Bislig CityThere are so many places in this world that are gifted by God with nature’s bounties. One of which is Bislig City, anewly converted component city in the southeastern part of the pacific region in the Island of Mindanao. Tourismindustry in Bislig is one of the promising industries in the near future. Bislig City, The Booming City by the Bay, is apicture-perfect place to go if one thinks about flora and fauna. It is a wonderful place gifted with differentpanoramic views and nature reserves. Beaches? Lakes? Falls? Springs? Caves? Parks? Name it, we have it!

Tinuy-an is the widest waterfalls in the country. It is alsodubbed as the NIAGARA FALLS of the Philippines. It is listedin the book of the Department of Tourism as one of the MostBeautiful Tourist Spots in the entire CARAGA Region. Itscolorful picture was featured in International TravelMagazine. It has a 3-tiered falls with a total height of 55meters and a bathing width area of 95 meters. Otherfeatures are presence of 3 islets at the swimming area, coolatmosphere with the presence of dipterocarp trees, ferns, orchids, and vines along the bank, multi-layered river bed ofstones skillfully crafted by nature; and formation of rainbowrays from 9:00 to 11:00 a.m.

Secret Falls It is located at Brgy. Maharlika, Bislig City. This falls iscalled secret because of its distance from the mainroad - one has to take a long trail walk in the woodsbefore reaching the place. Secret’s deep celadonwater is frosty and bubbly. The deciduous trees thatserve as chalets make it a perfect place for unwinding.

Sian Falls The cascading waters of Sian is located at Sta.Cruz, Bislig City. Majestic trees, wild flowers, giant fernscould be seen around the vicinity. Good for picnic andswimming ground with elevated bath tub like pool of waterbehind its tail rays.

TUGUNAN FALLS“stunning scenery...startling evidence of the workings of nature” A 3-meter high waterfalls with approximately 40-square meterwide of swimming area that looks like a basin. The basin-like bluish-green water simply reflects the beautiful radiance of the sky. Lashgreeneries completely surround the area. The main falls is aterrace- like structure that has heavy and noisy cascades of clearwater from the springs of the Sta. Cruz mountain. Anotherinteresting physical characteristics of Tugunan is the islet in thecenter of the swimming area grown with exotic shrubs, and theminute falls opposite to the main cascading waters. The cool andrefreshing Tugunan Falls will greatly persuade every tourist visiting it.Tugunan Falls got its name from the local tongue “tugon” whichmeans, to tell. During those days, people who went to Tugunan weretold not to make noise while swimming so as not to disturb the fairiesand goblins. Legend has it that those who made noise werepunished by the fairies. Sometimes, the noisy ones caught by goblinswere brought under water and had never returned.

