LEGAL FRAMEWORK FOR IMPLEMANTING CAREER GUIDANCE IN VET

Organization and Financing of Education Act

Minimal Standards for Guidance in Secondary Schools which define the guidance programmes in secondary schools in Slovenia and include:

various information activities lessons on career-related issues (such as career development,

further education and employment possibilities) work with self-help guidance tools psychological testing individual career counselling visits to employers

MINIMUM STANDARDS FOR CG IN VET

School counselors should provide:

Group lessons on career guidance 1st and 2st year= 2 hours 3rd year = 3 hours 4th year = 4 hours

at least one individual counseling session for each student in the last gradeup to date materials in the library

Why career guidance is necessary in VET?Most students who have graduateed enrole in educational programs at tertiary level.More than 90% of students who have completed vocational matura continue enrole in educational programs at tertiary level.

The accessibility of guidance in VET is not high enough. The reason are: plenty of other tasks that guidance counsellors have to perform high number of students a belief that students in vocational schools have already made

their vocational/career decision; The fact that career education still has a marginal position in

the present school curriculum - there are no career guidance courses;

The lack of quality system, specialised training and education in the field of career guidance;

The absence of a clear and coordinated guidance policy at national, regional and local levels.

WEAKNESSES OF CAREER GUIDANCE SYSTEM:

EXAMPLE OF GOOD PRACTICEWEB PAGE: WWW.MOJAIZBIRA.SI It started as a project founded by EU commission and Slovenian Ministry of

Education in 2008. Target group: pupils, students, school counselors, parents, participants in

adult education. In the first year it had about 44.000 visitors –and already 127.330 in the last

year. 10.000 visitors per month and 2600 likes on FB Information is gathered form different institutions like Ministry of

Education, Sloevnian Institute for adult education, Chamber of crafts, Employment service and others.

To popularize the website a series of printed information materials was provided for whole generation (approximately 18,000 pupils per year).

RESULTS: enrollment in vocational schools in 2011/2012 has increased the first time since the school year 2004/2005 despite the decline in generations.

level (more than 300 formal and non-formal programs) and schools Presentation of more than 428 occupations (some- 343 even with

PRESENTATION OF SLOVENIAN SYSTEM OF APL (accreditation of prior gained knowledge) National Vocational Qualifications which give individuals an

opportunity to assess and validate knowledge and skills obtained through non-formal learning.

KAM IN KAKO – WHERE AND HOW?

KAM IN KAKO is an interactive computer program that helps users when choosing their profession/occupation.

Target group are pupils and students making their first career decision, as well as those who are looking for new ideas regarding their careers.

Program originates from the UK . (www.cascaid.co.uk/) and was adapted to Slovenian conditions in 1998/99 during the PHARE project Experimental Centre for Vocational Guidance. Nowadays more than 400 primary and secondary schools , Employment services and other institutions are using it to help their students to make optimal career choices.

Content: job descriptions, possibilities of researching specific occupations, photos, interviews with individuals engaged in a particular profession, self-evaluation of skills, which occupations are not appropriate when having certain health problems...

The program is based on individual’s attitude to work, it is very clear and managable as it enable users to see how their answers are being used and why certain professions are proposed and others not.

Project Career centre in schools (2011/2012) is an ACES (Acadamy of Central European Schools 2006) project
