CGS Objective

• The objective is to design an integrated LMIS and CG services for Mongolia.

• The CGS will provide the Mongolian population with information, guidance and counseling to choose an appropriate career from school to work. It will help in making the best choice of career from the range of opportunities in the Mongolian labor market.

• Both the LMI and CG systems will be designed in a user-friendly manner using the best available IT solutions to deliver the service nationally.

Findings

• Urgent demand for qualified skilled professionals in mining, construction & infrastructure, directly affiliated professions, services & agriculture.

• LECO, as the central organization for implementing a CGSS needs capacity building.

• Training career guidance coaches has to be undertaken urgently, incorporating the existing first basic training project (ILO in cooperation with the Metropolitan Employment Department, 2010.)

• Information data bases have to be set up, hard copies as well as web based in a standardized form. Existing materials should be adapted. In all cases an updating and revising provision has to be defined.

CGS Definition

• OECD Definition[1]:• Career guidance refers to services and

activities designed to assist individuals of any age and at any point throughout their lives, to make education, training and occupational choices and to manage their careers.

Such services can be found – in schools, universities and colleges, in training

institutions, – in public employment services, – in the workplace, – in the voluntary or community sector and– in the private sector.

• The activities may take place – on an individual or group basis – and may be face-to-face or at a distance

(including help lines & web-based services).

• assessment and self-assessment tools,

• counseling interviews, • career education programmes (to help individuals develop their

International Model• The European Training Foundation (ETF) when

dealing with CG Systems uses the same definition as OECD and other EU institutions

• This general description of career guidance has become the worldwide reference definition

• An ever growing number of service providers, organizations and coaches offer career guidance

• In the internet a huge number of profit oriented companies offer career guidance services.

CGS Design

A structure meeting the following requirements:

• modularized system with growing web-based content

• step by step approach• It has to allow a “one stop strategy”• Adaptable to all levels• Automatic update of data bases• Curriculum modules for specific target groups• Qualified CG coaches in place and available• Quality assurance system in place and functioning• Regular revisions to adapt to changing needs

CGS Design (continued)

• A network of all the relevant stakeholders has to be established & serviced.

• A national standard for CGS coaches has to established including

– Curriculum at a Mongolian university, and– A professional national association of career

guidance coaches• Priority for CGS should be given to the

secondary educational level. • Cooperation strategies for PPP activities have

to set up using comparable experience from other countries and sectors within Mongolia.

CGS Training

We are proposing Career Guidance training for the following officials:

• Training / collaborative approach for CGS curricula development for LECO CGS Department/ LSWSO and if possible for MED as well

• Training for Social Workers in TVET Schools• Training for aimag-level LSWD officers• Training for officials of 6 RMCs
