Chandigarh, May 5:
The Captain Amarinder Singh led Punjab Government has sanctioned Rs 35
crore, in the first phase, towards its share of the migrants’ cost of transportation by
the Indian Railways.
The first special `Shramik Express’ train, carrying 1200 stranded migrants,
left Punjab today for Daltoganj, Jharkhand.
The state government is estimating that 5-6 lakh of the stranded migrants
could opt for train travel to return to their homes from Punjab, with the rest
expected to go by road. Taking Rs 640 as the average ticket price, the State
Executive Committee has approved Rs 35 crore as the initial amount needed. The
funds have bene sanctioned under the National Disaster Relief Act, 2005.
According to an official spokesperson, 25% of the sanctioned amount has
been transferred on immediate basis to the DCs, who have been authorized to pay
to the Railways directly and give the tickets to the registered passengers. The
remaining will be transferred to the DCs, who have been asked to prepared state-
wise lists of stranded migrants wanting to go back to their native places, on a daily
basis.
All the workers who wish to travel back to their homes have been enrolled
on the state portal and the schedule of the trains with other relevant details are
being communicated to them, via SMS.
As per available data, more than 6.44 lakh migrant workers interested in
returning to their home states have registered on the state government’s specially
created portal - www.covidhelp.punjab.gov.in.
The Chief Minister had on Monday written to Union Home Minister Amit
Shah seeking the commencement of the special trains for their transportation from
May 5. In his letter to Shah, the Chief Minister had said that his government would
indicate its daily requirement of trains in advance to the Ministry of Railways for
the next 10-15 days to transport all the people who had registered on the portal.
State government officials are coordinating, on the ground, with senior
Railway officers and the officers of recipient states to facilitate the smooth
movement of the migrants.
A large number of labourers come to Punjab seasonally from UP, Bihar,
Jharkhand and other eastern States to seek temporary employment in both
industrial and agricultural sector in Punjab. They could not leave in March, as they
usually do, due to the imposition of the national lockdown.

The Minister said not even a single Akali leader has gone to meet the Sikh Pilgrims anywhere in the state to encourage them, instead they are playing cheap politics. Talking to the media persons here today, Mr. Bajwa said that the Akali Dal which has completely lost its political legitimacy, is now making unsuccessful attempts to regain political ground among the Sikhs and Punjabis by making baseless
statements on the issue of Sikh devotees. He said that the Punjab Government is fighting a war against the deadly corona virus in the state but the Badal family despite being one of the richest families in the country, has not contributed even a single penny in this war. “The three members of Badal family are taking huge pensions and salaries from the government but they have not contributed anything to the Chief Minister Relief Fund”, said Bajwa. The Panchayat Minister said that due to the Badal family's selfish, own family oriented and autocratic policies, Akali Dal has been limited to Badal and Majithia Families. He said that apart from Sukhbir Singh Badal, Harsimrat Kaur Badal and Bikram Singh Majithia no other Akali leader was making such false and baseless statements. While questioning the Badal family, the Cabinet Minister said that if they had even the slightest sympathy for the people in their minds then why they didn’t provide even a single room in their hotel in New Chandigarh to the doctors and other paramedical staff who are fighting against Corona. He also questioned that how many buses were sent by the Akali Dal to bring the Sikh pilgrims from Nanded Sahib back to Punjab. Now when 26 Sewadars of Gurudwara Langar Sahib, Sri Hazoor Sahib have been tested Corona positive, Mr. Bajwa has sought apology from the Shiromani Akali Dal President Sukhbir Badal for making false statements of conspiracy behind the Sikh Pilgrims being Corona positive. He said that SAD President has demoralized the health workers who are fighting a hard battle against Corona and committed a crime by propagating such false theories. Lashing out at union minister Mrs. Harsimrat Kaur Badal, the Rural Development Minister said that instead of creating hindrances in the way of Punjab Government in the war against Corona, She should put pressure on the Modi led central government to remove the cuts imposed by the GOI on the purchase of wheat so that farmers of the state can be saved from heavy losses during this crisis period. As the state prepared to handle a large influx of NRIs from other nations and
stranded people from across the country, Punjab Chief Minister Captain Amarinder
Singh on Tuesday issued a series of directives to check the spread of the deadly
Covid, including strict directives to the Health Department to ensure mandatory
screening of all such returnees, with institutional quarantine for those coming back
from high-risk regions of India, and hotel/home quarantine for the NRIs.
