FOREWORD

The Carabao Situation Report presents the industry situation in terms of volume and value of production, supply and disposition, number of heads slaughtered in slaughterhouses, volume and value of carabeef imports, and monthly average farmgate prices.

The Philippine Statistics Authority (PSA) disseminates the Carabao Situation Report annually, every March, with the previous year as the reference period. The report serves as a ready reference for PSA’s various clients and stakeholders in the agriculture sector.

The PSA would appreciate comments and suggestions from our data users and readers for further improvement of this report.

TECHNICAL NOTES

The data in this report are collected by the Philippine Statistics Authority (PSA) through

the two major surveys, namely:

1) Backyard Livestock and Poultry Survey (BLPS) which covers one of the four replicate samples of the Palay Production Survey (PPS) and Corn Production Survey (CPS). BLPS consists of 15,865 sample households in 1,560 sample barangays nationwide; and

2) Commercial Livestock and Poultry Survey (CLPS) which covers 141 carabao farms

as of January 2020. For carabao, both surveys are simultaneously conducted semi-annually (January and

July) in all provinces.

Another activity that supplements the statistical requirements of the livestock and

poultry subsector is the Compilation of Data from Slaughterhouses and Poultry

Dressing Plants (CDSPDP). This covers 1,324 licensed to operate meat

establishments (AAA and AA) and Locally Registered Meat Establishments (LRMEs)

nationwide. It is undertaken in coordination with the National Meat Inspection Service

(NMIS) and Local Government Units (LGUs).

Concepts and Definitions

Commercial farm - a farm or establishment/enterprise that raises livestock and poultry animals. Moreover, it must satisfy at least one of the following criteria:

• Tending at least 21 heads of adult and zero head of young;

• Tending at least 41 heads of young adult; or

• Tending at least 10 heads of adult and 22 heads of young. All livestock and poultry raisers that did not satisfy the above criteria were considered as Backyard Farm. Deaths/Losses refer to the number of animals that died due to pests, diseases, and calamities. Farmgate price refers to the price received by raisers for their produce at the location of farm. Thus, marketing costs, such as transport and other marketing costs (if any) incurred in selling the produce, is not included in the farmgate prices. Inventory refers to the actual number of domesticated animals present in the farm as

of a specific reference date.

Imports refer to the number of live animals originating from foreign country, i.e., live

breeders and feeders recorded by the Bureau of Animal Industry - National Veterinary

Quarantine Services (BAI-NVQS), while meat importation data are compiled by the

Trade Statistics Division (TSD) of PSA from the copies of Import Entry and Internal

Revenue Declaration collected from the Bureau of Customs (BOC).

Locally Registered Meat Establishment (LRME) refers to the slaughterhouses, meat processing plants, meat cutting plants, and cold storages that are allowed to operate by the city/municipal government but are not accredited by NMIS. Slaughterhouse (SH) refers to the premises that are approved and registered by the NMIS and LGUs in which food animals are slaughtered for human consumption. Slaughtered in slaughterhouses refers to animals slaughtered in licensed to operate meat establishments (AAA, AA), including number of animals slaughtered in LRMEs. Supply and disposition refers to a framework that explains the population dynamics of animals in the farm. This includes born live, imports, deaths and losses, number of animals slaughtered in the farm/household, and sold live for slaughter.

Value of production refers to the value of the animal with reference to its farmgate price. It is derived by multiplying the volume of production with its farmgate price. Volume of production refers to the quantity of locally-raised animals disposed for slaughter which includes animals shipped out for slaughter. This can be expressed in number of heads or in thousand metric tons, liveweight.

1. Volume of Production a. National

The total volume of carabao production in 2020 was estimated at 120.41 thousand metric tons, liveweight. This was -14.4 percent lower than the 140.66 thousand metric tons, liveweight output in 2019. (Figure 1 and Table 1)

Among the provinces, Negros Occidental was the highest producer of carabao in 2020 with a production of 8.37 thousand metric tons, liveweight. This was followed by Leyte and Cagayan with corresponding productions of 4.99 thousand metric tons, liveweight and 4.92 thousand metric tons, liveweight. Completing the top 10 carabao-producing provinces in 2020 were Pangasinan, Maguindanao, Quezon, Iloilo, Zamboanga Del Norte, Bukidnon, and Davao del Sur. These provinces accounted for 39.6 percent of the country’s total carabao production. (Figure 2 and Table 3)

2. Prices

The annual average farmgate price of carabao for slaughter in 2020 was PhP 104.86 per kilogram, liveweight. This was 5.7 percent higher than the average farmgate price of PhP 99.22 per kilogram, liveweight in 2019. In 2020, the highest farmgate price was recorded in December at PhP 109.88 per kilogram, liveweight, while the lowest was in January at PhP 101.15 per kilogram, liveweight. (Figure 4 and Table 4) 3. Value of Production

At current prices, the gross value of carabao production in 2020 was PhP 12.67 billion or -9.5 percent lower than the PhP 13.99 billion gross receipt in 2019. At constant prices, the gross value of carabao production contracted to PhP 11.48 billion or by -14.4 percent in 2020 relative to the PhP 13.41billion level in 2019. (Table 5) 4. Supply and Disposition

In 2020, the total supply of live carabao was estimated at 3.35 million heads. It declined by -0.2 percent from the 3.35 million heads recorded in 2019. This was due to the decrease in the beginning inventory by -0.3 percent, from 2.874 million heads in 01 January 2019 to 2.866 million heads in 01 January 2020. The total disposition during the year was 424.61 thousand heads. This was -12.9 percent lower than the previous year’s level of 487.75 thousand heads. The number of slaughtered carabaos declined by -13.5 percent, from 462.72 thousand heads in 2019 to 400.28 thousand heads in 2020. (Table 6)

5. Imports

The total volume of imported carabeef in 2020 was 28.47 thousand metric tons. This was -12.6 percent lower than the previous year’s level of 32.57 thousand metric tons. The total value of imported carabeef in 2020 decreased by -9.8 percent, from USD 91.96 million in 2019 to USD 82.97 million in 2020. The lowest value was reported during April to June of 2020 at USD 3.33 million. (Table 7)
