OUTLINE OF PRESENTATION

The Goals of CBON and CBE

* To make the skies of China blue, it waters pure, and its energy conserved

* To help find technologies to implement CDM projects

What is Carbon Trading and How is it Presently Conducted?

What will be the future of Carbon Trading in the United States, and PRC?

Why is CBON and CBE uniquely qualified to participate in and implement this venture?

WHAT IS CARBON TRADING AND HOW IS IT PRESENTLY CONDUCTED?HISTORY OF CARBON FUTURES TRADING – MILESTONES The Involuntary Scheme – the Kyoto Protocols 1. 41 nations execute treaty in 1997 with goal of reducing greenhouse gas emissions by 5% (Five percent) by 2010 2. Traded publicly by the European Climate Exchange (ECX) and privately between companies – the ETS scheme 3. The United Nations Clean Development Mechanism Program (CDMs) Pigs v. Peking Duck 4. The formula: 1 CER (Certified Emissions Reduction) = 1 ton of CO2 = 1 EAU (European Allowance Unit) 5. The failed Kyoto Phase I equilibrium 6. Successful traders and brokers: Cantor Fitzgerald CO2E The Voluntary Scheme – The Chicago Climate Exchange (CCX) 1. Pricing fluctuations between the two methodologies 2. The Terminator, his G-10, and the redwood tress

WHAT, PRECISELY, ARE GREENHOUSE GASES AND THEIR ROLE? The Gasses 1. Carbon Dioxide (CO2) 82% 2. Methane (CH4) 9% 3. Nitrous Oxide (NO2) 5% 4. Human made gasses – HFC 23 – 11,700 greater warming effect than CO2 Their Role.

Greenhouse gasses are either a security blanket or a shroud, depending upon their balance. “Maybe its just the clouds in my eyes”, Daniel, Bernie Taupin and Elton John CDM MECHANISMS 1. Waste management facilities and agriculture 2. Biofuels 3. Coal Mines 4. Carbon Sequestration 5. Wind generation 6. Solar generation –taxis in Bali - Nanosolar

HOW CAN CHINA HELP? 1. Possible legal pitfalls 2. NDRC and its goals 3. The Chinese Energy Capping burning coal mines 4. Why must China become a world leader in this area?

WHAT IS CARBON TRADING AND HOW IS IT PRESENTLY CONDUCTED?

MYTHOLOGIES 1. Green is not necessarily good – E=MC2 – Conservation of Matter and

energy 2. Al Gore’s graphs are scientifically supportable 3. The sky is falling 4. The industrial revolution and its aftermath precipitated dramatic climate

change 5. What the ice cores recently taken by DRI (Desert Research Institute,

Reno NV) tell us

THE FUTURE 1.Why did the United States not sign the Kyoto protocols? a. Addictions to greed, speed, behemoths. b. The role of the Houstonians c. The role of the military-industrial complex 2. The role of Australia, Premier Mark Rudd and the potential partnership

with China

3. Will the United States adopt ‘cap and trade’, or, will it simply tax? a. The curious role of the United States Senate b. The current political landscape in the United States c. The McCain plan, the Obama plan, and the lay of the land

The Goals of A Carbon Capital Lender Invest in PRC Clean Development Mechanism Projects

TECHNOLOGIES UNDER CONSIDERTION FOR CHINA  1.The technology of methane gas capture from landfills, and its use in the

generation of electricity, while not entirely mature in China, is well known in the art. 2. In addition to the methane gas capture from landfill CDM projects, CBON and CBE

will investigate the applicability of the following emerging technologies for PRC: 3. CO2 SEQUESTRATION (PETROLEUM INDUSTRY  a.CO2 from refining pumped into greenhouses (Shell-Botlek) b.CO2 extraction and undergrounding (Statoil-Netherlands) c.CO2 pumping into depleted oil fields (Wayburn-Saskatchewan)  4. CO-GENERATION (SMELTING INDUSTRY) a. Heat from processing into power generation (Alcan-Lynemouth, GB) b. Heat from cement plant in Henan 5. SOLAR PANELS 6. Thin film solar cell technology (Nanosolar and Mirasole) 7. MICELLANEOUS  a. Ceravision® lamp converting microwaves to light. b.GS Cleantech Photosynthesis to capture exhaust gases from Chinese coal plants c.Biologically inspired building designs d.Nano carbon battery packs e. Wind turbine electricity generation of various types f. Petrochemical sulphur reduction technology developed by Sulphco

WHAT WILL BE THE FUTURE OF CARBON TRADING IN THE UNITED STATES AND THE PRC?

THE RESULTS OF THE BALI CONFERENCE OF DECEMBER 2007 a. Parties will attempt to agree on a new treaty to replace Kyoto by 2009 b. Reforestation protocols agreed on for new CDM mechanisms, methodologies,

mechanisms c. Certain technology transfers agreed. d. Adaptation Fund implemented THE RATIFICATION OF KYOTO by AUSTRALIA WITH ELECTION OF PREMIER

MARK RUDD LIKELY ELECTION OF BARACK OBAMA AS U.S. PRESIDENT WHO FAVORS US

GLOBAL PARTICIPATION CAP AND TRADE; JOHN McCAIN CONTRA. a. MIT Joint Program on the Science and Policy of Global Climate Change – assessment of

U.S. proposals b. Legislation will most probably be proposed by Senator Dianne Feinstein of California c. First legislation will probably be enacted in 2009 with phased implementation. d. Democratic controlled congress (House and Senate) will most likely pass. e. Chicago Exchange will be most likely prime vehicle for trade in U.S.; CF must

implement strong relationships there . PRC MUST AVOID ANY LEGISLATION WHICH DESTROYS VIABILITY OF

‘EMERGING NATION’ STATUS AND DISQUALIFICATION FOR CDM TREATMENT AND CREATION OF CERs.
