, Jabalpur, Visakhapatnam, Solapur,

    Davanagere, Indore, New Delhi, Coimbatore, Kakinada, Belgaum, Udaipur, Guwahati, Chennai,

    Ludhiana, Bhopal

    The government plans to build these smart cities by 2022 to help accommodate its swelling urbanpopulation, which is set to rise by more than 400 million people to 814 million by 2050.

    The Centre and states will equally split the overall cost of the project estimated at Rs 96,000 crore. The

    central government will provide on an average Rs. 100 crore per chosen city per year. The project cost of

    each smart city will vary depending upon the level of ambition, model, capacity to execute and repay.

    INDIAN RAILWAYS ACCOMMODATION CLASSES

    CLASS FEATURES

    1A – First Class AC   Most expensive class, where the fares are almost at par with air fare

      AC First Class coach has Eight cabins (including two coupes) and three

    cabins (including one coupe) in the half AC First Class coach

      To help the passengers there will be an attendant.

      This air conditioned coach is present only on popular routes and can carry

    18 passengers (full coach) or 10 passengers (half coach).

     

    The sleeper berths are extremely wide and spacious.

      The coaches are carpeted, have sleeping accommodation and have

    privacy features like personal coupes.

      This class is available on broad gauge and metre gauge trains. 

    2A – AC Two Tier   These air-conditioned coaches have sleeping berths across eight bays.

      Berths are usually arranged in two tiers in bays of six, four across the

    width of the coach and two berths long ways on the other side of the

    corridor, with curtains along the gangway or corridor.

     

    Bedding is included with the fare.  A broad gauge coach can carry 48 passengers (full coach) or 20

    passengers (half coach).

      This class is available on broad gauge and metre gauge trains. 

    FC – First Class   Same as 1AC but without air conditioning.

      No bedding is available in this class.

      The berths are wide and spacious.

      There is a coach attendant to help the passengers.

      This class has been phased out on most of the trains and is rare to find.

     

    Narrow gauge trains to hill stations have this class.

    3A – AC Three Tier   Air conditioned coaches with 64 sleeping berths.

      Berths are usually arranged as in 2AC but with three tiers across the

    width and two long ways as before giving eight bays of eight.

    day travel between cities.

    EC – Executive

    Class Chair Car

      An air-conditioned coach with large spacious seats and legroom.

      It has a total of four seats in a row used for day travel between cities.

      This class of travel is only available on Shatabdi Express trains.

    SL – Sleeper Class   The sleeper class is the most common coach on IR, and usually ten or

    more coaches could be attached.

      These are regular sleeping coaches with three berths vertically stacked.

      In broad gauge, it carries 72 passengers per coach.

    2S – Seater Class   Same as AC Chair car, without the air-conditioning.

      These may be reserved in advance or may be unreserved.

    UR – Unreserved   The cheapest accommodation.

      The seats are usually made up of pressed wood in older coaches but

    cushioned seats are found in new coaches.

     

    These coaches are usually over-crowded and a seat is not guaranteed.  Tickets are issued in advance for a minimum journey of more than 24

    hours.

      Tickets issued are valid on any train on the same route if boarded within

    24 hours of buying the ticket.