Bislig in the annals of Philippine historical heritage is rich in her recorded past dating back since the dawn of civilization in thispart of Mindanao. It has had its rich, turbulent and bloody, but dynamic transition that had eventually led to its present social, economic, physical and political structure The legendary allusions as to how Bislig got its name dates back to the era prior to thecoming of the Spanish conquistadores. The town got its name from a forest vine of the rattan family that grew in abundance alongthe banks of its rivers. This vine is noted for its strength and became known for saving a royal couple who crossed the swollenriver in one of their hunting expeditions and who almost died as they were carried downstream by the rushing current. The legendhas it that this hunters had already lost hope of surviving until they were able to cling to a vine which was about1/4 inch indiameter called “Bislig.” As a sign of thanksgiving, the ruler named this place Bislig. The first inhabitants of Bislig were believed to have come from the Agusan valley in the hinterlands of Mindanao beyond theMagdiwata Mountains. These people used spears, bows, and arrows and lived a semi-nomadic life and were called Manobos. They were ruled during the later part of the 17th century by a native leader called “Bagani”, meaning a formidable leader. They were very brave, tough and war-like. They also introduced edible crops such as rice, corn and root crops to the area. At the turn of the century, Spanish Colonizers and Missionaries imposed the rule of Spain and brought with them Tagalogs,Ilongos, Visayans from the North as members of their expeditionary forces. Long before it became a town on January 1, 1921 per Executive Order No. 62 issued by Governor General Francis BurtonHarrison on December 28, 1920 with Primitivo A. Castillo as its Municipal President, Bislig was already an established politicalinstrumentality or “pueblo” in the Province of Surigao (now Surigao del Sur and Surigao del Norte). Earlier, the province was a partof an even bigger territory stretching from Northeastern Mindanao down to the island’s Southeastern “pueblo” of Caraga and Man-ay in Davao Oriental. Caraga was originally the seat of political, military and religious authority. But as the territory extendedwestward to the Agusan Valley at Veruela and Talacogon, Bislig became somewhat a new “capital” for the ruler of the region. The “Casa Real” had to be built after years of forced labor. A church symbolizing religious authority was also built and the“Politico-Militar” was established. At the time, a dual government existed - that of the crown and that of the church. It was thispolitical struggle that made Bislig rise from its P3, 000.00 annual incomes in 1921 to a staggering P77.53 M in 1999. This socio-economic growth was brought about by the establishment of the major industries in the locality, such as the Bislig Bay LumberCompany, Inc. (BBLC) in October, 1950 and its sister company, the Paper Industries Corporation of the Philippines, Inc. (PICOP)less than two decades later. These 2 companies were merged in 1970 to become the biggest paper mill in Asia. This was renamedthe PICOP Resources, Inc. (PRI) in 1994. The PNOC Coal Mining Operations which began in 1981 and which is presentlyundertaken under contract agreement by the David M. Consunji, Inc. (DMCI) has added favorable economic activity to the locality. The presence of these giant industries in the municipality has definitely brought about rapid economic progress to the communityand has introduced Bislig’s name in the industrial centers of the world. Since then efforts were made to improve and develop Bislig until the advent of Citihood campaign in 1999 and by virtue ofRepublic Act No. 8804 Bislig was converted into a component city duly ratified and approved in a plebiscite conducted in September18, 2000. Third to Butuan City and Surigao City in terms of its founding year, Bislig City starts to blossom and boom; thus, it isoptimistic to become the most bountiful city in this southern part region of the Pacific basin. Bislig City, the once called “The Paper Capital of the Philippines” is now tagged, “ The Booming City by the Bay.”

Since then, villagers considered it a placewhere their gods dwelt. Its name was changed because there are other caves in the country thatbear the name Suhoton. EDMONTON, ALBERTA, March 15, 2010 - Mindoro Resources Ltd. (TSXV: MIO; Frankfurt: WKN 906167) announces that it hasreceived the final options study commissioned to examine the range of development and processing options available and commenton their applicability to the Agata nickel laterite resource and the Surigao regional nickel laterite Exploration Target. The study wasauthored by Boyd Willis of Boyd Willis Hydromet Consulting in Brisbane, Australia.

The Agata nickel laterite resource announced on November 11, 2009, totals Measured and Indicated 26.92 million dry metrictonnes (DMT) at 1.11% Nickel and 0.06% Cobalt and Inferred 3.79 million DMT at 1.06% Nickel, 0.05% Cobalt. The Surigaoregional Exploration Target announced on January 11, 2010, is 50 million to 70 DMT at 0.9% to 1.1% Nickel.

The Options Study examined six options for first stage development and processing as well as several hybrid options. Theseincluded Direct Shipping Ore (DSO), constructing an on-site processing plant which has an array of potentially applicabletechnologies; including Nickel Pig Iron production, Ferronickel Smelting, Heap Leaching, Atmospheric (Tank) Leaching and HighPressure Acid Leaching (HPAL).

The conclusions of the study are that a DSO operation focused on a higher grade component of the limonite resource, whilst notoptimising value from the resource, offers an opportunity for early cash flow and could be integrated into a staged atmosphericleach with saprolite neutralization then HPAL project treating the much larger low grade (>0.9% Nickel) limonite target. TheMindoro board has approved a recommendation that Boyd Willis Hydromet Consulting conduct a scoping study into the favoureddevelopment and processing options. The scoping study will consider a staged development commencing with selective highergrade (>1.4% Nickel) limonite DSO with saprolite atmospheric leaching as well as a major integrated HPAL / Atmospheric Leach /Saprolite Neutralization project.