To deal with the additional pressure, the state government has also decided
to rope in universities and state-run labs, with the Chief Minister sanctioning an
immediate amount of Rs 12 crore for equipment and operational expense for 6
such institutions, namely Regional Disease Diagnostic Lab (RDDL), North Zone
Jalandhar; GADVASU, Ludhiana; Guru Nanak Dev University, Amritsar; Punjabi
University, Patiala; Punjab Biotech Incubator, Mohali, and Punjab Forensic Lab,
Mohali.
Further, the state government has decided to come to the rescue of the
central government testing facilities which are unable to enhance their capacities
due to non-availability of kits from ICMR. The Chief Minister has directed such
centres to purchase kits for use for testing in Punjab from the open market, for
which the state government will bear the expenses. It may be noted that the state is
currently testing 2800 persons a day, a significant increase from 1500/day last
week.
The Chief Minister also directed the DCs to prepare a list of private hotels
that can be utilised for paid quarantine, while asking the Health Department to
make an inventory of functional/non-functional private hospitals.
The decisions were announced during a Video Conference held by the Chief
Minister with health and medical experts. During the meeting, Captain Amarinder
also ordered an immediate readiness audit of level 1 and 2 facilities, pointing out
that as of now, 21000 Punjabis settled abroad want to return home. He also
directed the expert committee to formulate its own guidelines and protocols and
not take any chances.
Making it clear that he did not believe in the reliability of the certificates that
the respective nations were required to give to the returnees, the Chief Minister
said the NRIs should be given the option for quarantine, on payment basis, in
hotels and at home, under supervision, pending testing, which should be done
within 4-5 days of arrival.
On those coming from within the country, the Chief Minister said given the
Maharashtra (Nanded) experience, wherein 27% of the more than 1000 Punjabis
who had returned so far had already shown positive results, the state government
would take no chances. All such returnees would have to be quarantined in state
centres, he added.
Earlier, in his detailed presentation, Dr KK Talwar underlined the need for
RT-PCR testing of all those returning from red zones around the country. If
positive, they should be shifted to Level 1, 2 or 3 healthcare facility as per the
clinical status, and if negative, they should be strictly home quarantined for 14
days, put on COVA app, and follow-ups done by health teams.
Punjab has also stepped up community surveillance, with 50 lakh tests
conducted so far, Principal Secretary Medical Education and Research, DK Tiwari
informed the meeting. The community surveillance was being carried out mainly
to identify and track those who had sneaked into the state without being screened
at the entry point, he said. The immediate close contacts and family members of
such persons were also being screened.
ACS Vini Mahajan pointed out that Punjab would be the first state to adopt a
scientific strategy for viral load testing, going beyond ICMR guidelines. The
Centre for Policy Research (CPR), in association with various US and Indian
universities, had come out with a comprehensive plan for such testing, she said,
adding that experts from Johns Hopkins University will be providing guidance on
this.
The 4-pronged strategy developed by CPR builds on the Government of
Punjab’s existing strategy in two ways: (a) by adopting a more extensive and
structured form of risk stratification across the entire state and b) by putting in pace
an active learning strategy to continuously improve the risk stratification based on
data generated. The 4 pillars of the strategy are: developing risk stratification of
areas, understanding risk of infected individuals, risk stratified random testing,
pooling of samples as per ICMR guidelines.
Vini also disclosed that from not a single local manufacturer in March, the
state now had 28 registered and approved PPE kit manufacturers, and four for
production of N95 kits.
In terms of other preparedness, the meeting was informed that university
campuses and hostels were being roped in, at Level I, to quarantine those with mild
symptoms of Covid. For Level II, 500 beds were ready at 24 centres, which
included all district hospitals, as well as isolation centres at Phagwara and Khanna.
Private hospitals were being involved to scale up the facilities at Level II and III.

‘The Punjab Transport Department has been leading from the front in the war against Coronavirus. The department has coordinated with the other state government with full precision to ensure the hassle free movement of goods in and out of Punjab. This is the reason that there is no shortage of any essential commodities in the state. This also ensured that there was no price rise of these items in Punjab.’ It was disclosed by Mrs. Razia Sultana, Transport Minister while presiding over a high level review meeting of the department at Punjab Civil Secretariat.
