Hello and welcome to the Summer

2013 edition of The Holiday Caravanner.

months of horrible weather, we have

seen an upturn in temperatures and

some overdue sunshine is hopefully

a good omen for the season.

As ever, we have been busy since the

last issue, trying our best to improve

conditions for static holiday caravan

owners. There’s a big industry out there

that relies on your input. We recognise

this contribution and are continually

looking for indications of a fairer

consumer environment. One such signal

must surely be the development of the

new pitch licence agreement at Swanage

Bay View Holiday Park. This is a major

achievement for the Owners’ Association

at the park and, of course, the park

operators, Darwin, who have accepted

their input during negotiations. See our

article on what should be a milestone

for the industry.

Numerous members have called on

us for assistance with cases arising from

their contractual relationship with their

park owners and there have been some

notable successes. Don’t forget – we love

to hear from you with positive, happy

or funny stories from your caravanning

experience. And there’s always the

chance that we’ll publish one of your

caravan-related photos, if you’d like

to submit some.

This magazine features more reader

Holiday Caravan Legislation Proposed for Wales

Welsh Assembly Member for Clwyd West,

Darren Millar, won a ballot to introduce

an individual member's bill - the Holiday

Caravan Park (Wales) Bill. The Bill seeks

to modernise the law that underpins

the actual licensing of caravan parks,

whilst giving greater consumer protection

to people who own holiday caravans.

The current legislation, the Caravan Sites

and Control of Development Act 1960,

now over 50 years old, is understandably

due a revamp.

The key areas that Mr Millar

wants the Bill to address are:

the use of holiday caravans

by some households as their sole

or main residence;

the powers and resources of local

authorities to address this problem;

the cost of providing public services

to those who use holiday caravans

as their main home;

the resources available to enforce licence

conditions on holiday caravan parks;

the fitness of persons operating/owning

holiday caravan parks;

abuses by some holiday caravan park

owners of holiday caravan owners

on their sites

It is the first of these items that is currently receiving plenty of air time, and we urge our members to avoid getting hooked into the black hole of media coverage centring upon “cracking down” on people using holiday caravans as their main UK residence. Yes, it is a feature of the proposed Bill, but this aspect shouldn’t be the only aspect of the Bill reported on, and it shouldn’t discourage caravan owners from replying to the consultation.

The Government recognises that residential use of holiday caravans is an issue, but dealing with the many complexities of such situations won’t be easy. This is why it’s important to note that this process is a consultation. It is a time for people to have their say and their comments considered. Of course, we’ll be making representations to Mr Millar and we have plans to meet him in the coming months.

Our listing includes the most popular manufacturers

with details of length, width, number of bedrooms

and total price.

All prices are ex-works, which means that they are

the prices you would pay if you were to purchase your

caravan direct from the manufacturer.

In most situations the price of a sited caravan takes

into account items such as delivery, connection and

siting. The fact that it is on a pitch on a park normally

means that the park’s sale price will be several

thousand pounds more than the ex-works price.

Whilst attending the NCC’s latest

show, ‘The Spring Caravan and Camping

Show’ at the National Exhibition Centre

in Birmingham, I was lucky enough

to get a bit of time to take a walk

around the show and look at some

of the manufacturers’ latest Static

Caravan models.

The Caravan that caught my eye was the BK Bluebird

Sheraton. This much-loved model has undergone

a major restyle for 2013. The open-plan lounge and

dining area exude an air of sophistication creating

a warm and welcoming space in which to dine, socialise

and relax. Thoughtful touches such as feature fabric

lampshades and cosy swivel armchairs along with

contrasting curtains enhance the feeling of luxury

making the living area the perfect hideaway from

the chaos of daily life.

The rich light tones of the furniture in the majestic

main bedroom blend beautifully with the turquoise

and metallic pewter accents of the French silk

style fabric, resulting in a chic and classy bedroom.

Cleverly concealed behind the doors at either

side of the kingsize bed are an incredible luxury

en-suite shower room and a large walk-in wardrobe;