In conjunction with the scoping study the Mindoro Board has approved the first, pre construction, stage of the DSO operation. Thiswill involve a drilling program planned to define the higher grade component of the measured and indicated resource to allow mineplanning, a mining contract and submission to the Mines and Geoscience Bureau (MGB) allowing Declaration of Mining ProjectFeasibility under the Philippines Mining Regulations. The resource is located on a mining permit (an MPSA), and has a grantedEnvironmental Compliance Certificate (ECC) in place. Mine planning will provide a more accurate estimate of capital and operatingcosts for a conceptual 1 million tonne per annum DSO project. Offtake / marketing agreement(s) will also be sought during thisstage.

In addition to the scoping study and pre construction stage of the DSO, Mindoro will commence drilling the regional lateriteExploration Target in order to convert a significant proportion of the 50 million to 70 million DMT @ 0.9% to 1.2% Nickel ExplorationTarget to NI 43-101 compliant inferred to indicated resource estimate.

The reader is cautioned that there is no guarantee that these resources, if delineated, will be economic or sufficient to support acommercial mining operation. The company’s production objectives are intended to provide an indication of management’s currentexpectations and are still conceptual in nature. It is uncertain that it will be established that these resources will be converted intoeconomically viable mining reserves. Until a feasibility study has been completed, there is no certainty that these objectives will bemet.

Tony Climie, P.Geol, is the Qualified Person responsible for monitoring the supervision and quality control of Mindoro’s exploration

programs and who has reviewed and verified the technical information contained in this news release.

More than Php5B investments seen in Caraga region in 2010

Economic growth continue to spur in Northern Mindanao (Caraga region) as more than Php5 billion investments is seen in 2010.

“This new development will surpass the 2009’s first semester investments of more than Php1 billion,” said Northern MindanaoRegional Director Brielgo O. Pagaran. In year 2007, mining investments in Caraga region only reached up to US$ 370 million.Having mapped-out the strategies and identified the areas for interfacing with some of its partners, DTI Caraga is hopeful that allmining companies, fisheries and agricultural sector will be fully operational in year 2010 and beyond. Todate, there are about 62mining companies operating at various provinces in Agusan del Sur, Surigao del Norte, Agusan del Norte, Surigao del Sur andDinagat Islands province and Surigao City. Added to the burgeoning economic activities in the region next year is the US$ 1.2billion Sumitomo Co. and Zamora Group mining investments in Surigao del Norte. Another factor that generate more income andemployment is the approval of the 300,000 hectares 12 Certificates of Ancestral Domain Titles; Php100-million fish processing portin Barobo and Lianga; the Php100 million investment of Stanfilco/Dole Philippines’ 100-hectare banana plantation in Tago, Surigaodel Sur; and the 170,000 hectares agri-tree plantation of Shannalyn’Techlan Co. in Esperanza, Agusan del Sur.The P200 million hydro power investments in Agusan del Norte, with two ready for operation and five are on process of coal powerplants in areas of Bislig City and Hinatuan and Lianga in Surigao del Sur province also added to the unstoppable economic activitiesin 2010 in Northeastern Mindanao region. Aside from local and national tax and revenues, at least 5,000 workers are also benefitedof these big companies now in the position for full take off, said director Pagaran. “Investments might double in next year,” he said. The expansion of palm oil plantation is also seen in Agusan del Sur and Agusan del Norte next year. He said all concerned agenciesof the government and stakeholders, especially the local government units must work hard to help the region realize its potentials. The region’s trade and industry chief said the Philippine Mining Act of Republic Act 7942 have added to the continuing miningactivities in the region. “This big investments mushrooming in the region is a plus factor to the economy and in the coming yearsCaraga region is lined up to be the most progressive region in the country,” he added.