The Transport Minister in a press communiqué said that the meeting was held to take stock of the working of the Department in view COVID-19 pandemic. She appreciated the role of Transport Department and its officers who coordinated with other states to ensure the movement of goods into the state without any hindrance.
Mrs. Sultana said that during the meeting it was also decided to approach Finance Department to provide funds to the Transport Department to sustain PUNBUS and PRTC in this hour of crisis as there is no revenue generation activity being executed by the department as a result of Curfew/Lockdown. She said that the meeting also reviewed the different available resources to provide pay to employees of PRTC and Roadways. Likewise review of achievement of revenue targets of the department was carried out.
The Transport Minister said that it was decided in the meeting that during this time of crisis, adequate support would be provided to Stage carriage, Contract Carriage and Goods carriage operators. She instructed the officers of the department to make all possible arrangements to take care of Staff under quarantine. She stressed that good stay and food arrangements be made for the quarantine staff.

Punjab DGP Dinkar Gupta on Tuesday barred all police personnel with medical issues, as well as women cops with children under 5, from frontline duty, in a bid to protect them from undue exposure to the risk of Covid. The decision has been approved by Chief Minister Captain Amarinder Singh, who has asked the DGP to ensure all protective and welfare measures for the Corona Warriors battling Covid from the front. The DGP said there had been concerns expressed on this count during several calls received on the newly-launched tele-counselling facility for anxious police corona warriors and their families. At present, there are over 48,000 police personnel engaged in curfew enforcement and relief measures across the state, and the facility was launched on April 20 to equip police officers and their families with additional information & skills to cope with the psychological aspects of the Covid-19 duties, including a high degree of risk of contracting infection. Several calls were received regarding issues of health and safety of women police personnel who were either lactating mothers or mothers of children under age of 5 years, who needed the mother’s constant presence. Separation from young children was causing hardship, worry and anxiety, especially in cases where the husband and wife were both members of the police force, said the DGP, adding that in response to these concerns, it was decided not to deploy such women on frontline duty. Similar apprehensions were forthcoming with respect to personnel suffering from various medical issues, especially respiratory distress etc., which could aggravate their risk factors, he said. Necessary directions have been issued to Range IGP/DIGs, Commissioners and SSPs to ensure that police officials with pre-existing medical issues, and women police personnel with children below 5 years of age, are not posted on frontline duties in view of their peculiar & specific circumstances. Giving details of the tele-counselling service, launched by Punjab Police in partnership with the Chennai based NGO Mastermind Foundation, ADGP Community Affairs Punjab Ms. Gurpeet Deo said that the Foundation Director, Col Thiagarajan, had offered to the state police the services of a panel of 10 trained Psychologists, who had volunteered for this unique initiative.
The foundation is providing tele-counselling as well as video counselling services for mental health workshop and interaction sessions, said Gupta, adding that the ‘MindCare’ App link can be downloaded free of cost from Google play store. Within two weeks of its inception, the app-based helpline has received and handled around 130 calls, of which 104 calls resolved through counseling whereas in about 23 cases, counselling is ongoing. The remaining cases pertained to administrative issues. Out of the total calls, about a third of the calls were from wives or other family members of the policemen who had concerns, such as tackling the corona virus scare alone at home with the added responsibilities of small children and elderly parents in the absence of the policeman husband, or concerns regarding the health and safety of husband posted away from home. The DGP further disclosed that there were also queries related to fear and anxiety arising out of the possibility of contracting the corona virus, and uncertainty about the future in the context of the pandemic. A few calls pertained to administrative issues such as transfers and departmental action, not related to the mandate of the counselling, wherein, the callers were asked to approach the Departmental superiors. The app provides audio guided therapy, Psychometric Tests and also contains articles on mental health. It addresses common problems like stress, anxiety etc, and includes training for developing mindfulness. Several widely used psychometric questionnaires are available on the app for self-assessing problems like anxiety and depression. It also provides solutions to cope with the problem, based on their results, via mail. Information about the service has been widely circulated by the department on the internal Whatsapp groups of the police force, according to the DGP. An interesting informative video in Punjabi has been created and shared with the Punjab Police Personnel detailing the psychological impact of a pandemic such as the Corona virus on the health and functioning of the police personnel. Apart from this, the app is suggests simple remedies for anxiety and stress, such as advice to ensure good sleep, periodical medical checkups, continuous dialogue
