CHAIRMAN’S MESSAGE
We are encouraged to see how Singapore has rebounded from the economic doldrums with tenacity, hardwork and renewed vigor, even though no one can say for sure that the recession is behind us. In addition to having to cope with the ever-increasing cases and workload in our day-to-day operations, Care Corner continues to grow.
In 2009, we started working with Teck Ghee Youth Centre. Earlier this year, we synergized our work and integrated our operations. It is now renamed Care Corner - Teck Ghee Youth Centre. Care Corner Counselling Center launched a children’s book “Hugs for the Heart” in collaboration with SPH’s Thumbs-Up Department, our Family Services Centre (FSC) at Woodlands began operating a school-based Students Care Centre at Marsiling Primary School, and our FSC at Queenstown was awarded a contract to be an operator handling Family Violence cases in the western region of Singapore.
Against this backdrop of multi-faceted growth, our staff - our most valuable asset, continued to work diligently and selflessly. In recognition of their hard work and significant contributions, we have remunerated them equitably, in line with new guidelines provided by the MCYS. Scholarships and sponsorships have also been made available to our staff interested in further developing themselves.
This is a time to express our deep appreciation to our patron Mr. Gan Kim Yong, Minister for Manpower for his continued support, the MCYS, NCSS, as well as many of our dedicated partners-in-service.
From our past experience, we know God will continue to bless our work going forward as we at Care Corner in turn bless those around us.

I am encouraged by the initiatives taken by the Government, with more assistance given to needy Singaporeans, and increased financial support from MCYS to VWOs…
We are grateful to God for His marvellous blessings. I am pleased to report that FY09/10 has been yet another fruitful year.
Singapore came out of the financial storm slowly but surely. I am encouraged by the initiatives taken by the Government, with more assistance given to needy Singaporeans, and increased financial support from MCYS to VWOs through the wage review for social workers in the new Budget 2010/11. We are grateful to the National Council of Social Service, for being the driving force of these changes. These positive developments have assured us that the Samaritan spirit is alive and well in Singapore.
FY09/10 saw full integration of Teck Ghee Youth Centre into the Care Corner organisation, changing its name to Care Corner - Teck Ghee Youth Centre, completing the union of two ideals in serving needy youth in Teck Ghee. A special thank you to the Prime Minister, Mr Lee Hsien Loong, for his generous donation to the Centre.
Again, I wish to thank the various Community Development Councils, the Members of Parliament, and Grassroots leaders in the constituencies that we serve, for their support towards our work of helping those in need. I am grateful to the army of faithful volunteers, fellow colleagues, and Board members, especially the Chairman and Presidents.
In closing, I want to give all Glory to God the great Provider and Wonderful Counsellor. Because of Him we know that the new year will bring Hope to many more who need the touch of Love in their lives.

1981• Care Corner Singapore is formed. It launches Operation
800 – a series of community services including 800 Youth Club, 800 Nights, 800 Publication, 800 Fellowship, 800 Studio and 800 Counselling Hotline.
1987• 800 Counselling Centre is formed, later known as Care Corner
Mandarin Counselling Centre.
1990• Care Corner Mandarin Counselling Centre is accepted as
a member of the Community Chest of Singapore and the National Council of Social Service.
• Care Corner Family Service Centre (Toa Payoh) begins operation.
• Care Corner Child Development Centre (Yishun) takes in its first batch of children.
1992• Multi-Service Centre for the Elderly in Toa Payoh is estab-
lished, later known as Care Corner Social Day Care for the Elderly (SDC).
• Care Corner Child Development Centre (St George) is set up.
1994• Care Corner Family Service Centre (Queenstown) becomes
a reality. Operation begins from a container.
1997• Care Corner Family Service Centre (Woodlands) commences
services in response to a lack of social services in that part of Singapore.
1998• Human Service Training Association (HSTA) is formed.
1999• Care Corner Seniors Activity Centre (SAC) is established
at Blk 5, Lor 7, Toa Payoh as a joint project with HDB and MCDS.
• 1st National Mandarin Counselling Conference organised by Care Corner Mandarin Counseling Centre
• Care Corner Student Care Centre (Woodlands) is set up by CCFSC (Woodlands) as an extension of the FSC to the Woodlands community.

Care Corner Bursary Fund
Initiated in February 2008, the Care Corner Bursary Fund provided financial subsidy assistance to children enrolled at Care Corner child development centres and student care centres. Subsidies were given to children who had difficulties with programme fees, including enrichment programmes and outings, purchasing of uniforms, and books. This fund also provided support for children’s emergency medical aid and babysitting care where needed.
In FY09/10, $5,206 was disbursed from this Fund, benefitting a total of 19 children.

A Profile of a MEAL Client
Miss S is an unmarried 48 year old, who had been taking medication for depression due to her inability to attain a permanent job. As she had a strenuous relationship with the rest of her family, Miss S was unable to receive any financial support from them. Miss S was unemployed for several months and did not have any savings. Moreover, she had budgeting issues which resulted in her having even more financial problems.
She came to know of the MEAL programme through our door-to-door survey of the Potong Pasir community. As the MEAL programme helped needy clients through the distribution of food vouchers, it provided her some respite during this difficult period of her life.
Miss S was encouraged to reduce her overspending on food and alcoholic drinks after an assessment revealed this to be a cause of her financial troubles. In a second assessment 6 months later, Miss S managed to reduce her overall spending by $600 and in addition to managing her finances better, she was also in far better spirits. She soon found a job in early 2010 and came off our MEAL programme.
*The MEAL programme helps poor and needy clients by distributing food vouchers of up to $40 a month per family member, up to a maximum of 4 members.