BUTUAN CITY—The Caraga regional environment andnatural resources office here has started to push for theadoption of solid-waste management program at the villagelevel after outgoing President Arroyo made a call to speedup the creation of barangay-based materials-recoveryfacilities (MRFs) in Mindanao.Edilberto Buiser, Caraga’s Environment Regional executivedirector, has ordered his 17 provincial and community fieldoffices in four provinces and six cities to provide/ support totown officials for the implementation of their respective solid-waste management program.Buiser said the program would somehow address theproblem of global warming and climate change. The Department of Environment and Natural Resources(DENR) executive has also directed his four provincial and13 community environment and natural resources officersto present to the governors, city mayors and all local officialstheir respective programs to mitigate global warming andclimate change.Buiser’s order came after President Arroyo’s call on localexecutives, including barangay officials, in Mindanao to speedup the establishment of MRFs in every barangay during herrecent visit to Mainit, a fishing town, in Surigao del Norte. The President noted the importance of MRF in everybarangay, where people bring their waste materials thatcan be recycled and reused. Biodegradable waste, she said, could be converted into organic fertilizers to be used byfarmers.“Mindanao is considered a bread basket. The governmentunder my administration has poured in huge funds to provideinfrastructure facilities to promote development, particularlyin agricultural sectors,” the President said.Meanwhile, Mrs. Arroyo cited major accomplishments underher leadership/ in Caraga /region, such as the irrigation of358,000 hectares of land, the development of SocorroMunicipal Port in Surigao del Norte, the Surigao-DavaoCoastal Road, and the extension of loans to farmersamounting to P161 billion, in which 60 percent of the amountbenefited the farmers in Mindanao.

BUTUAN—Four barges, each carrying 1,000 tons of nickel-rich soil, leave Agusan del Norte frequently to transport rawquarried land to mainland China. Locals would joke that in a few years, there will be another Tubay in China.Tubay is a municipality in Agusan del Norte where the San Roque Metals Inc (SRMI) is currently conducting mining operationsfor low-grade nickel and iron. Instead of shipping these ores, tons of quarried land from the nearby mountain is sold toother Asian countries like China and Korea. The literal shipping of Philippine soil has been in practice not just in Tubay butin other mining sites in Caraga since the mining boom in 2006. Caraga, otherwise known as Region 13, is composed of fiveprovinces: Agusan del Sur, Agusan del Norte, Surigao del Norte, Surigao del Sur, and Dinagat Islands. Since it resumedoperations in April 2008, SRMI has been transporting 800,000 tons of soil. It had shipped out 1.6 million tons during its2006 to 2007 operations. These lands contain 1.6% nickel and 35% iron. Local governments and potential investorsidentified the region as the biggest iron deposit in the world and second biggest in terms of nickel deposits. The mineralreserves of Caraga are said to be about US$10 billion. National Economic and Development Authority regional directorCarmencita Conchingco said that land shipping is due to the lack of mineral processing plants in the region. “Unfortunately, there are no processing [plants] in Caraga. The mineral gets out in its raw form.” Raw form means shipping out the earthitself. Since it became a separate region in 1995, Caraga has been in the list of the poorest regions in the country. It hasbeen consistently ranked among the bottom until the mining boom in 2006. Caraga is currently the second poorest region.“Our economy is considered the second fastest growing economy in 2007. We have grown more than 8% primarily becauseof mining. It is currently driving our economy.” Conchingco said. Constructing processing plants could permanently removeCaraga in the list. Surigao City, considered the most developed city in region 13, is already negotiating with the PhilippineNickel Corporation (PHILNICO) for the construction of a processing plant in Nunuk Island, a former mining site. SRMI, aFilipino-owned company, also plans to put up a processing plant in Tubay to upgrade the value of the ores mined in theirarea. As of the moment, they can only sell to China and sometimes, Korea. Nickel is used to make computers, laptops, cellphones, utensils, and cars. There are many investors, says Conchingco, but there are constraints like the lack of infrastructurein the region: “Production areas are hard to reach because the roads are unpaved.” There are also conflicting land usesand ancestral domain claims that need to be addressed. Aside from that, some municipalities still lack local governmentpolicies on mining.‘Threat to tourism’The current mining wave that swept over Caraga has opened questions on its adverse effects on tourism. Felipe Espejon, municipal mayor of General Luna in Siargao Island, staunchly declared that “mining is a threat to tourism.”There are currently no mining activities in Siargao but there are motions to “free” some municipalities in Siargao to caterto mining operations. The island, touted as the surfing capital of the country, was declared a protected area by theProtected Area Management Board (PAMB). The island municipality of Bucas Grande, a part of the protected zone, containshigh-grade nickel and chromite ores. Espejon said that the municipalities argue that they will earn additional revenuesfrom mining. Opening the island to mining can also generate employment for the locals. If a plant should open in theisland, 10,000 locals can be immediately employed. Nearby municipalities like General Luna are wary of the move becauseof possible water contamination. Bucas Grande is only an hour away from Siargao. “They will do a lot of preparation beforewe allow it,” Espejon said.Sustainable mining?Sustainable mining does not end in shipping the land, said Glennadi Rualo, mining enhancement protection and environmentaloffice (MEPEO) manager of SRMI. The mining company practices progressive rehabilitation. “If we mine, we return the topsoil and plant on it,” Rualo said. Rehabilitation starts by the second year up until 10 years after the end of the miningactivity. Of the 72 hectares mining land given to SRMI, there are roughly 30 more hectares left to be drilled. A requirementof the Mining Act of 1995 is the establishment of a MEPEO to oversee the rehabilitation of the area. The primary focus ofthe department is solid waste management, environmental engineering work and pollution control. To prevent siltation, they have a series of ponds called siltation ponds constructed in each galley to prevent contamination. MEPEO alsoconducts quarterly monitors for heavy metal or silt contamination. Although the land cannot be returned to its originalheight, the rehabilitated areas can be transformed to fishing grounds, golf courses, or subdivisions. Local governmentunits and the Catholic Church would approve of mining if it is sustainable, according to Conchingco. “We need to mine butat the same time streamline the protection of the environment.” Likewise, Conchingco said that mining firms should haveprovisions that when they get out after extracting the minerals, the community would be left with viable livelihood.