with family members and friends, chatting and sharing of problems with friends and colleagues, drinking lots of water, and so on. In addition, on the request of DGP Punjab, doctor members of Punjab IPS Officers Wives Association (PIPSOWA) have created an awareness video for Punjab Police personnel and their families, which outlines the early warning signs of CoviD and the precautions which need to be taken to avoid contracting the virus. TO ENSURE SAFETY OF EMPLOYEES, PUNJAB ISSUES DETAILED ADVISORY FOR SAFE OPERATION OF GOVT OFFICES DURING COVID19
NODAL OFFICERS FOR EACH DEPT TO MONITOR HEALTH OF STAFF
CHANDIGARH, MAY 5: To ensure safety and well-being of its staff, Punjab Government has issued detailed guidelines and protocols for safe operation of government offices during Covid-19 pandemic, with appointment of Nodal Officers for each department to regularly monitor their health. Disclosing this here today, a spokesperson said that it has been directed to ensure sitting arrangement in the offices shall be made while ensuring a minimum distance of two meters between the employees. Nodal officers would have to submit his/her report to the Head of Office. Employees attending the office in person may be allowed flexible timings of reporting for duty, flexible timing of leaving the office, flexible timings for lunch and tea breaks, so as to ensure that crowding in the offices do not take place and social distance norms are maintained. Employees who cannot attend office as they have tested positive for COVID-19 or because their place of residence has come in containment or buffer zone, shall be granted Quarantine leave for a maximum period of 30 days in terms of the provisions of the Civil Service Rules. If for reasons beyond their control, an
employee is still unable to attend the office after 30 days of Quarantine leave, he/she shall be granted ordinary leave. The Head of Office shell maintain a complete and proper record of all employees attending the office on any particular day and use of physical files and communication through physical letters/ notices/ memos orders should be avoided. Further, the office work, to the extent possible, should be done through e-office, official emails, telephones, SMS, Whats App, PBGRAM and other electronic mediums and all official meetings, to the extent possible, should be conducted through video conferencing. Use of Biometric Attendance System (BAS) would remain temporarily suspended. Thermal scanners should be installed at the entry gate of the office premises to screen the employees and other visitors suffering from high fever. Employee detected with high fever or other COVID-19 symptoms in the office premises should be temporarily isolated and immediate medical advice should be sought, the advisory stipulates. Hand sanitizing stations should be installed at all strategic locations within office premises, particularly at the entrance and near high contact surfaces. Alcohol-based sanitizer (minimum 70% ethyl alcohol v/v) be mounted at the entrance wall of the office for the staff to sanitize their hands before entering the premises. For use of Air-conditioning systems, guidelines vide No. 3129 (R) - 3136 (R) dated 24th April, 2020 (Annexure-I), which shall apply in all Government office establishments. To ensure proper office hygiene, it has been directed that indoor areas including office spaces and conference rooms should be cleaned every evening after office hours, or early in the morning before the rooms are occupied. The advisory also urges employees to not indulge in any handshakes or hugs to greet/see-off each other. Employees should not roam unnecessarily in the office and should work only from their allotted space.
Employees should refrain from touching face, mouth, nose and eyes with his hands and should wear cloth masks at all times while outside their homes. The masks should be worn such that it snuggly covers the nose as well as the mouth. The cloth mask should be washed with soap and water daily after use. Employees have been advised to discontinue the use of leather purse and handbags. They can carry a very small bag, if absolutely necessary and disinfect it on return to their home. If any employee is suffering from fever or other COVID-19 like symptoms (cough/sneezing/difficulty in breathing), the employee should voluntarily inform the Head of Office and stay at home, and should also seek medical advice for timely detection and treatment of COVID-19. Employees, whose place of residence falls in the Containment or Buffer zone, shall not be expected to attend office, but they should inform the Head of Office forthwith. In case an employee is diagnosed with COVID-19, and such an employee has attended office, the Head of Office shall immediately inform the Helpline No. 104 or the State Control Room No. 01722920074/ 08872090029, giving details about the employee and the contacts he/she might have had during their attendance in the office.