Caraga Forum Business Editorial

We have all noticed the rapid proliferation of new Gasoline Stations in Butuan City. Caraga Forum asks why?? Hasthere been an influx of population to Butuan? Has there been a substantial increase in vehicle sales? Is the ButuanEconomy growing at a rapid rate? Have the owners of these new Gasoline Stations undertaken any kind of feasibilitystudy? Where are the statistics that say these Gas Stations are needed? Caraga Forum predicts that the alreadymeager gasoline sales will be shared among many, thus having the effect of driving the economy down. Some will sayit creates jobs but that is short-sighted. What sort of jobs will be created if the owners cannot make decent profit. Wesuggest any jobs created will be low-paid menial work that will not pay the minimum wage thus forcing Butuanons intoan existence lifestyle without hope of improving their circumstances. It is another example of the previous regime inCity Hall granting licenses without any forethought to the consequences for Butuan. Rather than encourage new andsustainable businesses to put up in Butuan they have allowed copy-cat businesses to cut each others throats thusdriving the economy down. It is the business of City Hall to have a strategic plan to stimulate the economy for thebenefit of its citizens. How many Internet Cafes do we need, how many tricycles do we need etc. Is there any plan inCity Hall based on statistics and population growth for licensing business in Butuan? It is to the benefit of the city thatnew businesses are sustainable and can provide long term employment with realistic salaries and remit taxes to CityHall on a long term basis. People who want to enter into any kind of business need to be regulated for their ownbenefit and for the sake of the city. If a business can only exist by exploiting its staff and customers and bycheating on its legal obligations then that business has no right to exist and is harmful to the economy. Let’s allpray that the new regime in City Hall can form a strategic plan to foster a good business enviroment and to forma strong partnership with local business organizations so Butuan City can grow in a sustainable and positivemanner.

SEN. Bong Revilla Calls On The GOVT To Spend More On Caraga INFRA Projects

BUTUAN CITY - Senator Ramon Bong Revilla Jr. today said infrastructure development is the solution to Caraga’s longbattle in poverty as he called on the government to increase spending in road projects, communications andtransportation to boost growth in the region.“I believe that infrastructure development is the foundation of growth. It played an important role in poverty reductionby giving people an access to better opportunity,” the senator said during his one-day visit in Agusan del Sur.In a recent study, Caraga was recorded among the country’s poorest regions, with 52.6 percent of its population fallingbelow the poverty line. The region has five provinces - Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao delSur, and Dinagat Island. Bong Revilla observed that lack of good road network deprived the residents here of economicopportunities. According to the senator, Caraga has abundant agricultural crops and blessed with natural resources.“Their crops and products could not reach the markets outside the region because their farm-to-market roads here arenot in good condition,” the senator cited. He added that investments, which generate jobs, bypassed regions orcountries with inadequate and poor infrastructure. In a study made by the National Economic and DevelopmentAdministration (NEDA), it has identified that infrastructure is one of the problems in Caraga that should be addressedby the national government. He revealed that the funds that local governments are getting for infrastructure projectsare not enough to sustain the development in the provinces. According to Bong Revilla, poverty reduction is possiblethrough an improved road projects, communications and transportations because they set conducive investmentclimate, which will result to availability of jobs and livelihood for the people. “It also improved social growth as peoplewill have access to better education and health services - two of the basic services that people need,” he added. The senator, being aware of the importance of infrastructure development in economic and social growth, had passed83 public works laws during the 13th and 14th Congress. These laws gave way to improvement of roads in thecountryside.

The Real State of Mindanao’s Power Crisis

Mindanao’s power crisis is not getting better and even the government is not sugar-coating the real problem this timearound. Dabawenyos, who are complaining about the two-hour brownouts and even a daily schedule for some areas, should thank the heavens as they do not share the plight of those living in General Santos City and Surigao del Surwhere brownouts last for up to 3 hours per rotation which is repeated up to four times a day. And all these is not goingto get better–except if manna from heaven comes in the form of sweet, intense rain, possibly never-ending until thewhole of Lake Lanao is filled with water enough to run the turbines that would power the lights and appliances in thehouse of every Juan in town. “We have a shortfall now of 500 megawatts but it is going up and down between 385 MW(megawatts) to 700MW,” Mindanao Development Authority (MindaDA) chairman Secretary Jesus Dureza said.Dureza admitted that Mindanao was already experiencing a shortfall in power supply even with the normal water levelin Lake Lanao and even sans the El Nino phenomenon. This, he added, was predicted many years ago because of theincreasing requirements for power without any new generating power plant in the offing except the STEAG hard-coal-fired power plant in Cagayan de Oro with a capacity of 232 MW and the solar powered plants in Sarangani andZamboanga. Dureza has given a lowdown of the real situation in Lake Lanao when he visited the area about twoweeks ago. “Lake Lanao is in a very critical water level with only 75 centimeter left before we shut down the powerplant,” he said. The water level is receding by 1 cm every two days so we only have 150 days left before we will beforced to shut down the plant to avoid mud and silt going into the turbines. The water level at Lake Lanao at this timeis 668.90 cm but if it reaches the 668.15 cm level then they will no longer be able to release anything as mandated bythe Environmental Compliance Certificate of the Agus Plant. He said only 10 million cubic liters of water per second arebeing released from Lake Lanao now, instead of the full capacity. This is in preparation for the power requirementsduring the May 2010 elections. There are actually two plans being prepared today to make sure that there is no powerinterruption during the election. Plan A is to triple the release of water by up to 100 million cubic liters per second toprevent brownouts a day before, during and after the elections. Plan B calls for the full release of water from LakeLanao for nine days depending on the requirements of the Commission on Elections.

SPORTS NEWS16th Asian GamesMANILA, Philippines - Not even those under the list ofelite athletes that will represent the Philippines in the16th Asian Games in Guangzhou in November standclose to the bronze medal standard in the quadrennialevent. “As of now, those in the elite group are stillshort, very short of meeting the standard of at least abronze medal,” said outgoing Philippine SportsCommission chairman Harry Angping. But it doesn’tmean that these athletes, who receive monthlyallowances of at least P20,000 from the PSC, won’tstand a chance of landing a medal when thecompetitions are held from Nov. 12 to 25. Angpingsaid there’s enough time for these athletes to reachtheir peak. “They still have more than four months towork harder and meet the bronze standard. Andwhen they get there, then there’s the chance ofwinning the silver or even the gold,” he said. In theAsian Games, the competition gets so tight that thedifference between winning the bronze and the silveror the silver and the gold comes by the hundredths ofa second in measurable sports. In case of thesubjective sports, it sometimes boils down to oneclear punch or a solid kick. “Once you meet thestandard for winning the bronze, then you get thechance to win the silver or the gold. That’s thebenchmark. And our athletes still have time to do it.We can make it,” said Anping. There are already 16athletes under the elite list, and over 200 more in thetraining pool, each one of them still hoping to makethe elite list by the time the Asian Games begins inNovember. In the elite list are taekwondo’s JapoyLizaedo, Marlon Avenido, Tshomlee Go and MaryAntoinette Rivero, swimming’s Miguel Molina andDaniel Coakley, athletics’ Marestella Torres, billiards’Rubilen Amit, chess’ Wesley So, Joey Antonio andDarwin Laylo, karatedo’s Marna Pabillore, sailing’sReneric Moreno, tennis’ Treat Conrad Huey and CecilMamiit and bowling’s Biboy Rivera. Angping wants thePSC to fund only those with chances of winningmedals for the country while the Philippine OlympicCommittee wants maximum participation of over 200athletes. The POC believes that every athlete whopasses their own criteria should be given a chance tocompete, and maybe use their experience in theAsian Games for the 2011 Southeast Asian Games inIndonesia.

Outgoing Philippine Sports Commission Chairman Harry Angpingurged his successor on Wednesday to retain the incentive scheme for topperforming athletes in the coming Asian Games in Guangzhou. Angpingearlier broached the idea of doubling the cash incentive for every Asiadgold to P2 million, saying the agency could afford this since it would begetting at least P45 million from the Philippine Amusement and GamingCorp. every month. After setting aside P30 million for the allowances andtraining of athletes, the PSC would get a savings of P15 million, or P90million in the next six months, which could be used to sweeten theincentive package for gold medalists, he said. “I hope that the nextchairman will use that (Pagcor) money judiciously for the development ofsports,” said Angping, who has been staying on as officer-in-charge untilPresident Benigno Aquino III appoints the next chair of the governmentsports agency. “The only way to further motivate the athletes is to provideadditional incentives,” said Angping. “I hope the next administration willadopt the PSC’s program of giving out an additional P1 million for everygold in the Asiad.” The PSC also boosted the incentive package during the2009 SEA Games in Laos by providing an additional cash bonus ofP200,000 for every gold. “There’s no more (PSC-operated sports)infrastructure to build or repair, so focus should now be on the athletesand the recruitment of new talents,” said Angping, who completed 35projects at PSC-owned facilities during his 18-month tenure. The formerManila representative and softball head also streamlined the workforce ofthe PSC, held the first RP Sports Hall of Fame awards ceremonies, andpaid off the agency’s multimillion-peso debts.

New sports chairman known within the weekPRESIDENT Benigno Aquino III is taking his time to choose the nextchairman of the Philippine Sports Commission. Philippine OlympicCommittee president Jose “Peping” Cojuangco Jr. said this in his weeklyradio program Thursday and hinted that the name of the new chairmanwill be known within the coming week. “He (President Aquino)understands the situation in sports in the country, and that the twoleaders in the highest governing sports bodies should be working hand inhand,” said Cojuangco, who added after Wednesday’s presidentialinauguration that efforts are now being made to fast-track thecomposition of the PSC. “Kailangang mag-umpisa na talaga iyung bagonggrupo towards the drive for excellence in the Asian Games and the YouthOlympic Games,” added Cojuangco.

Caraga schools to ban ‘miniskirts’ for girlsBUTUAN CITY - Starting School Year (SY) 2010-2011 which opens on June 15, the wearing of miniskirts by girls inpublic elementary and secondary schools in the Caraga Region will be prohibited by the Region 13 office of theDepartment of Education (DepEd 13).This was announced here by DepEd Region 13 Director Gloria Benigno who said the ban was indicated in an orderissued lately by Education Secretary Mona Dumlao-Valisno.According to Benigno, the order developed after the DepEd chief earlier pronounced that wearing of schooluniforms, which would entail additional expenses by parents, is no longer a requirement in public schools pursuantto a directive released by President Arroyo.Students belonging to the weaker sex were also admonished by Benigno not to wear short shorts, blouses withplunging necklines, or tight-fitting pants or jeans. The Caraga DepEd director claimed that teenage girls who sport provocative dresses like mini-skirts or shortshorts in school campuses tend to unknowingly distract the attention of male students or “maestros.”She advised teenage girls to instead wear knee-long dress, skirt, and blouse or blouse and pants of any color orprint. For boys, the DepEd prescribed polo shirt or T-shirt with sleeves of any color or with minimum prints and long orshort pants of any color, Benigno said, adding that boys and girls can wear any type of footwear.Benigno quoted Valisno as stressing that proper school dress decorum and promoting hygiene is a part of theteaching-learning process in public schools in the country. Thus, a student’s attire and physical appearance should manifest the learning from the process, Valisno furthernoted.

Cagwait White Beach Resort also known before as “Waikiki Beach” ofthe Philippines as named by famous pilot Charles Lindberg, located inthe town of Cagwait, province of Surigao del Sur.In modern times, this beach, was credited as “Boracay of Caraga”where the annual “Kaliguan Festival” is held every 24th of June.

When you visit there, your firstimpression is the scenichorseshoe shaped coastline withpowdery white sand and crystalclear bright water facing thepacific ocean. You will reallyappreciate the beach’s pristinebeauty. This could be, in thefuture, another hot spotdestination in Caraga for localand international tourists.

How to get there? You have to take a bus ride from Butuan City or Davao City bus terminal bound to Tandag City.Tell the bus ticket collector that you are going to Cagwait. You will reach Cagwait before Tandag. At the Cagwaitjunction, just take a motorized tricycle that will lead you to the Cagwait White Beach area. From the abovementioned resorts, you can go first to the Xtreme Beach Resort because the place can provide you food if youfeel hungry. For other resorts, food is a problem unless you booked earlier and you are in groups. However, duringKaliguan Festival session June 21-24 every year, food is not really an issue. Business activities abound during thisperiod. It is a 4-hour ride by a bus from Butuan City to Cagwait, Surigao del Sur

Cagwait is a 4th classmunicipality. According tothe 2007 census, it has apopulation of 19,899 peoplein 3,426 households.Cagwait has an all-weatherport at Barangay BitauganWest (named Aras-asan Portby the Philippine PortsAuthority) secured by thenatural protection ofArangasa Islands. It has alsoan abandoned aerodomemade and used by theprivate planes of Aras-asanTimber Company, Inc.(ARTIMCO) during its peak oftimber operation in the late70’s.

Barangay Poblacion is the seat of governance while the center of trade of themunicipality is in Barangay Aras-asan. It houses three (3) rural banks, two (2)pawnshops, three (3) bakeshops, a public terminal and public market.Telecommunication is at par with other neighboring municipalities using cellularphones, internet via GPRS, and cable television are available. There are also goodtourist inns, beach resorts and homestay (bread and breakfast). Motorizedtricycles, jeepneys, and buses ply its roads and concrete highways.
